Jyoti is a resident of Ganise, a village on the left bank of the Melamchi River about 40 kilometres northeast of Nepal\u2019s capital Kathmandu. The riverside village was among those destroyed by <a href=\"https:\/\/dialogue.earth\/en\/climate\/monsoon-bring-nepals-mountain-slopes-crashing-down\/\">two violent floods<\/a> this summer, which killed 25 people.&nbsp;<\/p>\n\n\n\n<p>Ganise is one of many riverside settlements that are now little more than piles of sand and boulders.&nbsp;<\/p>\n\n\n\n<p>I turn off my camera, walk a few steps and stop in front of Jyoti\u2019s hut, a small structure covered in zinc sheets. A couple of tables, a wooden rack filled with liquors, packets of biscuits and a few other essentials are all he has left to offer to the customers of his eatery.&nbsp;<\/p>\n\n\n\n<p>\u201cI am sorry for shouting, but I am fed up,\u201d he says. \u201cLife has been miserable, and telling our stories of pain is useless, we continue to suffer with no support from the government.\u201d It takes some time before he agrees to speak about his experience.<\/p>\n\n\n\n<div class=\"wp-block-cd-article-image aligncenter block--article-image\" itemscope itemtype=\"http:\/\/schema.org\/ImageObject\"><div class=\"block--article-image__column\"><div class=\"block--article-image__image\"><img class=\"lazy\" data-src=\"https:\/\/dialogue.earth\/content\/uploads\/2021\/12\/hut-Ganise-Helambu-rural-municipality-Nepal.jpg\" data-srcset=\"https:\/\/dialogue.earth\/content\/uploads\/2021\/12\/hut-Ganise-Helambu-rural-municipality-Nepal.jpg 600w\" data-sizes=\"(max-width: 600px) 768px, (max-width: 1024px) 1024px, 600px\" alt=\"A hut built in Ganise village after the Melamchi floods, Ramesh Bhushal\"\/><\/div><div class=\"block--article-image__content\"><div itemprop=\"caption\" class=\"block--article-image__caption\">The hut built by Deep Bahadur Jyoti in Ganise after the floods. But fate had other plans. \u201cDuring the flood I lost all the old documents from the company where I used to work, and I need them as proof [of previous employment] so that they can invite me again,\u201d he explains. \u201cI will have to start my life from scratch now.\u201d&nbsp;<\/p>\n\n\n\n<p>According to official data, 317 houses were destroyed in <a href=\"https:\/\/helambumun.gov.np\/\">Helambu rural municipality<\/a> alone, where Ganise is located. His idea is <a href=\"https:\/\/dialogue.earth\/en\/hub\/climate-adaptation\/\">innovative<\/a>. With a budget of about USD 1,000, he built a portable hut that can be moved before the next monsoon. \u201cPeople say I am mad to invest here, but I need to pay debt and feed three kids,\u201d he says. The metal panels of his new hut are bolted together, so it can be dismantled and transported to safer ground when heavy rains or floods strike.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-scant-help-from-authorities-after-melamchi-floods\">Scant help from authorities after Melamchi floods<\/h2>\n\n\n\n<p>In <a href=\"https:\/\/en.wikipedia.org\/wiki\/Kiul\">Kiul<\/a>, the headquarters of Helambu rural municipality a few kilometres north of Ganise, Dil Bahadur Nepali hurries towards the riverbank to collect sand. Like much of the town, his house was washed away by the floods, and he is currently working as a daily wage worker in the construction sector.&nbsp;<\/p>\n\n\n\n<p>\u201cIt\u2019s been five months [since the Melamchi floods], but I haven\u2019t seen a single penny as compensation from the government,\u201d he complains. \u201cEvery day I go to the administrative office but I haven\u2019t got any answers. Maybe they don\u2019t care because I am a Dalit.\u201d (Dalit is the name of a marginalised caste previously known as \u2018untouchable\u2019.) \u201cIt\u2019s too cold out here in the tent [where the displaced residents have been accommodated]. We don\u2019t know how we are going to survive this winter, let alone build a new house,\u201d Nepali says.<\/p>\n\n\n\n<div class=\"wp-block-cd-article-image aligncenter block--article-image\" itemscope itemtype=\"http:\/\/schema.org\/ImageObject\"><div class=\"block--article-image__column\"><div class=\"block--article-image__image\"><img class=\"lazy\" data-src=\"https:\/\/dialogue.earth\/content\/uploads\/2021\/12\/house-washed-away-floods-Kiul-Helambu-rural-municipality-Nepal.jpg\" data-srcset=\"https:\/\/dialogue.earth\/content\/uploads\/2021\/12\/house-washed-away-floods-Kiul-Helambu-rural-municipality-Nepal.jpg 600w\" data-sizes=\"(max-width: 600px) 768px, (max-width: 1024px) 1024px, 600px\" alt=\"Resident shows where his house used to be, before the June 2021 Melamchi floods, Ramesh Bhushal\"\/><\/div><div class=\"block--article-image__content\"><div itemprop=\"caption\" class=\"block--article-image__caption\">Dil Bahadur Nepali shows where his house was, before it was washed away by the flood in June 2021 (Image: Ramesh Bhushal)<\/div><\/div><\/div><meta itemprop=\"contentUrl\" content=\"https:\/\/dialogue.earth\/content\/uploads\/2021\/12\/house-washed-away-floods-Kiul-Helambu-rural-municipality-Nepal.jpg\"\/><meta itemprop=\"contentSize\" content=\"266 KB\"\/><meta itemprop=\"height\" content=\"400\"\/><meta itemprop=\"width\" content=\"600\"\/><meta itemprop=\"author\"\/><meta itemprop=\"representativeOfPage\" content=\"true\"\/><\/div>\n\n\n\n<p>Officials say it\u2019s just a matter of time before all displaced families are compensated. \u201cIn the first phase, 82 houses have been approved for compensation and will receive funds soon, and the remaining 235 are in the process of receiving approval,\u201d says Bishnu Hari Timalsena, head of the Helambu rural municipality.&nbsp;<\/p>\n\n\n\n<p>\u201cWe have been trying to manage as much as possible with our limited resources,\u201d Timalsena says, \u201cbut we need a comprehensive plan to both control the river and help rehabilitate affected people.\u201d Local authorities can\u2019t do that without the central government\u2019s help, he says.<\/p>\n\n\n\n<div class=\"wp-block-cd-pull-quote block--pull-quote\"><div class=\"block--pull-quote__wrapper\"><blockquote class=\"block--pull-quote__quote\">Without scientific information on flood risk across the watershed, we don\u2019t know how to move forward<\/blockquote><cite class=\"block--pull-quote__cite\">Bhagwati Nepal, Melamchi\u2019s deputy mayor<\/cite><\/div><\/div>\n\n\n\n<p>At the national level, authorities are considering shifting from ad hoc support after a disaster to an insurance model. \u201cWe have paid subsidies to 5,100 people in the past year alone,\u201d says Bipeen Acharya, joint secretary at the <a href=\"http:\/\/bipad.gov.np\/en\/about-us\">National Disaster Risk Reduction and Management Authority (NDRRMA)<\/a>. \u201cIf we continue like this, how long will we be able to provide compensation for disaster victims?\u201d&nbsp;<\/p>\n\n\n\n<p>Authorities say they have been discussing this with the World Bank and other international agencies that have helped countries set up insurance schemes, but haven\u2019t yet reached an agreement.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-the-science-lags-behind\">The science lags behind<\/h2>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"20077684\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>There is still no clarity on what triggered the massive 15 June flood in a relatively small watershed of about 330 square kilometres. But scientists do agree that it was the result of a series of compounding events. As well as the river banks bursting, a huge landslide upstream temporarily blocked the river at an altitude of 3,500 metres. This formed a natural dam, which later collapsed.&nbsp;<\/p>\n\n\n\n<p>According to a field report by the <a href=\"http:\/\/bipad.gov.np\/en\/about-us\">NDRRMA<\/a> and the <a href=\"https:\/\/www.dmgnepal.gov.np\/\">Department of Mines and Geology<\/a> seen by The Third Pole, about 90 million cubic metres of sediment were displaced during the disaster. Several government and non-government agencies have said that studies are being conducted, but so far they have failed to carry out comprehensive <a href=\"https:\/\/dialogue.earth\/en\/tag\/science\/\">research<\/a> spanning the entire watershed, which would have helped communities.&nbsp;<\/p>\n\n\n\n<p>\u201cPeople have been asking us if they could build new houses on the land affected by the floods, but we don\u2019t have an answer,\u201d says Bhagwati Nepal, Melamchi\u2019s deputy mayor. \u201cHow much land should we leave empty in view of future flooding events? Without this kind of scientific information, we don\u2019t know how to move forward.\u201d&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-modelling-future-floods\">Modelling future floods&nbsp;<\/h2>\n\n\n\n<p>The Melamchi authorities have tried to fill the knowledge gap by hiring a team of independent experts. But the problem is not site-specific and needs holistic, long-term <a href=\"https:\/\/dialogue.earth\/en\/hub\/climate-science\/\">research<\/a> spanning the entire Indrawati river basin, of which the Melamchi River is just a part.&nbsp;<\/p>\n\n\n\n<p>To understand the dynamics of a debris-loaded flood stretching for 40 kilometres downstream from the mountain, \u201cwe need to create flood modelling and figure out which areas could be impacted in future before saying anything to the communities\u201d, says Basanta Raj Adhikari, an engineering geologist at the Centre for Disaster Studies at Tribhuvan University\u2019s Institute of Engineering.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Conventional flood models, he says, are based purely on volumes of water. This is not helpful in the case of floods carrying a heavy load of debris, like the one that occurred on the Melamchi River. \u201cWe must add the sediment element to our models and look at how such a flood may behave, to work out which areas can be safely rebuilt,\u201d he says. Adhikari says his team (separate to the government\u2019s researchers) is working on this, but the process will take time.&nbsp;&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-fears-for-the-next-monsoon-along-the-melamchi-river\">Fears for the next monsoon along the Melamchi River<\/h2>\n\n\n\n<p>Seven roads allowing the movement of cars and trucks, and 13 suspension bridges that could be crossed on foot were swept away by the summer floods. Only one large bridge is currently being reconstructed by the Nepali Army in Chaunate, two kilometres south of Ganise. There is no clear timeline for the the others.&nbsp;<\/p>\n\n\n\n<p>Among the many who are already worried about the next monsoon are health workers. \u201cIt\u2019s almost certain that many villages will be cut [off] during the next monsoon, so we have asked the district health office to provide essential medicines before the rains set in, and dispatch them to the villages,\u201d said Gyanendra Sigdel, health coordinator at the Helambu Rural Municipality in Kiul, the town that was partly destroyed by the flood. \u201cWe don\u2019t know yet if that will happen or not.\u201d<\/p>\n\n\n\n<div class=\"wp-block-cd-article-image aligncenter block--article-image\" itemscope itemtype=\"http:\/\/schema.org\/ImageObject\"><div class=\"block--article-image__column\"><div class=\"block--article-image__image\"><img class=\"lazy\" data-src=\"https:\/\/dialogue.earth\/content\/uploads\/2021\/12\/crops-harvested-Ganise-Melamchi-floods-Nepal.jpg\" data-srcset=\"https:\/\/dialogue.earth\/content\/uploads\/2021\/12\/crops-harvested-Ganise-Melamchi-floods-Nepal.jpg 600w\" data-sizes=\"(max-width: 600px) 768px, (max-width: 1024px) 1024px, 600px\" alt=\"Residents of Ganise village, who were displaced by the flood, harvest crops next to their camp, Ramesh Bhushal\"\/><\/div><div class=\"block--article-image__content\"><div itemprop=\"caption\" class=\"block--article-image__caption\">Residents of Ganise village, who were displaced by the flood, harvest crops next to their camp (Image: Ramesh Bhushal)<\/div><\/div><\/div><meta itemprop=\"contentUrl\" content=\"https:\/\/dialogue.earth\/content\/uploads\/2021\/12\/crops-harvested-Ganise-Melamchi-floods-Nepal.jpg\"\/><meta itemprop=\"contentSize\" content=\"335 KB\"\/><meta itemprop=\"height\" content=\"400\"\/><meta itemprop=\"width\" content=\"600\"\/><meta itemprop=\"author\"\/><meta itemprop=\"representativeOfPage\" content=\"true\"\/><\/div>\n\n\n\n<p>While authorities in Kathmandu have said that roads are a priority, local practitioners complain that official statements don\u2019t reflect the reality on the ground. Acharya at the National Disaster Authority says that the <a href=\"http:\/\/bipad.gov.np\/en\/about-us\">NDRRMA<\/a>&nbsp; has been organising meetings with concerned authorities, including the roads department, but given the scale of the <a href=\"https:\/\/dialogue.earth\/en\/hub\/climate-disasters\/\">disaster<\/a> he doesn\u2019t believe that safety measures will be in place before the 2022 monsoon.&nbsp;<\/p>\n\n\n\n<p>For the many people waiting for support, daily life is an all-consuming challenge that leaves no space for planning ahead, especially since the winter temperatures have started to bite. \u201cI know our lives [the people of Ganise village] will never be the same. At this point I can only wish we don\u2019t die of starvation and cold,\u201d Jyoti says, who is living in a tent with his family. \u201cI don\u2019t even want to think about the next monsoon.
