{"id":20069318,"date":"2021-03-25T12:30:00","date_gmt":"2021-03-25T07:00:00","guid":{"rendered":"https:\/\/www.thethirdpole.net\/?p=69318"},"modified":"2021-10-08T19:32:36","modified_gmt":"2021-10-08T14:02:36","slug":"mismanaged-flood-plan-wreaks-devastation-at-vital-kashmir-wetland","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/nature\/mismanaged-flood-plan-wreaks-devastation-at-vital-kashmir-wetland\/","title":{"rendered":"Mismanaged flood plan wreaks devastation at Kashmir wetland"},"content":{"rendered":"\n<p>Government efforts to address the flooding of Srinagar city have caused serious damage to the Hokera Wetland in Kashmir, due to persistent failure to abide by the environmental protection measures set out as preconditions to the project. The excavation of channels aimed at draining excess rainwater has dried up a major portion of the 1,375-hectare wetland. Meanwhile, wildlife officials have reported that around 80% of the excavated material is still lying in the wetland.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-site-of-international-ecological-importance\">Site of international ecological importance<\/h2>\n\n\n\n<p>The <a href=\"https:\/\/rsis.ramsar.org\/ris\/1570\">Hokera Wetland<\/a>, known locally as Hokersar, is designated by Ramsar as a wetland of international importance. \u201cHokersar is important for both resident and migratory waterfowl,\u201d Asad Rahmani, former director of the Bombay Natural History Society, told <a href=\"http:\/\/thethirdpole.net\/\">The Third Pole<\/a>. \u201cAs many as 64 species in and around the wetlands have been reported during bird ringing studies. The lake is particularly important as a wintering area for migratory ducks and geese, and as a breeding area for herons, egrets, and rails.\u201d<\/p>\n\n\n\n<p>Waterfowl censuses conducted in recent years, he said, have yielded counts of around half a million wintering birds in Hokersar. Key species include the ferruginous duck (<em>Aythya nyroca<\/em>), assessed as Near Threatened by the International Union for Conservation of Nature.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-preconditions-for-excavation-work-ignored\">Preconditions for excavation work ignored<\/h2>\n\n\n\n<p>Two years after the <a href=\"https:\/\/link.springer.com\/article\/10.1007\/s42452-020-2434-8\">devastating floods<\/a> which struck Kashmir in September 2014, the Jammu and Kashmir government approved a flood management programme to protect Srinagar, the summer capital of Kashmir. <\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"20009130\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>Phase one of the two-stage plan included, among other flood management measures,&nbsp;the dredging of a flood spill channel through Hokersar wetland to enable excess rainwater to drain away.<\/p>\n\n\n\n<div class=\"wp-block-cd-article-image aligncenter block--article-image\" itemscope itemtype=\"http:\/\/schema.org\/ImageObject\"><div class=\"block--article-image__column\"><div class=\"block--article-image__image\"><img class=\"lazy\" data-src=\"https:\/\/dialogue.earth\/content\/uploads\/2021\/03\/A_channel_passing_through_Hokersar_wetland_which_has_been_dredged._But_the_excavated_material_is_still_lying_in_the_wetland_Photo_credit__Athar_Parvaiz-scaled.jpeg\" data-srcset=\"https:\/\/dialogue.earth\/content\/uploads\/2021\/03\/A_channel_passing_through_Hokersar_wetland_which_has_been_dredged._But_the_excavated_material_is_still_lying_in_the_wetland_Photo_credit__Athar_Parvaiz-768x511.jpeg 768w, https:\/\/dialogue.earth\/content\/uploads\/2021\/03\/A_channel_passing_through_Hokersar_wetland_which_has_been_dredged._But_the_excavated_material_is_still_lying_in_the_wetland_Photo_credit__Athar_Parvaiz-1024x681.jpeg 1024w, https:\/\/dialogue.earth\/content\/uploads\/2021\/03\/A_channel_passing_through_Hokersar_wetland_which_has_been_dredged._But_the_excavated_material_is_still_lying_in_the_wetland_Photo_credit__Athar_Parvaiz-scaled.jpeg 2560w\" data-sizes=\"(max-width: 600px) 768px, (max-width: 1024px) 1024px, 2560px\" alt=\"\"\/><\/div><div class=\"block--article-image__content\"><div itemprop=\"caption\" class=\"block--article-image__caption\">A channel passing through Hokersar wetland which has been dredged, with excavated material left behind (Image: Athar Parvaiz\/The Third Pole)<\/div><\/div><\/div><meta itemprop=\"contentUrl\" content=\"https:\/\/dialogue.earth\/content\/uploads\/2021\/03\/A_channel_passing_through_Hokersar_wetland_which_has_been_dredged._But_the_excavated_material_is_still_lying_in_the_wetland_Photo_credit__Athar_Parvaiz-scaled.jpeg\"\/><meta itemprop=\"contentSize\" content=\"902 KB\"\/><meta itemprop=\"height\" content=\"1702\"\/><meta itemprop=\"width\" content=\"2560\"\/><meta itemprop=\"author\"\/><meta itemprop=\"representativeOfPage\" content=\"true\"\/><\/div>\n\n\n\n<p>Citing recommendations from India\u2019s National Wildlife Board, a number of conditions were set in the 2016 government order (seen by <a href=\"https:\/\/dialogue.earth\/en\/\">The Third Pole<\/a>) for the execution of the work, including requirements to maintain water quality in the wetland by setting up an effluent treatment plant, disposing of excavated material outside the wetland \u201cby mechanical means or otherwise to the extent of full quantity\u201d, and setting up a \u201csufficient number of sluice gates\u201d to ensure \u201c3-4 feet of water level in the wetland throughout the year\u201d.<\/p>\n\n\n\n<p>These conditions have not been fulfilled by the executing agency, Reach Dredging Ltd, which was awarded the contract by Kashmir\u2019s Irrigation and Flood Control (IFC) department. Between July 7, 2019 and December 14, 2020, 13 letters were sent to the IFC department from the office of the Wildlife Warden of Kashmir, Jammu and Kashmir Department of Wildlife Protection, with requests that these conditions be met. This has \u2026 converted [a] major portion of the wetland into a land mass.\u201d The letter urges the IFC department to \u201cresolve this long pending issue at an earliest [date] so that this wetland of international importance is saved for long.\u201d &nbsp;<\/p>\n\n\n\n<p>A wildlife official told <a href=\"https:\/\/dialogue.earth\/en\/\">The Third Pole<\/a> that around 80% of the earth excavated during the channel dredging is still lying in the wetland. Visiting the wetland in early March 2021, this reporter saw that mounds of excavated material were being spread around by bulldozers in the wetland itself.&nbsp;<\/p>\n\n\n\n<p>In a phone call with <a href=\"https:\/\/dialogue.earth\/en\/\">The Third Pole<\/a>, Iftikhar Kakroo, chief engineer at the IFC department, claimed that \u201cover 60% of the excavated material has been removed from Hokersar wetland and the entry and exit gates will also be constructed soon\u201d.&nbsp; &nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-worried-conservationists-locals-and-experts\">Worried conservationists, locals and experts<strong> &nbsp; &nbsp;<\/strong><\/h2>\n\n\n\n<p>Asad Rahmani, who has taken a keen interest in the wildlife of Jammu and Kashmir for many years, told <a href=\"https:\/\/dialogue.earth\/en\/\">The Third Pole<\/a> that he has \u201cnoted with deep concern in recent weeks that the wetland has dried up by drainage of water and has undergone further damage and defacing as mounds of muck still remain in the wetland.\u201d Rahmani said that he has requested the government of Jammu and Kashmir to \u201cplease take necessary measures for saving the wetland\u201d.&nbsp;<\/p>\n\n\n\n<div class=\"wp-block-cd-pull-quote block--pull-quote\"><div class=\"block--pull-quote__wrapper\"><blockquote class=\"block--pull-quote__quote\">When there is no water in the wetland, how can the grass grow? This wetland is of no worth without water<\/blockquote><cite class=\"block--pull-quote__cite\">Afroza, a villager who collects fodder from the wetland<\/cite><\/div><\/div>\n\n\n\n<p>In a letter to the lieutenant governor of Jammu and Kashmir, conservation organisation Wetlands International South Asia expressed concern that the dredging of flood channels in Hokersar \u201cfundamentally alters the natural hydrology of the wetland\u201d, leaving it vulnerable to long-term drying and encroachment, despite its protection under the Wetlands (Conservation and Management) Rules 2017 as a Ramsar site. This wetland is of no worth without water.\u201d<\/p>\n\n\n\n<p>Iftikhar Drabu, a civil engineer and consultant from Kashmir, said that digging flood channels is not the solution to flooding in Srinagar or Kashmir. \u201cIt will provide marginal relief in case of a minor flood even when \u2026 flood management elsewhere in River Jhelum [is] completed,\u201d said Drabu. \u201cFor a flood of the intensity of 120,000 cubic feet of water flow per second, which we had in 2014, any management can only work when we are able to create infrastructure in the upper watershed [of the Jhelum] for
