{"id":20117383,"date":"2023-06-08T09:00:00","date_gmt":"2023-06-08T03:30:00","guid":{"rendered":"https:\/\/www.thethirdpole.net\/?p=117383"},"modified":"2023-06-26T11:21:30","modified_gmt":"2023-06-26T05:51:30","slug":"fossil-fuel-imports-prove-costly-for-bangladesh","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/energy\/fossil-fuel-imports-prove-costly-for-bangladesh\/","title":{"rendered":"Fossil fuel imports prove costly for Bangladesh"},"content":{"rendered":"\n<p class=\"has-drop-cap\">When the Bangladeshi prime minister, Sheikh Hasina, <a href=\"https:\/\/www.tbsnews.net\/bangladesh\/pm-opens-payra-power-plant-388474\">inaugurated the Payra coal-fired power plant<\/a> on 1 March 2022, she declared that 100% of the country\u2019s population now had electricity, outstripping its south Asian neighbours. She could not have known that 17 months later, the plant would have to <a href=\"https:\/\/www.thedailystar.net\/news\/bangladesh\/news\/not-improving-anytime-soon-3337721\">close down<\/a> temporarily due to coal shortages, as Bangladesh struggled with the high cost of imported fossil fuels \u2013 primarily natural gas, but also coal.<\/p>\n\n\n\n<p>One of the best performing economies in South Asia, Bangladesh\u2019s energy vulnerability has largely been blamed on <a href=\"https:\/\/www.thedailystar.net\/news\/world\/russian-invasion-ukraine\/news\/one-year-ukraine-war-undoing-bangladesh-economy-3255641\">Russia\u2019s war in Ukraine<\/a>, but its roots go deeper. Bangladesh\u2019s impressive growth has been powered by the expansion of its electricity supply, increasingly based on imported fossil fuels. Between 1991 and 2020, access to electricity grew from 14% of the population to 96%, and per capita GDP rose from 283 US dollars to USD 2,233.<\/p>\n\n\n\n<p>Natural gas has been the dominant fuel source for electricity production in Bangladesh. However, as far back as 2014, Petrobangla \u2013 the state-owned oil and gas supplier \u2013 noted in its <a href=\"http:\/\/www.petrobangla.org.bd\/sites\/default\/files\/files\/petrobangla.portal.gov.bd\/annual_reports\/f91a4dfb_1a5e_41dc_a039_e91192abcc41\/Annual_Report'14.pdf\">annual report<\/a> that a shortfall was emerging: \u201cDemand for gas in the country has already surpassed about 3,200 million cubic feet per day (MMCFD) whereas the average supply of gas is around 2,700 MMCFD, leaving a shortfall of about 500 MMCFD.\u201d The gap has only increased since, leading to greater reliance on coal and imported natural gas.<\/p>\n\n\n\n<iframe src=\"https:\/\/flo.uri.sh\/visualisation\/14033396\/embed\" title=\"Interactive or visual content\" class=\"flourish-embed-iframe\" frameborder=\"0\" scrolling=\"no\" style=\"width:100%;height:600px;\" sandbox=\"allow-same-origin allow-forms allow-scripts allow-downloads allow-popups allow-popups-to-escape-sandbox allow-top-navigation-by-user-activation\"><\/iframe>\n\n\n\n<p>Natural gas prices were already rising in 2021, as were Bangladesh\u2019s gas imports. That year, imports <a href=\"https:\/\/giignl.org\/wp-content\/uploads\/2022\/05\/GIIGNL2022_Annual_Report_May24.pdf\">increased by 22.2%<\/a>, the biggest rise for any Asian country. Prices then sky-rocketed after Russia invaded Ukraine in February 2022, putting a huge strain on Bangladesh\u2019s economy. Bangladesh imposed daily <a href=\"https:\/\/thefinancialexpress.com.bd\/trade\/gas-rationing-for-industries-from-today-1649744312\">four-hour gas rationing<\/a> on industrial users for a 10-day period in April 2022, cutting gas supply to fertiliser factories and power plants despite protests from businesses. Prices for gas and electricity have increased, leaving power plants, industries, households, compressed natural gas (CNG) filling stations and commercial consumers all <a href=\"https:\/\/www.thedailystar.net\/news\/bangladesh\/news\/big-hike-gas-prices-power-plants-industry-3224751\">struggling<\/a> to cope. Irregular power cuts have <a href=\"https:\/\/www.context.news\/net-zero\/fuel-crisis-cuts-electricity-in-bangladesh-sparking-energy-debate?utm_source=news-trust&amp;utm_medium=redirect&amp;utm_campaign=context&amp;utm_content=article\">put strain on companies<\/a>, jeopardising everything from output to workers\u2019 salaries.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Bangladesh\u2019s unexplored gas reserves<\/h2>\n\n\n\n<p>Many experts question why Bangladesh cannot develop its own gas fields. According to the \u201c<a href=\"http:\/\/www.hcu.org.bd\/sites\/default\/files\/files\/hcu.portal.gov.bd\/publications\/da1f3395_2c8f_4608_a48c_d184d5925d45\/2023-03-14-07-47-0d3be29ec0b5cfc0dc6055e8eec23e37.pdf\">Energy Scenario of Bangladesh 2021-22<\/a>\u201d published by the government\u2019s Hydrocarbon Unit, Energy and Mineral Resources Division, the country has estimated recoverable reserves of 10.42 trillion cubic feet (Tcf) of natural gas.<\/p>\n\n\n\n<p>\u201cWe have discovered gas fields there [eastern Bangladesh] which covered only one third of Bangladesh.&nbsp;And we are importing LNG without taking any potential steps to explore our onshore and offshore areas,\u201d Badrul Imam, a professor at Dhaka University\u2019s <a href=\"https:\/\/du.ac.bd\/faculty\/faculty_details\/GLG\/2471\">Geology Department<\/a>, told The Third Pole. This is a view shared by <a href=\"https:\/\/www.linkedin.com\/in\/mohammad-tamim-2342b5a1?originalSubdomain=bd\">M Tamim<\/a>, a professor of petroleum and mineral resources engineering at the Bangladesh University of Engineering and Technology (BUET), who believes exploration is needed because current recoverable gas reserves could be exhausted within the next decade.<\/p>\n\n\n\n<div class=\"wp-block-cd-pull-quote block--pull-quote\"><div class=\"block--pull-quote__wrapper\"><blockquote class=\"block--pull-quote__quote\">There is no option but to attract international oil corporations to carry out exploration<\/blockquote><cite class=\"block--pull-quote__cite\">M Tamim, Bangladesh University of Engineering and Technology<\/cite><\/div><\/div>\n\n\n\n<p>\u201cWe have potential gas reserves in offshore blocks. To tap those, there is no option but to attract international oil corporations to carry out exploration there,\u201d said Tamim.<\/p>\n\n\n\n<p>Opportunities to explore hydrocarbon resources in the Bay of Bengal improved after Bangladesh <a href=\"https:\/\/www.un.org\/oceancapacity\/sites\/www.un.org.oceancapacity\/files\/mohiuddin_1011_bangladesh.pdf\">resolved its longstanding maritime boundary disputes<\/a> with Myanmar in 2012 and with India in 2014. Since then, Imam said, the government\u2019s failure to invest sufficient effort in discovering potential reserves has allowed the country to become dependent on gas imports.<\/p>\n\n\n\n<p>Bangladesh\u2019s <a href=\"https:\/\/mpemr.gov.bd\/assets\/media\/pdffiles\/Bangladesh_GSMP_Final_Report.pdf\">2017 gas sector master plan<\/a> recommended that the government explore indigenous gas rather than spend money on importing costly LNG. The plan estimated Bangladesh would have to spend USD 3 billion by 2030 on LNG imports, whereas exploration of indigenous gas resources would be much more cost-effective.<\/p>\n\n\n\n<p>Offshore block auctions took place in 2008 and 2012, but the government secured only a couple of production sharing contracts. One, with <a href=\"https:\/\/www.conocophillips.com\/about-us\/\">ConocoPhillips<\/a>, ended with the US firm <a href=\"https:\/\/en.prothomalo.com\/business\/ConocoPhillips-to-quit-exploration-in-Bangladesh\">quitting the country<\/a> after it concluded its finds were not commercially viable and it had failed to renegotiate terms with the government.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">A shift towards renewables?<\/h2>\n\n\n\n<p>There is little current indication that the Bangladesh government is considering fresh auctions of gas exploration rights.<\/p>\n\n\n\n<p>The Prime Minister\u2019s Energy Advisor <a href=\"https:\/\/mpemr.gov.bd\/speakers\/profile\/1\/dr-tawfiq-e-elahi-chowdhury\">Tawfiq-e-Elahi Chowdhury<\/a> told a <a href=\"https:\/\/www.dhakatribune.com\/bangladesh\/2022\/09\/18\/more-lng-terminals-on-cards-as-dependence-on-lng-import-to-continue\">webinar<\/a> in September 2022 that dependence on imported liquefied natural gas (LNG) would continue as there was no immediate possibility of gas exploration in Bangladesh\u2019s offshore areas.<\/p>\n\n\n\n<p>Instead, Chowdhury said the government would increase research in other areas to diversify the country\u2019s energy mix and ensure energy security.<\/p>\n\n\n\n<p>The Bangladesh government has <a href=\"https:\/\/www.tbsnews.net\/bangladesh\/energy\/plan-40pc-power-generation-clean-energy-2041-nasrul-hamid-569634\">set a target<\/a> to generate 40% of power from renewables by 2050 in the New Integrated Power and Energy Master Plan it is developing. Although domestic gas production is not expected to rise rapidly, the plan says gas consumption for power generation will go up by between 160-360% as gas will fuel 30% of power by 2050. The government is also trying to introduce power from <a href=\"https:\/\/dialogue.earth\/en\/energy\/what-is-green-hydrogen-could-it-transform-energy-in-south-asia\/\">green hydrogen<\/a> and ammonia, boost energy efficiency, and import energy from <a href=\"https:\/\/www.thedailystar.net\/environment\/natural-resources\/energy\/news\/bangladesh-get-50mw-electricity-nepal-3152096\">neighbouring countries<\/a>.<\/p>\n\n\n\n<p>Out of a total of a total 25,286 megawatts (MW), Bangladesh currently has 1,179 MW of installed renewable capacity, 80% of which is solar, though it also imports hydropower from Nepal and Bhutan.<\/p>\n\n\n\n<p>The country\u2019s total installed capacity is to <a href=\"https:\/\/energy.economictimes.indiatimes.com\/news\/renewable\/bangladesh-targets-40-per-cent-power-generation-from-clean-energy-by-2041\/97082279\">be expanded<\/a> to 40,000 MW by 2030, and 60,000 MW by 2041. Under the government\u2019s <a href=\"https:\/\/mujibplan.com\/wp-content\/uploads\/2021\/12\/Mujib-Climate-Prosperity-Plan_ao-21Dec2021_small.pdf\">Mujib Climate Prosperity Plan<\/a>, this will be facilitated by strong growth in the renewable energy sector, which should account for 30% of installed capacity by 2030, and 40% by 2041.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-time-for-solar-at-last\">Time for solar at last?<\/h2>\n\n\n\n<p>\u201cWe should plan to work out a very clear strategy to address our energy crisis. We could immediately implement about 12,500 MW of renewable power by deploying solar power on rooftops and other available areas,\u201d <a href=\"https:\/\/www.linkedin.com\/in\/shahriar-ahmed-chowdhury-17579232\/?originalSubdomain=bd\">Shahriar Ahmed Chowdhury<\/a>, director of the Centre for Energy Research at United International University, told The Third Pole. Solar is a tried and tested technology so it should be the focus, he said.<\/p>\n\n\n\n<p>According to the <a href=\"https:\/\/www.idcol.org\/\">Infrastructure Development Company Ltd (IDCOL)<\/a>, about <a href=\"https:\/\/www.newagebd.net\/article\/35053\/400mw-solar-power-possible-from-textile-units-rooftops-study\">42 million square feet of rooftop space<\/a> can be obtained from the Bangladesh Textile Mills Association\u2019s 1,500 members to install solar photovoltaic systems with a total capacity of 400 MW capacity. Electricity could be generated by installing solar panels on the rooftops of clothing and textile factories and other industries.<\/p>\n\n\n\n<p>But similar ideas have been proposed before, and not taken off. Writing <a href=\"https:\/\/thefinancialexpress.com.bd\/views\/reviews\/rooftop-solar-power-a-sustainable-option-for-bangladesh-1573226883\">in 2019<\/a>, Ferdaus Ara Begum, CEO of the Business Initiative Leading Development, a public-private dialogue, argued for rooftop solar power. Instead, the government <a href=\"https:\/\/dialogue.earth\/en\/energy\/will-bangladeshs-future-be-coal-black\/\">championed coal plants<\/a> like Payra. It was only <a href=\"https:\/\/dialogue.earth\/en\/energy\/lack-of-finance-forces-bangladesh-to-consider-shelving-coal\/\">a lack of investment from Japan and China<\/a> that forced a rethink, at which point Bangladesh converted those coal plant investments into natural gas.<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"20099798\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>In July 2021, though, there was a sign of a shift to solar. The state-owned North-West Power Generation Company Ltd <a href=\"https:\/\/www.bcrecl.org\/news\/joint-venture-agreement-signed-between-nwpgcl-and-cmc\">signed an MoU<\/a> with <a href=\"http:\/\/www.cmc.com.cn\/en\/?security_verify_data=313238302c373230\">China National Machinery Import and Export Corporation<\/a> to develop 500 MW renewable energy-based power plants, including solar and wind.<\/p>\n\n\n\n<p>\u201cChina, currently Bangladesh\u2019s largest trading partner, is investing in most of the renewable projects\u201d, Siddique Zobayer, a sustainable energy expert at the Asian Development Bank told The Third Pole. He said that \u201calmost 90% of the [energy] projects in the pipeline are funded by China, and if they [China] turn their big coal power projects to renewables, then we can be in a better position to
