{"id":20073616,"date":"2021-06-03T12:30:00","date_gmt":"2021-06-03T07:00:00","guid":{"rendered":"https:\/\/www.thethirdpole.net\/?p=73616"},"modified":"2021-06-10T10:29:11","modified_gmt":"2021-06-10T04:59:11","slug":"rohingya-refugees-fear-cyclones-bhashan-char-bangladesh","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/climate\/rohingya-refugees-fear-cyclones-bhashan-char-bangladesh\/","title":{"rendered":"Rohingya refugees live in fear of cyclones on Bangladesh island"},"content":{"rendered":"\n<p>Around 18,500 Rohingya refugees on Bhashan Char heaved a sigh of relief as Cyclone Yaas <a href=\"https:\/\/www.thehindu.com\/news\/national\/cyclone-yaas-makes-landfall-in-balasore-triggers-heavy-damage\/article34652295.ece\">veered<\/a> in the Bay of Bengal and hit the Odisha-West Bengal coast on 26 May. But they know they are living on the most cyclone-vulnerable spot of the world\u2019s most cyclone-prone sea: an island at the mouth of an estuary, whose funnelling effect magnifies the impacts of the deadly storms.<\/p>\n\n\n\n<p>The refugees who fled ethnic cleansing in Myanmar did not go to Bhashan Char, which was previously uninhabited, by choice. In December 2020, they were relocated from refugee camps in mainland south-eastern Bangladesh, despite warnings from international agencies about the vulnerability of the island to cyclones, erosion and sea level rise.<\/p>\n\n\n\n<p>Bhashan Char formed less than 20 years ago at the estuary of the Meghna river with silt from the Ganga, Brahmaputra and Meghna. They are at the northern end of the Bay of Bengal, which occupies 0.6% of the global ocean area but accounts for <a href=\"https:\/\/weather.com\/en-IN\/india\/news\/news\/2021-05-26-cyclone-yaas-history-bay-of-bengal-storms-80-cyclone-related-deaths\">80% of all cyclone deaths<\/a>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-rohingyas-live-in-fear\">Rohingyas live in fear<\/h2>\n\n\n\n<p>Abdul Malek\u2019s neighbours in the mainland refugee camp urged him not to relocate to Bhashan Char. But he had heard about the embankment and the cyclone shelters. He wanted to get out of the overcrowded camp. And his family was thrilled to move from their mud huts to concrete housing built by the authorities.<\/p>\n\n\n\n<p>All that has changed. Speaking on the phone from the island, Malek said he and his family were terrified when they heard about the formation of Cyclone Yaas. \u201cI am now worried about what will happen if a severe cyclone washes the embankment away. This place is totally cut off from the mainland. Nobody will be able to rescue us from a disaster.\u201d<\/p>\n\n\n\n<div class=\"wp-block-cd-pull-quote block--pull-quote\"><div class=\"block--pull-quote__wrapper\"><blockquote class=\"block--pull-quote__quote\">This place is totally cut off from the mainland. Nobody will be able to rescue us from a disaster<\/blockquote><cite class=\"block--pull-quote__cite\">Abdul Malek<\/cite><\/div><\/div>\n\n\n\n<p>\u201cWe hope nothing will happen,\u201d said Ikram Hossen, another resident. \u201cBut if it happens, we are totally isolated.\u201d The island is 60 km from the mainland.<\/p>\n\n\n\n<p>Manjur Alam Majhi, a Rohingya community leader living in Bhashan Char, said: \u201cWe are familiar with disasters and hostile coastal environments. We haven\u2019t faced such a situation yet in Bhashan Char. But looking at the large buildings, it seems that there will be no danger.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-unrest-on-bhashan-char\">Unrest on Bhashan Char<\/h2>\n\n\n\n<p>The residents of Bhashan Char have no means of earning a living and are totally dependent on handouts. Majeda Begum, a 30-year-old resident, said: \u201cOur lives depend on the rations provided by the government. There is no way that we can buy fish, meat or vegetables as there is no income. Soap or other hygiene materials are not included in the [relief] package. Immediately before the protests, there were <a href=\"https:\/\/www.voabangla.com\/a\/%E0%A6%AD%E0%A6%BE%E0%A6%B8%E0%A6%BE%E0%A6%A8%E0%A6%9A%E0%A6%B0-%E0%A6%AA%E0%A6%B0%E0%A6%BF%E0%A6%A6%E0%A6%B0%E0%A7%8D%E0%A6%B6%E0%A6%A8%E0%A7%87-%E0%A6%8F%E0%A6%B8%E0%A7%87%E0%A6%9B%E0%A7%87%E0%A6%A8-%E0%A6%87%E0%A6%89%E0%A6%8F%E0%A6%A8%E0%A6%8F%E0%A6%87%E0%A6%9A%E0%A6%B8%E0%A6%BF%E0%A6%86%E0%A6%B0-%E0%A6%8F%E0%A6%B0-%E0%A6%A6%E0%A7%81%E0%A6%87%E0%A6%9C%E0%A6%A8-%E0%A6%95%E0%A6%B0%E0%A7%8D%E0%A6%AE%E0%A6%95%E0%A6%B0%E0%A7%8D%E0%A6%A4%E0%A6%BE-\/5909903.html\">reports<\/a> of refugees attempting to flee Bhashan Char. One woman told journalists that she had paid 30,000 Bangladeshi Taka (USD 350) to a broker to be taken back to the refugee camp at Cox&#8217;s Bazar, where her family is.<\/p>\n\n\n\n<p>Officials have <a href=\"https:\/\/www.tbsnews.net\/rohingya-crisis\/inside-look-bhashan-char-new-home-rohingyas\">contradicted the allegations about poor conditions<\/a>, saying there are solar panels for electricity, biogas for cooking, a waste-management system and a mobile phone network, as well as homes and cyclone shelters. Journalists who have been to the island have found that the <a href=\"https:\/\/www.dhakatribune.com\/bangladesh\/2017\/10\/18\/habitable-bhasan-char\" target=\"_blank\" rel=\"noreferrer noopener\">network for mobile phones is weak<\/a>.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-displaced-again-and-again\">Displaced again and again <\/h2>\n\n\n\n<p>Bangladesh now <a href=\"https:\/\/www.thedailystar.net\/frontpage\/bangladesh-pm-sheikh-hasina-says-11-million-rohingyas-big-burden-1779535\">hosts 1.1 million Rohingya refugees<\/a>. Most fled Rakhine state of Myanmar during the worst bout of ethnic cleansing in <a href=\"https:\/\/www.aljazeera.com\/news\/2017\/10\/28\/rohingya-crisis-explained-in-maps\">2017<\/a>, with some arriving before and after. Almost all are housed in overcrowded camps near the Myanmar border. Conditions are miserable and trafficking rife; so is Covid-19.<\/p>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-9d6595d7 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"20063674\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n<\/div>\n\n\n\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<a class=\"wp-block-cd-related-news block--related-news loading\" data-post-id=\"20034143\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n<\/div>\n<\/div>\n\n\n\n<p>The Bangladeshi government had planned to relocate Rohingya refugees to Bhashan Char <a href=\"https:\/\/www.dw.com\/en\/bangladesh-rohingya-relocation-to-isolated-island-criticized-by-rights-groups\/a-55822366\">before<\/a> the 2017 influx, even before the island got its current name (it was called Thengar Char). The authorities consulted international construction companies on making secure dwellings for refugees. But right from the beginning, <a href=\"https:\/\/dialogue.earth\/en\/livelihoods\/refugees-thengar-char\/\">there were objections<\/a>.<\/p>\n\n\n\n<p>The United Nations <a href=\"https:\/\/bangladesh.un.org\/en\/103285-press-statement\">warned<\/a> the Bangladesh government against moving the refugees to Bhashan Char before conducting a technical assessment of the island\u2019s ability to withstand cyclones. There was also <a href=\"https:\/\/www.dw.com\/en\/bangladesh-rohingya-relocation-to-isolated-island-criticized-by-rights-groups\/a-55822366\">criticism<\/a> from humanitarian agencies.<\/p>\n\n\n\n<p>After 2017, the government decided it would <a href=\"https:\/\/www.thedailystar.net\/opinion\/news\/rohingya-refugees-contentious-case-relocation-bhashan-char-2007033\">relocate 100,000 refugees<\/a> to Bhashan Char.<\/p>\n\n\n\n<p>The government spent <a href=\"https:\/\/www.thedailystar.net\/frontpage\/news\/rohingya-relocation-bhasan-char-un-decides-see-it-first-hand-2059541\">Tk 31 billion<\/a> (USD 368.5 million) to build homes for refugees and secure the island. The first phase of the project was completed in 2019 by <a href=\"https:\/\/reliefweb.int\/report\/bangladesh\/bhasan-char-relocation-project-implications-rohingya-refugees-bangladesh\">British engineering consultancy HR Wallingford and Chinese construction company Sinohydro<\/a>.<\/p>\n\n\n\n<p>The entire project is controlled by the Bangladesh Navy. It started with moving 1,642 Rohingyas on <a href=\"https:\/\/www.theguardian.com\/global-development\/2020\/dec\/03\/bangladesh-begins-moving-rohingya-families-to-remote-island\">4 December 2020<\/a>. There is a 13-km embankment around the island.\u201d<\/p>\n\n\n\n<p>\u201cDuring the feasibility study of the Bhashan Char Shelter Project, the pattern of cyclones in the last 176 years in the Bay of Bengal was reviewed,\u201d Kabir added. \u201cWork is underway to raise the 9-foot [3-metre] high embankment to 19 feet (6 metres) around Bhashan Char following the Bangladesh Water Development Board standard. This is expected to be completed in 2021.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-not-all-refugees-relocated-happily\">Not all refugees relocated happily<\/h2>\n\n\n\n<p>After the first batch of relocations, Amnesty International called for an <a href=\"https:\/\/www.amnesty.org\/en\/latest\/news\/2020\/12\/bangladesh-halt-relocation-of-rohingya-refugees-to-remote-island\/\" target=\"_blank\" rel=\"noreferrer noopener\">immediate halt<\/a>. Its South Asia campaigner Saad Hammadi said: \u201cThe authorities should immediately halt relocation of more <a href=\"https:\/\/dialogue.earth\/en\/tag\/refugees\/\">refugees<\/a> to Bhashan Char and return those on the island to their families and community in mainland Bangladesh. The relocation of so many Rohingya refugees to a remote island, which is still off-limits to everyone including rights groups and journalists without prior permission, poses grave concerns about independent human rights monitoring.\u201d<\/p>\n\n\n\n<p>Amnesty said it had <a href=\"https:\/\/www.amnesty.org.uk\/press-releases\/bangladesh-plan-relocate-hundreds-rohingya-remote-island-must-be-dropped\" target=\"_blank\" rel=\"noreferrer noopener\">interviewed a number of refugees<\/a> who were on the government\u2019s relocation list, and had been told by representatives of five family members (23 people in all) that they had signed up to relocate out of compulsion rather than choice.<\/p>\n\n\n\n<p>Hammadi had urged the government to let the United Nations, rights groups and humanitarian agencies carry out independent assessments of Bhashan Char\u2019s habitability before taking any steps to relocate people there.<\/p>\n\n\n\n<div class=\"wp-block-cd-story-image block--story-image\" itemscope itemtype=\"http:\/\/schema.org\/ImageObject\"><div class=\"block--story-image__column\"><div class=\"block--story-image__image\"><img class=\"lazy\" data-src=\"https:\/\/dialogue.earth\/content\/uploads\/2021\/06\/Bhashan-Char-children-Bangladesh.jpg\" data-srcset=\"https:\/\/dialogue.earth\/content\/uploads\/2021\/06\/Bhashan-Char-children-Bangladesh-768x465.jpg 768w, https:\/\/dialogue.earth\/content\/uploads\/2021\/06\/Bhashan-Char-children-Bangladesh-1024x620.jpg 1024w, https:\/\/dialogue.earth\/content\/uploads\/2021\/06\/Bhashan-Char-children-Bangladesh.jpg\" data-sizes=\"(max-width: 600px) 768px, (max-width: 999px) 1024px, (max-width: 1400px) 1400px, (max-width: 2000px) 2000px, 1200px\" alt=\"Children on Bhashan Char, Mohammad Minhaj Uddin\"\/><\/div><div class=\"block--story-image__content\"><div itemprop=\"caption\" class=\"block--story-image__caption\">Some of the children living on Bhashan Char. There are around 18,500 Rohingya refugees on the island (Image: Saleh Noman)<\/div><\/div><\/div><meta itemprop=\"contentUrl\" content=\"https:\/\/dialogue.earth\/content\/uploads\/2021\/06\/Bhashan-Char-children-Bangladesh.jpg\"\/><meta itemprop=\"contentSize\" content=\"283 KB\"\/><meta itemprop=\"height\" content=\"727\"\/><meta itemprop=\"width\" content=\"1200\"\/><meta itemprop=\"author\"\/><meta itemprop=\"representativeOfPage\" content=\"true\"\/><\/div>\n\n\n\n<p>Brad Adams, Asia director at Human Rights Watch, had said in a statement: \u201cThe Bangladesh government is actively reneging on its promise to the UN not to relocate any refugees to Bhashan Char until humanitarian experts give a green light. If the government were genuinely confident in the habitability of the island, they would be transparent and not hastily circumvent UN technical assessments.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-cyclone-danger-ever-present\">Cyclone danger ever-present<\/h2>\n\n\n\n<p>In the Meghna estuary, a high tide can raise the water level by 7 metres, according to Mohammad Nasir Uddin, executive engineer of the Bangladesh Water Development Board. Since 1960, at least five deadly cyclones have hit this part of the Bay of Bengal coast. Residents of all islands near Bhashan Char remember the trauma. <\/p>\n\n\n\n<p>Mohammad Fakir, 50, used to graze his buffaloes on Subarno Char, which was once an island near Bhashan Char but is now part of the mainland. \u201cI remember I had to swim for at least 10 kilometres with a few of my buffaloes when a cyclone hit that island in 1991,\u201d he told The Third Pole. \u201cSometimes I can\u2019t explain to myself how I survived. I used to graze buffaloes on two other islands before. When the mega-storms slam into land near a river mouth, much of the energy they have accumulated is funnelled up the rivers, making the estuaries extremely vulnerable to cyclone damage.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-preparing-for-cyclone-yaas\">Preparing for Cyclone Yaas<\/h2>\n\n\n\n<p>As it happened, Cyclone Yaas made landfall almost 600 km to the west of Bhashan Char. But the authorities did make arrangements. Mohammad Khorshed Alam Khan, deputy commissioner of Noakhali district, which encompasses Bhashan Char, said dry food had been stockpiled and rescue workers sent.<\/p>\n\n\n\n<p>Cyclones can devastate large areas. In 2020, Cyclone Amphan made landfall in West Bengal, India, but the tidal surge engulfed the Bhashan Char market, which was outside the embankment. The settlement is protected by an embankment.\u201d He also pointed out that \u201cin Bangladesh, there are many islands in that area where many people are living in unprotected
