{"id":20119496,"date":"2023-08-04T19:46:22","date_gmt":"2023-08-04T14:16:22","guid":{"rendered":"https:\/\/www.thethirdpole.net\/?p=119496"},"modified":"2023-08-21T05:56:43","modified_gmt":"2023-08-21T00:26:43","slug":"a-decade-after-the-floods-is-kedarnath-safer","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/climate\/a-decade-after-the-floods-is-kedarnath-safer\/","title":{"rendered":"A decade after the floods, is Kedarnath safer?"},"content":{"rendered":"\n<p class=\"has-drop-cap\">The Kedarnath Valley, located above 3,500 metres in the northern Indian state of Uttarakhand, has changed significantly since it was hit by deadly floods in 2013. A reconstruction project aimed at revamping and rebuilding Kedarnath, the site of a famous temple to which thousands trek to every year, started in March 2014. But delays, allegations of misappropriation, and \u2013 above all \u2013 the dangers of heavy construction in an ecologically sensitive mountainous zone have raised serious questions about whether Kedarnath is safer now than before the 2013 disaster, or even more vulnerable.<\/p>\n\n\n\n<p>A fresh reminder of the area\u2019s fragility came on the night of 4 August 2023, when a <a href=\"https:\/\/www.hindustantimes.com\/india-news\/major-landslide-near-uttarakhands-gaurikund-many-feared-buried-101691111888579.html\">major landslide<\/a> hit the Kedarnath pilgrimage route amid heavy rains. The landslide washed away several shops near Gaurikund, the start of the Kedarnath trek. At the time of writing, the <a href=\"https:\/\/www.indiatoday.in\/india\/story\/kedarnath-yatra-route-landslide-several-missing-heavy-rainfall-weather-alert-uttarakhand-2416145-2023-08-04\">incident<\/a> had resulted in three deaths, with 16 others missing. <\/p>\n\n\n\n<p>With a death toll of over <a href=\"https:\/\/www.freepressjournal.in\/india\/2013-kedarnath-flood-disaster-how-a-cloudburst-killed-6000-people-9-years-ago\">6,000<\/a>, the 2013 floods in Uttarakhand were one of India\u2019s worst ever natural disasters. Heavy rainfall on 16 and 17 June 2013, combined with melting of the Chorabari Glacier, <a href=\"https:\/\/link.springer.com\/article\/10.1007\/s11629-018-4972-8\">caused a breach<\/a> of the Chorabari glacial lake, in a glacial lake outburst flood (GLOF). The whole of Rambara just vanished in front of my eyes. In mere seconds, hotels, shops, people, and animals were all gone. The memories still give me chills.\u201d<\/p>\n\n\n\n<p>Manish Mehta, a scientist at the Wadia Institute of Himalayan Geology, says that the risk of future GLOFs from the Chorabari Lake has receded. Uttarakhand is deeply dependent on tourism, and in particular on visitors to famous sites like Kedarnath. The state suffered a huge economic blow from the disaster \u2013 the <a href=\"https:\/\/www.worldbank.org\/en\/results\/2014\/07\/29\/rapidly-assessing-flood-damage-uttarakhand-india\">World Bank<\/a> estimated losses from the floods at more than USD 3.8 billion, more than the Uttarakhand state <a href=\"https:\/\/budget.uk.gov.in\/pages\/display\/99-budget-(2013-14)\">budget<\/a> for that financial year (April 2013-March 2014) of roughly USD 3 billion. If the Kedarnath <em>yatra <\/em>(pilgrimage) were not restarted, the state was staring at further <a href=\"https:\/\/ignited.in\/a\/57339\">losses<\/a> of up to USD 2.5 billion per year.<\/p>\n\n\n\n<p>After the flood, Uttarakhand received an <a href=\"https:\/\/www.cag.gov.in\/webroot\/uploads\/download_audit_report\/2018\/Report_No_2_of_2018_Performance_audit_on_Reconstruction_of_Infrastructure_Post_2013_Disaster_in_Uttarakhand_Government_of_Uttarakhand.pdf\">aid package<\/a> of INR 73.5 billion (around USD 888 million). Initially, this task was given to the Nehru Institute of Mountaineering, and then in 2017, it was transferred to the Shri Kedarnath Utthan Charitable Trust (SKUCT), <a href=\"https:\/\/shrikedarnathcharitabletrust.uk.gov.in\/Content\/wp-content\/uploads\/2016\/04\/Trust%20Deed.pdf\">constituted<\/a> by the state government under its direct supervision to ensure that a single authority oversaw all reconstruction and infrastructure building in the area.<\/p>\n\n\n\n<p>Vishwanath Singh, a project supervisor with SKUCT, tells The Third Pole: \u201cOur initial task involved reconstructing the trekking route to the shrine, as the previous path was severely damaged after Rambara [village]. We created an alternative route on the left bank of Mandakini [River], connecting it to Rambara via a bridge. Additionally, we focused on Kedarnath town, constructing bridges, a three-layer protective wall behind the temple, ghats, and retaining walls along the Saraswati and Mandakini rivers. A <a href=\"https:\/\/dmmc.uk.gov.in\/files\/pdf\/Rudraprayag_final.pdf\">2014 study<\/a> by the Disaster Mitigation and Management Centre, an autonomous institute of the Uttarakhand government\u2019s Department of Disaster Management, had explicitly warned against heavy construction in the Kedarnath area.<\/p>\n\n\n\n<p>Conducted just after the 2013 disaster, the study stated: \u201cNo new constructions should be allowed in the temple township. Small and light structures can, however, be erected for those responsible for performing essential services related to the temple. So, the base of that valley is not a consolidated mass of rock, and in the event of an earthquake, these boulders will shake, which will make the superstructure on top quite susceptible to collapse.\u201d<\/p>\n\n\n\n<p>\u201cIn fact, the good thing would be to minimise the stationary population in Kedarnath and encourage people [who are visiting] to return soon after their temple visit, and that requires limiting the number of people who visit Kedarnath on a daily basis.\u201d<\/p>\n\n\n\n<p>Mallika Bhanot, a member of Ganga Ahvaan, a citizens\u2019 forum working for the free-flowing <a href=\"https:\/\/dialogue.earth\/en\/river-basins\/ganga\/\">Ganga<\/a> in its upper stretches, says that reconstruction work is putting too much pressure on the fragile Kedarnath Valley. \u201cThe rampant construction of roads, hydropower projects, guest houses, and\u2026helicopter tourism is adding cumulative stress of excessive infrastructure construction and increased carrying capacity. Therefore, more people are reaching the shrine and adding to the load. A protecting wall built after the 2013 disaster to offer protection from future floods is visible on the other side (Image: Sandhya Agrawal)<\/div><\/div><\/div><meta itemprop=\"contentUrl\" content=\"https:\/\/dialogue.earth\/content\/uploads\/2023\/08\/20230904_Kedarnath-river-bridge_Sandhya-AgrawalJPG-e1691164237800.jpeg\"\/><meta itemprop=\"contentSize\" content=\"1 MB\"\/><meta itemprop=\"height\" content=\"1707\"\/><meta itemprop=\"width\" content=\"2278\"\/><meta itemprop=\"author\"\/><meta itemprop=\"representativeOfPage\" content=\"true\"\/><\/div>\n\n\n\n<p>As per a <a href=\"https:\/\/www.hindustantimes.com\/india-news\/uttarakhand-cm-announces-study-of-other-hill-towns-carrying-capacity-101673548857256.html\">report<\/a> by the Hindustan Times, a study on the carrying capacity of the Char Dham (pilgrimage site) was recommended by a <a href=\"https:\/\/www.rgics.org\/wp-content\/uploads\/Environmental-Cost-of-the-Char-Dham-Project.pdf\">High Powered Committee<\/a> appointed by the Supreme Court of India in 2018. The committee had recommended a daily limit of <a href=\"https:\/\/www.pressreader.com\/india\/hindustan-times-jalandhar\/20230510\/281590949903735\">5,000 pilgrims<\/a> to the Kedarnath shrine, but <a href=\"https:\/\/organiser.org\/2023\/04\/20\/170021\/bharat\/kedarnath-yatra-government-sets-daily-limit-of-13000-pilgrims-to-visit-the-shrine\/#:~:text=In%20a%20press%20conference%20on,the%20Kedarnath%20shrine%20per%20day.\">officially<\/a> 13,000 are currently allowed to visit each day. In 2023, the chief minister of Uttarakhand, Pushkar Singh Dhami, announced a study of the carrying capacities of various hill towns, including Kedarnath.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Delays in Kedarnath reconstruction receive scathing report<\/h2>\n\n\n\n<p>Although the creation of a single authority was meant to make sure that the reconstruction in Kedarnath happened in a holistic and timely manner, a 2018 <a href=\"https:\/\/www.cag.gov.in\/webroot\/uploads\/download_audit_report\/2018\/Report_No_2_of_2018_Performance_audit_on_Reconstruction_of_Infrastructure_Post_2013_Disaster_in_Uttarakhand_Government_of_Uttarakhand.pdf\">report<\/a> by the Comptroller and Auditor General of India found that construction had missed several deadlines. It also noted the non-approval of infrastructure projects, delays in under-construction projects by different agencies, and excessive allocation of funds. Neither the state nor the Union government has responded to these criticisms, but a number of pending construction projects were <a href=\"https:\/\/pib.gov.in\/PressReleasePage.aspx?PRID=1769206\">completed<\/a> by June 2021.<\/p>\n\n\n\n<p>Vishwanath Singh of SKUCT says that reconstruction work faced a number of issues. \u201cThe climate poses the biggest challenge, allowing only about five to six months of work [during the summer], which mostly aligns with the pilgrimage season [making work difficult]. Initially, ponies transported construction material, but a helipad was later built to expedite the process, and since then, we have been using the Air Force\u2019s Mi-26 helicopter for heavy machinery transportation. But only another flash flood can test such claims. <\/p>\n\n\n\n<p>Heavy rains in July this year led to <a href=\"https:\/\/www.ndtv.com\/india-news\/kedarnath-dham-yatra-stopped-due-to-heavy-rains-4199036\">the stoppage<\/a> of the Kedarnath pilgrimage. Shortly thereafter, the 4 August landslide led to significant loss of life.
