{"id":20119911,"date":"2023-08-16T21:07:25","date_gmt":"2023-08-16T15:37:25","guid":{"rendered":"https:\/\/www.thethirdpole.net\/?p=119911"},"modified":"2023-09-05T15:20:07","modified_gmt":"2023-09-05T09:50:07","slug":"analysis-india-and-nepal-overlooking-environmental-issues-while-signing-hydropower-deals","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/water\/analysis-india-and-nepal-overlooking-environmental-issues-while-signing-hydropower-deals\/","title":{"rendered":"Analysis: India and Nepal overlooking environmental issues while signing hydropower deals"},"content":{"rendered":"\n<p class=\"has-drop-cap\">This June, monsoon rains <a href=\"https:\/\/english.onlinekhabar.com\/monsoon-wreaks-havoc-east-nepal.html\">wreaked havoc<\/a> in Nepal\u2019s hilly regions, but the country\u2019s southern lowlands were instead reeling from a severe lack of water. Tube wells dried out in several parts of Parsa district, in a drought shared by regions over the border in India.<\/p>\n\n\n\n<p>The southernmost foothills of the Himalayas \u2013 known as the <a href=\"https:\/\/www.britannica.com\/place\/Churia-Range\">Churia Range<\/a> where they lie in Nepal, and Siwalik in India \u2013 face <a href=\"https:\/\/sawtee.org\/publications\/Briefing-Paper-29.pdf\">serious environmental problems<\/a> due to soil erosion, deforestation and rapid population growth. In addition, shifting rainfall patterns caused by climate change have led to <a href=\"https:\/\/dialogue.earth\/en\/climate\/opinion-nepals-water-crisis\/\">severe water crises<\/a> in several areas.<\/p>\n\n\n\n<p>However, experts say this transboundary water crisis is absent from the political agenda.<\/p>\n\n\n\n<p>By late July, the journalist Chandra Kishore was <a href=\"https:\/\/twitter.com\/Kishore_chandra\/status\/1683145985097347072\">lamenting<\/a> the crisis from Birgunj, a border town with India\u2019s Bihar state: \u201cI have consistently raised the issue of Churia-Siwalik range degradation that has resulted into water crisis in the southern plains \u2026 It is our collective failure to bring this discussion to the forefront and it is a missing issue in our bilateral relations.\u201d<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"20090380\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>Talking to The Third Pole, Chandra Kishore expresses his frustration that these important issues never seem to be on the national agenda in India or Nepal \u2013 much less the countries\u2019 conversations with each other: \u201cKathmandu listens a bit but doesn&#8217;t act, [since] the leadership is [too] busy dealing with India on how to stay in power.\u201d Furthermore, Bihar is currently governed by a party that opposes India\u2019s federal coalition parties. According to Chandra Kishore, \u201cBihar&#8217;s voice rarely reaches Delhi.\u201d<\/p>\n\n\n\n<p>Chandra Kishore\u2019s frustration speaks to a wider failure by the Nepali government to prioritise domestic problems \u2013 from changing water cycles and ecological destruction to inadequate electricity grids \u2013 if they complicate or threaten economic ties with India.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-official-silence-on-climate-change\">Official silence on climate change<\/h2>\n\n\n\n<p>India and Nepal share multiple rivers that flow from the Himalayas, each central to the lives and livelihoods of millions of citizens \u2013 and each vulnerable to the impacts of climate change. In particular, the <a href=\"https:\/\/www.iwmi.cgiar.org\/2016\/10\/new-insights-into-the-ganges-river-basin\/\">Ganga River Basin<\/a> (Asia&#8217;s <a href=\"https:\/\/www.wwf.org.uk\/where-we-work\/ganges\">most populous<\/a>) lies mainly within India and Nepal and is beset with water-management issues, including <a href=\"https:\/\/www.thedailystar.net\/law-our-rights\/news\/protecting-rights-rivers-turning-intention-action-1998201\">poor river conservation<\/a>, a <a href=\"https:\/\/dialogue.earth\/en\/livelihoods\/researcher-studying-springs-himalayas\/\">lack of research<\/a> on water resources and <a href=\"https:\/\/dialogue.earth\/en\/pollution\/reclaiming-wastewater-a-sustainable-path-for-water-consumption-in-india\/\">insufficient groundwater recharge<\/a>.<\/p>\n\n\n\n<p>Despite these factors, high-profile intergovernmental discussions between India and Nepal usually overlook climate change. In 2014, the countries jointly issued a 35-point <a href=\"https:\/\/www.mea.gov.in\/bilateral-documents.htm?dtl\/23807\/Joint_Press_Statement_on_the_Visit_of_the_Prime_Minister_to_Nepal\">press release<\/a> on Narendra Modi\u2019s first prime ministerial visit to Nepal that did not mention climate change. During the intervening 14 such visits between the two nations, climate change has never been officially discussed.<\/p>\n\n\n\n<div class=\"wp-block-cd-pull-quote block--pull-quote\"><div class=\"block--pull-quote__wrapper\"><blockquote class=\"block--pull-quote__quote\">To India, climate change is a foreign agenda and for Nepal, it&#8217;s something to talk about to be nice<\/blockquote><cite class=\"block--pull-quote__cite\">Dipak Gyawali, former Nepali Water Resources Minister<\/cite><\/div><\/div>\n\n\n\n<p>Rather than talking about the various vulnerabilities of their shared rivers, India and Nepal use these meetings to explore the potential of hydropower. This is unsurprising, given that hydro represents approximately <a href=\"https:\/\/nepaleconomicforum.org\/the-role-of-and-challenges-and-prospects-for-hydropower-development-in-nepals-energy-sector\/\">96% of Nepal\u2019s installed electricity capacity<\/a>. During Nepali prime minister Pushpa Kamal Dahal\u2019s visit to India in June, a long-term energy trade agreement was finalised: Modi confirmed in a <a href=\"https:\/\/www.youtube.com\/watch?v=34g3JpLkhPQ\">joint press conference<\/a> that \u201cIndia will import 10,000 megawatts of electricity in the next decade.\u201d The only point relating to water was a brief mention of flood control.<\/p>\n\n\n\n<p>Meanwhile, several transboundary projects, ranging from railways to petroleum pipelines, were inaugurated in June. These included the second construction phase of South Asia&#8217;s first transnational petroleum pipeline, the <a href=\"https:\/\/mofa.gov.np\/statement-by-the-rt-hon-prime-minister-at-the-joint-press-meet\/\">Motihari-Amlekhganj<\/a>.<\/p>\n\n\n\n<p>Nepal\u2019s former water resources minister, <a href=\"https:\/\/twitter.com\/dipak_gyawali\">Dipak Gyawali<\/a>, tells The Third Pole: \u201cTo India, climate change is a foreign agenda and for Nepal, it&#8217;s something to talk about to be nice, especially with western countries.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-power-distribution-problems\">Power distribution problems<\/h2>\n\n\n\n<p>While Nepal emphasises delivering hydroelectricity for India, some of its own people are yet to receive an adequate supply. At a tea stall in Bhaisepati, a southern neighbourhood of the Kathmandu Valley in central Nepal, one tea maker (who wished to remain anonymous) spoke to The Third Pole: \u201cIt&#8217;s hard to rely on an electric stove &#8230; I don&#8217;t understand why there are frequent power cuts.\u201d<\/p>\n\n\n\n<p>This was in late July, when the monsoon rains were in full swing, and rivers were swollen \u2013 good conditions for generating hydropower. Speaking to The Third Pole, <a href=\"https:\/\/www.nea.org.np\/\">Nepal Electricity Authority<\/a> (NEA) spokesperson Suresh Bahadur Bhattarai says current installed hydropower capacity and generation in Nepal are approximately 2,800 megawatts (MW) and 2,100MW respectively, while peak demand is approximately 1,800MW. In other words, power should be available. However, Nepal has distribution issues.<\/p>\n\n\n\n<div class=\"wp-block-cd-article-image aligncenter block--article-image block--article-image--article\"><div class=\"block--article-image__column\"><div class=\"hide-expand block--article-image__image\"><img class=\"lazy\" data-src=\"https:\/\/dialogue.earth\/content\/uploads\/2023\/08\/Koshi-River-Barrage-in-Nepal_Alamy_FWG0H5-scaled.jpg\" data-srcset=\"https:\/\/dialogue.earth\/content\/uploads\/2023\/08\/Koshi-River-Barrage-in-Nepal_Alamy_FWG0H5-768x435.jpg 768w, https:\/\/dialogue.earth\/content\/uploads\/2023\/08\/Koshi-River-Barrage-in-Nepal_Alamy_FWG0H5-1024x580.jpg 1024w, https:\/\/dialogue.earth\/content\/uploads\/2023\/08\/Koshi-River-Barrage-in-Nepal_Alamy_FWG0H5-scaled.jpg 2560w\" data-sizes=\"(max-width: 600px) 768px, (max-width: 1024px) 1024px, 2560px\" alt=\" Koshi River Barrage\" \/><\/div><div class=\"block--article-image__content\"><div class=\"block--article-image__caption\">India-Nepal agreements on transboundary river issues such as the Koshi river barrage, built in 1958, have not incorporated environment nor climate change issues (Image: Alamy)<\/div><\/div><\/div><\/div>\n\n\n\n<p>The Third Pole spoke to the Nepal Electricity Authority\u2019s former managing director, Mukesh Kafle: \u201cThere has been too much focus on energy production, but construction of transmission lines and improvement of the distribution system hasn&#8217;t happened in the same way. As a result, several hydro projects haven&#8217;t been able to dispatch generated energy to the grid and, with increasing demand, local distributions systems aren&#8217;t able to handle the load.\u201d This causes frequent power cuts.<\/p>\n\n\n\n<p>As the developer of a Nepali hydropower project in the western Lamjung district, <a href=\"http:\/\/www.ippan.org.np\/executive-committee\">Ganesh Karki<\/a> is all too familiar with this issue: \u201cWe have a 54MW project called <a href=\"https:\/\/peopleshydro.com.np\/super-dordi-hydropower-project\/\">Super Dordi<\/a> in the Dordi River \u2013 a tributary of the <a href=\"https:\/\/dialogue.earth\/en\/energy\/portrait-of-a-dying-river\/\">Marsyangdi<\/a> \u2013 but currently we are dispatching only 10MW. If we had a transmission line, it could run at full capacity.\u201d<\/p>\n\n\n\n<p>Bhattarai agrees with this assessment: \u201cOur distribution network doesn&#8217;t have capacity to carry electricity to fulfil demand in several places, which has resulted in frequent tripping.\u201d<\/p>\n\n\n\n<p>Bhattarai blames the time-consuming nature of attempting to clear land and forests to lay the necessary transmission lines; affected villagers may create obstructions and there is a lack of political cooperation. \u201cIt&#8217;s going to be worse in future if things remain the same,\u201d he adds.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-energy-for-india\">Energy for India<\/h2>\n\n\n\n<p>Nepali hydropower developers are therefore excited at the prospect of selling energy to India. \u201cIt&#8217;s not easy to increase domestic demand immediately, so India is the only market we have,\u201d says Karki.<\/p>\n\n\n\n<p>As of 28 June 2023, Nepal\u2019s Department of Electricity Development had 241 construction licenses issued for hydropower projects with a capacity of 1MW or more, representing <a href=\"http:\/\/www.doed.gov.np\/license\/66\">more than 8,820MW<\/a> in total. In addition, hydropower construction applications awaiting approval amounted to <a href=\"http:\/\/www.doed.gov.np\/license\/41\">more than 8,680MW<\/a>.<\/p>\n\n\n\n<p>Meanwhile, the Ministry of Water Resources, Energy and Irrigation told The Third Pole it is working on a national 10-year hydropower plan. The ministry is not yet ready to share details.<\/p>\n\n\n\n<div class=\"wp-block-cd-pull-quote block--pull-quote\"><div class=\"block--pull-quote__wrapper\"><blockquote class=\"block--pull-quote__quote\">The current madness will be costly<\/blockquote><cite class=\"block--pull-quote__cite\">Megh Ale, president of the Nepal River Conservation Trust<\/cite><\/div><\/div>\n\n\n\n<p>Not everybody is as excited about selling electricity to India as Nepal\u2019s private developers. Gyawali thinks such interest in Nepali hydropower is being driven not by market forces, but by the Indian government\u2019s wish to exercise strategic control over Nepal.<\/p>\n\n\n\n<p>India only imports Nepali hydroelectricity that has resulted from Indian investment and has <a href=\"https:\/\/dialogue.earth\/en\/regional-cooperation\/indian-developers-replace-chinese-some-of-nepals-largest-hydropower-projects\/\">replaced China<\/a> as Nepal\u2019s principal hydro investor. India is now funding the construction of projects representing 4,000MW and <a href=\"https:\/\/mofa.gov.np\/statement-by-the-rt-hon-prime-minister-at-the-joint-press-meet\">a further 1,100MW<\/a> was signed off by Dahal and Modi in June.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-electricity-versus-ecology\">Electricity versus ecology<\/h2>\n\n\n\n<p>River conservationists are also worried about the domestic costs of developing hydroelectricity for India.<\/p>\n\n\n\n<p>Megh Ale, president of the <a href=\"https:\/\/nrct.org.np\/\">Nepal River Conservation Trust<\/a>, tells The Third Pole: \u201cImagine what will happen to these rivers if you just think about electricity. In the last two decades, we have dammed almost all our major river systems except <a href=\"https:\/\/dialogue.earth\/en\/uncategorized\/portrait-of-the-wild-karnali\/\">Karnali<\/a>. We should also think about ecology and ecosystems while not undermining the need for electricity. The current madness will be costly.\u201d<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"20026444\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>Ale\u2019s sentiments are echoed by Gyawali: \u201cWe should develop less projects and use it for domestic purposes.\u201d <\/p>\n\n\n\n<p>Several studies have warned that Nepal\u2019s dams have already impacted aquatic biodiversity. A <a href=\"https:\/\/www.google.com\/url?sa=t&amp;rct=j&amp;q=&amp;esrc=s&amp;source=web&amp;cd=&amp;ved=2ahUKEwjn-8qAwtSAAxWDUWwGHRovBkcQFnoECAoQAw&amp;url=https%3A%2F%2Fwww.adb.org%2Fsites%2Fdefault%2Ffiles%2Fpublication%2F480221%2Fimpact-dams-fish-rivers-nepal.pdf&amp;usg=AOvVaw2ZlQLpBbCbiIsPcwf1N7U9&amp;opi=89978449\">study<\/a> by the Asian Development Bank in 2018 says: \u201cDamming of rivers has had huge environmental costs with serious and irreversible impacts, including the rapid decline in the population of many fish species.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-policies-that-predate-climate-change\">Policies that predate climate change<\/h2>\n\n\n\n<p>Basanta Raj Adhikari, the director of Tribhuvan University\u2019s <a href=\"https:\/\/ioe.edu.np\/research\/centers\/centre-for-disaster-studies\/\">Centre for Disaster Studies<\/a>, tells The Third Pole that India\u2019s increasing investment in Nepali hydropower is reason enough to focus on climate change: \u201cIt&#8217;s going to impact India\u2019s own investment. Extreme rainfall in June in the hills of eastern Nepal <a href=\"https:\/\/www.indianarrative.com\/world-news\/why-nepals-numerous-hydropower-projects-need-resilience-against-climate-risks-147130.html\">washed away several hydro projects<\/a>.\u201d<\/p>\n\n\n\n<p>\u201cIt&#8217;s basically an underestimation of the scale of the problem,\u201d says Ajaya Dixit, an advisor at the Institute for Social and Environmental Transition.<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"20118074\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>In April, the institute released a <a href=\"https:\/\/isetnepal.org.np\/wp-content\/uploads\/2023\/07\/Report_28_June_-2023.pdf\">report<\/a> on the transboundary rivers that originate in the Churia Range. It highlights that the various Nepali-Indian agreements governing these rivers are as much as 100 years old: \u201cThe treaties\u2019 provisions do not cover sustainable water management, promote participation, or recognize emerging risks.\u201d<\/p>\n\n\n\n<p>There is a significant amount of information regarding the impact of climate change on Nepal\u2019s rivers. According to a June 2023 <a href=\"https:\/\/hkh.icimod.org\/hi-wise\/\">study<\/a> by the International Centre for Integrated Mountain Development in Kathmandu, \u201cavailability of water in the [Hindu Kush Himalaya] is expected to peak in mid-century, driven by accelerated glacial melt, after which it is projected to decline.\u201d<\/p>\n\n\n\n<p>Unfortunately, it seems there is little consideration of these environmental projections among policymakers. &nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Nepal is sacrificing its ecology and neglecting domestic priorities to
