{"id":33740,"date":"2016-03-21T10:42:00","date_gmt":"2016-03-21T10:42:00","guid":{"rendered":""},"modified":"2020-10-20T14:15:22","modified_gmt":"2020-10-20T14:15:22","slug":"8740-china-to-invest-in-nepal-s-hydropower-sector","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/business\/8740-china-to-invest-in-nepal-s-hydropower-sector\/","title":{"rendered":"China to invest in Nepal\u2019s hydropower sector"},"content":{"rendered":"<p dir=\"ltr\"><span id=\"docs-internal-guid-b30279a6-98c7-a459-4932-2ab03bcb4058\">As Nepal\u2019s prime minister visits China this\u00a0week amid the country\u2019s growing energy crisis, Nepali officials hope that he will be able to secure a long-awaited investment from China to exploit its rich hydropower resources. <\/span><\/p>\n<p dir=\"ltr\">Nepal is asking China both to build and invest in a number of major hydropower projects and power transmission lines, according to a high level official at Nepal\u2019s Ministry of Energy.<\/p>\n<p>The major goal is to seal an agreement with China\u2019s Three Gorges Company to build the long-stalled\u00a0<a href=\"https:\/\/www.ekantipur.com\/2015\/04\/14\/top-story\/ibn-okays-west-seti-bid-from-chinese-firm\/404061.html\">West Seti dam<\/a>. The USD 1.6 billion <a href=\"https:\/\/www.ekantipur.com\/2015\/04\/14\/top-story\/ibn-okays-west-seti-bid-from-chinese-firm\/404061.html\">project<\/a>\u00a0will be the country\u2019s largest reservoir dam and biggest foreign investment in Nepal. It will also be crucial for easing Nepal\u2019s chronic energy shortages and boosting the country\u2019s economy still struggling with the aftermath of last year\u2019s\u00a0<a href=\"https:\/\/dialogue.earth\/2015\/07\/23\/nepal-earthquake-boon-for-industry-disastrous-for-the-environment\/\">devastating earthquake<\/a>.<\/p>\n<p><span id=\"docs-internal-guid-b30279a6-98c7-a459-4932-2ab03bcb4058\">The Nepal government signed a memorandum of understanding with the <\/span><a href=\"https:\/\/english.cwe.cn\/\">China International Water and Electric Corporation (CWE)<\/a>\u00a0\u2014 a subsidiary body of\u00a0<a href=\"https:\/\/www.ctgpc.com\/\">China Three Gorges<\/a>\u00a0\u2013 in 2011 and now officials hope things will finally move forward.<\/p>\n<p><span id=\"docs-internal-guid-b30279a6-98c7-a459-4932-2ab03bcb4058\">\u201cWe have been pushing this agenda and hope to get it done during the prime minister\u2019s visit,\u201d said Radhesh Pant, CEO of Nepal Investment Board, the government authority responsible for large dam projects. Despite the earthquake, the government remains confident that investors will see Nepal as a good bet. None of them pulled their stakes, and\u00a0<\/span><a href=\"https:\/\/www.ibn.gov.np\/interview-with-khadga-bahadur-bisth-president-ippan\">Nepal has made forward progress<\/a>\u00a0on clearing red tape for such investments.<\/p>\n<p><span id=\"docs-internal-guid-b30279a6-98c7-a459-4932-2ab03bcb4058\">A number of large dam were damaged by last year\u2019s earthquake, however the risks posed by large projects like West\u2013Seti have rarely been publically discussed. The environmental fears and\u00a0<\/span><a href=\"https:\/\/www.internationalrivers.org\/resources\/nepal-dam%E2%80%99s-future-uncertain-1656\">vehement protests<\/a>\u00a0of the past have dissipated as chronic energy shortages have made daily life a struggle for so many people.<\/p>\n<p><span id=\"docs-internal-guid-b30279a6-98c7-a459-4932-2ab03bcb4058\">The social and environmental costs of large dams are by no means small.\u00a0 About 18, 000 people will be displaced by the West Seti project and the 195 metre tall dam will flood 3% of the total surface area of the country, according the\u00a0<\/span><a href=\"https:\/\/dialogue.earth\/(http\/--www.adb.org-sites-default-files-project-document-65914-40919-nep-seia.pdf\">Environmental Impact Assessment (EIA) report<\/a>.\u00a0 The Asian Development Bank pulled out of the project in the wake of a campaign led by local environmental NGOs in 2010, over environmental and safety concerns.<\/p>\n<p><span id=\"docs-internal-guid-b30279a6-98c7-a459-4932-2ab03bcb4058\"><strong><a href=\"https:\/\/dialogue.earth\/2015\/05\/06\/nepal-earthquake-highlights-dangers-of-dam-building-in-tibet\/\">Read also:\u00a0Nepal earthquake highlights dangers of dam building in Tibet<\/a><\/strong><\/span><\/p>\n<p><strong>Nepal\u2019s hydropower dream<\/strong><\/p>\n<p>The Nepali government is betting big on hydropower as the transformative engine to deal with its energy needs. Last month, it unveiled\u00a0<a href=\"https:\/\/www.moen.gov.np\/pdf_files\/Rastriya-Urja-Sankat-Niwaran-2072.pdf\">ambitious plans<\/a>\u00a0(in Nepali) to develop 10,000 megawatts of hydropower in next ten years \u2013 of which these Chinese-backed projects will play key role. The ten-year plan sets out 11 reservoir\u00a0projects, out of which the backed West Seti and Budigandaki are the major ones. Currently, there are 117 projects already under construction across the country.<\/p>\n<p><em><iframe loading=\"lazy\" src=\"https:\/\/bethwalker22.cartodb.com\/viz\/0b325f54-eab5-11e5-8401-0e3ff518bd15\/embed_map\" width=\"100%\" height=\"520\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe> <span id=\"docs-internal-guid-b30279a6-98c7-a459-4932-2ab03bcb4058\">Click\u00a0<\/span><a href=\"https:\/\/bethwalker22.cartodb.com\/viz\/0b325f54-eab5-11e5-8401-0e3ff518bd15\/public_map\">here<\/a>\u00a0to view a larger version of the map (Data source:\u00a0Government of Nepal, Department of Electricity Development)<\/em><\/p>\n<p><span id=\"docs-internal-guid-b30279a6-98c7-a459-4932-2ab03bcb4058\">Last year Nepal also signed deals with India to\u00a0<\/span><a href=\"https:\/\/www.nepalenergyforum.com\/india-to-import-energy-generated-by-gmr-sutlej\/\">build 1,800 MW<\/a>\u00a0of hydropower \u2013 with the Upper Karnali dam in the far west and the Arun III project in the\u00a0eastern region under construction by\u00a0<a href=\"https:\/\/www.nepalenergyforum.com\/india-to-import-energy-generated-by-gmr-sutlej\/\">Indian companies<\/a>\u00a0\u2013 but most of this power will be for export to India. The World Bank and Asian Development Bank have also\u00a0<a href=\"https:\/\/www.adb.org\/projects\/43281-013\/main\">funded a few projects<\/a>.<\/p>\n<p><span id=\"docs-internal-guid-b30279a6-98c7-a459-4932-2ab03bcb4058\">Nepal has, for a long time lagged behind its neighbours in the realisation of electricity generation. From the potential 43,000 MW it could produce, it produces about 700 MW. This is not enough to cover the country\u2019s own needs, and Nepal suffers 14 hours of power cuts every day, including in the capital Kathmandu. Nepal\u2019s installed capacity is less than half of Bhutan\u2019s, even though the neighbouring country has a potential of only 24,000 MW. In the end of 2014,\u00a0<\/span><a href=\"https:\/\/www.economist.com\/news\/asia\/21635071-bad-politics-should-no-longer-prevent-nepal-and-its-neighbours-making-most-some-amazing\">the Economist explained this underdevelopment<\/a>\u00a0by saying, \u201cIn Nepal projects were once scuppered by local politics, a ten-year civil war, suspicion of India and a lack of regulation that put off creditors,\u201d but it ended on a hopeful note, saying that such problems were being tackled.<\/p>\n<p><span id=\"docs-internal-guid-b30279a6-98c7-a459-4932-2ab03bcb4058\">This was before the Nepali government passed a Constitution that led to conflict on its southern border, and a souring of ties with India \u2013 potentially its biggest investor, as well as the ideal consumer of Nepal\u2019s excess production of electricity.<\/span><\/p>\n<p><span id=\"docs-internal-guid-b30279a6-98c7-a459-4932-2ab03bcb4058\"><strong><a href=\"https:\/\/dialogue.earth\/2015\/12\/04\/blockade-and-protests-push-nepal-to-another-disaster-2\/\">Read also: Blockade and protests push Nepal to another disaster<\/a><\/strong><\/span><\/p>\n<p>After a protracted estrangement, Nepal and India resolved some outstanding issues, and during the recent visit by the Nepali prime minister, KP Oli to India, he and the Indian prime minister, Narendra Modi, discussed ways to speed up the construction of the\u00a0<a href=\"https:\/\/www.firstpost.com\/world\/main-reason-for-my-visit-is-to-clear-misunderstandings-nepal-pm-kp-oli-and-modi-talk-it-out-2635380.html\">hydropower projects that would generate up to 7,000 MW<\/a>\u00a0being built in Nepal in partnership with India.<\/p>\n<p><span id=\"docs-internal-guid-b30279a6-98c7-a459-4932-2ab03bcb4058\"><strong>West Seti \u2013 protracted delays<\/strong><\/span><\/p>\n<p>Amid the delays and political turmoil, Nepal hopes Chinese investment can plug the immediate gap. China Three Gorges brought the license to develop the West Seti dam in 2011 from the Australian company\u00a0<a href=\"https:\/\/www.smec.com\/\">SMEC<\/a>, which had failed to raise enough investment and stalled the project for over a decade.<\/p>\n<p><span id=\"docs-internal-guid-b30279a6-98c7-a459-4932-2ab03bcb4058\">The Chinese company promised to provide 75% of the investment \u00a0and the Nepal Electricity Authority (NEA) was to raise the remaining 25%. \u00a0But after four years, the joint investment agreement has not yet been signed, partially of problems raising the necessary finance.<\/span><\/p>\n<p>Construction has yet to start on the 500 kilometres of transmission lines needed to bring power from the remote region to the national grid. Nepali authorities continue to express doubts over the Chinese company\u2019s commitment to developing the project. Another Chinese company\u00a0<a href=\"https:\/\/ktminsider.com\/blog\/2011\/10\/03\/govt-revokes-west-seti-license\/\">pulled out<\/a>\u00a0of the West Seti project in 2009, complaining of Nepal\u2019s unfriendly investment environment.<\/p>\n<p><span id=\"docs-internal-guid-b30279a6-98c7-a459-4932-2ab03bcb4058\">The NEA has also not confirmed who will buy the excess electricity that Nepal cannot consume domestically and at what price. This is the first storage dam the country has ever built \u2013 previous projects have been run of the river and excess power sold to India.<\/span><\/p>\n<p>In 2014 Nepal asked China to provide the US$ 400 million \u2013 25% of the project\u2019s estimated total cost \u2013 as a soft loan, but received no response. \u00a0The dam was supposed to be finished by 2020, but it is likely to face major delays because of the lack of funds.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone\" style=\"width: 560px; height: 373px;\" src=\"https:\/\/chinadialogue-production.s3.amazonaws.com\/uploads\/content_image\/content_image\/1003\/Kali-Gandaki-A-Hydroelectric-Project-in-Nepal.jpg\" alt=\"Transmission lines to the Kali Gandaki hydropower project\" width=\"1020\" height=\"679\" \/><br \/>\n<span class=\"caption\">Transmission lines to the Kali Gandaki hydropower project (Image by ADB)<\/span><\/p>\n<p><strong>Energy is the top priority<\/strong><\/p>\n<p>Prime Minister Oli is also likely to sign an agreement to import petroleum from China. Energy is a high priority for Nepal as the country is reeling from severe fuel shortages after \u00a0six months of interrupted supplies at the Indian border. Tensions between the two countries rose over protests in the border area by Madheshi minority communities who were unhappy with the country\u2019s new constitution.<\/p>\n<p>China agreed to\u00a0<a href=\"https:\/\/www.ft.com\/cms\/s\/0\/b49e1840-7c87-11e5-93c6-bba4b4b36134.html#axzz42yEJ37ia\">provide US$ 1.3 million litres of fuel as a one-off grant to Nepal<\/a>\u00a0during this time in October last year, but the two countries have yet to reach a formal agreement for the long term commercial supply of fuel. Nepal hopes a deal with China can secure future supplies and reduce its reliance on India for fuel imports and end the longstanding role of India\u2019s state-owned Indian Oil Company as Nepal\u2019s monopoly fuel supplier.<\/p>\n<p><span id=\"docs-internal-guid-b30279a6-98c7-a459-4932-2ab03bcb4058\">Nepal Oil Corporation (NOC) says India is only meeting 80% of Nepal\u2019s demand for fuel, although the situation on the southern plains near the Indian border has returned to normal about a month ago.\u00a0<\/span>\u201cAn agreement with China should not be seen as counter to India but [as a way to meet] Nepal\u2019s own need to diversify its sources,\u201d said Rabindra Adhikari, a parliamentarian representing the prime minister\u2019s party CNP-UML.<\/p>\n<p><span id=\"docs-internal-guid-b30279a6-98c7-a459-4932-2ab03bcb4058\"><strong>Key trade agreement<\/strong><\/span><\/p>\n<p>Another key issue on the agenda, say Nepali officials, is <a href=\"https:\/\/www.nepalitimes.com\/blogs\/thebrief\/2016\/03\/21\/nepal-gains-access-to-ports\/\">signing a transit treaty<\/a> that will allow the country to import goods from third countries via Chinese ports. Until now Nepal has been completely dependent on India for all imports, as the landlocked country, bordering India and China, has had transit agreements only with India.<\/p>\n<p>Deputy prime minister and foreign minister Kamal Thapa is hopeful a range of agreements will be signed next week. Speaking at a press conference for the South Asian Association for Regional Cooperation (SAARC) ministerial meeting in western Nepal\u2019s tourist city Pokhara this week, Thapa said: \u201cWe have been working on a few agreements including the transit [treaty] so there will be a big push on Nepal-China cooperation during the visit.\u201d \u00a0However, he did not provide any further details
