Safi, 55, highlights the crucial role this traditional pastoralist community has in shaping the land they inhabit. Uttarakhand, a Himalayan state, is highly prone to climate-induced disasters, highlighted by the government in its <a href=\"https:\/\/forest.uk.gov.in\/uploads\/climate_change_information\/1616764235.pdf\">climate action plan<\/a> more than a decade ago. As such disasters have increased, the Van Gujjars have found themselves on the front lines because of their reliance on <a href=\"https:\/\/www.themorningcontext.com\/chaos\/climate-crisis-ravages-uttarakhands-nomadic-herders-as-government-looks-away\">milk production<\/a> and the bountiful forests and grasslands of the region. The devastating <a href=\"https:\/\/timesofindia.indiatimes.com\/city\/dehradun\/over-550-people-rescued-from-waterlogged-haridwar\/articleshow\/101770158.cms\">floods of 2023<\/a> severely impacted them&nbsp; wiping out cattle and livelihoods, with landslides claiming <a href=\"https:\/\/timesofindia.indiatimes.com\/city\/dehradun\/uttarakhand-disasters-kill-100-in-3-months-most-in-landslides\/articleshow\/103768992.cms\">100 deaths<\/a> across the state.<\/p>\n\n\n\n<div class=\"wp-block-cd-article-image aligncenter block--article-image block--article-image--article\" itemscope itemtype=\"http:\/\/schema.org\/ImageObject\"><div class=\"block--article-image__column\"><div class=\"hide-expand block--article-image__image\"><img class=\"lazy\" data-src=\"https:\/\/dialogue.earth\/content\/uploads\/2024\/02\/20240219_Broken-roads-after-floods_Sushmita.jpg\" data-srcset=\"https:\/\/dialogue.earth\/content\/uploads\/2024\/02\/20240219_Broken-roads-after-floods_Sushmita-768x576.jpg 768w, https:\/\/dialogue.earth\/content\/uploads\/2024\/02\/20240219_Broken-roads-after-floods_Sushmita-1024x768.jpg 1024w, https:\/\/dialogue.earth\/content\/uploads\/2024\/02\/20240219_Broken-roads-after-floods_Sushmita.jpg 2560w\" data-sizes=\"(max-width: 600px) 768px, (max-width: 1024px) 1024px, 2560px\" alt=\"two men standing on a broken road\"\/><\/div><div class=\"block--article-image__content\"><div itemprop=\"caption\" class=\"block--article-image__caption\">Members of the Van Gujjar community survey the damage from flooding to a main road (Image: Sushmita)<\/div><\/div><\/div><meta itemprop=\"contentUrl\" content=\"https:\/\/dialogue.earth\/content\/uploads\/2024\/02\/20240219_Broken-roads-after-floods_Sushmita.jpg\"\/><meta itemprop=\"contentSize\" content=\"1 MB\"\/><meta itemprop=\"height\" content=\"1920\"\/><meta itemprop=\"width\" content=\"2560\"\/><meta itemprop=\"author\"\/><meta itemprop=\"representativeOfPage\" content=\"true\"\/><\/div>\n\n\n\n<p>Forest fires are also a growing concern in Uttarakhand, with numbers <a href=\"https:\/\/fireecology.springeropen.com\/articles\/10.1186\/s42408-023-00177-4\">soaring<\/a> from 922 in 2002 to 41,600 in 2019. \u201cForest fires have a huge impact on our communities as they destroy large parts of grasslands that our cattle use to graze,\u201d according to Ameer Hamza, president of the Van Gujjar Tribal Yuva Sangathan (VGTYS), a youth organisation. \u201cBirds, who are vital for the distribution of seeds, lose their habitat due to forest fires, which affects the regeneration of grass in the region.\u201d<\/p>\n\n\n\n<p>Climate change is also <a href=\"https:\/\/www.teriin.org\/sites\/default\/files\/files\/Uttarakhand_Report_low_res.pdf\">drying out springs<\/a> across the state, depriving the community of vital water sources in summer. These springs could previously be relied on to provide lush grazing grounds, abundant with unique biodiversity, he adds.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-recognition-and-rights\">Recognition and rights<\/h2>\n\n\n\n<p>While climate disasters take a huge toll on the community, state failure to recognise and address the links between floods, forest fires, and dwindling water sources \u2013 in addition to inadequate compensation \u2013 has compounded the problem.<\/p>\n\n\n\n<p>\u201cCensus data does not categorise them as pastoralists,\u201d says Aniruddh Sheth of the <a href=\"https:\/\/centreforpastoralism.org\/\">Centre for Pastoralism<\/a>, highlighting the inadequacy of census categorisation. \u201cAt best, the data mentions animal husbandry against their name. It does not say whether they are mobile or settled. Even the livestock census does not categorise the cattle as mobile.\u201d<\/p>\n\n\n\n<p>In contrast to the neighbouring state of Himachal Pradesh, where Van Gujjars enjoy recognition as Scheduled Tribes under the Indian Constitution, in Uttarakhand they are identified as Other Backward Castes (OBCs). The last Indian census to enumerate population by caste \u2013 except for Scheduled Castes and Scheduled Tribes \u2013 was undertaken <a href=\"https:\/\/indianexpress.com\/article\/explained\/history-of-caste-census-8965764\/\">in 1931<\/a>, so exact numbers of those classified as OBCs are not reflected in official census reports. Hamza estimates the Van Gujjar population in Uttarakhand to be between 60,000 to 70,000, which he says is significantly lower than in Himachal Pradesh and Jammu and Kashmir, where estimates range between <a href=\"https:\/\/planning.hp.gov.in\/plg_evaluation\/gujar.pdf\">92,000<\/a> and <a href=\"https:\/\/www.jkpi.org\/educational-status-of-gujjars-and-bakarwals-in-jk\/\">980,000<\/a>, respectively.<\/p>\n\n\n\n<p>Often classified as &#8216;encroachments&#8217;, Gujjar homes, called <em>khattas \u2013 <\/em>which typically have roofs made of plastic or tin sheets \u2013 reflect lack of recognition of their rights over their own lands. \u201cVan Gujjars have encroached upon the land permitted around their demarcated area. The department has taken due action from time to time for their eviction,\u201d said Poonam Kainthola, sub-divisional officer of Ramnagar Division.<\/p>\n\n\n\n<p>However, <a href=\"https:\/\/www.downtoearth.org.in\/news\/forests\/uttarakhand-van-gujjars-allege-forest-officials-assaulted-women-probe-underway-72036\">several accounts<\/a> and <a href=\"https:\/\/cjp.org.in\/uttarakhand-van-gujjars-face-eviction\/\">records<\/a> show that the problem is layered. Only if they are turned into revenue villages can they benefit from government schemes,\u201d says Manoj Chandran, chief conservator of forests from Uttarakhand\u2019s forest department. Munish Kumar, coordinator of the civil society organisation Samajwadi Lok Manch, says that in Ramnagar Division alone there are over two dozen forest settlements where people lack basic facilities such as water and electricity. Sheth explains that this lack of recognition is directly linked to compensation because \u201cif you can\u2019t prove ownership then it\u2019s difficult to compensate\u201d.<\/p>\n\n\n\n<p>Limited access to education, particularly among women, is an added challenge. Many community members lack formal education because there are very few government schools near <em>khattas<\/em>, resulting in limited representation across government. \u201cOne can count the number of Van Gujjars employed in government jobs on fingertips,\u201d says Mohammad Ishaak, a leader with the VGTYS. \u201cI am the only woman in my village to have done a BSc. Most girls are not educated,\u201d says Nagma Bhadana, a teacher, 20, from Kathiyari village. Without education, it is hard for women to take up leadership roles, she says, which is desperately needed. \u201cSince we don\u2019t have gas cylinders in our villages, women need to venture into the forests to collect wood for fuel,\u201d she says. <\/p>\n\n\n\n<p>Women\u2019s health, especially that of pregnant women, is particularly affected as the nearest hospitals are often 15-20 kilometres away. &#8220;Ambulances refuse to come to our villages as there are no roads. Most deliveries take place at home. Most women have never gotten their blood tested or have had an ultrasound, even when they needed it. Intended to grant forest dwellers rights to their traditional lands, it could have empowered the community. Instead, Uttarakhand\u2019s poor implementation has left the Van Gujjars marginalised. Government data presented to the Rajya Sabha, India\u2019s upper house of parliament, revealed that Uttarakhand <a href=\"https:\/\/sansad.in\/getFile\/annex\/259\/AU785.pdf?source=pqars\">had rejected<\/a> the vast majority of claims. Only 184 individual claims and 1 community rights claim were accepted out of 3,587 and 3,091, respectively, through to November 30, 2022, resulting in <a href=\"https:\/\/pqars.nic.in\/annex\/258\/AS89.pdf\">zero settlement<\/a> of forest land under the Act. While individual claims acknowledge the rights of individuals, community claims extend to rights over shared land. These include rights of burial, worship, access to drinking water sources and more.<\/p>\n\n\n\n<p>Without such recognition the Van Gujjars are effectively excluded from consultations on forest issues, despite their experience in forest management.<\/p>\n\n\n\n<p>\u201cWe celebrate our traditional <em>sela<\/em> [green] festival every year, where everyone in the community plants their traditional trees and brings seeds of various plants,\u201d Hamza says. Invitations are sent out to forest officials, \u201cHowever, not a single [District Forest Office] level officer has [ever] come.&#8221;&nbsp;<\/p>\n\n\n\n<p>Mustafa Lodha, who owns the largest herd of buffaloes in Shyampur, explains how seeds trapped in the heels of their herd help in forest regeneration. Community leaders also cite lopping, a traditional practice crucial for conserving forests and biodiversity, as it provides fodder for livestock and \u2013 according to Hamza \u2013 attracts other forest animals like deer. But with no way of engaging formally with forest officials, their insights are ignored.<\/p>\n\n\n\n<div class=\"wp-block-cd-accordion block--accordion\"><span class=\"block--accordion__title\">What is lopping?<\/span><div class=\"block--accordion__content\"><div class=\"block--accordion__content__inner\">\n<p>Lopping, an extreme form of pruning, typically used for agricultural and conservation purposes, helps control growth, improve the shape of a tree and harvest wood.<\/p>\n<\/div><\/div><\/div>\n\n\n\n<p>\u201cHas the government [ever] asked how animals have survived in these forests?\u201d says Hamza, highlighting the states\u2019 failure to recognise the contribution Van Gujjars have made to local conservation. \u201cWe helped its biodiversity flourish. But we\u2019re not given any credit for it,\u201d he says. \u201cInstead, our rights aren\u2019t recognised and we are relegated to the sidelines.\u201d He questions if bureaucratic paperwork will inevitably lead to their eviction, resignedly adding, \u201cand I will be thrown out of this land.\u201d <\/p>\n\n\n\n<p><em>This story was supported by the Pulitzer
