{"id":20090541,"date":"2022-05-27T12:30:00","date_gmt":"2022-05-27T07:00:00","guid":{"rendered":"https:\/\/www.thethirdpole.net\/?p=90541"},"modified":"2022-06-08T12:52:03","modified_gmt":"2022-06-08T07:22:03","slug":"what-is-happening-to-pakistans-green-stimulus","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/forests\/what-is-happening-to-pakistans-green-stimulus\/","title":{"rendered":"What is happening to Pakistan\u2019s Green Stimulus?"},"content":{"rendered":"\n<p class=\"has-drop-cap\">Wajahat Shah, 32, is a labourer at a government-run tree plantation, spread over 3,000 hectares of army land in Pakistan&#8217;s Khyber Pakhtunkhwa province. \u201cTen days after the government announced the lockdown due to coronavirus, I had to close my grocery shop,\u201d Shah told The Third Pole.<\/p>\n\n\n\n<p>The plantation is part of the Ten Billion Tree Tsunami Programme, the <a href=\"http:\/\/www.mocc.gov.pk\/ProjectDetail\/M2QzOWJmMjUtZTU3MC00NmFkLWE4YmMtZDFhMmRlOGU2NGRh\">flagship initiative<\/a> of the recently ousted Pakistan Tehreek-e-Insaf (PTI) government. The project has been a lifesaver for up to 85,000 residents like Shah, Mohammad Usman Khan, a forest officer, said.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<\/p>\n\n\n\n<p>Before Covid-19, Shah earned as much as 25,000 Pakistani rupees (USD 129) a month from his shop. Now, his work at the plantation gives him PKR 15,000 (USD 77), and he also receives a small monthly rent from his shop, which is being run by someone else.<\/p>\n\n\n\n<p>\u201cI know this is much less, but our family of three has fewer needs [now]; I also prefer working outdoors,\u201d he said, adding that this way he gets time to study for his bachelor\u2019s degree.<\/p>\n\n\n\n<p>However, forest officer Khan admitted that turning 3,000 hectares of barren army land into an oasis, growing olive, ziziphus lotus, rosewood, acacia trees and more, is too big a task for the 50 labourers the plantation employs. The government\u2019s hands, he explained, were tied due to lack of funds.<\/p>\n\n\n\n<p>The area \u2013 32 kilometres from Peshawar, the capital of Khyber Pakhtunkhwa \u2013 has plenty of water, with groundwater drawn from solar-powered tubewells, but not enough manpower. \u201cWe should have at least eight labourers for every 40 hectares,\u201d said Khan, adding that it may not be possible to green the area without more staff.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-a-booster-dose-for-conservation\">A \u2018booster dose\u2019 for conservation<\/h2>\n\n\n\n<p>Pakistan\u2019s Green Stimulus, a <a href=\"https:\/\/dialogue.earth\/en\/energy\/pakistans-green-stimulus-to-combat-covid-19-protect-nature\/\">USD 120 million loan<\/a> from the World Bank, was conceived as a \u201cbooster dose\u201d for this and similar nature-based projects, said former minister for climate change, <a href=\"https:\/\/dialogue.earth\/en\/climate\/pakistans-new-government-must-build-on-climate-successes\/\">Malik Amin Aslam<\/a>, using a Covid-19 analogy.<\/p>\n\n\n\n<p>The money, originally earmarked for a project by the Pakistan Meteorological Department, was redirected to nature restoration in response to hardship created by <a href=\"https:\/\/dialogue.earth\/en\/tag\/covid-19\/\">Covid-19<\/a>, Aslam said.<\/p>\n\n\n\n<p>Speaking to The Third Pole on 29 April following Imran Khan\u2019s removal as prime minister, he said he feared the package may face delays.&nbsp;&nbsp;<\/p>\n\n\n\n<p>These \u201cnature-positive funds\u201d Aslam said, referring to the Green Stimulus package, were \u201cliterally within arm\u2019s reach\u201d, with the first tranche to be released by 15 April. \u201cThe first phase was ready for rollout \u2013 when we ourselves got prematurely rolled out!\u201d he rued.<\/p>\n\n\n\n<div class=\"wp-block-cd-accordion block--accordion\"><span class=\"block--accordion__title\">How were the Green Stimulus funds going to be used?<\/span><div class=\"block--accordion__content\"><div class=\"block--accordion__content__inner\">\n<p>Pakistan\u2019s Green Stimulus was to provide jobs centred around restoring nature within the framework of the four-year <a href=\"http:\/\/www.mocc.gov.pk\/ProjectDetail\/M2QzOWJmMjUtZTU3MC00NmFkLWE4YmMtZDFhMmRlOGU2NGRh\">Ten Billion Tree Tsunami Programme<\/a>, which started in 2019.<\/p>\n\n\n\n<p>Managing and protecting Pakistan\u2019s 45 national parks would provide up to 6,000 jobs for park rangers. In addition, the community wardens at three <a href=\"https:\/\/dialogue.earth\/en\/nature\/pakistan-government-aims-to-protect-new-parks-but-neglects-the-old\/\">national parks<\/a> who had been waiting to be paid their wages since 2019 would finally be paid.<\/p>\n\n\n\n<p>Protecting existing mangroves and planting on 50,000 hectares in the coastal belt, one of the projects slated to be supported through the Green Stimulus, was also to create employment. By the time the projects were due to take off, 150,000 people were due to find jobs from the scheme. New projects including beekeeping, and olive and avocado plantations were to be introduced.<\/p>\n<\/div><\/div><\/div>\n\n\n\n<p>Pakistan\u2019s Green Stimulus fits within the scope of the&nbsp;<a href=\"http:\/\/www.decadeonrestoration.org\/\">UN Decade on Ecosystem Restoration 2021\u20132030<\/a>, a framework focused on reversing ecosystem loss to fight the climate crisis. It \u201cwas meant to protect nature and give green jobs to thousands of people including youth and women\u201d, Aslam explained.&nbsp;<\/p>\n\n\n\n<p>Now with Pakistan in political turmoil, Aslam feared that \u201call efforts to protect nature and give green jobs may well go down the drain\u201d.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">New minister wants to continue Pakistan\u2019s Green Stimulus<\/h2>\n\n\n\n<p>Aslam\u2019s concerns may be unfounded. Sherry Rehman, the new climate change minister, told The Third Pole that the grant will remain available to Pakistan. The World Bank, she explained, is supporting the country, not a particular administration under a certain party, so the agreement still stands.<\/p>\n\n\n\n<p>The Third Pole contacted the World Bank about the status of the loan; a reply had not been received at the time of publication.<\/p>\n\n\n\n<div class=\"wp-block-cd-pull-quote block--pull-quote\"><div class=\"block--pull-quote__wrapper\"><blockquote class=\"block--pull-quote__quote\">The Ministry of Climate Change would like to continue with [the Green Stimulus] initiative and adopt any course correction in future if necessary<\/blockquote><cite class=\"block--pull-quote__cite\">Sherry Rehman, Pakistan\u2019s minister for climate change<\/cite><\/div><\/div>\n\n\n\n<p>According to the agreement, a body called the National Disaster &amp; Risk Management Fund will receive the funds and distribute them to various departments. Eleven projects have already been vetted and approved by the bank.<\/p>\n\n\n\n<p>\u201cThe MoCC [Ministry of Climate Change] would like to continue with [the Green Stimulus] initiative and adopt any course correction in future if necessary,\u201d Rehman said.<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"20033764\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>Upon taking office, however, she was expecting the ministry to be more than \u201ca single project implementation department\u201d dedicated solely to <a href=\"https:\/\/dialogue.earth\/en\/climate\/billion-tree-tsunami\/\">planting trees<\/a>.<\/p>\n\n\n\n<p>\u201c[The MoCC] is essentially a policy ministry, not a project implementation department,\u201d she pointed out, detailing her vision of the climate change ministry, which includes policy design, monitoring provinces and engaging internationally with the global community to press Pakistan\u2019s case as a low net polluter.<\/p>\n\n\n\n<p>But above all, Rehman said, \u201c[the ministry] needs Pakistan to engage in a public conversation on conservation and climate goals through state and community action\u201d.<\/p>\n\n\n\n<div class=\"wp-block-cd-pull-quote block--pull-quote\"><div class=\"block--pull-quote__wrapper\"><blockquote class=\"block--pull-quote__quote\">Pakistan has been put in a \u201ccommitment trap\u201d where, at the international level, \u201cit has promised far more than it can even measure, let alone deliver\u201d<\/blockquote><cite class=\"block--pull-quote__cite\">Sherry Rehman, Pakistan\u2019s minister for climate change<\/cite><\/div><\/div>\n\n\n\n<p>She noted the absence of a climate communication cell at the ministry, as well as the fact that the federal secretary\u2019s post remains vacant. And when it comes to gender, she added, \u201cinstitutional frameworks in Pakistan are inadvertently designed to preserve inequity\u201d.<\/p>\n\n\n\n<p>The Climate Council, a forum where representatives for the provinces meet to discuss and cooperate on frameworks for climate action, has been dormant with not a single meeting held in the past four years, she added. \u201cAll this needs to change,\u201d she said.<\/p>\n\n\n\n<p>Acknowledging that Rehman would have a \u201cgood idea\u201d of the country\u2019s needs and priorities on the climate front, Aslam cautioned that \u201cimplementation and focus\u201d require political ownership and the understanding and backing needed at the highest level \u201cmay be missing in this administration\u201d.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Domestic reform is the new priority<\/h2>\n\n\n\n<p>Aslam said adopting the \u201ctwo-pronged approach of using clean energy transition and nature-based solutions\u201d is essential.
