This year, the ‘Year of the Monkey’<\/a>, Shanghai has banned\u00a0fireworks from being set off within the city\u2019s outer ring road at all times \u2013 including Spring Festival, which starts today.<\/p>\n

The local law\u00a0enforcement authority, the Shanghai\u00a0City Public Security Bureau,\u00a0has hung banners in apartment blocks\u00a0across the city\u00a0(see image below), threatening severe penalties for anyone caught in breach of the new regulation.<\/p>\n

Shanghai’s\u00a0Firework Safety Regulation, which came into force on January 1, can issue fines of up to\u00a0500 yuan (US$76) to individuals flouting the ban. The city’s authorities said 300,000 people are expected to volunteer to enforce the fireworks\u00a0ban.<\/p>\n

Central government has also played much closer attention to the health risks of\u00a0firework pollution, mainly because of\u00a0China\u2019s ongoing battle with smog.<\/p>\n

\"Shanghai<\/p>\n

Whizz, pop, bang!<\/strong><\/p>\n

Fireworks have been a traditional part of Spring Festival celebrations in China since the Song Dynasty (960 \u2013 1276 AD). Over festive periods, levels of air pollution\u00a0tend\u00a0to spike sharply, affecting towns, cities and entire regions.<\/p>\n

The question of whether or not to ban fireworks, which contain harmful metallic particles that are absorbed deep into the\u00a0lungs, has become increasingly\u00a0debated in recent years.<\/p>\n

Guangzhou<\/a> in southern China was the first city to ban fireworks. Regulations issued in June 1992 banned fireworks from being set off in Guangzhou\u2019s main districts. This ban was strictly enforced and is still being closely adhered to. Residents of the southern Chinese city\u00a0claim\u00a0they are used to celebrating without fireworks.<\/p>\n

In 1993,\u00a0Beijing took measures to enact a total ban.\u00a0But this was met with resistance from citizens, who complained of a muted atmosphere during a Spring Festival\u00a0without the traditional\u00a0fizz, bang and colour\u00a0of China’s\u00a0pyrotechnic displays.<\/p>\n

In 2005, the Beijing finally relented\u00a0and\u00a0downgraded the ban to a restriction. The new regulation stated that during the Spring Festival period, fireworks could be let off at set times and within specific areas, even in the main city. This measure has been replicated in many parts\u00a0of\u00a0China, but discussions continue about how harmful these fireworks are in terms of\u00a0air quality.<\/p>\n

\n

A major cause of smog<\/b><\/p>\n

The Beijing and Tianjin\u00a0Meteorological Forecast and Warning Centre has analysed data\u00a0between 2006 and 2013, and\u00a0concluded that fireworks let off in Beijing during the Spring Festival period have hugely\u00a0increased\u00a0the\u00a0concentration of highly-toxic PM2.5 in the air.<\/p>\n

The statistics show that from the night of\u00a0New Year\u2019s Eve until dawn of New Year\u2019s Day \u2013 the time that the highest volume of fireworks is\u00a0set off \u2013 Beijing\u2019s hourly concentration of PM2.5 rose sharply.<\/p>\n

In recent years, worsening smog and increased awareness about the harmful health impacts of fireworks\u00a0have hardened attitudes. Some Beijingers\u00a0now welcome a total ban.<\/p>\n

As Beijing’s residents\u00a0debate\u00a0the health impact\u00a0of\u00a0fireworks, the townspeople of\u00a0Ningde in\u00a0Fujian province\u00a0have prepared enough firecrackers to set off before every meal leading up to the\u00a0Lantern Festival – 15\u00a0days in total.<\/p>\n

\u201cThe money our village spends on one night of fireworks would be enough to lay a new road!\u201d one\u00a0villager\u00a0lamented.<\/p>\n

An expensive habit\u00a0<\/strong><\/p>\n

Fireworks are expensive and people can spend hundreds of yuan\u00a0on them, a big chunk of disposable income for many poorer\u00a0Chinese.<\/p>\n

In Ningde, Fujian, the noise and excitement of fireworks symbolise prosperity.\u00a0On New Year\u2019s Eve between 11.30pm and 12.30am, the entire village \u2013 2,800 people \u2013 gather together to set off fireworks. \u201cWe live in a beautiful place, but over Spring Festival there is smog in the sky just like you hear about from big cities,\u201d said one villager.<\/p>\n

Are fireworks really needed to create the festival atmosphere? There is an interesting divergence in opinion in this \u2018festive’ small town. Older residents do not have any strident\u00a0opinions about fireworks, but\u00a0property-owners and increasingly\u00a0health-conscious\u00a0young\u00a0people\u00a0tend to feel more strongly about the cutting smog.<\/p>\n
