{"id":33186,"date":"2015-09-21T15:19:00","date_gmt":"2015-09-21T15:19:00","guid":{"rendered":""},"modified":"2020-10-30T16:20:13","modified_gmt":"2020-10-30T16:20:13","slug":"8186-weak-case-for-uk-s-china-funded-nuclear-plant-say-critics","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/business\/8186-weak-case-for-uk-s-china-funded-nuclear-plant-say-critics\/","title":{"rendered":"Weak case for UK\u2019s China-funded nuclear plant, say critics"},"content":{"rendered":"<p>The UK and China moved closer this week to <a href=\"https:\/\/www.bbc.co.uk\/news\/uk-england-somerset-34306997\">finalising the finance<\/a> of a highly controversial plan to build the first new nuclear power plant in the UK for a generation. The plant, Hinkley Point C in Somerset, western England, is seeking Chinese finance for a French design that has never been successfully built.<\/p>\n<p>On a trip to Beijing, Chancellor of the Exchequer George Osborne said Chinese participation could enable the country to develop and own <a href=\"https:\/\/uk.reuters.com\/article\/2015\/09\/21\/uk-energy-nuclear-britain-hinkley-idUKKCN0RK15920150921\">at least one other UK nuclear plant<\/a> at Bradwell, a site earmarked for development in eastern England.<\/p>\n<p>As currently outlined, <a href=\"https:\/\/dialogue.earth\/en\/business\/8801-hinkley-point-represents-a-terrible-deal-for-the-uk\/\">Hinkley<\/a> will produce the world\u2019s most expensive electricity. It is also facing mounting opposition in the UK for both technical and financial reasons. Lord Turnbull, a former Permanent Secretary to the Treasury, one of the country\u2019s \u00a0top civil servants, has predicted that it will be \u201ca kind of bottomless pit and a big white elephant.\u201d<\/p>\n<div>The chief executive of the energy supplier RWE Npower, Paul Massara, has also condemned the Hinkley Point plans as an <a href=\"https:\/\/utilityweek.co.uk\/news\/npowers-massara-brands-hinkley-an-expensive-mistake\/1159322#.VgB0eGRViko\">\u201cexpensive mistake\u201d<\/a> that could haunt &#8220;our children\u2019s children\u201d. Independent energy price comparison site <i>energyhelpline.com <\/i>has claimed that it would cost UK consumers an additional \u00a35.2 billion (51.4 billion yuan) per year on top of current electricity costs.<\/div>\n<div><\/div>\n<div>The technical objections begin with the fact that the design, which was drawn up by troubled French company Areva, has never been successfully built, and the contractor Electricite de France (EDF) seems increasingly uncertain that it is possible. In the first attempt, in Finland, construction of the <a href=\"https:\/\/uk.news.yahoo.com\/delays-finlands-showcase-nuclear-reactor-043038209.html#o1pGNyp\">Olkiluoto reactor<\/a> began in 2005 and was expected to be completed in 2009 at cost of \u20ac3 billion. The latest revision to the schedule puts the completion back to 2018 and the latest estimated total cost of the project has ballooned to \u20ac8.5 billion.<\/div>\n<div><\/div>\n<div>A second project, at <a href=\"https:\/\/uk.reuters.com\/article\/2015\/09\/03\/edf-nuclear-flamanville-idUKL5N1190M820150903\">Flamanville <\/a>in France, was scheduled to start in July 2005 and enter production in 2012 at a cost of \u20ac3 billion. This month, that was revised to a 2018 start with costs of \u20ac10.5 billion.\u00a0 The <a href=\"https:\/\/www.scmp.com\/news\/china\/article\/1763315\/taishan-nuclear-reactors-did-not-receive-most-updated-safety-tests\">Taishan 1 and 2 reactors<\/a> that are of a similar design to those earmarked for Hinkley have also been hindered by delays and cost overruns. Construction of the plant, which began in 2009\/10 had a scheduled completion date of 2014 but that has been put back until 2016, while there is little idea of what the extra costs for the delayed project will be. There are no reliable data on costs in China.<\/div>\n<div><\/div>\n<div>Doubts are also growing in the UK that the country needs new nuclear power to meet its energy requirements. Overall demand is falling as efficiency improves, and greater connectivity with continental Europe gives the UK access to cheaper electricity. The UK government has guaranteed a so-called strike price for energy produced at Hinkley Point C \u2014 \u00a0if it is ever completed\u00a0 \u2014 \u00a0of nearly three times the current UK wholesale price. While it is not easy to predict future wholesale energy prices, there are good reasons to suppose that they will continue to fall in Europe as investment in renewables begins to yield dividends.<\/div>\n<div><\/div>\n<div>Supporters of new nuclear in Britain argue that, despite the spectacular growth of renewables in Europe, the UK still needs baseload power to guarantee supplies when renewables do not perform. But, increasingly, this view appears technically out of date, and risks holding the country back from reaping the full benefits of the renewables revolution.<\/div>\n<div><\/div>\n<div>Antony Froggatt, an expert on energy policy at the Royal Institute for International Affairs (Chatham House) told <i>chinadialogue<\/i>: \u201cThe question is, what capacity do you need? The UK has a binding renewables target, so we have to increase renewable energy. We are taking coal off (the grid) and we have life extensions on current nuclear plants. The question is, can the system cope with shortages in cold winters? But with the new interconnections, there are more opportunities for balancing (supply with demand). There are many studies that say that the idea of <a href=\"https:\/\/www.zdnet.com\/article\/why-baseload-power-is-doomed\/\">baseload is dead<\/a>.\u201d<\/div>\n<div><\/div>\n<div><b>Trade-off <\/b><\/div>\n<div><\/div>\n<div>Even if baseload was still required, Froggatt argues, the expense of Hinkley Point C is hard to justify. Investment bankers and financial analysts, Liberum Capital, points out that for \u00a316 billion, for which Hinkley Point promises 3,200MW,\u00a0 the UK could build 27,000MW of new CCGT gas fired power stations \u2013 more than nine times the output.<\/div>\n<div><\/div>\n<div>Not only would this be much cheaper, but it would avoid the unknowable future costs of decommissioning and nuclear waste storage, and, because of the greater flexibility of gas, would not block the addition of new renewables to the grid.\u00a0 Nuclear plants, on the other hand, are inflexible in output and make balancing the grid more difficult. Energy experts argue that new nuclear is an old-fashioned energy option that could lock in obsolescence at a time of rapid transition in both energy generation and distribution.<\/div>\n<div><\/div>\n<div>Liberum Capital has described Hinkley Point C as \u201ca massive bet\u201d that fossil fuel prices will be extremely high in the future. \u00a0If that bet proves to be wrong, their analysis continues, \u201cthen this contract will look economically insane when HPC commissions\u201d. It added: \u201cWe are frankly staggered that the UK government thinks it is appropriate to take such a bet and underwrite the economics of any power station that costs \u00a35 million \u00a0per MW and takes 9 years to build.\u201d<\/div>\n<div><\/div>\n<div><b>Concerns<\/b><\/div>\n<div><\/div>\n<p>HSBC, the bank that served as adviser to the project, is also highly critical, listing eight concerns about Hinkley Point C in a report in July 2015. These concerns included forecast falls in UK power demand, increasing availability of \u00a0interconnections to Europe that will transform the country\u2019s \u2019s electricity landscape, overcapacity in Europe which will bring prices down further, the poor track record of the design and the possibility of legal challenge to the deal.\u00a0 \u201cThe outlook for sluggish power prices will make the strike price of upcoming Hinkley power look increasingly prohibitive,\u201d the HSBC report added.<\/p>\n<div>Even before construction starts, the predicted generating cost of Hinkley Point C has risen sharply. In 2004, EDF estimated the generating cost of a limited series of four reactors , at \u00a327 per MWh<sup>\u00a0 <\/sup>(at 2004 values;\u00a0 or \u00a337.2 at 2013 values). By 2012, this had nearly quadrupled to \u00a392.5 per MWh (at 2012 values) for two units and \u00a389.5 per MWh for four reactors. The expected cost \u00a0at the start of operations, at the time scheduled for 2024, was \u00a3121 per MWh. Since then, EDF has announced further delays to the project, which will certainly have cost implications.<\/div>\n<div><\/div>\n<p><b>Costs spiral<\/b><\/p>\n<div>The cost of construction has shown an equally rapid upward trend. \u00a0In 2008, the UK government\u2019s cost benefit analysis assumed construction costs of \u00a31,250\/kW, plus costs for interest during construction and onsite waste storage, giving a total cost of \u00a32.8 billion to build the 1.6 GW reactor. \u00a0\u00a0By 2013, this had risen from \u00a312 billion to \u00a314 billion, according to the government and \u00a316 billion for two units, according to EDF.<\/div>\n<div><\/div>\n<div>A year later, the European Commission said that the plant would require debt financing of around \u00a317 billion (around \u20ac21.6 billion) and would eventually have a capital spend of about \u00a334 billion (around \u20ac43 billion). The construction costs are estimated at \u00a324.5 billion (around \u20ac31.2 billion).\u00a0The cost is far higher than the \u00a316 billion previously cited by developer EDF Energy, according to the EC, predominantly because it includes, for the first time, the interest costs during the decade-long construction period.<\/div>\n<div><\/div>\n<div>A tenfold increase in costs, and falling wholesales energy prices ought to trigger a revised cost-benefit calculation. Liberum Capital estimates the investment return for the troubled French company EDF at between 10% and 14%, with the UK taxpayer bearing the major part of the risk.<\/div>\n<div><\/div>\n<div>Nor have the legal challenges gone away. The Austrian chancellor, Werner Faymann, has complained that Hinkley sets a \u201cbad precedent\u201d because guaranteeing payment for a mature and unsustainable technology breaks EU rules. Austria has announced that it will bring a legal challenge to the massive subsidy the UK government proposes.<\/div>\n<div><\/div>\n<div><strong>Risks mount<\/strong><\/div>\n<div><\/div>\n<div>Meanwhile, in the wake of delays at Flamanville, EDF has promised a new design, but it will not be ready in time to be used at Hinkley Point. Nick Butler, a former \u00a0energy adviser to prime ministers, has written: \u201cThe deal will go down in history\u2026as an example of the inability of the British government \u2013 ministers and civil servants alike \u2013 to negotiate complex commercial deals.\u201d<\/div>\n<div><\/div>\n<div>There are risks, too, for the Chinese government, which is keen to secure future contracts to build its own reactors in the UK. Involvement with a project that is so widely criticised, even by those who support nuclear power in principle, could raise doubts about China as a responsible partner for a new nuclear age and cast a shadow over the forthcoming visit to the UK by Chinese president Xi Jinping. The controversy over Hinkley Point C is likely to grow as the costs escalate and the technical difficulties remain unresolved. Few of those involved in the project are likely to emerge with their reputations
