A decade later, all he feels is despair at the state of this Ramsar wetland.<\/p>\n\n\n\n<p>\u201cUchhali has been drained, degraded, and polluted to the maximum,\u201d Khan told&nbsp;<a href=\"https:\/\/dialogue.earth\/\">The Third Pole<\/a>&nbsp;after a recent visit. \u201cThe Government of Pakistan accepted responsibility for its management under the Ramsar Convention, but the situation at the site is entirely different.\u201d<\/p>\n\n\n\n<p>Khan, an expert associated with the environmental NGO&nbsp;<a href=\"http:\/\/www.evk2cnr.org\/cms\/en\/research\/integrated_programs\/seed\">Ev-K2-CNR<\/a>, was shocked enough to write to the government, WWF Pakistan and other agencies. His letter mentioned the&nbsp;<a href=\"http:\/\/wwf.org.pk\/pwp\/reports\/2_Database.pdf\">Pakistan Wetland Programme<\/a>, jointly run by WWF and the government. He recalled the two reports produced in 2011 under the programme \u2013&nbsp;<a href=\"http:\/\/wwf.org.pk\/pwp\/record\/18_19.pdf\">Pakistan National Wetlands Policy<\/a>&nbsp;and&nbsp;<a href=\"https:\/\/www.ramsar.org\/sites\/default\/files\/documents\/pdf\/wurc\/Pakistan_Management-Plan_Uchhali-Wetlands-Complex.pdf\">Management Plan of Uchhali Wetland Complex<\/a>. \u201cBoth are just \u2018Drafts\u2019 with beautiful covers, pictures and high-quality paper,\u201d Khan\u2019s letter said.<\/p>\n\n\n\n<p>The letter has sparked a revival of the management plan.<\/p>\n\n\n\n<div class=\"wp-block-cd-article-image aligncenter block--article-image\" itemscope itemtype=\"http:\/\/schema.org\/ImageObject\"><div class=\"block--article-image__column\"><div class=\"block--article-image__image\"><img class=\"lazy\" data-src=\"https:\/\/dialogue.earth\/content\/uploads\/2021\/01\/Uc-3.jpg\" data-srcset=\"https:\/\/dialogue.earth\/content\/uploads\/2021\/01\/Uc-3-768x451.jpg 768w, https:\/\/dialogue.earth\/content\/uploads\/2021\/01\/Uc-3.jpg 1020w\" data-sizes=\"(max-width: 600px) 768px, (max-width: 1024px) 1024px, 1020px\" alt=\"Ramsar site bird takes off in Uchhali wetland complex\"\/><\/div><div class=\"block--article-image__content\"><div itemprop=\"caption\" class=\"block--article-image__caption\"><em>A winged visitor takes off from Uchhali [image by: WWF Pakistan]<\/em><\/div><\/div><\/div><meta itemprop=\"contentUrl\" content=\"https:\/\/dialogue.earth\/content\/uploads\/2021\/01\/Uc-3.jpg\"\/><meta itemprop=\"contentSize\" content=\"281 KB\"\/><meta itemprop=\"height\" content=\"599\"\/><meta itemprop=\"width\" content=\"1020\"\/><meta itemprop=\"author\"\/><meta itemprop=\"representativeOfPage\" content=\"true\"\/><\/div>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-the-lakes\">The lakes<\/h2>\n\n\n\n<p>The Uchhali Wetland Complex is in the U-shaped Soon Sakesar Valley of the Khushab, a district in Pakistan\u2019s Punjab province. It is at the foothills of the Salt Range Mountains between the Indus and Jhelum rivers.<\/p>\n\n\n\n<p>The catchment area of the three brackish-water lakes (Uchhali, Khabikki and Jahlar) that make up the complex is 381 square kilometres; their surface area totals 12.43 square kilometres. The complex is surrounded by 13 villages, with a population of 69,317, according to the latest census.<\/p>\n\n\n\n<p>The&nbsp;<a href=\"https:\/\/www.ramsar.org\/\">Ramsar Convention<\/a>&nbsp;designated the complex a wetland of international importance on March 22, 1996, because it is a major bird habitat. The International Union for Conservation of Nature (IUCN) recognises Uchhali as Pakistan\u2019s only habitat for the endangered white-headed ducks (<em>Oxyura leucocephala<\/em>) that spend winters in South Asia.<\/p>\n\n\n\n<p>Other important bird species found in Uchhali include the imperial eagle (<em>Aquila heliaca<\/em>), sociable plover (<em>Vanellus gregarius<\/em>), greater flamingo, pied harrier, greylag goose and ferruginous duck (<em>Aythya nyroca<\/em>).<\/p>\n\n\n\n<p>Deer, foxes and many other animals live around the lakes.<\/p>\n\n\n\n<div class=\"wp-block-cd-article-image aligncenter block--article-image\" itemscope itemtype=\"http:\/\/schema.org\/ImageObject\"><div class=\"block--article-image__column\"><div class=\"block--article-image__image\"><img class=\"lazy\" data-src=\"https:\/\/dialogue.earth\/content\/uploads\/2021\/01\/Uc-7.jpg\" data-srcset=\"https:\/\/dialogue.earth\/content\/uploads\/2021\/01\/Uc-7-768x437.jpg 768w, https:\/\/dialogue.earth\/content\/uploads\/2021\/01\/Uc-7.jpg 1020w\" data-sizes=\"(max-width: 600px) 768px, (max-width: 1024px) 1024px, 1020px\" alt=\"Flamingos in Uchhali \"\/><\/div><div class=\"block--article-image__content\"><div itemprop=\"caption\" class=\"block--article-image__caption\"><em>Flamingos in Uchhali [Image by: WWF Pakistan]<\/em><\/div><\/div><\/div><meta itemprop=\"contentUrl\" content=\"https:\/\/dialogue.earth\/content\/uploads\/2021\/01\/Uc-7.jpg\"\/><meta itemprop=\"contentSize\" content=\"262 KB\"\/><meta itemprop=\"height\" content=\"581\"\/><meta itemprop=\"width\" content=\"1020\"\/><meta itemprop=\"author\"\/><meta itemprop=\"representativeOfPage\" content=\"true\"\/><\/div>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-ramsar-site-destruction\">Ramsar site destruction<\/h2>\n\n\n\n<p>The wetland complex is surrounded by farms known for their vegetables. The local climate enables early ripening of vegetables, so farmers earn premium prices for their products.<\/p>\n\n\n\n<p>The farms are irrigated directly from the lakes through Persian wheels and groundwater is pumped up 24 hours a day. The number of drought years is going up all the time due to climate change, so the dependence on irrigation is rising. Khan said the water table has already fallen drastically.<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"20035187\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>Tahir Rasheed, regional director of WWF (Sindh and Baluchistan), agreed. Monoculture is another reason for overuse of water, he added. Most farmers now grow cabbages, a water guzzling vegetable. Speaking on the condition of anonymity, an activist who lives in a nearby village, Agali, said locals did help the hunters and made some extra money in the process.<\/p>\n\n\n\n<p>It is little wonder that birds have been veering away from Uchhali in recent years. Part of the reason is that the remit of the relevant federal ministry shifted from environment to climate change. Another reason is that environment is now a provincial rather than a federal matter, following an amendment to the country\u2019s Constitution. The plan has kept moving from bureaucrat to bureaucrat.<\/p>\n\n\n\n<p>One positive sign was a recent meeting between bureaucrats, WWF, IUCN and others. It is now likely to suggest a change in cropping pattern around the lakes, with encouragement to grow crops like potatoes, that do not need much water. Uchhali Wetlands Complex is a unique and valued site and will definitely be part of this programme,\u201d Aslam added.<\/p>\n\n\n\n<div class=\"wp-block-cd-article-image aligncenter
