{"id":32133,"date":"2014-07-11T10:26:00","date_gmt":"2014-07-11T10:26:00","guid":{"rendered":""},"modified":"2020-05-14T18:44:36","modified_gmt":"2020-05-14T18:44:36","slug":"7133-china-s-plastic-scrap-sector-isn-t-green-yet","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/business\/7133-china-s-plastic-scrap-sector-isn-t-green-yet\/","title":{"rendered":"China&#8217;s plastic scrap sector isn&#8217;t green yet"},"content":{"rendered":"<p><!--[if gte mso 9]><![endif]--><!--[if gte mso 9]><xml>\n \n  Normal\n  0\n  \n  \n  \n  \n  false\n  false\n  false\n  \n  EN-GB\n  JA\n  X-NONE\n  \n   \n   \n   \n   \n   \n   \n   \n   \n   \n  \n  \n   \n   \n   \n   \n   \n   \n   \n   \n   \n   \n   \n  \n<\/xml><![endif]--><!--[if gte mso 9]><![endif]--><!--[if gte mso 10]>\n\n\n<style>\n \/* Style Definitions *\/\ntable.MsoNormalTable\n\t{mso-style-name:\"Table Normal\";\n\tmso-style-parent:\"\";\n\tline-height:115%;\n\tfont-size:11.0pt;}\n<\/style>\n\n\n<![endif]--><\/p>\n<p><span>Imports and consumption of plastic scrap by China&rsquo;s manufacturers dropped significantly during 2013, <a href=\"https:\/\/www.environmentalleader.com\/2014\/07\/09\/chinas-plastic-scrap-imports-and-consumption-drops\/\" target=\"_blank\" rel=\"noopener noreferrer\">according to news reports<\/a><\/span>, a year after the Chinese <span> government launched <\/span><a href=\"https:\/\/www.environmentalleader.com\/2014\/04\/21\/opportunity-awaits-on-the-other-side-of-chinas-green-fence\/\" target=\"_blank\" rel=\"noopener noreferrer\">Operation Green Fence<\/a><span> in a bid to stamp out low-quality scrap imports.<\/span><\/p>\n<p><span>Consumption of plastic scrap by Chinese manufacturers was down 14.5% compared to 2012. Imports of plastic scrap was also down 11% in 2013, according to James Wang, general secretary of the China Scrap Plastics Association.<\/span><\/p>\n<p><span>However, a recycling observer says the latest figures should be treated with caution, especially in terms of consumption.<\/span><\/p>\n<p><span>&quot;China&#39;s secondary plastics recycling industry remains highly fragmented and dominated by small-scale, family-owned workshops that have little incentive &#8211; or pressure &#8211; to report their production to government authorities,&quot; says <a href=\"https:\/\/www.chinadialogue.net\/article\/show\/single\/en\/6697-Why-US-rubbish-will-still-keep-going-to-China\" target=\"_blank\" rel=\"noopener noreferrer\">Adam Minter, author of <em>Junkyard Planet<\/em><\/a><\/span>, a book on the global recycling industry.<\/p>\n<p><span>&quot;Much of their production is consolidated with that of other small producers and then sold via brokers to manufacturers. Those manufacturers oftentimes wouldn&#39;t be able to trace the source of the plastics if they hired investigators to do it for them. In other cases, the manufacturers sometimes don&#39;t know &#8211; and sometimes don&#39;t want to know &#8211; if the plastics they purchase are virgin or recycled. But, if pressed, they&#39;ll report something to the relevant authorities. As a result, the most accurate data comes from large-scale, typically government subsidized (if not owned, in some capacity) firms.&quot;<\/span><\/p>\n<p><span>Minter says the decline in recycled plastic consumption is more likely to be due to economic conditions. He&#39;s also<\/span> <span>unsure what impact Operation Green Fence actually had on <a href=\"https:\/\/www.chinadialogue.net\/article\/show\/single\/en\/6697-Why-US-rubbish-will-still-keep-going-to-China\">plastics imports<\/a>.<\/span><\/p>\n<p><span>&quot;It&#39;s true that the anti-smuggling operation turned back many containers. But those don&#39;t compare to the number of containers that weren&#39;t shipped for fear of an enforcement action. In general, the grades of plastics that didn&#39;t arrive in China were generally low-grades of mixed plastics. That noted, from my perspective, what&#39;s remarkable is how little decline there was in plastic imports in spite of the ballyhooed talk of environmental-related bans. Either the Green Fence was highly ineffective or &#8211; as seems more likely to me &#8211; most of the plastics that were shipped to China during the period in question were acceptable under Chinese regulations.&quot; <\/span><\/p>\n<p><span>&quot;Finally, it&#39;s very much worth noting that whatever declines happened in imported plastics were certainly made up by increasing volumes in low-grade
