{"id":20034774,"date":"2020-07-06T14:08:17","date_gmt":"2020-07-06T08:38:17","guid":{"rendered":"https:\/\/www.thethirdpole.net\/?p=34774"},"modified":"2021-04-01T21:42:08","modified_gmt":"2021-04-01T16:12:08","slug":"scores-to-gather-for-amarnath-yatra-in-kashmir-despite-risks","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/nature\/scores-to-gather-for-amarnath-yatra-in-kashmir-despite-risks\/","title":{"rendered":"Thousands to attend Amarnath Yatra in Kashmir despite risks"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">As Covid-19 cases<\/span> <a href=\"https:\/\/gisanddata.maps.arcgis.com\/apps\/opsdashboard\/index.html#\/bda7594740fd40299423467b48e9ecf6\"><span style=\"font-weight: 400;\">near 700,000<\/span><\/a><span style=\"font-weight: 400;\">\u00a0in India, the third-highest in the world, the government of Jammu &amp; Kashmir has said that it is making<\/span> <a href=\"http:\/\/new.jkdirinf.in\/NewsDescription.aspx?ID=64785\"><span style=\"font-weight: 400;\">all the necessary preparations<\/span><\/a><span style=\"font-weight: 400;\"> for the Amarnath pilgrimage. For six week every year between July and August over half-a-million devotees make the long perilous trek, known as the<a href=\"https:\/\/dialogue.earth\/2019\/07\/31\/photo-essay-a-pilgrim-trail-littered-with-pollution\/\" target=\"_blank\" rel=\"noopener noreferrer\"> Amarnath<\/a> Yatra, to pay obeisance <\/span><span style=\"font-weight: 400;\">to an ice stalagmite<\/span>\u00a0<span style=\"font-weight: 400;\">believed to be an embodiment of the Hindu deity Shiva.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">There has been a steep rise in the number of visitors to the shrine in recent years.<\/span> <a href=\"http:\/\/shriamarnathjishrine.com\/darshan_figure.html\"><span style=\"font-weight: 400;\">Official data<\/span><\/a><span style=\"font-weight: 400;\"> indicates that the number of worshippers has increased from 4,500 in 1950 to<\/span> <a href=\"http:\/\/shriamarnathjishrine.com\/darshan_figure.html\"><span style=\"font-weight: 400;\">353,969 in 2013<\/span><\/a><span style=\"font-weight: 400;\"> and<\/span> <a href=\"http:\/\/shriamarnathjishrine.com\/darshan_figure.html\"><span style=\"font-weight: 400;\">342, 883 for 32 days<\/span><\/a><span style=\"font-weight: 400;\"> of the curtailed pilgrimage last year.\u00a0\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The <\/span><a href=\"https:\/\/www.amarnathyatra.org\/legend.htm\"><span style=\"font-weight: 400;\">Amarnath shrine<\/span><\/a><span style=\"font-weight: 400;\"> is in a cave 3,888 metres above sea level in the Lidder Valley, which has a large concentration of small and large glaciers such as Kolahai, Nehnar and Bodpathri. It is approachable through two different routes \u2013 via Pahalgam in south Kashmir and Baltal in north-east Kashmir. Both are narrow tracks<\/span><span style=\"font-weight: 400;\"> snaking through a stunning landscape and mostly flanked by steep cliffs.\u00a0<\/span><\/p>\n<p><figure id=\"attachment_34791\" aria-describedby=\"caption-attachment-34791\" style=\"width: 1020px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-34791 size-full\" src=\"https:\/\/dialogue.earth\/content\/uploads\/2020\/07\/The-campsite-at-Amarnath-Shrine-Photo-Credit___Athar-Parvaiz.jpg\" alt=\"campsite at Amarnath Shrine (Photo Credit___Athar Parvaiz)\" width=\"1020\" height=\"678\" \/><figcaption id=\"caption-attachment-34791\" class=\"wp-caption-text\">Campsite at Amarnath shrine [image by: Athar Parvaiz]<\/figcaption><\/figure><span style=\"font-weight: 400;\">To get to the cave, devotees have to brave several<\/span> <a href=\"https:\/\/www.ndtv.com\/india-news\/22-pilgrims-have-died-in-amarnath-this-year-official-2072581\"><span style=\"font-weight: 400;\">hardships<\/span><\/a><span style=\"font-weight: 400;\">, <\/span><span style=\"font-weight: 400;\">which include harsh sun at high altitude, oxygen deficiency and unpredictable weather. In 1996, unusually heavy snowfall along with severe blizzards along the yatra route led to 250<\/span><a href=\"https:\/\/cdn.s3waas.gov.in\/s3192fc044e74dffea144f9ac5dc9f3395\/uploads\/2019\/01\/2019010977-1.pdf\"> <span style=\"font-weight: 400;\">people being killed<\/span><\/a><span style=\"font-weight: 400;\"> due to exhaustion, exposure and freezing. In 2015, three people were killed and 11 injured after a cloudburst triggered flash floods and landslides near the Baltal base camp of the Amarnath Yatra.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">It takes almost two-and-a-half days to cover the 46 kilometres from Pahalgam, while the 14 kilometres to the cave from Baltal is usually covered in five to six hours. Both Pahalgam and Baltal are around 95 kilometres from Kashmir\u2019s summer capital, Srinagar. Thousands of pilgrims also opt for the aerial route using helicopters to avoid the hard trek.\u00a0<\/span><\/p>\n<h2>Terror threats and yatra<\/h2>\n<p><span style=\"font-weight: 400;\">Despite the violence in Kashmir over the past three decades, the Amarnath pilgrimage has only been targeted twice. In 2000,<\/span><a href=\"https:\/\/www.independent.co.uk\/news\/world\/asia\/muslim-militants-kill-21-hindu-pilgrims-in-kashmir-5370347.html\"> <span style=\"font-weight: 400;\">at least 21 pilgrims were killed<\/span><\/a><span style=\"font-weight: 400;\"> and in 2017<\/span><a href=\"https:\/\/in.reuters.com\/article\/india-kashmir-militant-attack-idINKBN19V26V\"> <span style=\"font-weight: 400;\">seven pilgrims<\/span><\/a><span style=\"font-weight: 400;\"> were gunned down. After the 2017 terror attack, the Indian security agencies have repeatedly<\/span><a href=\"https:\/\/economictimes.indiatimes.com\/news\/politics-and-nation\/amarnath-yatra-2018-security-agencies-issue-fresh-terror-attack-warning\/articleshow\/64772374.cms\"> <span style=\"font-weight: 400;\">issued security warnings<\/span><\/a><span style=\"font-weight: 400;\"> for Amarnath pilgrims.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Last year, the government abruptly<\/span><a href=\"https:\/\/timesofindia.indiatimes.com\/travel\/destinations\/amarnath-yatra-cancelled-tourists-in-kashmir-asked-to-leave\/as70514895.cms\"> <span style=\"font-weight: 400;\">called off<\/span><\/a><span style=\"font-weight: 400;\"> the <\/span><span style=\"font-weight: 400;\">pilgrimage on August 2 citing security concerns. \u201cKeeping in view the latest intelligence inputs of terror threats, with specific targeting of the Amarth Yatra, and given the prevailing security situation in the Kashmir Valley, in the interest of safety and security of the tourists and Amarnath yatris, it is advised that they may curtail their stay in the Valley immediately and take necessary measures to return as soon as possible,\u201d read the government order.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Two days later, India\u2019s parliament passed an act that undermined\u00a0<\/span><a href=\"https:\/\/www.bbc.com\/news\/world-asia-india-49231619\"><span style=\"font-weight: 400;\">the semi-autonomous<\/span><\/a><span style=\"font-weight: 400;\"> status of Jammu &amp; Kashmir under Article 370 of the Indian constitution. While no such security threat materialised, there has been an ongoing <\/span><a href=\"https:\/\/www.aljazeera.com\/news\/2019\/08\/india-revokes-kashmir-special-status-latest-updates-190806134011673.html\"><span style=\"font-weight: 400;\">security and communication clampdown<\/span><\/a><span style=\"font-weight: 400;\">, which has been only ameliorated to a degree. Thousands of people, including senior politicians, remain in detention; there is no elected legislature and internet speeds are restricted.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The abrupt cancellation of the pilgrimage last year led to much<\/span> <a href=\"https:\/\/www.hindustantimes.com\/videos\/india-news\/amarnath-yatra-never-canceled-before-congress-on-home-ministry-s-advisory\/video-ewwbU10gi2YHigjntPJr6K.html\"><span style=\"font-weight: 400;\">criticism<\/span><\/a><span style=\"font-weight: 400;\"> from the<\/span> <a href=\"https:\/\/www.indiatoday.in\/india\/story\/amarnath-yatra-cancelled-omar-abdullah-kashmir-valley-terror-threat-1576633-2019-08-02\"><span style=\"font-weight: 400;\">opposition<\/span><\/a><span style=\"font-weight: 400;\">, which may be why the government is keen to make sure it happens this time, said political observers. \u201cThe Amarnath Yatra has been made a totally different religious pilgrimage in recent years, ever since BJP [Bharatiya Janata Party] took the reins of power in New Delhi in 2014. A lot of symbolism has been attached to it in these years,\u201d said a Srinagar-based political analyst speaking on condition of anonymity.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThis symbolism makes it even more difficult for the government in New Delhi to cancel the yatra this year,\u201d he said, adding that authorities would prefer to organise the yatra for a short duration with little participation than cancel it. \u201cThat is why a lot of security has been deployed in Ganderbal district wh<\/span>ere the Baltal route, the only route to be used for Yatra this year, passes through,\u201d he said.<\/p>\n<p><span style=\"font-weight: 400;\">The duration of the pilgrimage has been curtailed this year to 15 days and will likely begin from July 21 (and conclude on August 3) via only Baltal route (normally, pilgrims use both the Pahalgam-Chandanwari as well as Sonamarg-Baltal route in Ganderbal), according to reports<\/span> <a href=\"https:\/\/www.indiatoday.in\/information\/story\/amarnath-yatra-2020-to-begin-on-july-21-till-august-3-check-all-details-here-1686173-2020-06-06\"><span style=\"font-weight: 400;\">published<\/span><\/a><span style=\"font-weight: 400;\"> in various media outlets. But, Anok Soli, additional chief executive of the Shri Amarnath Ji Shrine Board, told<\/span> <a href=\"https:\/\/dialogue.earth\/\"><span style=\"font-weight: 400;\">The Third Pole<\/span><\/a><span style=\"font-weight: 400;\"> that the final dates are yet to be decided. He also declined to comment on whether there was any pressure to organise the Yatra. \u201cI will not comment on this or the exact dates of Yatra. On June 4, India\u2019s federal government, after allowing the reopening of places of worship, issued a set of <\/span><a href=\"https:\/\/indianexpress.com\/article\/india\/lockdown-5-unlock-1-health-ministry-releases-new-sops-for-religious-places-restaurants-offices-malls-6442959\/\"><span style=\"font-weight: 400;\">standard operating procedures (SOPs)<\/span><\/a><span style=\"font-weight: 400;\"> to be followed at religious places across India, asking people to avoid physical contact and maintain hygiene. Days before the government approval, representative bodies of different faiths had given assurances that they should be allowed to visit the places of worship saying they would observe due caution.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">For the first time, Mumbai\u2019s Lalbaughcha Raja Ganeshotsav Mandal has<\/span> <a href=\"https:\/\/www.hindustantimes.com\/mumbai-news\/lalbaugcha-raja-ganeshotsav-celebrations-cancelled-in-wake-of-covid-19-pandemic\/story-NWysBGbp2YcFBx7IBLoILL.html\"><span style=\"font-weight: 400;\">decided to cancel<\/span><\/a><span style=\"font-weight: 400;\"> Ganeshotsav (Ganesh Chaturthi festival) this year owing to the pandemic, saying the religious organisation would instead set up a blood donation camp. Each year, Ganeshotsav is celebrated in a lavish manner in Mumbai, where hundreds of thousands of devotees participate to seek a blessing from Lord Ganesh.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The Indian Supreme Court had initially restrained temple authorities in the eastern state of Odisha from taking out Puri Rath Yatra (pilgrimage) this year on June 18 because of a \u201cdanger\u201d to public health. On June 23 it<\/span> <a href=\"https:\/\/indianexpress.com\/article\/india\/puri-rath-yatra-supreme-court-coronavirus-6471707\/\"><span style=\"font-weight: 400;\">modified the order<\/span><\/a><span style=\"font-weight: 400;\"> to allow the Yatra directing that the \u201cbare minimum number of people\u201d who are Covid 19-negative will be allowed to attend the rituals associated with the pilgrimage.\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">On the same day, the government in Jammu &amp; Kashmir held a meeting of dozens of officials to review the arrangements for the Amarnath pilgrimage.\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThough the decision regarding Yatra shall be taken appropriately in due course of time, but he [Girish Chandra Murmu, Lieutenant Governor of Jammu &amp; Kashmir] insisted to make all basic preparations including health, infrastructure, ration\/LPG supply, power, drinking water, security arrangements, telecommunication, disaster management etc,\u201d a <\/span><a href=\"http:\/\/new.jkdirinf.in\/NewsDescription.aspx?ID=64785\"><span style=\"font-weight: 400;\">press statement<\/span><\/a><span style=\"font-weight: 400;\"> from Jammu &amp; Kashmir government\u2019s information department said.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">According to media reports, on July 5 Murmu conducted the first ritual of the season at the cave in his capacity as chair of the Shri Amarnath Ji Shrine Board.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Quoting unidentified official sources, the news agency Press Trust of India said that the yatra will be conducted in the last week of July. It quoted the chief secretary of the Jammu &amp; Kashmir government, BVR Subrahmanyam as saying, \u201cThe Yatra this year will have to be undertaken in a restricted manner so that the SOPs for Covid-19 are strictly adhered to during the conduct of the yatra&#8230; a maximum of 500 yatris only could be allowed per day by road from Jammu.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In stark contrast, the government passed<\/span> <a href=\"https:\/\/www.jkgad.nic.in\/common\/showOrder.aspx?actCode=O35860\"><span style=\"font-weight: 400;\">an order on July 4, 2020<\/span><\/a><span style=\"font-weight: 400;\"> which states that: \u201call social \/ political \/ sports \/ entertainment \/ academic \/ cultural \/ religious functions and other large gatherings and congregations\u201d are not permissible. \u201cReligious places \/ places of worship shall continue to remain closed for public till further orders.\u201d\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This would not be the first time that the government has looked the other way when it comes to the Amarnath pilgrimage. Its ecology has long been neglected to cater to the large number of pilgrims.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Mohammad Sultan Bhat of Kashmir University\u2019s geography department carried out the environmental impact assessment (EIA) of Pahalgam area a few years ago. He said that the Lidder Valley has a carrying capacity of 4,300 people on a single day. But, as the figures on the<\/span> <a href=\"http:\/\/shriamarnathjishrine.com\/darshan_figure.html\"><span style=\"font-weight: 400;\">official website<\/span><\/a><span style=\"font-weight: 400;\"> of Shri Amarnath Shrine Board show, such inputs are conveniently overlooked.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Locals in Kashmir have expressed shock and surprise over the government\u2019s decision to allow the pilgrimage at a time when such religious events across India have mostly been cancelled because of the Covid-19 pandemic.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cIf Tirupati Balaji Temple is shut and all the major temples and mosques are out of bounds for worshipers, why allow 500 pilgrims per day at Amarnath shrine?\u201d asked rights activist Raja Muzaffar, who also heads the Jammu &amp;
