The plan, approved during a meeting of the State Council on Wednesday presided over by premier Wen Jiabao, aims to achieve the environmental targets set last year by the government in its eleventh Five-Year Plan.<\/p>\n

"China is suffering from increasing conflicts between economic and social development and constraints in resources and energy," the report quoted the State Council as saying.<\/p>\n

Measures will include economic restructuring, the phasing out of wasteful production methods, greater environmental law enforcement, cross-regional management and increased environmental education, the report said.<\/p>\n
