Will it succeed?"},"content":{"rendered":"\n<p class=\"has-drop-cap\">Pakistan announced last week that from 1 July, commercial centres and markets must close at 8pm, as part of a government-led national plan to save energy.<\/p>\n\n\n\n<p>Officially titled the \u2018<a href=\"https:\/\/neeca.gov.pk\/SiteImage\/Misc\/files\/NEECA%20Strategic%20Plan%202020-23%20Final%2028%20October%202020(1).pdf\">Strategic Plan<\/a>\u2019 by the country\u2019s National Energy Efficiency and Conservation Authority (NEECA), established under the Ministry of Energy, the policy was <a href=\"https:\/\/twitter.com\/NEECA_Pakistan\/status\/1570038478691356672\">first discussed<\/a> in mid-2022. It was then <a href=\"https:\/\/www.dawn.com\/news\/1726588\">approved<\/a> by senior ministers in December 2022.<\/p>\n\n\n\n<p>At that time, Pakistan\u2019s federal minister for climate change <a href=\"https:\/\/twitter.com\/sherryrehman\/status\/1605138676329185281\">Sherry Rehman<\/a> highlighted a reduction in fossil fuel use as a benefit of the plan, while the official <a href=\"https:\/\/neeca.gov.pk\/SiteImage\/Misc\/files\/NEEC%20Policy.pdf\">policy brief<\/a> also mentions an \u201cassociated benefit of reduction in GHG [greenhouse gas] emission to the tune of 35 MTCo2e [metric tonnes of carbon dioxide equivalent]\u201d.<\/p>\n\n\n\n<p>But remarks from <a href=\"https:\/\/www.dawn.com\/news\/1726588\">key government representatives<\/a> and prime minister Shehbaz Sharif have indicated that the policy has one key objective: to spend less of the country\u2019s dwindling foreign exchange reserves on imported fuel at a time when the Pakistan economy is on the verge of bankruptcy.<\/p>\n\n\n\n<p>Ahsan Iqbal, Pakistan\u2019s minister for planning and development, whose ministry is spearheading the energy conservation policy, told The Third Pole: \u201cOur current account deficit is growing. We have to save every single dollar and this plan is one solution.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-pakistan-s-rising-fuel-bills\">Pakistan\u2019s rising fuel bills<\/h2>\n\n\n\n<p>The Pakistan government\u2019s anxiety around energy costs stems from its increased spending on imported fuel. According to the government\u2019s annual economic survey, Pakistan\u2019s oil import bill increased by 95.9% to <a href=\"https:\/\/www.finance.gov.pk\/survey\/chapter_22\/PES14-ENERGY.pdf\">USD 17.03 billion<\/a> for the period July 2021 to April 2022, compared to USD 8.69 billion for the corresponding period in the previous year. The survey <a href=\"https:\/\/www.finance.gov.pk\/survey\/chapter_22\/PES14-ENERGY.pdf\">attributed<\/a> the staggering increase to \u201chigher oil prices in the global market\u2026[and] massive depreciation of the Pakistani rupee [which] is making oil more expensive, triggering external sector pressure and widening the trade deficit of the country.\u201d<\/p>\n\n\n\n<p>In May this year, <a href=\"https:\/\/tradingeconomics.com\/pakistan\/inflation-cpi#:~:text=Inflation%20Rate%20in%20Pakistan%20averaged,percent%20in%20February%20of%201959.\">inflation<\/a> in Pakistan reached highs not seen since the 1950s. It is in this context of rising import bills, high domestic inflation and fears of economic collapse that the energy conservation plan has been introduced.<\/p>\n\n\n\n<div class=\"wp-block-group has-background block--group--bg-width--article\" style=\"background-color:#8dd2fc2e\"><div class=\"wp-block-group__inner-container is-layout-constrained wp-block-group-is-layout-constrained\">\n<p>According to the plan\u2019s \u2018implementation roadmap\u2019, seen by The Third Pole:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Markets and restaurants are to shutter at 8:30pm (given as 8pm in recent announcements),   and wedding halls at 10pm, with projected savings of PKR 62 billion (USD 282 million*)<br><\/li>\n\n\n\n<li>Petrol-run motorcycles are to be replaced with e-bikes, projected to save PKR 86 billion (USD 299 million) at 10% market share<br><\/li>\n\n\n\n<li>Insertion of conical \u2018baffles\u2019 into gas pipes of geysers in order to reduce gas consumption will be made mandatory within a year, with a project annual saving of PKR 92 billion (USD 319 million)<br><\/li>\n\n\n\n<li>Inefficient fans are to be phased out, with projected savings of PKR 15 billion (USD 52 million)<br><\/li>\n\n\n\n<li>Streetlights are to be switched off on alternate days, saving PKR 4 billion (USD 13 million)<br><\/li>\n\n\n\n<li>Government buildings are to be powered with solar energy<br><\/li>\n\n\n\n<li>Energy efficiency is to be incorporated into building rules<br><\/li>\n\n\n\n<li>Water tariffs for rural and urban areas are to be reviewed<br><\/li>\n\n\n\n<li>Awareness campaigns on energy conservation are to be run on traditional and social media<\/li>\n<\/ul>\n\n\n\n<p><em>*Value calculated based on exchange rate on 12 June 2023<\/em><\/p>\n<\/div><\/div>\n\n\n\n<p>While the government has set the 1 July deadline for early market closures, timeframes for the remaining actions are yet to be made public.<\/p>\n\n\n\n<p>\u201cPakistan can save up to 15% of energy under this plan and curtail its ballooning import bill,\u201d Sardar Mohazzam, managing director of the NEECA, told The Third Pole.<\/p>\n\n\n\n<p>\u201cThe government is serious about the plan and its implementation is in full swing,\u201d Mohazzam added.<\/p>\n\n\n\n<p>Mohazzam said that taking these steps ahead of Pakistan\u2019s peak electricity demand in the summer months \u2013 which typically more than doubles to <a href=\"https:\/\/www.reuters.com\/world\/asia-pacific\/pakistan-shuts-markets-evenings-under-energy-conservation-plan-minister-2023-01-03\/\">29,000 MW<\/a> in the summer months compared to 12,000 MW in winter, largely due to use of fans in the heat \u2013 will have a \u201csubstantial impact\u201d.<\/p>\n\n\n\n<p>But as the government sets out its stall on energy conservation, questions of implementation and <a href=\"https:\/\/www.dawn.com\/news\/1728914\">market resistance<\/a> persist, while experts question what the government is doing to end Pakistan\u2019s long-term reliance on fossil fuels.<\/p>\n\n\n\n<iframe src=\"https:\/\/flo.uri.sh\/visualisation\/14106177\/embed\" title=\"Interactive or visual content\" class=\"flourish-embed-iframe\" frameborder=\"0\" scrolling=\"no\" style=\"width:100%;height:600px;\" sandbox=\"allow-same-origin allow-forms allow-scripts allow-downloads allow-popups allow-popups-to-escape-sandbox allow-top-navigation-by-user-activation\"><\/iframe>\n\n\n\n<h2 class=\"wp-block-heading\">Getting Pakistan\u2019s provinces on board<\/h2>\n\n\n\n<p>Though Pakistan\u2019s energy efficiency plan was first announced six months ago, no clear deadline was issued for actions to be enforced, and implementation has been a major challenge for the federal government. For instance, from the policy\u2019s announcement to date, markets have remained open as per normal timings. The government\u2019s recent <a href=\"https:\/\/www.businesstoday.in\/latest\/world\/story\/pakistan-to-shut-down-markets-by-8-pm-to-conserve-energy-says-planning-minister-384582-2023-06-07\">announcement<\/a> of the 1 July deadline, in a press conference, indicates that that the policy measures announced six months earlier remain on paper only.<\/p>\n\n\n\n<p>Pakistan\u2019s defence minister Khawaja Asif told The Third Pole that the delay between the initial policy announcement and that of the July deadline was due to the challenge of getting all the provincial governments on board with the energy conservation plan. \u201cWe had a policy, and a particularly comprehensive one when it comes to power, but some provinces were not on board and actually mocked the policy,\u201d he said.<\/p>\n\n\n\n<p>Since the 2010 passage of the 18<sup>th<\/sup> Amendment to Pakistan\u2019s constitution, significant powers, including legislative and financial autonomy, have been devolved from the central government to the provinces.<\/p>\n\n\n\n<div class=\"wp-block-cd-pull-quote block--pull-quote\"><div class=\"block--pull-quote__wrapper\"><blockquote class=\"block--pull-quote__quote\">We have the buy-in of the provinces, and hope they take a step in the right direction<\/blockquote><cite class=\"block--pull-quote__cite\">Ahsan Iqbal, Pakistan\u2019s minister for planning and development<\/cite><\/div><\/div>\n\n\n\n<p>\u201cWe suggested implementation [of the energy conservation policy] last year, when Pervez Elahi was chief minister [of Punjab province]. But there was huge resistance in Punjab,\u201d said Asif.<\/p>\n\n\n\n<p>Pervez Elahi is an ally of former prime minister Imran Khan\u2019s party. A political crisis in Pakistan, which was triggered in April 2022 with the ousting of Imran Khan, is still ongoing, with the incumbent government and Khan\u2019s party at loggerheads.<\/p>\n\n\n\n<p>When asked how the central government will get provincial governments on board with the energy conservation plan, minister Ahsan Iqbal replied: \u201cIt is for this reason that we have taken the cabinet\u2019s decision [on the energy plan] to the National Economic Council. The Council also includes the chief ministers of the provinces so now they are a party to the decision.\u201d<\/p>\n\n\n\n<p>\u201cNone of us can afford to continue down this path anymore. We have the buy-in of the provinces, and hope they take a step in the right direction,\u201d he added.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Criticism and resistance to the energy conservation plan<\/h2>\n\n\n\n<p>Sardar Mohazzam of the NEECA explained to The Third Pole that asking people to change their behaviour remains a challenge. Commercial markets in Pakistan often open late in the day and remain open late into the evening, making the government\u2019s decision to mandate 8pn closures a bitter pill for traders to swallow.<\/p>\n\n\n\n<p>\u201cImplementation of such measures requires careful analysis of the current political economy and social circumstances,\u201d said Mohazzam.<\/p>\n\n\n\n<p>Atiq Mir, chairman of the <a href=\"https:\/\/www.facebook.com\/allkarachitajir\">All Karachi Traders Alliance<\/a> (All Karachi Tajir Ittehad), said that early market closures is a \u201cflawed approach\u201d. \u201cWe will not accept proposals that are detrimental to traders and shopkeepers,\u201d said Mir. When The Third Pole contacted Mir in May 2023, he had said the measure had thus far not been implemented in the port city \u201cdue to their stiff resistance\u201d.<\/p>\n\n\n\n<p><a href=\"https:\/\/pide.org.pk\/staff-profile\/afia-malik\/\">Afia Malik<\/a>, a senior researcher at the Pakistan Institute of Development Economics, said that while Pakistan\u2019s energy conservation plan is promising, there have been many others over the past two decades. \u201cThe real question has always been the implementation of plans,\u201d she said.<\/p>\n\n\n\n<div class=\"wp-block-cd-accordion block--accordion\"><span class=\"block--accordion__title\">Not Pakistan\u2019s first energy conservation policy<\/span><div class=\"block--accordion__content\"><div class=\"block--accordion__content__inner\">\n<p>The current policy is not the first energy conservation plan Pakistan has announced. In 2006, the government <a href=\"https:\/\/neeca.gov.pk\/Detail\/MmE3ZWE0ZWQtMDY4Yy00ZGUzLWFjYTMtZWRhOTg3YTQzYTY4\">framed<\/a> a National Energy Conservation Policy (NECP), but according to Mohazzam, \u201cthe 18<sup>th<\/sup> Amendment eroded its effectiveness as agriculture, transport, buildings and trade became provincial subjects.\u201d<\/p>\n\n\n\n<p>\u201cThe changing global and national landscape and technological advancements required that NECP 2006 should be revised and realigned with Sustainable Development Goals and Pakistan\u2019s Nationally Determined Contribution [to cut emissions under the Paris Agreement],\u201d Mohazzam added.<\/p>\n<\/div><\/div><\/div>\n\n\n\n<p>Malik argued that the government should address the major issue of circular debt in Pakistan\u2019s power sector, which she put at USD 15 billion. This refers to the recurring problem of unpaid electricity bills and inefficiencies in the energy sector, involving a cycle whereby power generation companies face payment delays, leading to a shortage of funds for fuel purchase and maintenance, and ultimately hindering power supply and exacerbating the debt issue.<\/p>\n\n\n\n<p>Malik also noted that the amount of energy used by each person in Pakistan is not high compared to other countries.<\/p>\n\n\n\n<div class=\"wp-block-cd-pull-quote block--pull-quote\"><div class=\"block--pull-quote__wrapper\"><blockquote class=\"block--pull-quote__quote\">The plan has the right contours and right intentions in place, but there is a question mark on implementation<\/blockquote><cite class=\"block--pull-quote__cite\">Saadia Qayyum, Energy specialist <\/cite><\/div><\/div>\n\n\n\n<p><a href=\"https:\/\/www.linkedin.com\/in\/shaheera-tahir-694a0350\">Shaheera Tahir<\/a>, a researcher at Islamabad-based think tank the Policy Research Institute for Equitable Development (<a href=\"https:\/\/www.priedpk.org\/\">PRIED<\/a>), said that while the government\u2019s focus on energy conservation and efficiency is promising, the plan was not introduced proactively but \u201cwhen the crisis had already hit\u201d.<\/p>\n\n\n\n<p>\u201cThe plan sets a target of saving 3 million tonnes of oil equivalent [a unit that quantifies the amount of energy released when one tonne of crude oil is burned] by 2025. However, with the current pace of work, the timely completion of the targets looks difficult,\u201d Tahir said.<\/p>\n\n\n\n<p>Tahir added that campaigns designed to effect behavioural change appear promising, but that the efficient generation of electricity is overlooked in current plans.<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"20062793\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>\u201cCoal is not discussed at all for its adverse impacts on the environment and on communities. Despite the low efficiency of Thar coal [extracted in Pakistan\u2019s Thar region], we see new power plants being inaugurated,\u201d Tahir said.<\/p>\n\n\n\n<p>Energy specialist <a href=\"https:\/\/sdpi.org\/ms-saadia-qayyum\/staff_detail\">Saadia Qayyum<\/a> expressed scepticism about the implementation of the energy conservation plan. \u201cThe plan has the right contours and right intentions in place, but there is a question mark on implementation: how are the authorities going to replace the fans or get the building codes implemented?\u201d<\/p>\n\n\n\n<p>\u201cThere is a lack of capacity in the institutions,\u201d she said. \u201cWe are quite late in terms of realizing energy efficiency is important.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">It\u2019s now or never for energy plan, says Pakistan government<\/h2>\n\n\n\n<p>When asked to respond to questions over implementation of the energy conservation plan, minister Ahsan Iqbal said it is one component of a bigger strategy.<\/p>\n\n\n\n<p>\u201cWhen you are bleeding, you need emergency treatment as well as long-term therapy. They are not mutually exclusive. We need a quick fix to stabilise the haemorrhaging of our economy, and that is the reason for this plan,\u201d Iqbal said.<\/p>\n\n\n\n<p>\u201cThis plan is different [from previous ones] because the pressure is on. The dollar challenge is a very strong imperative. If we do not change energy usage and consumption, it will be a disaster.\u201d<\/p>\n\n\n\n<p>Questioned on use of coal in energy production, Iqbal said: \u201cWe will not invest in imported coal, and will only use indigenous coal.\u201d<\/p>\n\n\n\n<div class=\"wp-block-cd-pull-quote block--pull-quote\"><div class=\"block--pull-quote__wrapper\"><blockquote class=\"block--pull-quote__quote\">What the hell is clean coal?<\/blockquote><cite class=\"block--pull-quote__cite\">Ahmad Rafay Alam, Environmental lawyer <\/cite><\/div><\/div>\n\n\n\n<p>When The Third Pole raised the issue of locally produced coal, particularly lignite, <a href=\"https:\/\/dialogue.earth\/en\/energy\/scrapping-imported-coal-projects-pakistan-fails-to-let-go-of-local-lignite\/\">being highly polluting<\/a>, Iqbal responded: \u201cWe are using ultra supercritical technology in these coal plants, so they have lower emissions. We are doing clean coal, as the technology has changed. The new generation of coal plants is clean. We will use this energy as a base load, and add solar and wind power to this as well.\u201d<\/p>\n\n\n\n<p>When asked to put the minister\u2019s \u2018clean coal\u2019 comment into perspective, environmental lawyer Ahmad Rafay Alam said: \u201cWhat the hell is clean coal? It\u2019s like saying light cigarettes are healthy! There is nothing clean about this coal. The Centre of Research for Energy and Clean Air did a <a href=\"https:\/\/energyandcleanair.org\/wp\/wp-content\/uploads\/2020\/05\/Thar-Coal-Cluster-Case-Study_Pakistan.pdf\">study<\/a> in 2020 that said up to 30,000 people would prematurely lose their lives on account of air pollution emanating from Thar\u2019s coal plants. Consuming coal just because we [Pakistan] have it isn\u2019t a good enough argument. We have plenty of renewables like sun and solar too \u2013 renewables which are cheaper than other forms of electricity produced in Pakistan.\u201d<\/p>\n\n\n\n<p><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Pakistan government has ordered markets to close early and mandated use of efficient appliances as part of a plan to save energy generated through imported fossil fuels.
