Large areas of the southern province of Sindh remain inundated, while damage to the drainage system caused by the flooding is an obstacle to communities\u2019 recovery.<\/p>\n\n\n\n<p>Ali Akbar Jamali, a farmer in the village of Aadho Jamali in Sindh, said that the floodwaters are an ongoing <a href=\"https:\/\/dialogue.earth\/en\/hub\/climate-disasters\/\">disaster<\/a>. Talking to The Third Pole last month, Jamali said that the waters have not fully receded, and authorities have not been able to clear them. Ali\u2019s family, along with many of the residents of Aadho Jamali, are still living in a tent and have not been able to rebuild their house.<\/p>\n\n\n\n<p>\u201cRain destroyed our standing crops of cotton. Sowing of the next crop of wheat was also not possible because of water standing in agriculture fields,\u201d said Jamali, adding that people cannot afford to buy wheat and that there is a shortage of food.<\/p>\n\n\n\n<p>\u201cSchools and hospital facilities in our areas are under water. Across Pakistan, approximately 1.8 million people are still living near stagnant pools of water, leading to higher levels of vector-borne disease, contributing to malnutrition, and disrupting the ability of people to get to work. The report, citing International Labour Organization data, says that about 4.3 million workers have lost their jobs or suffered economic disruption, with the <a href=\"https:\/\/dialogue.earth\/en\/hub\/agriculture\/\">agriculture<\/a> sector most impacted.<\/p>\n\n\n\n<p>Sindh was badly affected by the 2022 Pakistan floods. According to the <a href=\"https:\/\/pdma.gos.pk\/content\/SituationReport\/Sitrep%20New%2011-04-2023.pdf\">Provincial Disaster Management Authority<\/a>, more than a 1,000 people died and over 12 million \u2013 about a quarter of the province\u2019s population of about 50 million \u2013 were affected. Nearly 1.5 million houses were destroyed, another 600,000 partially damaged, and around 1.5 million hectares of <a href=\"https:\/\/dialogue.earth\/en\/food\/floods-after-drought-devastate-sindh-agriculture\/\">crops were damaged<\/a>.<\/p>\n\n\n\n<p>Speaking to The Third Pole in March, Jam Khan Shoro, Sindh\u2019s minister for irrigation, said: \u201c98% of the area that came under water during last year during floods in Sindh has been cleared off. [Only] some areas which are low-lying and under depression are still under water.\u201d<\/p>\n\n\n\n<p>His statement was at odds with satellite imagery from the United Nations Satellite Centre (UNOSAT) however, which revealed that although the area covered by floodwater had reduced from\u00a0<a href=\"https:\/\/unosat.org\/products\/3329\" target=\"_blank\" rel=\"noreferrer noopener\">2,315 square kilometres<\/a>\u00a0in early August 2022 to\u00a0<a href=\"https:\/\/unosat.org\/products\/3519\" target=\"_blank\" rel=\"noreferrer noopener\">850 sq km<\/a>\u00a0by the end of February 2023, a reduction of approximately 63%, this still left about a million people living near floodwaters. While the floodwaters may have reduced further since the end of February, there is no independent data to verify this.<\/p>\n\n\n\n<p>Now, as the people of Sindh come out of a difficult winter, they face the challenges of the <a href=\"https:\/\/dialogue.earth\/en\/climate\/surviving-south-asias-heatwaves-part-3-pakistan\/\">sweltering summer<\/a>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-strains-on-women-continue\">Strains on women continue<\/h2>\n\n\n\n<p>Since the 2022 floods, Soni Jamali has been living in a tent provided by the government in the village of Allahyar Jamali, where her house used to be.<\/p>\n\n\n\n<p>With 10 children to provide for, she is experiencing numerous hardships and financial difficulties. \u201cThere is no government support for us,\u201d she said. Soni and her husband are agricultural labourers, but \u201clast year due to rains our standing crops of cotton and livestock were washed away. We are in debt. People are asking for their money, but we don\u2019t have resources to pay them back.\u201d<\/p>\n\n\n\n<div class=\"wp-block-cd-article-image aligncenter block--article-image block--article-image--article\" itemscope itemtype=\"http:\/\/schema.org\/ImageObject\"><div class=\"block--article-image__column\"><div class=\"hide-expand block--article-image__image\"><img class=\"lazy\" data-src=\"https:\/\/dialogue.earth\/content\/uploads\/2023\/04\/Photo-11-scaled.jpg\" data-srcset=\"https:\/\/dialogue.earth\/content\/uploads\/2023\/04\/Photo-11-768x512.jpg 768w, https:\/\/dialogue.earth\/content\/uploads\/2023\/04\/Photo-11-1024x683.jpg 1024w, https:\/\/dialogue.earth\/content\/uploads\/2023\/04\/Photo-11-scaled.jpg 2560w\" data-sizes=\"(max-width: 600px) 768px, (max-width: 1024px) 1024px, 2560px\" alt=\"woman displaying identity card\"\/><\/div><div class=\"block--article-image__content\"><div itemprop=\"caption\" class=\"block--article-image__caption\">Soni Jamali has been living in a tent since the floods last year (Image: Zulfiqar Kunbhar)<\/div><\/div><\/div><meta itemprop=\"contentUrl\" content=\"https:\/\/dialogue.earth\/content\/uploads\/2023\/04\/Photo-11-scaled.jpg\"\/><meta itemprop=\"contentSize\" content=\"458 KB\"\/><meta itemprop=\"height\" content=\"1707\"\/><meta itemprop=\"width\" content=\"2560\"\/><meta itemprop=\"author\"\/><meta itemprop=\"representativeOfPage\" content=\"true\"\/><\/div>\n\n\n\n<p>The Sindh government states that it has <a href=\"https:\/\/pdma.gos.pk\/content\/SituationReport\/Sitrep%20New%2011-04-2023.pdf\">provided more than 700,000 tents<\/a>, among other facilities, to those who have been displaced. Despite this, many are struggling to meet their basic needs, particularly women who face additional challenges due to a lack of privacy.<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"20112489\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>Sajida Jamali, a relative of Soni who also lives in Allahyar Jamali, said that washrooms are desperately needed, adding, \u201cIt is a matter of shame, as we are ladies.\u201d The NGO WaterAid provided emergency temporary toilets, but with only one for about 15 households many people are forced to defecate in the open.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-no-money-to-repair-drainage-infrastructure\">No money to repair drainage infrastructure<\/h2>\n\n\n\n<p>The problem goes beyond removing the remaining standing water. Jam Khan Shoro, the irrigation minister, said the pressing need now is to repair Sindh province\u2019s network of canals, embankments and other drainage infrastructure. \u201cWe need PKR 100 billion [USD 350 million] just to restore drainage in Sindh,\u201d said Shoro.<\/p>\n\n\n\n<p>\u201cSo far, only stopgap arrangements in restoring drainage have been done,\u201d added Shoro, citing the lack of easily accessible <a href=\"https:\/\/dialogue.earth\/en\/climate\/usd-9-billion-pledge-a-start-but-pakistans-flood-recovery-needs-more-than-promises\/\">funds<\/a>.<\/p>\n\n\n\n<div class=\"wp-block-cd-article-image aligncenter block--article-image block--article-image--article\" itemscope itemtype=\"http:\/\/schema.org\/ImageObject\"><div class=\"block--article-image__column\"><div class=\"hide-expand block--article-image__image\"><img class=\"lazy\" data-src=\"https:\/\/dialogue.earth\/content\/uploads\/2023\/04\/Photo-14-scaled.jpg\" data-srcset=\"https:\/\/dialogue.earth\/content\/uploads\/2023\/04\/Photo-14-768x512.jpg 768w, https:\/\/dialogue.earth\/content\/uploads\/2023\/04\/Photo-14-1024x683.jpg 1024w, https:\/\/dialogue.earth\/content\/uploads\/2023\/04\/Photo-14-scaled.jpg 2560w\" data-sizes=\"(max-width: 600px) 768px, (max-width: 1024px) 1024px, 2560px\" alt=\"crowd of children\"\/><\/div><div class=\"block--article-image__content\"><div itemprop=\"caption\" class=\"block--article-image__caption\">A tent now functions as a school, as people wait for the floodwaters to be removed (Image: Zulfiqar Kunbhar)<\/div><\/div><\/div><meta itemprop=\"contentUrl\" content=\"https:\/\/dialogue.earth\/content\/uploads\/2023\/04\/Photo-14-scaled.jpg\"\/><meta itemprop=\"contentSize\" content=\"554 KB\"\/><meta itemprop=\"height\" content=\"1707\"\/><meta itemprop=\"width\" content=\"2560\"\/><meta itemprop=\"author\"\/><meta itemprop=\"representativeOfPage\" content=\"true\"\/><\/div>\n\n\n\n<p>The minister said that 236 breaches out of a <a href=\"https:\/\/tribune.com.pk\/story\/2384109\/sindh-to-call-global-meet-on-flood-devastation\">reported total of 5,335<\/a> have been filled. He also told The Third Pole that authorities were studying whether it was worth redesigning the drainage of the Left Bank Outfall Drain (LBOD). The LBOD, which became operational in 1988, is supposed to drain saline and agricultural runoff water from Sindh\u2019s agricultural lands and discharge it into the Arabian Sea.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-a-solution-that-may-be-part-of-the-problem\">A \u2018solution\u2019 that may be part of the problem<\/h2>\n\n\n\n<p>The minister said: \u201cFeasibility studies are also being done to know that if LBOD water discharge capacity is enhanced, what could be the environmental impacts.\u201d<\/p>\n\n\n\n<p>Others, however, say that the LBOD is <a href=\"https:\/\/dialogue.earth\/en\/climate\/world-bank-drainage-project-leads-to-loss-of-livelihoods-in-pakistan\/\">part of the problem<\/a>.<\/p>\n\n\n\n<p>\u201cSindh\u2019s left side districts [those on the left bank of the Indus River] have had centuries-old natural ways of drainage,\u201d said Iqbal Hyder, the executive director of the <a href=\"https:\/\/web.facebook.com\/LHDPMedia\/?_rdc=1&amp;_rdr\">Laar Humanitarian and Development Programme<\/a>, a non-governmental organisation based in Badin, Sindh, that works on disaster management in the province. \u201cHowever the LBOD crosses [traditional drainage systems] at Zero Point [where the canal meets the Arabian Sea] which creates the drainage problem especially during floods.\u201d<\/p>\n\n\n\n<p>As a result, Hyder said, Badin and the surrounding areas have been flooded three times in recent history, during the floods of 1994 and 2022, and a cyclone in 1999. Worse, as the 2022 floodwaters filled the LBOD, the Arabian Sea seawater was forced back up the drain at high tide, leading to saline intrusion in farmland.<\/p>\n\n\n\n<p>Hyder also pointed out that illegal construction on natural drainage systems has deeply undermined water security. \u201cThe government has announced that they will rehabilitate the existing LBOD. Thus, Sindh could face mass-level devastation much bigger than 2022,\u201d Khalid Hyder Memon, a former secretary of the Irrigation Department in Sindh, told The Third Pole.<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"20102241\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>Syed Nadeem Shah, vice-president of the Sindh Abadgar Board, which represents agricultural groups, said that a proper drainage system capable of facing the increasingly extreme weather brought by climate change is vital for agriculture. He pointed out that agriculture contributes 22% to Pakistan\u2019s GDP and that Sindh is the second-largest province by agricultural output, with 75% of its population involved in the sector.<\/p>\n\n\n\n<p>\u201cNeglecting drainage improvement [in the face of] climate change challenges may harm Pakistan\u2019s economy, as happened in 2022,\u201d Shah
