But the province in southeast Pakistan <a href=\"https:\/\/www.dawn.com\/news\/1614076\/paddy-cultivation-on-left-bank-of-indus-banned\">has banned<\/a> rice cultivation in 10 districts on the left bank of the Indus river.<\/p>\n\n\n\n<p>This ban is announced every year at the end of April or early May to limit the waterlogging, salinity and drought-like conditions caused by successive rice farming. By some accounts, rice cultivation has been banned in these areas for over 90 years. Similarly, in India the government bans paddy cultivation in \u2018dark zones\u2019 to help water aquifers.<\/p>\n\n\n\n<div class=\"wp-block-cd-did-you-know alignright block--did-you-know\"><p class=\"block--did-you-know__title\">What are \u2018dark zones\u2019?<\/p><div class=\"block--did-you-know__content\"><p>Areas of acute overexploitation of groundwater, due to the use of water exceeding its recharge<\/p><\/div><\/div>\n\n\n\n<p>But these orders fall on deaf ears, as rice cultivation continues in large swathes of farmland in both countries.<\/p>\n\n\n\n<p>Rasheed Channa, spokesperson for Sindh\u2019s chief minister, said this time will be different. The government is \u201cdead serious\u201d about penalising those who violate the ban, Channa said. They had not prepared land or bought seeds to grow an alternative crop,\u201d said Mahmood Nawaz Shah, senior vice-president of the Sindh Abadgar Board, an organisation formed to protect the rights of farmers in the province.<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"20046719\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>Policymakers must realise that switching crops on more than 40,000 hectares after the season for other crops has passed is \u201calmost impossible\u201d, he added.<\/p>\n\n\n\n<p>\u201cEven if 20,000 acres [8,000 hectares] are suddenly cultivated for other crops, where will we get buyers from? The prices of vegetables, pulses and fruits will fall,\u201d he pointed out.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-rice-and-water\">Rice and water<\/h2>\n\n\n\n<p>While fears for livelihoods are valid, the ban underscores the government\u2019s growing concerns about water scarcity. The chief minister, who is a progressive farmer himself, <a href=\"https:\/\/www.dawn.com\/news\/1614076\/paddy-cultivation-on-left-bank-of-indus-banned\">said<\/a> one kilogramme of rice requires up to 3,000 litres of water. Officials said water standing in rice farms for long periods of time has caused waterlogging, and that the high-delta crop also uses up other crops\u2019 share of water for irrigation.<\/p>\n\n\n\n<div class=\"wp-block-cd-did-you-know alignright block--did-you-know\"><p class=\"block--did-you-know__title\">What is a high-delta crop?<\/p><div class=\"block--did-you-know__content\"><p>Crops that require large quantities of water to grow. Low-delta crops need comparatively less water.<\/p><\/div><\/div>\n\n\n\n<p>As Pakistan grapples with increased glacial melt and erratic rainfall, managing the canal-fed, water-intensive rice crop is yet another problem. The issue is exacerbated by high demand and the fact that rice generates <a href=\"https:\/\/www.dawn.com\/news\/1474525\">8% of Pakistan\u2019s income from exports<\/a>.<\/p>\n\n\n\n<iframe src=\"https:\/\/flo.uri.sh\/visualisation\/6006268\/embed\" title=\"Interactive or visual content\" frameborder=\"0\" scrolling=\"no\" style=\"width:100%;height:500px;\" sandbox=\"allow-same-origin allow-forms allow-scripts allow-downloads allow-popups allow-popups-to-escape-sandbox allow-top-navigation-by-user-activation\"><\/iframe><div style=\"width:100%!;margin-top:4px!important;text-align:right!important;\"><a class=\"flourish-credit\" href=\"https:\/\/public.flourish.studio\/visualisation\/6006268\/?utm_source=embed&amp;utm_campaign=visualisation\/6006268\" target=\"_top\" style=\"text-decoration:none!important\" rel=\"noopener\"><\/a><\/div>\n\n\n\n<p>Zahid Bhurgri, general secretary of the Sindh Chamber of Agriculture, a lobbying group for famers, agrees that rice causes waterlogging and soil destruction. But he also said it is \u201csafe\u201d.<\/p>\n\n\n\n<p>\u201cIt is considered a safer bet, especially as we confront climate change [because of which] too much or too little water can destroy other delicate crops, like cotton,\u201d Bhurgri said. He added that rice is an easier crop to grow as it \u201crequires nothing but to be submerged in three to four inches of water\u201d.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-justifying-the-rice-ban\">Justifying the rice ban<\/h2>\n\n\n\n<p>\u201cThere will be 30% less water this year,\u201d said Sindh\u2019s agriculture minister, Ismail Rahu, to <a href=\"https:\/\/dialogue.earth\/en\/\">The Third Pole<\/a>, justifying the ban on the \u201cwater guzzler\u201d.<\/p>\n\n\n\n<p>Though Rahu acknowledges that \u201crice is the bread and butter of hundreds of farmers\u201d, he suggested they cultivate low-delta crops, such as beans, melon and vegetables, as they are less water-intensive and detrimental to the soil.<\/p>\n\n\n\n<p>In many of these districts, the water that is available is of poor quality.<\/p>\n\n\n\n<iframe src=\"https:\/\/flo.uri.sh\/visualisation\/5934655\/embed\" title=\"Interactive or visual content\" frameborder=\"0\" scrolling=\"no\" style=\"width:100%;height:750px;\" sandbox=\"allow-same-origin allow-forms allow-scripts allow-downloads allow-popups allow-popups-to-escape-sandbox allow-top-navigation-by-user-activation\"><\/iframe><div style=\"width:100%!;margin-top:4px!important;text-align:right!important;\"><a class=\"flourish-credit\" href=\"https:\/\/public.flourish.studio\/visualisation\/5934655\/?utm_source=embed&amp;utm_campaign=visualisation\/5934655\" target=\"_top\" style=\"text-decoration:none!important\" rel=\"noopener\"><\/a><\/div>\n\n\n\n<p>Zarif Khero, the chief engineer at Sindh\u2019s Irrigation Department, said the most important consideration is soil fertility, which is spoilt by rice.<\/p>\n\n\n\n<p>\u201cThe way [rice cultivation] is done by flooding the fields causes waterlogging, which will eventually turn the soil into wasteland,\u201d he said.<\/p>\n\n\n\n<div class=\"wp-block-cd-accordion block--accordion\"><span class=\"block--accordion__title\">How does waterlogging damage soil?<\/span><div class=\"block--accordion__content\"><div class=\"block--accordion__content__inner\"><p>Saturating soil with water:<br\/>\u2022\u00a0Leads to <a href=\"https:\/\/www.agric.wa.gov.au\/waterlogging\/waterlogging-%E2%80%93-science\">insufficient oxygen levels<\/a>, causing plants\u2019 roots to rot and inhibiting respiration. This restricts plant growth.<br\/>\u2022\u00a0Increases the release of nitrogen dioxide, a greenhouse gas.<br\/>\u2022 Often makes the soil saline.<\/p><\/div><\/div><\/div>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-avoid-bans-find-alternatives\">Avoid bans, find alternatives<\/h2>\n\n\n\n<p>Rafique Suleman, a spokesperson for trade body the <a href=\"https:\/\/reap.com.pk\/\">Rice Exporters Association of Pakistan<\/a>, sees the ban as nothing short of an \u201catrocity\u201d.<\/p>\n\n\n\n<p>\u201cInstead of providing incentives to grow more, the government is taking away our livelihood,\u201d he said. He pointed out that rice, <a href=\"https:\/\/www.dawn.com\/news\/1474525\">Pakistan\u2019s second-biggest export after textiles<\/a>, annually brings in around USD 2.5 billion into the country.<\/p>\n\n\n\n<p>There is similar resistance in India. Despite depleting groundwater in paddy farming areas, farmers do not give up rice because of assured buying from the states of Punjab and neighbouring Haryana.<\/p>\n\n\n\n<p>The only way out, <a href=\"https:\/\/www.thehindu.com\/news\/national\/rice-cultivation-revoke-ban-or-face-agitation-congress-tells-haryana-govt\/article31687690.ece\">some say<\/a>, is to give farmers incentives to grow something else.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-a-farmer-with-an-idea\">A farmer with an idea<\/h2>\n\n\n\n<p>This is where Asif Sharif, a progressive farmer from Pakpattan in Pakistan\u2019s Punjab province, comes in. Sharif, an online sensation within the South Asian farming community, has a solution: if <a href=\"https:\/\/dialogue.earth\/en\/climate\/assam-farmers-hope-to-cash-in-on-black-rice-superfood\/\">rice<\/a> has to be grown, it should happen without flood irrigation. According to him, the rice plant uses 70% of its energy just to survive the inundation.<\/p>\n\n\n\n<p>\u201cRice can be grown with minimal water,\u201d said the 70-year-old. He added that the ban in parts of Sindh is \u201cunnecessary\u201d.<\/p>\n\n\n\n<p>\u201cGive it less water and the yield will be three to four times more,\u201d he said, adding that the soil should be kept reasonably moist.<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"20024776\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>Sharif grows a variety of crops on his 200 hectares of land and has thousands of farmers <a href=\"https:\/\/www.youtube.com\/watch?v=XHwdjn6cG4k\">listening to his every word<\/a>. He engages with the virtual community and gives advice to people from across the globe.<\/p>\n\n\n\n<p>He has more than 24,000 followers, mostly farmers, including quite a few from <a href=\"https:\/\/fb.watch\/4Jb8mVcj4Z\/\">Indian Punjab<\/a>. They share <a href=\"https:\/\/www.facebook.com\/watch\/?v=419019409343035\">videos<\/a> on his <a href=\"https:\/\/www.facebook.com\/Pedaver\">Facebook page, titled Pedaver,<\/a> <a href=\"https:\/\/www.facebook.com\/Pedaver\/videos\/3072162839693456\/\">showing how well<\/a> their crops are doing after they follow his tips.<\/p>\n\n\n\n<p>Sharif said \u201ceverything can be grown anywhere\u201d.<\/p>\n\n\n\n<p>He advocates for farmers to return to doing cultivation on raised beds, without tilling and using organic mulch. Paradoxical agriculture, or <em>paedar qudrati nizam kashtkari<\/em> (PQNK) as he calls it, is a \u201ccomprehensive climate-smart production process total solution\u201d.<\/p>\n\n\n\n<p>\u201cThe PQNK process took several years to develop and mature,\u201d said Sharif. \u201cI started with the <a href=\"http:\/\/sri.ciifad.cornell.edu\/aboutsri\/origin\/index.html\">System of Rice Intensification<\/a> in 2008. Then merged the crop system of the Food and Agriculture Organization of the United Nations\u2019 <a href=\"http:\/\/www.fao.org\/conservation-agriculture\/overview\/principles-of-ca\">Conservation Agriculture<\/a> by 2011. This is how PQNK evolved by 2014.\u201d<\/p>\n\n\n\n<div class=\"wp-block-cd-accordion block--accordion\"><span class=\"block--accordion__title\">What is the System of Rice Intensification (SRI)?<\/span><div class=\"block--accordion__content\"><div class=\"block--accordion__content__inner\"><p>SRI is a farming methodology for increasing yields of rice and more recently\u00a0<a href=\"http:\/\/sri.ciifad.cornell.edu\/aboutsri\/othercrops\/index.html\">other crops<\/a>. It involves changing the management of plants, soil, water and nutrients, requiring less water and more labour.<\/p><\/div><\/div><\/div>\n\n\n\n<p>The results are impressive. \u201cIn Punjab, we have reduced the production cost of wheat from 1,500 Pakistani rupees (9.70 US dollars) to PKR 400 (USD 2.60) per 40 kg,\u201d he claimed.<\/p>\n\n\n\n<p>And yet, he has been unable to bring about a revolution. He faults the farm<em> munshi<\/em> or manager for thwarting development. \u201cThey get huge kickbacks by creating demand for each input that increases the cost of production,\u201d he said.<\/p>\n\n\n\n<p>Farmers with huge landholdings are also to blame, he said. \u201cIn connivance with corporations and businesses, they keep the rural population deprived of knowledge and therefore, prosperity,\u201d he said.<\/p>\n\n\n\n<p>He talked of the need for a \u201ccrop production management company\u201d that travels to different farmlands, teaching farmers how to grow certified crops that are exportable.<\/p>\n\n\n\n<p>Zarif Khero from Sindh\u2019s Irrigation Department supported the idea of training. \u201cFarmers should engage with students from agricultural universities so they can transition to modern methods of sustainable farming which can result in better yields,\u201d he suggested.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Both Pakistan and India regularly forbid rice cultivation to conserve water and prevent land degradation.
