Ameenullah, who owns a trout farm in Swat in northern Pakistan, said he is losing sleep worrying that his entire stock of fish will soon go to waste.<\/p>\n\n\n\n<p>Ameenullah\u2019s farm in the scenic valley of Swat in Khyber Pakhtunkhwa has 15,000 kilogrammes of trout. Ordinarily, this quantity of fish would sell for about PKR 15 million (USD 90,000). However, the sector, which relies heavily on demand from tourism, is suffering from restrictions imposed in response to the coronavirus pandemic.<\/p>\n\n\n\n<p>On March 24, the Pakistani government announced a country-wide lockdown, banning travel for tourism in an attempt to contain the spread of Covid-19.<\/p>\n\n\n\n<p>\u201cMy fish are still lying in ponds because of zero market demand due to closure of hotels and restaurants,\u201d Ameenullah told <a href=\"https:\/\/dialogue.earth\/\">The Third Pole<\/a>. As well as losing their source of income, the owners of fish farms are having to spend more money feeding mature fish.<\/p>\n\n\n\n<p>Ameenullah estimated that his additional monthly costs come to PKR 750,000 (USD 4,450) from feeding the fish and paying for five labourers and a watchman. He added that his lack of income means he has not been able to pay for a recent delivery of feed.<\/p>\n\n\n\n<p>Back in April, Ameenullah said, the fish were fully grown and ready to be sold. The farms run their businesses so that trout are available between April and August \u2013 at the height of the tourist season.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-tourism-vital-to-region\">Tourism vital to region<\/h2>\n\n\n\n<p>The tourism ministry of Khyber Pakhtunkhwa estimates that around <a href=\"https:\/\/propakistani.pk\/2019\/06\/11\/over-2-million-tourists-went-to-kp-in-eid-holidays\/\">two million people visited<\/a> the northern province\u2019s mountainous districts in 2019. Swat alone, which is in the division of Malakand in Khyber Pakhtunkhwa, attracted about one million tourists.<\/p>\n\n\n\n<p><strong>See:<\/strong> <a href=\"https:\/\/dialogue.earth\/2019\/06\/26\/pakistan-tourism-pollution\/\">Opinion \u2013 Pakistan needs to urgently tackle its tourism pollution problem<\/a><\/p>\n\n\n\n<p>In the adjacent region of Gilgit-Baltistan, the tourism department reported that about <a href=\"https:\/\/fp.brecorder.com\/2017\/11\/20171128238714\/#:~:text=Record%25201.72%2520million%2520tourists%2520visit%2520Gilgit%252DBaltistan%2520in%2520past%252011%2520months,-News%2520Desk&amp;text=As%2520many%2520as%25201.72%2520million,during%2520corresponding%2520period%2520last%2520year.\">1.72 million people visited<\/a> in 2017.<\/p>\n\n\n\n<p>There are around 180 trout fish farms in Gilgit-Baltistan and 200 in Khyber Pakhtunkhwa. Ali told <a href=\"https:\/\/dialogue.earth\/\">The Third Pole<\/a> that each fish farm contains stock ranging between 10,000 kg and 15,000 kg. He said that up to 300 tonnes of food in Swat alone is at risk of going to waste. The estimated worth of 300 tonnes of trout is around PKR 300 million (USD 1.8 million), Ali said.<\/p>\n\n\n\n<p>He added that about 1,500 people in Swat depend directly on trout farms for employment, with thousands of others affected via their jobs in hotels, eateries and shops.<\/p>\n\n\n\n<p><strong>See:<\/strong> <a href=\"https:\/\/dialogue.earth\/2020\/06\/25\/opinion-we-can-prevent-a-hunger-pandemic-in-the-mountains\/\">Opinion \u2013 We can prevent a hunger pandemic in the mountains<\/a><\/p>\n\n\n\n<p>In the remote district of Chitral in Khyber Pakhtunkhwa, Hafiz-ul-Asad has similar worries about the fate of his 2,000 kg of stock.<\/p>\n\n\n\n<p>There are seven trout farms in Chitral, including one owned by the government. Asad said that dealers are unsure about what to do about the situation arising from the pandemic.<\/p>\n\n\n\n<p>In response to the slump in demand, most farmers have reduced the price of their fish from the official rate of PKR 1,000 (USD 6.06) per trout to PKR 800 (USD 4.84), said Qari Mujahid, president of the Ghizer Trout Fish Farm Association in Gilgit-Baltistan.<\/p>\n\n\n\n<div class=\"wp-block-cd-article-image aligncenter block--article-image\" itemscope itemtype=\"http:\/\/schema.org\/ImageObject\"><div class=\"block--article-image__column\"><div class=\"block--article-image__image\"><img class=\"lazy\" data-src=\"https:\/\/dialogue.earth\/content\/uploads\/2020\/08\/Trout-fish-picture-8-2.jpg\" data-srcset=\"https:\/\/dialogue.earth\/content\/uploads\/2020\/08\/Trout-fish-picture-8-2-768x511.jpg 768w, https:\/\/dialogue.earth\/content\/uploads\/2020\/08\/Trout-fish-picture-8-2.jpg 1020w\" data-sizes=\"(max-width: 600px) 768px, (max-width: 1024px) 1024px, 1020px\" alt=\" golden trout fish\"\/><\/div><div class=\"block--article-image__content\"><div itemprop=\"caption\" class=\"block--article-image__caption\"><em>A fully grown golden trout fish at a farm. However,&nbsp; private fish farm owners told <a href=\"https:\/\/dialogue.earth\/\">The Third Pole<\/a> that locals cannot use the whole stock.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-battle-against-time\">Battle against time<\/h2>\n\n\n\n<p>\u201cFor us [the lockdown is] jamming the whole system because due to lack of sale we cannot continue doing business and meet daily expenses,\u201d Mujahid said.<\/p>\n\n\n\n<p>Ali said his stock of 20,000 fish needs around 200-250 kg of feed a day. However, he has had to reduce this to 100 kg. As a result, 250-300 of his fish per day are dying because they are not getting enough food.<\/p>\n\n\n\n<p>The cash flow problems mean that dealers are supplying fish food to farmers on a loan basis, Ali said. But the dealers are also charging more for the feed.<\/p>\n\n\n\n<p>To make matters worse, as the fish age and gain weight they become more vulnerable to disease. Overcrowding in the pools also contributes to problems.<\/p>\n\n\n\n<p>Ali said the farmers do not know what will happen to the stock if the situation continues. He said farmers will not be able to continue to feed their fish by taking out loans. This would allow farm owners to freeze their stock and sell them at a later date, when demand recovered. Farms currently have no such storage capacity.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-geography-and-species-exacerbate-woes\">Geography and species exacerbate woes<\/h2>\n\n\n\n<p>Not native to the country, brown and rainbow trout were introduced to Pakistan by the British in the early 1900s. \u201cDue to crystal-clear cold water of the River Swat, the upper terrain of the district, especially Madyan, Kalam, Utror, Gabral, Matiltan and Usush, became a hub for trout fish farming and breeding after government realised its potential and took initiatives which helped in commercial production in 1984,\u201d said Zaigham Hassan, assistant professor in the University of Peshawar\u2019s zoology department.<\/p>\n\n\n\n<p><strong>See:<\/strong> <a href=\"https:\/\/dialogue.earth\/2016\/04\/18\/the-troubled-trout-of-kashmir\/\">The troubled trout of Kashmir<\/a><\/p>\n\n\n\n<p><strong>See:<\/strong> <a href=\"https:\/\/dialogue.earth\/2015\/01\/23\/trout-decline-hits-himalayan-communities\/\">Trout decline hits Himalayan communities<\/a><\/p>\n\n\n\n<p>Being a carnivorous fish, trout is expensive to feed, especially when it is mature.<\/p>\n\n\n\n<p>It also requires specific conditions to survive, thriving only in the temperate and cool parts of the country. Without technology to keep the product cold and fresh, transporting it to other parts of Pakistan is not an option.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-government-support\">Government support<\/h2>\n\n\n\n<p>Mohiuddin, of Gilgit-Baltistan\u2019s fisheries department, said the regional government was aware of trout farmers\u2019 hardships and had arranged to provide feed free of cost, worth PKR 4.2 million (USD 25,000).<\/p>\n\n\n\n<p>He said the department did not have the resources to provide financial assistance, but added that if the situation continues, he will make proposals to the government. Mohiuddin has also submitted proposals to establish cold storage.<\/p>\n\n\n\n<p><strong>See:<\/strong> <a href=\"https:\/\/dialogue.earth\/2020\/05\/01\/india-must-rescue-farmers-from-covid-19-shock\/\">India must rescue farmers from Covid-19 shock<\/a><\/p>\n\n\n\n<p>Jaffar Yahya, assistant director of government organisation the Madyan Trout Training Center in Swat, said he had sent some proposals to the government of Khyber Pakhtunkhwa. As well as requesting that the government establish cold storage facilities, which farmers would pay a monthly rent for, his suggestions include providing feed free of cost for a period of time, or at least at subsidised rates.<\/p>\n\n\n\n<div class=\"wp-block-cd-article-image aligncenter block--article-image\" itemscope itemtype=\"http:\/\/schema.org\/ImageObject\"><div class=\"block--article-image__column\"><div class=\"block--article-image__image\"><img class=\"lazy\" data-src=\"https:\/\/dialogue.earth\/content\/uploads\/2020\/08\/Trout-picture-1-1.jpg\" data-srcset=\"https:\/\/dialogue.earth\/content\/uploads\/2020\/08\/Trout-picture-1-1-768x397.jpg 768w, https:\/\/dialogue.earth\/content\/uploads\/2020\/08\/Trout-picture-1-1.jpg 1020w\" data-sizes=\"(max-width: 600px) 768px, (max-width: 1024px) 1024px, 1020px\" alt=\"Madyan area of Swat district, Khyber Pakhtunkhwa\"\/><\/div><div class=\"block--article-image__content\"><div itemprop=\"caption\" class=\"block--article-image__caption\"><em>Fully grown trout at a farm in the Madyan area of Swat district, Khyber Pakhtunkhwa [image courtesy: Muhammad Usman]<br\/><\/em><\/div><\/div><\/div><meta itemprop=\"contentUrl\" content=\"https:\/\/dialogue.earth\/content\/uploads\/2020\/08\/Trout-picture-1-1.jpg\"\/><meta itemprop=\"contentSize\" content=\"236 KB\"\/><meta itemprop=\"height\" content=\"527\"\/><meta itemprop=\"width\" content=\"1020\"\/><meta itemprop=\"author\"\/><meta itemprop=\"representativeOfPage\" content=\"true\"\/><\/div>\n\n\n\n<p>Yahya has also proposed arranging micro loans on very soft terms so that farmers can continue to run farms and feed stock.<\/p>\n\n\n\n<p>He urged both local and international non-governmental organisations to help trout farmers and thereby support thousands of people\u2019s livelihoods.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-next-year-s-business-cycle-crippled\">Next year\u2019s business cycle crippled<\/h2>\n\n\n\n<p>Ali, from the Swat Trout Fish Farming Association, said the lockdown will also impact next year\u2019s business cycle.<\/p>\n\n\n\n<p>In Swat and Gilgit-Baltistan, public sector farms are responsible for incubating fish eggs and supplying fry (young fish) to the private sector. The public sector farms thereby promote private sector fish farming and generate public funds.<\/p>\n\n\n\n<p>However, Ali said, the private sector farms now do not have the funds or space to purchase the fry. \u201cIf we lose the existing stock, it will also affect the earnings of next year because of our inability to purchase new stock,\u201d he said.<\/p>\n\n\n\n<p>Last year in Gilgit-Baltistan, the fisheries department sold around 1.3 million fry fish; these are now fully grown but the farmers cannot sell them.<\/p>\n\n\n\n<p>It takes 12-14 months to rear a fry into an adult trout, raising questions about if the stock will be ready for the tourist season next year.<\/p>\n\n\n\n<p>Previously, there were plans to grow the sector in Gilgit-Baltistan, with a number of farms under construction and the total projected to rise to 200. This could be a blow to plans to expand a previously profitable enterprise for local people.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-lifting-the-ban\">Lifting the ban <\/h2>\n\n\n\n<p>Yahya, from the Madyan Trout Training Center, said it is difficult to handle hundreds of tonnes of fully grown fish. He said it seems the only solution is to lift the ban on hotels and restaurants and allow tourists to return while following strict standard operating procedures (SOPs) that prevent the spread of Covid-19.<\/p>\n\n\n\n<p>\u201cThe hotel industry in Swat has suffered an enormous loss of PRK 3.5 billion (USD 20.2 million) during the past three months due to lockdown,\u201d said Zahid Khan, president of the All Swat Hotels Association.<\/p>\n\n\n\n<p>He said that the hotel industry would follow all SOPs set by the government for doing business if the ban is lifted.<\/p>\n\n\n\n<p>As of July 31, Pakistan had 903 new Covid-19 cases.<\/p>\n\n\n\n<p><strong>See:<\/strong> <a href=\"https:\/\/dialogue.earth\/2020\/06\/05\/covid-19-fears-escalate-as-pakistan-encourages-tourism\/\">Covid-19 fears escalate as Pakistan encourages tourism<\/a><\/p>\n\n\n\n<p>On July 15, Prime Minister Imran Khan hinted at the slow reopening of tourism in the country when he launched the <a href=\"https:\/\/dialogue.earth\/2020\/07\/08\/pakistan-breaks-ground-for-dream-dam-project-at-diamer\/\">Diamer<\/a> <a href=\"https:\/\/dialogue.earth\/2020\/07\/08\/pakistan-breaks-ground-for-dream-dam-project-at-diamer\/\">Basha <\/a><a href=\"https:\/\/dialogue.earth\/2020\/07\/08\/pakistan-breaks-ground-for-dream-dam-project-at-diamer\/\">d<\/a><a href=\"https:\/\/dialogue.earth\/2020\/07\/08\/pakistan-breaks-ground-for-dream-dam-project-at-diamer\/\">am project<\/a> in Gilgit-Baltistan.<\/p>\n\n\n\n<p>\u201cTourism is slowing resuming.
