Recent signs show that the country is already beginning to shift in this direction, and the new Five-Year Plan provides the opportunity to build on that progress.<strong><a href=\"https:\/\/dialogue.earth\/en\/climate\/8734-climate-energy-and-china-s-13th-five-year-plan-in-graphics\/\">See also: Climate, energy and China&#8217;s 13th Five-Year Plan in graphics<\/a><\/strong><\/p>\n<p>China has made significant strides in decoupling energy use and emissions from economic growth\u2014as of 2014 China was\u00a0<a href=\"https:\/\/www.wri.org\/blog\/2015\/09\/china%E2%80%99s-climate-policies-how-have-they-performed-and-where-do-they-need-go\" target=\"_blank\" rel=\"noopener noreferrer\">on track<\/a>\u00a0to exceed its 2015 energy and carbon intensity reduction targets. Three key trends have emerged:\n<\/div>\n<div>\n<ul>\n<li><strong>Rebalancing the Economy:<\/strong>\u00a0China\u2019s leaders clearly intend to shift the impetus of the economy away from investment in heavy industry and toward consumer spending, services (such as retail businesses), innovation, and\u00a0<a href=\"https:\/\/english.gov.cn\/policies\/latest_releases\/2015\/05\/19\/content_281475110703534.htm\" target=\"_blank\" rel=\"noopener noreferrer\">more innovative and efficient manufacturing<\/a>. Under China\u2019s 12th Five-Year Plan, services moved from\u00a0<a href=\"https:\/\/www.stats.gov.cn\/english\/NewsEvents\/201102\/t20110228_26426.html\" target=\"_blank\" rel=\"noopener noreferrer\">43 percent<\/a>\u00a0of the economy in 2010 to\u00a0<a href=\"https:\/\/www.stats.gov.cn\/english\/PressRelease\/201602\/t20160229_1324019.html\" target=\"_blank\" rel=\"noopener noreferrer\">51 percent<\/a>\u00a0last year,\u00a0<a href=\"https:\/\/www.asiasentinel.com\/econ-business\/china-cuts-coal-use-dramatically\/\" target=\"_blank\" rel=\"noopener noreferrer\">replacing manufacturing<\/a>\u00a0(which went from\u00a0<a href=\"https:\/\/www.stats.gov.cn\/english\/NewsEvents\/201102\/t20110228_26426.html\" target=\"_blank\" rel=\"noopener noreferrer\">47 percent<\/a>\u00a0to\u00a0<a href=\"https:\/\/www.stats.gov.cn\/english\/PressRelease\/201602\/t20160229_1324019.html\" target=\"_blank\" rel=\"noopener noreferrer\">41 percent<\/a>\u00a0of the economy) as the largest contributor to China\u2019s GDP. Services continue to grow at a\u00a0<a href=\"https:\/\/www.cnbc.com\/2016\/01\/18\/china-reveals-key-q4-2015-gdp-data.html\" target=\"_blank\" rel=\"noopener noreferrer\">faster pace<\/a>\u00a0than manufacturing.<\/li>\n<li><strong>Limiting Coal:<\/strong>\u00a0After years of steep growth in coal consumption, regional\u00a0<a href=\"https:\/\/cdn.americanprogress.org\/wp-content\/uploads\/2015\/12\/02132119\/ChinaClimate-fig5.png\" target=\"_blank\" rel=\"noopener noreferrer\">coal and carbon limits<\/a>\u00a0and\u00a0<a href=\"https:\/\/switchboard.nrdc.org\/blogs\/bfinamore\/china_pledges_to_tackle_air_po.html\" target=\"_blank\" rel=\"noopener noreferrer\">new-coal-plant bans<\/a>\u00a0have been followed by a\u00a0<a href=\"https:\/\/switchboard.nrdc.org\/blogs\/bfinamore\/seven_things_you_should_know_a.html\" target=\"_blank\" rel=\"noopener noreferrer\">leveling off<\/a>\u00a0of coal use in 2014 and\u00a0<a href=\"https:\/\/www.stats.gov.cn\/english\/PressRelease\/201602\/t20160229_1324019.html\" target=\"_blank\" rel=\"noopener noreferrer\">reduced output<\/a>\u00a0in heavy industries like steel (down 2 percent last year) and cement (down 6 percent). A continued shift away from these energy-intensive industries would weaken a major driver of air pollution and greenhouse gas emissions.<\/li>\n<li><strong>Non-Fossil Energy:<\/strong>\u00a0China is the world leader in renewable energy,\u00a0<a href=\"https:\/\/www.stats.gov.cn\/english\/PressRelease\/201602\/t20160229_1324019.html\" target=\"_blank\" rel=\"noopener noreferrer\">breaking records<\/a>\u00a0last year for installation of wind (32 gigawatts last year, 129 total) and solar power capacity (18 gigawatts last year, 43 total), and\u00a0<a href=\"https:\/\/about.bnef.com\/press-releases\/clean-energy-defies-fossil-fuel-price-crash-to-attract-record-329bn-global-investment-in-2015\/\" target=\"_blank\" rel=\"noopener noreferrer\">clean energy investment<\/a>\u00a0($111 billion, nearly double U.S. investment).<\/li>\n<\/ul>\n<p>China\u2019s 13th Five-Year Plan will be an important foundation for this new action. The 12th Five-Year Plan outlined high-level policies and set targets, such as those for reductions in energy intensity and carbon intensity and an increase in the share of energy used from non-fossil sources.
