In the first week of January IQAir, a technology company that publishes data on air pollution,&nbsp;<a href=\"https:\/\/www.iqair.com\/us\/kyrgyzstan\/bishkek\">recorded<\/a>&nbsp;Bishkek as having the highest air quality index (AQI) values in the world for consecutive days, overtaking other notoriously polluted cities, such as Delhi and Dhaka.<\/p>\n\n\n\n<p>The neighbouring city of Almaty, the largest in Kazakhstan, has also experienced high levels of toxic air. IQAir&nbsp;<a href=\"https:\/\/www.iqair.com\/us\/blog\/air-quality\/Kabul-air-quality-november-2020\">explained<\/a>&nbsp;that both Almaty and Bishkek have a \u201cbowl-shaped topography\u201d, sitting in valleys under a toxic dome, with cold, polluted air trapped below a layer of warmer air.<\/p>\n\n\n\n<iframe style=\"width: 100%; height: 600px;\" title=\"Interactive or visual content\" src=\"https:\/\/flo.uri.sh\/visualisation\/4996543\/embed\" frameborder=\"0\" scrolling=\"no\"><\/iframe>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-public-health-concerns\">Public health concerns<\/h2>\n\n\n\n<p>Between January 1 and 7, Bishkek\u2019s AQI stayed at \u201chazardous\u201d levels, according to IQAir, which it states will cause strong irritation and adverse health impacts to the general public, with people advised to avoid outdoor activities. AQI levels in Almaty were consistently \u201cunhealthy\u201d.<\/p>\n\n\n\n<iframe src='https:\/\/flo.uri.sh\/visualisation\/4996543\/embed' title='Interactive or visual content' frameborder='0' scrolling='no' style='width:100%;height:600px;' sandbox='allow-same-origin allow-forms allow-scripts allow-downloads allow-popups allow-popups-to-escape-sandbox allow-top-navigation-by-user-activation'><\/iframe><div style='width:100%!;margin-top:4px!important;text-align:right!important;'><a class='flourish-credit' href='https:\/\/public.flourish.studio\/visualisation\/4996543\/?utm_source=embed&#038;utm_campaign=visualisation\/4996543' target='_top' style='text-decoration:none!important' rel=\"noopener\"><\/div>\n\n\n\n<p>Evidence suggests that long-term exposure to air pollution is associated with severe symptoms&nbsp;<a href=\"https:\/\/www.who.int\/emergencies\/diseases\/novel-coronavirus-2019\/media-resources\/science-in-5\/episode-9---air-pollution-covid-19\">from Covid-19<\/a>&nbsp;and a greater risk of death. The Kyrgyz capital and northern Chuy region are recording the&nbsp;<a href=\"http:\/\/med.kg\/en\/informatsii-2\/3775-statistical-data-on-covid-19-in-kyrgyzstan-for-january-17th.html\">highest<\/a>&nbsp;number of Covid-19 infections daily in the country, according to the Kyrgyz Ministry of Health. Almaty has the&nbsp;<a href=\"https:\/\/informburo.kz\/novosti\/bolshe-vsego-umershih-ot-covid-19-v-dekabre-zaregistrirovali-v-almaty-za-proshedshuyu-nedelyu-19-letalnyh-sluchaev\">highest rate<\/a>&nbsp;of patients dying with coronavirus in Kazakhstan, with the number of deaths accelerating in November 2020.In Kyrgyzstan, air pollution caused over 4,000 deaths in 2016 \u2013&nbsp;<a href=\"https:\/\/www.unido.org\/sites\/default\/files\/files\/2019-10\/Kyrgyzstan%20HPAP.English.pdf\">11% of total deaths<\/a>&nbsp;\u2013 and environmental and occupational risk factors are the second-biggest cause of mortality. In Kazakhstan, polluted air causes around&nbsp;<a href=\"https:\/\/www.oecd-ilibrary.org\/sites\/4b7e9821-en\/index.html?itemId=\/content\/component\/4b7e9821-en#:~:text=According%20to%20estimates%2C%20air%20pollution,Kazakhstan%2C%202013%5B6%5D).\">6,000 premature deaths<\/a>&nbsp;a year.<\/p>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-9d6595d7 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"20049129\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n<\/div>\n\n\n\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<a class=\"wp-block-cd-related-news block--related-news loading\" data-post-id=\"20036088\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n<\/div>\n<\/div>\n\n\n\n<p>In the past year, the Kyrgyz government has come under increasing pressure to address environmental issues and public health concerns in the country&#8217;s most densely population city of one million people, with&nbsp;<a href=\"https:\/\/24.kg\/english\/144249__BishkekSmog_20_Activists_hold_campaign_demanding_measures_from_authorities\/\">activists protesting<\/a>&nbsp;the conditions.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-no-government-action\">No government action<\/h2>\n\n\n\n<p>But authorities have struggled to respond with immediate measures or develop a long-term strategy to deal with Bishkek\u2019s toxic air. The city\u2019s officials have repeatedly&nbsp;<a href=\"https:\/\/24.kg\/english\/178813__Balbak_Tulobaev_Bishkek_HPP_should_be_urgently_switched_to_gas_____\/\">blamed<\/a>&nbsp;the city\u2019s main coal-powered plant, which heats Soviet-era public buildings and apartment buildings, and domestically mined low-quality coal from the Kara-Keche coal project. On January 5, Dinara Kutmanova, director of the State Agency for Environmental Protection and Forestry (SAEPF),&nbsp;<a href=\"https:\/\/24.kg\/english\/178953__Smog_in_Bishkek_Current_HPP_emissions_to_be_compared_with_previous_rates\/\">told<\/a>local media that emissions from the power-heating plant need to be studied to understand its contribution to air pollution in Bishkek.<\/p>\n\n\n\n<div class=\"wp-block-cd-pull-quote block--pull-quote block--pull-quote--no-citation\"><div class=\"block--pull-quote__wrapper\"><blockquote class=\"block--pull-quote__quote\">We do not see the sun for weeks in Bishkek and are forced to inhale unhealthy air<\/blockquote><cite class=\"block--pull-quote__cite\"><\/cite><\/div><\/div>\n\n\n\n<p>Environmental activists also blame coal-powered stoves used to heat homes, constant burning of waste at a landfill site and emissions from vehicles in addition to the power plant.<\/p>\n\n\n\n<div class=\"wp-block-cd-article-image aligncenter block--article-image\" itemscope itemtype=\"http:\/\/schema.org\/ImageObject\"><div class=\"block--article-image__column\"><div class=\"block--article-image__image\"><img class=\"lazy\" data-src=\"https:\/\/dialogue.earth\/content\/uploads\/2021\/02\/IMG-0149-scaled-1.jpeg\" data-srcset=\"https:\/\/dialogue.earth\/content\/uploads\/2021\/02\/IMG-0149-scaled-1-768x512.jpeg 768w, https:\/\/dialogue.earth\/content\/uploads\/2021\/02\/IMG-0149-scaled-1-1024x683.jpeg 1024w, https:\/\/dialogue.earth\/content\/uploads\/2021\/02\/IMG-0149-scaled-1.jpeg 2560w\" data-sizes=\"(max-width: 600px) 768px, (max-width: 1024px) 1024px, 2560px\" alt=\"Bishkek pollution on 11 January, 2021, where pollution levels surpassed South Asia\u2019s usual worst offenders such as Delhi and Dhaka in January\"\/><\/div><div class=\"block--article-image__content\"><div itemprop=\"caption\" class=\"block--article-image__caption\"><em>Bishkek on 11 January, 2021, where pollution levels surpassed South Asia\u2019s usual worst offenders such as Delhi and Dhaka in January (Photo: Ryskeldi Satke).<\/em><\/div><\/div><\/div><meta itemprop=\"contentUrl\" content=\"https:\/\/dialogue.earth\/content\/uploads\/2021\/02\/IMG-0149-scaled-1.jpeg\"\/><meta itemprop=\"contentSize\" content=\"554 KB\"\/><meta itemprop=\"height\" content=\"1707\"\/><meta itemprop=\"width\" content=\"2560\"\/><meta itemprop=\"author\"\/><meta itemprop=\"representativeOfPage\" content=\"true\"\/><\/div>\n\n\n\n<p>Maria Kolesnikova, director of MoveGreen, an activist environmental&nbsp;<a href=\"http:\/\/movegreen.kg\/en\/about\/\">group<\/a>&nbsp;in Kyrgyzstan, told&nbsp;<a href=\"https:\/\/dialogue.earth\/\">The Third Pole<\/a>&nbsp;that \u201cwe do not see the sun for weeks in Bishkek and are forced to inhale unhealthy air\u201d. She added that a \u201cstrong smog was exceeding permitted limits during the heating season and low temperatures contribute to the fact that people generate heat for their homes by burning rags, plastic and even tyres.\u201d She also said that the \u201cchaotic illegal construction of multi-storey buildings\u201d contributes to polluted air not being blown away in the bowl of the valley.<\/p>\n\n\n\n<p>Kazhydromet, Kazakhstan\u2019s hydrometeorological service, gave a similar explanation for the thick smog in Almaty in the first week of January 2021.&nbsp;\u201cSuch meteorological conditions as frost and calm weather contributed to the accumulation of pollutants from the thermal power industry, the private sector of the city, as well as from vehicle exhaust, as a result of which a thick acrid smog was formed,\u201d Kazhydromet forecasters&nbsp;<a href=\"https:\/\/tengrinews.kz\/kazakhstan_news\/silnyiy-smog-v-almatyi-obyyasnili-sinoptiki-425151\/\">told local media<\/a>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-tree-planting-an-ineffective-solution\">Tree-planting an \u2018ineffective\u2019 solution<\/h2>\n\n\n\n<p>There is acknowledgement in both Kazakhstan and Kyrgyzstan that Soviet-built power plants must be modernised and&nbsp;<a href=\"https:\/\/24.kg\/english\/178813__Balbak_Tulobaev_Bishkek_HPP_should_be_urgently_switched_to_gas_____\/\">switched&nbsp;<\/a>from coal to natural gas, the quality of vehicle fuel needs to be better regulated, and efficient urban&nbsp;traffic-control systems introduced.<\/p>\n\n\n\n<p>However, authorities in Almaty&nbsp;<a href=\"https:\/\/inbusiness.kz\/ru\/news\/dajte-chistyj-vozduh-vlast-almaty-ne-mozhet-spravitsya-so-smogom\">plan primarily<\/a>&nbsp;to plant trees. Environmentalists, including researcher Aimgul Kerimpai, have&nbsp;<a href=\"https:\/\/inbusiness.kz\/ru\/news\/dajte-chistyj-vozduh-vlast-almaty-ne-mozhet-spravitsya-so-smogom\">criticised this<\/a>, saying&nbsp;that \u201cplanting trees is ineffective in reducing air pollution. The city certainly needs trees, but it shouldn\u2019t be called a measure for air purification.\u201d<\/p>\n\n\n\n<p>Aizhan Skakova, director of the Research Institute of Environmental Problems at the Al-Farabi University in Almaty,&nbsp;<a href=\"https:\/\/365info.kz\/2021\/01\/kto-vinovat-v-plohoj-ekologii-kazahstana-eksperty-nazvali-krajnih\">argues<\/a>&nbsp;that the city\u2019s infrastructure has not kept up with its expanding population. The city of 1.9 million people has increased from 1.2 million in 2000. Skakova pointed out that 250,000 vehicles enter Almaty every day in addition to the 500,000 registered vehicles in the city, many of which are old and highly polluting.<\/p>\n\n\n\n<p>Kyrgyz environmentalists call for&nbsp;cleaner fuel to reduce harmful emissions in Bishkek.&nbsp;Anara Sultangazieva, head of NGO Green Energy,&nbsp;<a href=\"https:\/\/24.kg\/obschestvo\/179665_zagryaznenie_vozduha_vbishkeke_perehod_naekologichnoe_toplivo_snizit_uroven\/\">said<\/a>&nbsp;that&nbsp;smog in Bishkek occurs all year, but is not as dense&nbsp;in the warm season&nbsp;as it is in winter,&nbsp;when the heating is needed \u2013 indicating that 60% of air pollution comes from low-quality fuel.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-will-the-pollution-improve\">Will the pollution improve?<\/h2>\n\n\n\n<p>On January 2 2021, Kassym-Jomart Tokayev, president of Kazakhstan,&nbsp;<a href=\"https:\/\/astanatimes.com\/2021\/01\/kazakhstan-adopts-new-environmental-code-with-focus-on-eco-friendly-technology-in-manufacturing-more-green-projects\/\">signed<\/a>&nbsp;a new environmental code which is expected to come into effect on July 1. Some believe this will&nbsp;<a href=\"https:\/\/astanatimes.com\/2020\/06\/kazakhstan-ready-to-break-ground-with-new-green-economy-projects\/\">stimulate<\/a>&nbsp;the 50 largest companies, which account for 70% of the country\u2019s emissions, to replace old technology by 2025.<\/p>\n\n\n\n<p>However, others are more sceptical. Pavel Plotitsyn, founder of&nbsp;<a href=\"https:\/\/airkaz.org\/\">AirKaz.org<\/a>, a website that monitors air pollution in Kazakhstan\u2019s 10 largest cities, told&nbsp;<a href=\"https:\/\/dialogue.earth\/\">The Third Pole<\/a>, \u201cThe outlook for the coming years is negative. No systemic measures are being taken, cities are growing, more and more coal is being burned, the quality of fuel is decreasing, and the fleet is ageing.\u201d<\/p>\n\n\n\n<p>Similarly, Pavel Isayenko, a Kyrgyz activist and photographer, said air pollution in Bishkek will not improve any time soon. \u201cPerhaps there will be no such terrible pollution as we have seen last December because these were abnormal weather conditions and other factors. But on average, the trend is now only going to worsen,\u201d Isayenko told&nbsp;<a href=\"https:\/\/dialogue.earth\/\">The Third Pole<\/a>.<\/p>\n\n\n\n<p>Kyrgyz government officials admit that more has to be done. In an online webinar in December 2020, Kutmanova, director of the SAEPF,&nbsp;<a href=\"https:\/\/auca.kg\/ru\/tspc_news\/4479\/\">told<\/a>&nbsp;a panel of experts that the solution to air pollution lies in stronger environmental policies. \u201cIt is necessary to develop clear standards for air quality and maximum permissible emissions of pollutants in Bishkek, which are currently absent.
