{"id":20100021,"date":"2022-09-26T12:30:00","date_gmt":"2022-09-26T07:00:00","guid":{"rendered":"https:\/\/www.thethirdpole.net\/?p=100021"},"modified":"2022-10-08T09:56:17","modified_gmt":"2022-10-08T04:26:17","slug":"pamir-highway-upgrade-tajikistan-test-green-bri-guidelines","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/business\/pamir-highway-upgrade-tajikistan-test-green-bri-guidelines\/","title":{"rendered":"Pamir Highway upgrade in Tajikistan a test of green BRI guidelines"},"content":{"rendered":"\n<p class=\"has-drop-cap\">The stretch of the Pamir Highway that connects Tajikistan\u2019s capital, Dushanbe, to the border with China is narrow and dangerous, running alongside cliffs that tower over the fast-flowing Panj River. It is the only road that links the city with the Chinese border, and has the potential to be a major artery of trade. But it is also prone to landslides, floods and blockages from snowfall, and is in desperate need of renovation.<\/p>\n\n\n\n<p>The highway cuts through villages and sensitive ecological areas, making renovation a complex and contested task.<\/p>\n\n\n\n<p><a><\/a>Last year, the Tajik government <a href=\"https:\/\/eurasianet.org\/tajikistan-china-attaches-strings-to-204m-highway-grant\">approved<\/a> a plan to upgrade a section of the highway using a grant supplied by China. Work on the upgrade <a href=\"https:\/\/www.mintrans.tj\/news-page\/details\/155\">reportedly started<\/a> in June. The Third Pole has learned that the renovation plans will adhere to Beijing\u2019s latest <a href=\"https:\/\/dialogue.earth\/en\/climate\/china-2021-green-development-guidelines-belt-and-road\/\">guidelines<\/a> on green development along the Belt and Road. After Vanj, the road continues to the Kulma Pass on the border with China\u2019s Xinjiang region. Eventually, the plan is to renovate the entire highway up to the Chinese border.<\/p>\n\n\n\n<p>Completed in the 1930s, the road has never been renovated. Livelihood opportunities are limited, with the country\u2019s economy dependent on remittances: in 2020, <a href=\"https:\/\/data.worldbank.org\/indicator\/BX.TRF.PWKR.DT.GD.ZS?locations=TJ\">nearly 27% of its GDP<\/a> came from abroad, according to the World Bank.<\/p>\n\n\n\n<p>China\u2019s grant for the upgrade of the Pamir Highway between Kalai-Khumb and Vanj, which will be <a href=\"https:\/\/eurasianet.org\/tajikistan-as-dust-settles-on-pamir-conflict-chinese-roadworks-begin\">carried out<\/a> by the China Road and Bridge Corporation construction company, has been <a href=\"https:\/\/rus.ozodi.org\/a\/tajik-china-grant-road-construction\/31312237.html\">promoted<\/a> as helping Tajikistan to overcome these problems by opening up new economic opportunities, particularly via <a href=\"https:\/\/eurasianet.org\/tajikistan-china-attaches-strings-to-204m-highway-grant\">trade with China<\/a>. The <a href=\"https:\/\/mp.weixin.qq.com\/s\/cl7d0iVzy7Pa7JYKc_te-A\">renovated, two-lane road<\/a> will take a more direct route through the mountains, shortening the journey distance by 23km. Two tunnels and 15 bridges are set to be built as part of the upgrade.<\/p>\n\n\n\n<div class=\"wp-block-cd-accordion block--accordion\"><span class=\"block--accordion__title\">Chinese finance crucial to development in Tajikistan<\/span><div class=\"block--accordion__content\"><div class=\"block--accordion__content__inner\">\n<p>Today, China is Tajikistan\u2019s largest source of finance. <\/p>\n\n\n\n<p>As of 2020, Tajikistan <a href=\"https:\/\/cabar.asia\/en\/living-in-debt-to-whom-and-how-much-does-tajikistan-owe\">owes USD 1.2 billion<\/a> to the China Export-Import Bank, representing about one-third of the country\u2019s total external debt of USD 3.3 billion as of July 2021. <\/p>\n\n\n\n<p>It owes a comparatively modest USD 346 million and USD 291 million to the World Bank and Asian Development Bank, respectively.<\/p>\n\n\n\n<p>However, in recent years China has stopped providing loans to the Tajik government, switching instead to grants as a form of finance. <\/p>\n\n\n\n<p>In exchange, China has <a href=\"https:\/\/eurasianet.org\/tajikistan-the-cost-of-chinese-debt#:~:text=Of%2520the%2520%25243.3%2520billion%2520that,China%252C%2520better%2520known%2520as%2520Eximbank\">negotiated tax breaks and access to investments<\/a> for Chinese companies in Tajikistan. <\/p>\n\n\n\n<p>In 2016, the Tajik parliament voted to exempt a Chinese company, Kashgar Xinyu Dadi Mining Investment, from all types of taxes and customs duties for a period of seven years. The miner was also granted development rights over silver deposits in the Pamir region.<\/p>\n<\/div><\/div><\/div>\n\n\n\n<p>Mostowlansky was sceptical that the Pamir Highway upgrade would be economically beneficial to most people in Tajikistan. \u201cVery few people along these roads manage to profit from possible economic advantages,\u201d he said, suggesting instead that the main beneficiaries will be powerful political interests.<\/p>\n\n\n\n<p>He said his research has found that \u201ceven the economically relevant sections do not offer people real opportunities for development beyond small-scale trade and jobs as day labourers. The state of the road does impact people\u2019s lives, especially when it is bad, but smooth roads do not equal more opportunities.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Relocation and compensation<\/h2>\n\n\n\n<p>The Pamir Highway passes through more than 20 villages between Kalai Khumb and Vanj, and some residents will have to move out of their homes and give up their land for the road\u2019s upgrade. He said that officials had already calculated the compensation for his property, which was to be paid upon the start of construction. He did not say how much he would be paid, but said the government has promised that the villagers will be fully compensated in cash and\/or land.<\/p>\n\n\n\n<p>\u201cAll the dust from the road is entering our houses and the noise from the traffic is not letting us sleep properly. The bigger problem is when the big trucks pass by, and the house starts to shake from the bumpy roads,\u201d Davlat told the Third Pole. \u201cFortunately, when the construction starts, we will move to a different area without all this dust and noise. The garden, the trees and everything else that is around my house were planted by my father and grandfather. It will be sad for my family to leave all this behind.\u201d<\/p>\n\n\n\n<p>When asked about compensation for his property, he said: \u201cThe agreed compensation price will be enough to move to a different place and build a new house.\u201d<\/p>\n\n\n\n<p>But Mostowlansky cautioned that the Tajik government does not have a good track record on fair compensation for relocations. He also noted that it is unclear whether or not tolls will be introduced, as has been done on other roads in Tajikistan, which would make travel more expensive.<\/p>\n\n\n\n<p>\u201cThe improved&nbsp;road&nbsp;will first of all profit the transport companies that control the trade with China,\u201d Mostowlansky said.<\/p>\n\n\n\n<div class=\"wp-block-cd-article-image aligncenter block--article-image block--article-image--article\" itemscope itemtype=\"http:\/\/schema.org\/ImageObject\"><div class=\"block--article-image__column\"><div class=\"block--article-image__image\"><img class=\"lazy\" data-src=\"https:\/\/dialogue.earth\/content\/uploads\/2022\/09\/20220923_Pamir-Highway_P4050060.jpg\" data-srcset=\"https:\/\/dialogue.earth\/content\/uploads\/2022\/09\/20220923_Pamir-Highway_P4050060-768x576.jpg 768w, https:\/\/dialogue.earth\/content\/uploads\/2022\/09\/20220923_Pamir-Highway_P4050060-1024x768.jpg 1024w, https:\/\/dialogue.earth\/content\/uploads\/2022\/09\/20220923_Pamir-Highway_P4050060.jpg 2560w\" data-sizes=\"(max-width: 600px) 768px, (max-width: 1024px) 1024px, 2560px\" alt=\"Goats being herded along the Pamir Highway in Vanj district i\"\/><\/div><div class=\"block--article-image__content\"><div itemprop=\"caption\" class=\"block--article-image__caption\">Goats being herded along the Pamir Highway in Vanj district, in April 2022 (Image: <a href=\"https:\/\/www.instagram.com\/fifiotos\/\">Fiona Katherine Smith<\/a>)<\/div><\/div><\/div><meta itemprop=\"contentUrl\" content=\"https:\/\/dialogue.earth\/content\/uploads\/2022\/09\/20220923_Pamir-Highway_P4050060.jpg\"\/><meta itemprop=\"contentSize\" content=\"5 MB\"\/><meta itemprop=\"height\" content=\"1920\"\/><meta itemprop=\"width\" content=\"2560\"\/><meta itemprop=\"author\"\/><meta itemprop=\"representativeOfPage\" content=\"true\"\/><\/div>\n\n\n\n<h2 class=\"wp-block-heading\">Green guidelines for the BRI<\/h2>\n\n\n\n<p>Alice&nbsp;Hughes, associate professor in the School of Biological Sciences at the University of Hong Kong, described parts of the region the Pamir Highway passes through as the \u201cSerengeti of the north\u201d, due to its importance for many large migratory animals such as Argali sheep and <a href=\"https:\/\/dialogue.earth\/en\/nature\/saving-central-asias-ice-age-antelope\/\">saiga antelope<\/a>.<\/p>\n\n\n\n<p>Hughes said that construction work through such an ecologically important area could result in \u201closs and fragmentation of habitat, disruption of migratory routes, [and] loss of key areas for breeding\u201d.<\/p>\n\n\n\n<p>Other environmental impacts <a href=\"https:\/\/www.nature.org\/content\/dam\/tnc\/nature\/en\/documents\/latin-america\/Friendlyroads.pdf\">from <\/a><a href=\"https:\/\/www.nature.org\/content\/dam\/tnc\/nature\/en\/documents\/latin-america\/Friendlyroads.pdf\">large infrastructure<\/a><a href=\"https:\/\/www.nature.org\/content\/dam\/tnc\/nature\/en\/documents\/latin-america\/Friendlyroads.pdf\"> projects<\/a> in mountainous areas can include changes to the water table, destabilisation of mountain slopes and increased risk of landslides, Hughes added.<\/p>\n\n\n\n<p>When asked about the environmental impact of the road reconstruction project from Darvoz to Vanj, a representative from the Committee for Environmental Protection (CEP, a Tajik government authority) told The Third Pole that the highway upgrade will be aligned with China\u2019s green development guidelines for overseas investments, and that the route has been selected to avoid damage to areas of high biodiversity.<\/p>\n\n\n\n<p>However, no information has been made publicly available on how the project will follow these green guidelines.&nbsp;<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"20078592\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>The 2021 \u201c<a href=\"https:\/\/dialogue.earth\/en\/climate\/china-2021-green-development-guidelines-belt-and-road\/\">green development guidelines<\/a> for overseas investment and cooperation\u201d, issued jointly by the Chinese Ministry of Commerce and Ministry of Ecology and Environment, \u2018encourage\u2019 Chinese companies to integrate green development practices in their overseas projects and adopt international standards if local standards are weak.
