Lately it&rsquo;s been a recurring question &ndash; and a topic of some <a href=\"https:\/\/www.bbc.co.uk\/news\/science-environment-27538716\">controversy<\/a> &ndash; particularly in the run-up to a key UN climate summit in September, which US President Barack Obama and Chinese President Xi Jinping will <a href=\"https:\/\/www.rtcc.org\/2014\/07\/23\/china-and-us-presidents-to-attend-ban-ki-moon-climate-summit\/\">both attend<\/a>.<\/p>\n<p>Addressing a gathering of environment ministers in Germany earlier this month, China&rsquo;s chief climate negotiator Xie Zhenhua suggested that next year the world&rsquo;s largest carbon emitter could reveal its planned &ldquo;<a href=\"https:\/\/www.wantchinatimes.com\/news-subclass-cnt.aspx?id=20140715000089&amp;cid=1105\">peaking year<\/a>&rdquo;.<\/p>\n<p>Setting a peak <a href=\"https:\/\/dotearth.blogs.nytimes.com\/2014\/07\/15\/china-clarifies-its-plans-on-setting-a-co2-emissions-peak\/?smid=tw-share\">does not necessarily<\/a> mean China will introduce an absolute cap on its emissions &ndash; as opposed to its current reduction targets on the carbon intensity of its economy &ndash; but hopes for, and speculation about such a <a href=\"https:\/\/www.businessgreen.com\/bg\/analysis\/2348293\/lord-deben-chinese-emissions-cap-could-put-an-end-to-climate-action-naysayers\">policy<\/a> underlie and overlap with much of the peak-year debate, particularly since He Jiankun, chairman of China&rsquo;s Advisory Committee on Climate Change, publicly suggested that the country&rsquo;s next Five Year Plan, from 2016-2020, might see the introduction of such a cap.<\/p>\n<p>Speaking to <i>chinadialogue<\/i>, Wang Yi, a member of China&rsquo;s legislature the National People&rsquo;s Congress, also <a href=\"https:\/\/www.chinadialogue.net\/article\/show\/single\/en\/7051-A-carbon-cap-would-show-China-s-determination-to-tackle-climate-change\">said<\/a> that &ldquo;absolute quantity caps should be considered&rdquo; in the 13<sup>th<\/sup> Five Year Plan.<\/p>\n<p>Now, <a href=\"https:\/\/www.project-syndicate.org\/commentary\/he-jiankun-and-nicholas-stern-praise-the-chinese-authorities-for-their-efforts-to-fight-global-warming\">writing for <i>Project Syndicate<\/i> with the prominent British economist Nicholas Stern<\/a>, He Jiankun, Director of the Energy, Environment, and Economy Research Institute at Tsinghua University, sets out more of his thinking on the Chinese government&rsquo;s efforts to build an economy that is &ldquo;more innovative, inclusive, efficient, and sustainable&rdquo; &ndash;plans for which &ldquo;are being formulated and implemented&rdquo;.<\/p>\n<p>According to Stern and He, these plans already include China&rsquo;s huge investments in renewable energy and adjustments aimed at reducing China&rsquo;s dependence on heavy industry, moving towards &ldquo;more stable, higher-quality GDP growth&rdquo;. <\/p>\n<p>The next Five-Year Plan, they write, should include &ldquo;more stringent restrictions on coal consumption and greenhouse-gas emissions&rdquo; as well as additional investment in research and development.<\/p>\n<p>So, when <i>will<\/i> China&rsquo;s carbon-dioxide emissions peak? According to Stern and He, the country&rsquo;s climate policies suggest carbon emissions could peak by 2030, with an economy growing at a rate of 4%-5%. These targets, they write, are &ldquo;ambitious&rdquo; but &ldquo;entirely achievable&rdquo;; perhaps more tantalisingly, they add that with a &ldquo;sufficiently strong commitment from policymakers and businesses&rdquo;, China could &ldquo;reach its clean-energy goals ahead of schedule&rdquo;.<\/p>\n<p>Such a &ldquo;deepening commitment to sustainability&rdquo;, conclude Stern and He, could improve the chances that the UN climate conference in Paris in 2015 will produce a global agreement.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Observers predict a peak in 2030, but China could reach its clean-energy goals even earlier<\/p>\n","protected":false},"author":1071,"featured_media":57393,"comment_status":"closed","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"_acf_changed":false,"footnotes":""},"categories":[761,757],"tags":[],"hashtags":[],"country":[],"class_list":["post-32172","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-climate","category-energy"],"acf":[],"yoast_head":"<!-- This site is optimized with the Yoast SEO Premium plugin v26.0 (Yoast SEO v26.0) - https:\/\/yoast.com\/wordpress\/plugins\/seo\/ -->\n<title>Could China reach peak carbon ahead of schedule?
