The geostrategic consequences for Pakistan of the <a href=\"https:\/\/tribune.com.pk\/story\/2344276\/fo-confirms-pms-landmark-trip-to-russia\">two-day visit<\/a> to Moscow, the first by a Pakistani premier in 23 years, are likely to be analysed through the hardening stances of the many actors in the current conflict. The long-term consequences, though, have almost everything to do with the future of natural gas.<\/p>\n\n\n\n<p>Khan&#8217;s visit comes just after Germany, the largest consumer of Russian gas, <a href=\"https:\/\/www.theguardian.com\/world\/2022\/feb\/22\/germany-halts-nord-stream-2-approval-over-russian-recognition-of-ukraine-republics\">halted<\/a> certification of a new Nord Stream 2 pipeline. Russia recently agreed upon a <a href=\"https:\/\/www.reuters.com\/world\/asia-pacific\/exclusive-russia-china-agree-30-year-gas-deal-using-new-pipeline-source-2022-02-04\/\">30-year<\/a> contract to supply gas to China, coinciding with President Vladimir Putin\u2019s visit to the Beijing Winter Olympics. As Russia seeks new clients for its <a href=\"https:\/\/www.diplomaticourier.com\/posts\/how-russia-benefits-from-the-pakistan-stream-pipeline\">construction technology<\/a> and fossil fuels, and with Pakistan desperate for a secure and cheap supply of natural gas, the visit could lay the foundations for Russia building a pipeline to transport natural gas from Karachi to Lahore.<\/p>\n\n\n\n<p>Russia is the world\u2019s second biggest producer of natural gas. Meanwhile Pakistan, with declining gas reserves, faces a <a href=\"https:\/\/dialogue.earth\/en\/energy\/pakistan-excess-power-generation\/\">major supply problem<\/a> as gas still makes up a substantial part of its energy mix.<\/p>\n\n\n\n<p>Pakistan\u2019s energy minister, Hammad Azhar, speaking to The Third Pole, said the trip is only an \u201copportunity to learn the technology\u201d of laying a gas pipeline from the Russians, whom he says are the best in the business. Pakistan wants to construct a 1,100-kilometre gas pipeline, known as the Pakistan Stream Gas Pipeline Project, from Port Qasim in Karachi, in Sindh, to Kasur in Punjab. The USD 2.5 billion project is tentatively slated to begin next year, though an initial agreement was first signed in 2015 and a second in 2021.<\/p>\n\n\n\n<div class=\"wp-block-cd-article-image aligncenter block--article-image\" itemscope itemtype=\"http:\/\/schema.org\/ImageObject\"><div class=\"block--article-image__column\"><div class=\"block--article-image__image\"><img class=\"lazy\" data-src=\"https:\/\/dialogue.earth\/content\/uploads\/2022\/02\/20220223_Pakistan-North-South-pipeline-gas-map_english-01.svg\" data-srcset=\"https:\/\/dialogue.earth\/content\/uploads\/2022\/02\/20220223_Pakistan-North-South-pipeline-gas-map_english-01.svg 768w, https:\/\/dialogue.earth\/content\/uploads\/2022\/02\/20220223_Pakistan-North-South-pipeline-gas-map_english-01.svg 1024w, https:\/\/dialogue.earth\/content\/uploads\/2022\/02\/20220223_Pakistan-North-South-pipeline-gas-map_english-01.svg 1650w\" data-sizes=\"(max-width: 600px) 768px, (max-width: 1024px) 1024px, 1650px\" alt=\"\"\/><\/div><div class=\"block--article-image__content\"><div itemprop=\"caption\" class=\"block--article-image__caption\">Graphic: The Third Pole<\/div><\/div><\/div><meta itemprop=\"contentUrl\" content=\"https:\/\/dialogue.earth\/content\/uploads\/2022\/02\/20220223_Pakistan-North-South-pipeline-gas-map_english-01.svg\"\/><meta itemprop=\"contentSize\" content=\"190 KB\"\/><meta itemprop=\"height\" content=\"1343.6\"\/><meta itemprop=\"width\" content=\"1650\"\/><meta itemprop=\"author\"\/><meta itemprop=\"representativeOfPage\" content=\"true\"\/><\/div>\n\n\n\n<p>\u201cWe don\u2019t have the expertise of the scale and size that is needed for this project,\u201d Azhar told The Third Pole over the phone from Islamabad. \u201cThe project will remain majority-owned [74%] by Pakistan to begin with, so it could be a win-win,\u201d he said.<\/p>\n\n\n\n<p>Former prime minister Shahid Khaqan Abbasi, who envisioned the project in 2013 when he was minister for petroleum and natural resources, held a similar view. The project had remained dormant due to various \u201cfinancial bottlenecks\u201d, said Abbasi.<\/p>\n\n\n\n<p>\u201cMy fear is that this government will face the same hurdle we did and will be unable to justify the build-operate-transfer price structure of how much to pay the Russians for the amount of gas that flows through the new pipeline,\u201d warned Abbasi, referring to a model under which large projects are financed and developed through public-private partnerships.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-increasing-demand-decreasing-supply\">Increasing demand, decreasing supply<\/h2>\n\n\n\n<p>Pakistan\u2019s production of natural gas peaked in 2009, according to the International Energy Agency, but gas has continued to increase as a percentage of total energy supply steadily since then. This has led to a slow-moving crisis as Pakistan scrambles to make up the difference.<\/p>\n\n\n\n<p>Major cities increasingly face prolonged gas outages, hitting both residents and businesses hard. In December last year, the government <a href=\"https:\/\/www.dawn.com\/news\/1663775\">said<\/a> the country will soon run out of local gas, therefore increasing reliance on expensive imported gas.<\/p>\n\n\n\n<iframe src=\"https:\/\/flo.uri.sh\/visualisation\/8791132\/embed\" title=\"Interactive or visual content\" class=\"flourish-embed-iframe\" frameborder=\"0\" scrolling=\"no\" style=\"width:100%;height:600px;\" sandbox=\"allow-same-origin allow-forms allow-scripts allow-downloads allow-popups allow-popups-to-escape-sandbox allow-top-navigation-by-user-activation\"><\/iframe>\n\n\n\n<iframe src=\"https:\/\/flo.uri.sh\/visualisation\/8791438\/embed\" title=\"Interactive or visual content\" class=\"flourish-embed-iframe\" frameborder=\"0\" scrolling=\"no\" style=\"width:100%;height:600px;\" sandbox=\"allow-same-origin allow-forms allow-scripts allow-downloads allow-popups allow-popups-to-escape-sandbox allow-top-navigation-by-user-activation\"><\/iframe>\n\n\n\n<p>As a former energy minister, Abbasi had seen importing liquefied natural gas (LNG) as a quick solution to the energy crisis driven by a fall in domestic gas production. \u201cWe tried to bring in gas through a pipeline from Iran but that came under US sanctions and another one from Turkmenistan, but even that could not materialise, mainly due to security reasons as it had to pass through Afghanistan,\u201d he told The Third Pole.<\/p>\n\n\n\n<p>\u201cWe need this pipeline because we need more LNG,\u201d said the current energy minister, Azhar. \u201cIt\u2019s a project that all my predecessors struggled to set up. While the present government will not rush into it, it will also not shy away from being decisive.\u201d<\/p>\n\n\n\n<p>The former prime minister, Abbasi, is no longer sure if Pakistan needs the gas pipeline at all. \u201cLocal gas has depleted so much and the existing terminals are working at 60% capacity. The present network of pipelines is enough to carry local as well as imported gas for now,\u201d he said.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-weak-infrastructure-interrupted-supplies\">Weak infrastructure, interrupted supplies<\/h2>\n\n\n\n<p>The question is really whether Pakistan will continue to invest in gas infrastructure. This is why the Russian trip, and a possible deal, is so important to Pakistan\u2019s energy future.&nbsp;<\/p>\n\n\n\n<p>&#8220;Today, 60% of LNG is used by the three power plants, the remaining 40% by the industrial sector,\u201d said Azhar. Due to the depletion of local gas, a \u201chost of new customers\u201d \u2013 including fertiliser and cement factories \u2013 began to rely on LNG.<\/p>\n\n\n\n<p>Presently, <a href=\"https:\/\/www.engro.com\/engro-elengy\/\">4.5 million tonnes of LNG<\/a> are imported every year from Qatar Energy, with which Pakistan has long term contracts. The country buys more from Italian oil and gas giant ENI and commodities trader Gunvor. This is still not enough for Pakistan. In the last couple of years, said Azhar, while gas reserves are declining 9% per annum, more and more import industries turned to LNG to continue running their factories.<\/p>\n\n\n\n<div class=\"wp-block-cd-did-you-know alignleft block--did-you-know\"><p class=\"block--did-you-know__title\">Did you know&#8230;<\/p><div class=\"block--did-you-know__content\"><p><span style=\"font-size: inherit; font-family: var(--font__body);\">Pakistan is <\/span><a style=\"font-size: inherit; font-family: var(--font__body);\" href=\"https:\/\/www.bloomberg.com\/news\/articles\/2021-10-28\/qatar-is-said-to-invest-in-pakistan-s-next-lng-import-terminal\">predicted<\/a><span style=\"font-size: inherit; font-family: var(--font__body);\"> to dominate LNG growth in emerging Asia along with Bangladesh and Thailand over the next five years. According to a report in Bloomberg, the three countries will nearly double LNG imports over 2021-25.<\/span><\/p><\/div><\/div>\n\n\n\n<p>The demand is there, but not the infrastructure to cater to it.<\/p>\n\n\n\n<p>Pakistan has two LNG terminals: Engro Elengy Terminal Limited (EETL) and PGP Consortium Limited (PGPCL), at Port Qasim, built in 2015 and 2017 respectively. With elections nearing in 2023, the government\u2019s desperation to end gas shortages can be gauged from the fact that the prime minister <a href=\"https:\/\/www.dawn.com\/news\/1668589\">ordered<\/a> the energy ministry to build a third terminal by the end of 2023.<\/p>\n\n\n\n<p>But Pakistan\u2019s problem does not end there. This winter, after two long-term contract suppliers \u2013 ENI and Guvnor \u2013 defaulted on deliveries, Pakistan had to buy at a whopping&nbsp;<a href=\"https:\/\/tribune.com.pk\/story\/2328251\/lng-bought-at-record-high-price\">USD 30.6\/mmbtu<\/a>&nbsp;from Qatar Energy to meet demand.&nbsp;<\/p>\n\n\n\n<p>\u201cWe will continue to face an immense shortage of gas due to domestic depletion so we have to look at LNG for relief. It is, after all, the single largest primary fuel for Pakistan,\u201d said Khurram Hussain, a leading business and economy journalist, \u201cand that is why the pipeline is important\u201d for the country.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-forgetting-a-green-energy-future\">Forgetting a green energy future<\/h2>\n\n\n\n<p>In its race to overcome gas shortages, however, the government seems to have forgotten its promises of a cleaner, greener way of running the country.<\/p>\n\n\n\n<p>Vaqar Zakaria, head of environmental consultancy firm Hagler Bailley Pakistan, said that while in the past it made sense to invest in LNG, it is far too expensive today. LNG used to be the \u201ccheapest and cleanest of fossil fuels\u201d, he said, and Pakistan had a ready-to-use gas infrastructure in place. But, he added, Pakistan failed to realise that with coal and oil getting a \u201cbad rap\u201d, the world would look towards gas to replace the comparatively dirtier fuels, and that with an increase in global demand, the price of gas would naturally escalate. It is time, he said, to tap into the country\u2019s \u201cabundant wind and solar potential\u201d and not rely on imported gas for power generation. &nbsp;&nbsp;<\/p>\n\n\n\n<div class=\"wp-block-cd-pull-quote block--pull-quote\"><div class=\"block--pull-quote__wrapper\"><blockquote class=\"block--pull-quote__quote\">In the short term, liquefied natural gas may actually prove to be more harmful than coal<\/blockquote><cite class=\"block--pull-quote__cite\">Haneea Isaad, the Institute for Energy Economics and Financial Analysis<\/cite><\/div><\/div>\n\n\n\n<p>It is also likely to be much cheaper to switch to solar and wind. Haneea Isaad, a research associate at the Institute for Energy Economics and Financial Analysis, calculated that a floating offshore LNG terminal would cost anywhere between USD <a href=\"https:\/\/ag.com.pk\/pakistan-gasport\/\">400<\/a>&#8211;<a href=\"https:\/\/timera-energy.com\/how-fsrus-are-impacting-lng-market-evolution\/\">500<\/a>&nbsp;million. \u201cI am not factoring in the operational expenses and imported fuel costs,\u201d she said, speaking to The Third Pole.<\/p>\n\n\n\n<p>In comparison, at USD 600,000 per megawatt (MW), installing a 1,000 MW solar plant would cost almost the same as a single LNG terminal, she said. On top of this, the life cycle greenhouse gas emissions from wind and solar are a mere fraction of those associated with LNG. \u201cNot to mention the added advantage of being domestically available and having negligible marginal costs,\u201d said Isaad.<\/p>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-9d6595d7 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"20080481\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n<\/div>\n\n\n\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<a class=\"wp-block-cd-related-news block--related-news loading\" data-post-id=\"20080269\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n<\/div>\n<\/div>\n\n\n\n<p>Claims that LNG is cleaner than <a href=\"https:\/\/dialogue.earth\/en\/energy\/china-coal-exit-will-not-end-pakistan-reliance\/\">coal <\/a>should be treated with caution, according to Issad. \u201cIn the short term, it may actually prove to be more harmful than coal if we look at things from a life cycle perspective,\u201d she said, adding that from the well to the burning of actual fuel at power plants, the entire LNG supply chain leads to either carbon dioxide or methane emissions. \u201cOver a 20-year period, methane can be 80 times more potent than carbon dioxide,\u201d she said.<\/p>\n\n\n\n<p>For resource-stretched Pakistan, it may still not be too late to take the money out of LNG and invest in climate-friendly renewables.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Pakistani prime minister is visiting Moscow as Russia looks for new clients to build infrastructure, and Pakistan seeks a steady supply of natural gas.
