{"id":20080560,"date":"2021-11-10T01:10:57","date_gmt":"2021-11-09T19:40:57","guid":{"rendered":"https:\/\/www.thethirdpole.net\/?p=80560"},"modified":"2021-11-17T12:16:44","modified_gmt":"2021-11-17T06:46:44","slug":"emissions-gap-means-2-4c-warming-even-if-pledges-kept","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/climate\/emissions-gap-means-2-4c-warming-even-if-pledges-kept\/","title":{"rendered":"New climate pledges make little dent in emissions gap"},"content":{"rendered":"\n<p>In late October this year, just before the start of COP26, the UN Environment Programme (UNEP) <a href=\"https:\/\/www.unep.org\/resources\/emissions-gap-report-2021\">calculated<\/a> that the world is on its way to a catastrophic 2.7-degree Celsius temperature rise by the end of this century, even if all countries deliver on their pledges for climate action. Since then, several countries including <a href=\"https:\/\/dialogue.earth\/en\/climate\/beyond-net-zero-2070-india-climate-pledges-explained\/\">India<\/a> and <a href=\"https:\/\/dialogue.earth\/en\/climate\/pakistan-ndc-commits-to-halving-emissions-finance-key\/\">Pakistan<\/a> have announced new commitments to limit their emissions.<\/p>\n\n\n\n<p>But these additional pledges are not enough, UNEP executive director Inger Andersen told delegates at COP26 in Glasgow on 9 November. \u201cFrankly, it\u2019s an elephant giving birth to a mouse,\u201d she declared at a panel discussion during the ongoing UN climate summit.<\/p>\n\n\n\n<p>The difference between the cut in emissions needed to stay on track to the goals of the Paris Agreement on the one hand and the trajectory of emissions cuts based on current pledges on the other is known as the \u2018emissions gap\u2019. The <a href=\"https:\/\/www.unep.org\/resources\/emissions-gap-report-2021\">UNEP Emissions Gap Report 2021<\/a> released in October was the 12<sup>th<\/sup> annual report that provides an overview of the gap between what the science demands and the current political ambition.<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"20080503\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>As negotiations in Glasgow <a href=\"https:\/\/dialogue.earth\/en\/climate\/climate-finance-cop-26-blocked-talks\/\">remain stalled<\/a> over the question of financing from developed countries for climate action in developing nations, Andersen said there was a \u201cleadership gap on top of the emissions gap\u201d. She explained that the pledges made when the Paris Agreement was signed in 2015 would \u2013 if delivered upon \u2013 shave 7.8% of emissions from the business-as-usual scenario. \u201cNow, it is 8%, whereas we need a 55% reduction by 2030 if we are to keep to the 1.5C goal.\u201d The 1.5C goal is the aspirational target of the Paris Agreement, to keep average global temperature rise compared with pre-industrial times within a 1.5C ceiling this century.<\/p>\n\n\n\n<div class=\"wp-block-cd-pull-quote block--pull-quote\"><div class=\"block--pull-quote__wrapper\"><blockquote class=\"block--pull-quote__quote\">What we need between now and 2030 is to halve our emissions<\/blockquote><cite class=\"block--pull-quote__cite\">Inger Andersen, UNEP<\/cite><\/div><\/div>\n\n\n\n<p>In her address at Glasgow, Andersen was also strongly critical of the \u2018net zero\u2019 pledges made by 130 countries, which declare a year by which a country\u2019s greenhouse gas emissions will be matched by carbon that is removed from the atmosphere. She described the current promises as \u201cgenerally vague and untransparent \u2013 some deal with greenhouse gases, some deal with carbon dioxide only\u201d.<\/p>\n\n\n\n<p>\u201cWhat we need to see between now and 2030 is to halve our emissions,\u201d said Anderson. \u201cClimate change is here and now \u2013 and we\u2019re now at 1.2 [degrees Celsius above average global pre-industrial temperatures]. When the IPCC released its <a href=\"https:\/\/www.ipcc.ch\/report\/ar6\/wg1\/\">report<\/a> this year, we didn\u2019t need graphs \u2013 what we saw out of our windows was enough. We\u2019re seeing floods and storms already.\u201d<\/p>\n\n\n\n<p>Anne Olhoff, lead author of the UNEP Emissions Gap Report, said that experts had calculated the impact of the new pledges made since the report\u2019s release, and found that they would only limit global temperature rise by 0.1C. \u201cIf all the NDCs [Nationally Determined Contributions] \u2013 unconditional and those conditional on receiving money from rich nations \u2013 are fully implemented, the overall effect will be to hold temperature rise down by 0.5C.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-net-zero-targets-not-credible-warn-experts\">Net-zero targets not credible, warn experts<\/h2>\n\n\n\n<p>The updated NDCs and net-zero pledges presented at COP26 have also been analysed by independent think tanks working under the umbrella of <a href=\"https:\/\/climateactiontracker.org\/\">Climate Action Tracker<\/a>. At a press conference at COP26, Claire Stockwell, senior climate policy analyst at Climate Analytics \u2013 a member of the tracker \u2013 said: \u201cIndia will reduce its emissions a little bit earlier than usual. Australia and Brazil have gone worse in their updates.\u201d At the World Leaders Summit that kicked off this UN conference, Indian Prime Minister Narendra Modi <a href=\"https:\/\/dialogue.earth\/en\/climate\/roundtable-experts-break-down-indias-net-zero-pledge\/\">pledged<\/a> to raise renewable energy installed capacity from 450 to 500 gigawatts by 2030, and to reduce emissions by 1 billion tonnes this decade, among other promises.<\/p>\n\n\n\n<p>Overall, \u201cthe emissions gap till 2030 is so huge that we don\u2019t see any chance of sticking to the 1.5-degree ceiling,\u201d veteran analyst Bill Hare said, joining the same press conference. \u201cNet zero is just paying lip service to climate action,\u201d Hare added.<\/p>\n\n\n\n<p>\u201cNot a single country has short-term policy for net-zero targets,\u201d said Niklas Hohne of New Climate Institute, another member of the tracker. \u201cSo the net-zero target is not credible. In 2030 we will still emit roughly twice as much as we should if we want to be on the 1.5C pathway. The only way is to go into emergency mode \u2013 baby steps will not do.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-cop26-negotiations-still-stuck-over-finance\">COP26 negotiations still stuck over finance<\/h2>\n\n\n\n<p>But even baby steps have been missing in the negotiating rooms in Glasgow in recent days, due to the worsening stalemate over finance. Developing countries are already incensed because developed countries <a href=\"https:\/\/dialogue.earth\/en\/climate\/missing-finance-developing-countries-cop26\/\">have not kept their promise<\/a> to provide USD 100 billion in climate financing per year by 2020. On top of that, rumours have been circulating in the conference corridors that the European Union is going back on its promise to dedicate 50% of its financial support to help developing countries adapt to the impacts of climate change.<\/p>\n\n\n\n<p>The negotiations have now moved from bureaucrats to ministers. In his report on progress, conference president Alok Sharma\u2019s statement on Tuesday read: \u201cThe time has now come to find political consensus on the areas of divergence and we have only a few days left&#8230; What has been collectively committed to goes some way, but certainly not all the way, to keeping 1.5C within reach.\u201d<\/p>\n\n\n\n<p>Bhupender Yadav, India\u2019s environment minister, confirmed that negotiations were stuck over finance. \u201cDeveloped countries are asking developing countries to come up with climate action plans. How will they do it in the absence of finance? And we\u2019re not asking for charity. We\u2019re asking developed countries to stick to their pledges under the polluter pays principle, which is fundamental to the UN Framework Convention on Climate Change.\u201d
