{"id":27706,"date":"2009-01-23T11:51:00","date_gmt":"2009-01-23T11:51:00","guid":{"rendered":""},"modified":"2020-05-14T18:38:16","modified_gmt":"2020-05-14T18:38:16","slug":"2706-dam-shame-on-african-rivers","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/energy\/2706-dam-shame-on-african-rivers\/","title":{"rendered":"Dam shame on African rivers"},"content":{"rendered":"<p><span>Ten years ago, the small mountain kingdom of <a href=\"https:\/\/en.wikipedia.org\/wiki\/Lesotho\" target=\"_blank\" rel=\"noopener noreferrer\">Lesotho<\/a> in southern Africa became a water-exporting country &#8212; even though it does not have nearly enough water for its own needs, suffers from recurrent droughts and a majority of its population has no access to clean water. Indeed, the United Nations in 2007 called for Lesotho to be given <a href=\"https:\/\/www.fao.org\/emergencies\/tce-appfund\/tce-appeals\/appeals\/emergency-detail0.html?uidf=1564&amp;tx_ttnews%5Btt_news%5D=1521&amp;tx_ttnews%5BbackPid%5D=1388&amp;cHash=a\" target=\"_blank\" rel=\"noopener noreferrer\">emergency relief<\/a> aid, including water for people and livestock, to address a growing humanitarian crisis.<\/span><\/p>\n<p><span>The country became a water exporter when the <a href=\"https:\/\/en.wikipedia.org\/wiki\/Katse_Dam\" target=\"_blank\" rel=\"noopener noreferrer\">Katse dam<\/a> &#8212; Africa&#8217;s highest dam and the first in the massive <a href=\"https:\/\/en.wikipedia.org\/wiki\/Lesotho_Highlands_Water_Project\" target=\"_blank\" rel=\"noopener noreferrer\">Lesotho Highlands water project<\/a> &#8212; began sending water through miles of mountain tunnels to South Africa&#8217;s industrial heartland. The theory behind this <a href=\"https:\/\/web.worldbank.org\/WBSITE\/EXTERNAL\/EXTABOUTUS\/0,,pagePK:50004410%7EpiPK:36602%7EtheSitePK:29708,00.html\" target=\"_blank\" rel=\"noopener noreferrer\">World Bank<\/a>-sponsored <a href=\"https:\/\/web.worldbank.org\/external\/default\/main?menuPK=356061&amp;pagePK=141155&amp;piPK=141124&amp;theSitePK=356029\" target=\"_blank\" rel=\"noopener noreferrer\">project<\/a> was that a country with a lot of water can earn money for poverty-fighting programmes by exporting to a water-strapped neighbour. While the bank&#8217;s financial support was critical in getting the project off the ground, other institutions &#8212; including the British government&#8217;s Export Credits Guarantee Department (<a href=\"https:\/\/www.ecgd.gov.uk\/index.htm\" target=\"_blank\" rel=\"noopener noreferrer\">ECGD<\/a>) &#8212; participated in raising the US$3.5 billion for the first phase of this massive project.<\/span><\/p>\n<p><span>However, the promised development benefits for Lesotho have proved elusive. In fact, the country has suffered as its fragile mountain environment has been <a href=\"https:\/\/www.afrol.com\/Categories\/Environment\/env036_dams_les_uga.htm\" target=\"_blank\" rel=\"noopener noreferrer\">degraded<\/a> and native fish and plant species have been pushed towards extinction. At least 27,000 people in the highlands have lost their homes, fields and other vital resources as a result of the project. A further 150,000 people downstream have had their drinking water, farming and fishing affected by reduced river flows. <\/span><\/p>\n<p><span>Income from water exports was to be paid into a development fund that would &quot;share the wealth&quot;, but the fund found itself caught in a crippling mix of <a href=\"https:\/\/www.worldhunger.org\/articles\/04\/africa\/darroch.htm\" target=\"_blank\" rel=\"noopener noreferrer\">politics<\/a> and <a href=\"https:\/\/www.ipocafrica.org\/cases\/highlands\/index.htm\" target=\"_blank\" rel=\"noopener noreferrer\">patronage<\/a>, and was closed in 2003. <\/span><\/p>\n<p><span>Despite a clause in contracts that people should not be made poorer as a result of the project, compensation programmes have been largely ineffective and lost livelihoods have not been restored. An impoverished population, traumatised by pending resettlement, also was highly vulnerable to <a href=\"https:\/\/en.wikipedia.org\/wiki\/HIV\">HIV<\/a>&#8211;<a href=\"https:\/\/en.wikipedia.org\/wiki\/AIDS\">Aids<\/a> brought in by thousands of migrant workers building the dams &#8212; resulting in a growing population of orphans fending for themselves. <\/span><\/p>\n<p><span>&quot;They promised that our lives would be improved, but instead our dignity has been destroyed,&quot; says a member of the local Survivors of Lesotho Dams (<a href=\"https:\/\/www.trc.org.ls\/news_pages\/water_protest_march.htm\" target=\"_blank\" rel=\"noopener noreferrer\">SOLD<\/a>) group.<\/span><\/p>\n<p><span>As with many large infrastructure projects, <a href=\"https:\/\/www.ipocafrica.org\/\" target=\"_blank\" rel=\"noopener noreferrer\">corruption<\/a> was widespread and several prominent companies were found to have bribed project officials to secure lucrative contracts. Unlike most <a href=\"https:\/\/www.ipocafrica.org\/content\/view\/31\/66\/\" target=\"_blank\" rel=\"noopener noreferrer\">cases<\/a> of corruption, however, this one took a <a href=\"https:\/\/en.wikipedia.org\/wiki\/Goliath#Summary:_1_Samuel_17\" target=\"_blank\" rel=\"noopener noreferrer\">David and Goliath<\/a> turn when the Lesotho courts <a href=\"https:\/\/www.africafocus.org\/docs06\/les0611.php\" target=\"_blank\" rel=\"noopener noreferrer\">convicted<\/a> several international consulting and engineering companies for their part in the bribery. But the western backers of the project appear complacent about their own nationals implicated in corruption. [In November 2008, the United Kingdom&rsquo;s Serious Fraud Office <a href=\"https:\/\/www.guardian.co.uk\/politics\/2008\/nov\/07\/5\" target=\"_blank\" rel=\"noopener noreferrer\">dropped an investigation<\/a> into a British company over alleged corruption in Lesotho.] <i>&nbsp;<\/i><\/span><\/p>\n<p>Africa<span>&#8216;s history of <a href=\"https:\/\/www.dams.org\/report\/\" target=\"_blank\" rel=\"noopener noreferrer\">large dams<\/a> is filled with tragedy. <a href=\"https:\/\/www.dams.org\/kbase\/consultations\/afrme\/\">Many<\/a> have caused indebtedness, political inequities and widespread environmental degradation, and have sapped resources from more appropriate, smaller-scale development projects. Now more mega-dams are planned for countries around the world, with support from western donors and, increasingly, from Chinese, Brazilian and Indian investors. <\/span><\/p>\n<p><span>The World Bank&#8217;s private sector arm, the International Finance Corporation (<a href=\"https:\/\/www.ifc.org\/about\" target=\"_blank\" rel=\"noopener noreferrer\">IFC<\/a>), and the European Union&#8217;s European Investment Bank (<a href=\"https:\/\/www.eib.org\/about\/\">EIB<\/a>) are supporting the controversial US$800 million <a href=\"https:\/\/internationalrivers.org\/en\/africa\/bujagali-dam-uganda\" target=\"_blank\" rel=\"noopener noreferrer\">Bujagali dam<\/a>, now being built at the site of a beautiful cascade on the <a href=\"https:\/\/en.wikipedia.org\/wiki\/Nile\">Nile river<\/a> in <a href=\"https:\/\/en.wikipedia.org\/wiki\/Uganda\" target=\"_blank\" rel=\"noopener noreferrer\">Uganda<\/a>. As well as impacts on endangered fisheries and local communities, critics question the dam&#8217;s ability to provide affordable energy. &quot;The high cost of the project will further limit funds for rural electrification,&quot; says Frank Muramuzi, of the National Association of Professional Environmentalists (<a href=\"https:\/\/www.naep.org\/AM\/Template.cfm?Section=About_NAEP\" target=\"_blank\" rel=\"noopener noreferrer\">NAPE<\/a>), in Uganda&rsquo;s capital, <a href=\"https:\/\/en.wikipedia.org\/wiki\/Kampala\" target=\"_blank\" rel=\"noopener noreferrer\">Kampala<\/a>. &quot;Uganda already has the most expensive power in the region, and tariffs have more than doubled recently, pushing more people out of the already limited market for electricity.&quot;<\/span><\/p>\n<p><span>Studies indicate that <a href=\"https:\/\/en.wikipedia.org\/wiki\/Global_warming\" target=\"_blank\" rel=\"noopener noreferrer\">global warming<\/a> could reduce outflows from <a href=\"https:\/\/en.wikipedia.org\/wiki\/Lake_Victoria\" target=\"_blank\" rel=\"noopener noreferrer\">Lake Victoria<\/a>, affecting <a href=\"https:\/\/en.wikipedia.org\/wiki\/Hydroelectricity\" target=\"_blank\" rel=\"noopener noreferrer\">hydropower<\/a> from Bujagali and making the project even less viable.<\/span><\/p>\n<p><span>In Mozambique, China and Brazil may cooperate to build a <a href=\"https:\/\/www.internationalrivers.org\/en\/africa\/mphanda-nkuwa-dam-mozambique\/eskom-eyes-zambezi\">new dam<\/a> on the <a href=\"https:\/\/en.wikipedia.org\/wiki\/Zambezi\">Zambezi<\/a> river, undermining a plan to restore the Zambezi delta and its rich fisheries, wildlife areas and farmlands by allowing more natural flows out of existing dams. <\/span><\/p>\n<p><span>But the jewel in the crown that companies from around the globe are eagerly eyeing is the <a href=\"https:\/\/internationalrivers.org\/en\/africa\/grand-inga-dam-dr-congo\" target=\"_blank\" rel=\"noopener noreferrer\">Grand Inga<\/a>, the world&#8217;s biggest dam project, proposed for the Democratic Republic of Congo (<a href=\"https:\/\/en.wikipedia.org\/wiki\/Democratic_Republic_of_the_Congo\">DRC<\/a>). At an estimated cost of US$80 billion, Grand Inga will be a magnet for corruption in one of Africa&#8217;s least stable regions. Its price tag does not include distribution networks needed to supply energy to the long-suffering people of that country. Mining, timber and other industries will be the main beneficiaries, while poor farmers and fishers who depend on the river&#8217;s flow of the water and nutrient-rich sediments will be the losers.<\/span><\/p>\n<p><span>Affordable energy and clean water are critical if poverty is to be reduced, but there is no indication that mega-dams fill these central needs.
