{"id":20032070,"date":"2020-03-09T13:23:31","date_gmt":"2020-03-09T07:53:31","guid":{"rendered":"https:\/\/www.thethirdpole.net\/?p=32070"},"modified":"2020-12-02T23:16:25","modified_gmt":"2020-12-02T17:46:25","slug":"frightening-parallels-between-nrc-excluded-in-assam-and-rohingya-refugees","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/justice\/frightening-parallels-between-nrc-excluded-in-assam-and-rohingya-refugees\/","title":{"rendered":"Frightening parallels between NRC-excluded in Assam and Rohingya refugees"},"content":{"rendered":"<p>On December 22, 2019 Mohammed Sanaullah, a retired army officer settled down in front of his television in his ancestral home in Kalahikash village, 60 kilometres from Guwahati, the capital of the state of Assam in north-eastern India.<\/p>\n<p>The family had tuned in to watch the Indian Prime Minister, Narendra Modi, address an election rally in Delhi, speaking for the first time since protests had broken out across the country against a contentious law that promises Indian citizenship to asylum seekers from Pakistan, Bangladesh and Afghanistan, unless they are Muslims. In his speech <a href=\"https:\/\/www.guwahatiplus.com\/daily-news\/there-is-no-detention-centre-in-india-pm-modi\">Modi said<\/a>, &#8220;the citizenship law or the NRC [National Register of Citizens, another contentious exercise] have nothing to do with Indian Muslims. They have nothing to worry.&#8221; The Prime Minister added that his political opponents were spreading rumours that Muslims would be sent to detention centres.<\/p>\n<p>\u201cNeither is anybody sending the country&#8217;s Muslims to detention centres nor are there any detention centres in India&#8230; The Muslims of India don&#8217;t need to worry at all,\u201d said Modi.<\/p>\n<p>Sanaullah had just experienced a different reality from the one the Prime Minister described.<\/p>\n<p>The 53-year-old war veteran was declared a \u2018foreigner\u2019 after his name did not figure in the NRC list. On May 27, 2019, when he went to a Foreigners\u2019 Tribunal set up to deal with cases like his, Sanaullah was placed under arrest and sent to a detention camp in Goalpara in Assam.<\/p>\n<p>\u201cWhere was I sent if that was not a detention centre? He is denying buildings that physically exist. I will never forget the 11 excruciating days I spent in the detention camp,\u201d Sanaullah said when I met him in his village in late January. He has appealed against the order in the Guwahati High Court, and is currently out on bail.<\/p>\n<figure id=\"attachment_32072\" aria-describedby=\"caption-attachment-32072\" style=\"width: 700px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-32072\" src=\"https:\/\/dialogue.earth\/content\/uploads\/2020\/03\/2020-03-05_Assam_detention_camps-01.png\" alt=\"Map of detention centres and Rohingya refugee camp\" width=\"700\" height=\"567\"><figcaption id=\"caption-attachment-32072\" class=\"wp-caption-text\">Currently those being detained are being held in camps within existing jails in Assam<\/figcaption><\/figure>\n<h2><strong>Just the beginning<\/strong><\/h2>\n<p>Assam\u2019s NRC list published in 2019 has left 1.9 million people out of those \u2018deemed\u2019 Indians. They now have to approach foreigners\u2019 tribunals to \u2018prove\u2019 they are Indian citizens. A large proportion of those excluded are women. An appeal to a tribunal would cost <a href=\"https:\/\/government.economictimes.indiatimes.com\/news\/policy\/reclaiming-place-in-nrc-can-cost-up-to-50000\/70825582\">a minimum of INR 50,000<\/a> (USD 680) per case. If even a million of those excluded appeal \u2013 and it is likely that most will \u2013 this will be a minimum cost of INR 50 billion (USD 680 million) borne by <a href=\"https:\/\/www.huffingtonpost.in\/entry\/assam-nrc-the-nightmare-that-awaits-assam-s-poor_in_5d6e3b43e4b09bbc9ef45396\">the poorest of the poor<\/a>.<\/p>\n<p>Meanwhile, the authorities have already set up six detention centres in old jail facilities and are building new ones.<\/p>\n<p>No one has thought of the effect all this will have on the ecosystem in river- and forest-rich Assam. At least one detention centre \u2013 the one in Goalpara \u2013 is coming up in a floodplain. And putting residents of river islands \u2013 especially women \u2013 in detention centres has long-term adverse effects on the islands themselves.<\/p>\n<p><strong>See: <\/strong><a href=\"https:\/\/dialogue.earth\/en\/2020\/03\/05\/women-are-easy-targets-in-citizenship-documentation-campaign\/\"><strong>Women are easy targets in citizenship documentation campaign<\/strong><\/a><\/p>\n<h2><strong>Parallels with the Rohingya refugee crisis<\/strong><\/h2>\n<p>The NRC exercise carried out in Assam has effectively created a stateless population twice the size of the Rohingya refugees. After the exercise, the Indian Parliament passed the <a href=\"https:\/\/prsindia.org\/theprsblog\/explainer-citizenship-amendment-bill-2019\">Citizenship (Amendment) Act<\/a>. This is frighteningly similar to what occurred with the Rohingya Muslims of Myanmar who, in 1982, were denied citizenship after a <a href=\"https:\/\/www.hrw.org\/reports\/2000\/burma\/burm005-02.htm\">new law<\/a> did not recognise the ethnic minority as one of Myanmar\u2019s national races.<\/p>\n<p>Myanmar\u2019s citizenship law classified only those people as citizens who could provide evidence that their ancestors settled in Myanmar before 1823, the beginning of British occupation of present-day Rakhine, the province where most Rohingyas live. The ferocity and scale of the violence against the Rohingya Muslims were based on longstanding denial of the Rohingyas\u2019 right to belong in Myanmar, after facing decades of being called illegal Bengali immigrants, just as it is currently playing out in Assam.<\/p>\n<p>The events leading to the massive Rohingya crisis and the fleeing of over a million people were prefaced by government-led projects in Rakhine. Most of the Rohingya were unaware that the land that they were fleeing was seen as valuable real estate by the government in Myanmar, with projects backed by neighbouring giants India and China.<\/p>\n<p><strong>See: <\/strong><a href=\"https:\/\/dialogue.earth\/en\/2017\/10\/09\/land-grab-for-projects-fuels-atrocities-against-rohingyas\/\">Land grab for projects fuels atrocities against the Rohingya<\/a><\/p>\n<p>The paths through which the Rohingyas fled were then mined by Myanmar\u2019s military, cutting off elephant corridors in the process. Landing in Bangladesh, the destitute refugees found themselves scrounging off the land, and despite help from international aid organisations and Bangladesh, the Cox\u2019s Bazar area was stripped of greenery, leading to conflicts with both locals and wildlife.<\/p>\n<p><strong>See:<\/strong> <a href=\"https:\/\/dialogue.earth\/en\/2018\/03\/27\/barren-hills-bring-rohingya-refugees-and-bangladeshis-into-conflict\/\">Barren hills bring Rohingya refugees and Bangladeshis into conflict<\/a><\/p>\n<p><strong>See:<\/strong> <a href=\"https:\/\/dialogue.earth\/en\/2018\/05\/14\/rohingya-refugees-face-the-rage-of-displaced-elephants\/\">Rohingya refugees face the rage of displaced elephants<\/a><\/p>\n<p>In Assam, the pressure from economic destitution may have a direct impact on how poor people deal with the ecosystem, which may be the only source of revenue. The state is already the hub of both human and animal trafficking.<\/p>\n<h2><strong>Bangladesh caught in the middle<\/strong><\/h2>\n<p>Another distressing parallel is the impact on regional cooperation. The Rohingya crisis has effectively destroyed any prospect of deep engagement between Bangladesh and Myanmar, and Bangladesh is deeply afraid of a repeat with India. India\u2019s Prime Minister Narendra Modi was scheduled to visit Dhaka on March 17 to participate in the centenary celebrations of Bangladesh\u2019s founding father Sheikh Mujibur Rahman. Opposing his visit, <a href=\"https:\/\/indianexpress.com\/article\/world\/pm-modi-dhaka-trip-citizenship-amendment-act-caa-protests-6303034\/\">protests broke out<\/a>. The state visit was cancelled, though the cause was seemingly due to reported cases of <a href=\"https:\/\/www.livemint.com\/news\/india\/coronavirus-india-calls-of-modi-s-dhaka-visit-as-bangladesh-reports-3-cases-11583728378125.html\">the coronavirus in Bangladesh<\/a>.<\/p>\n<p>Before this, on January 26, 2020 Bangladesh\u2019s Home Minister Asaduzzaman Khan <a href=\"https:\/\/www.thedailystar.net\/online\/news\/home-minister-nrc-and-caa-are-indias-internal-affairs-1859344\">informed<\/a> the Bangladeshi Parliament that the government was observing Indian\u2019s internal situation, and added, \u201cBangladesh considers the NRC issue as India\u2019s internal affair. The highest authority of Indian government has given assurance to the Bangladesh government that the NRC issue would not put any unwanted impact on Bangladesh.\u201d He also said that Bangladesh\u2019s border guard force was on \u201chighest alert\u201d to prevent border crossing by panicked villagers who did not find their names in the NRC list.<\/p>\n<p>The Indian government has taken pains to emphasise that the issue will not impact Bangladesh, but Tariq Karim, who served as the High Commissioner of Bangladesh to India between 2009 and 2014, <a href=\"https:\/\/www.thehindu.com\/news\/national\/strained-india-bangla-relation-can-jeopardise-neighbourhood-plans-of-delhi-former-bangladesh-envoy\/article30755745.ece\">stated that the Bangladeshi government was facing a great deal of internal pressure<\/a> due to the situation in Assam. He added, \u201cNo regional project will take off if the sub-regional India-Bangladesh cooperation falls apart.\u201d Bangladesh and India have been key partners in every sub-regional institution of cooperation, and Dhaka a key ally in New Delhi\u2019s \u2018Act East Policy\u2019. Since the final NRC list came out, a number of trips by Bangladeshi government officials and ministers <a href=\"https:\/\/scroll.in\/latest\/954901\/bangladesh-delegation-cancels-india-tour-amid-ongoing-turmoil-over-caa\">have been cancelled<\/a>, including a recently planned trip by the Speaker of the Parliament.<\/p>\n<p>Bangladesh is deeply dependent, as a downstream riparian country, on cooperation with India. It has 54 transboundary rivers, and an agreement with India on only one major one \u2013 the Ganga, and even this is scheduled to come up for renewal in 2026. Despite pressure from Bangladesh, no treaty on the Teesta has been signed. In her last visit to India, Bangladesh Prime Minister Sheikh Hasina had focussed on cooperation on smaller rivers. This had an unintended consequence when a Bangladeshi <a href=\"https:\/\/dialogue.earth\/en\/2019\/10\/09\/dhaka-student-murdered-for-criticising-water-deal-with-india\/\">student was murdered<\/a> for criticising the water-sharing agreements arrived at during that visit, showing just how fraught the relationship, and cooperation on rivers is becoming.<\/p>\n<p><em>With additional inputs by
