{"id":33743,"date":"2016-03-21T11:17:00","date_gmt":"2016-03-21T11:17:00","guid":{"rendered":""},"modified":"2020-10-20T14:09:33","modified_gmt":"2020-10-20T14:09:33","slug":"8743-china-s-curbs-on-domestic-logging-could-worsen-deforestation-abroad","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/nature\/8743-china-s-curbs-on-domestic-logging-could-worsen-deforestation-abroad\/","title":{"rendered":"China\u2019s curbs on domestic logging could worsen deforestation abroad"},"content":{"rendered":"<p dir=\"ltr\"><span id=\"docs-internal-guid-6f6c2388-98f4-8234-a96b-8f87febc3be3\">At first glance, China\u2019s newly announced plans to expand bans on logging in its natural forests and to cut the country\u2019s overall timber harvesting quotas may sound like good news for the environment. But when Forest Trends looked into the ramifications of some of the policies laid out in China\u2019s new Five-Year Plan, here\u2019s what we found:<\/span><\/p>\n<p>This month, the Government of China released its <span data-scayt-lang=\"en_GB\" data-scayt-word=\"13th\">13<\/span>th\u00a0Five-Year Plan, which lays the foundation for the country\u2019s development through 2020. This Five-Year Plan explicitly states that China aims for an environmentally and economically sustainable\u00a0model for its future development. Kudos to the Chinese government for pursuing a sustainable long-term agenda, but that plan also poses problems at home and abroad that must be addressed. Namely, the vision for a greener China threatens to deal a deathblow to China\u2019s declining domestic logging industry and, ironically, may end up exporting environmental damage to other, more vulnerable countries.<\/p>\n<p><strong><a href=\"https:\/\/dialogue.earth\/en\/nature\/4311-saving-sichuan-s-trees\/\">See also: Saving Sichuan&#8217;s trees<\/a><\/strong><\/p>\n<p><em><span id=\"docs-internal-guid-6f6c2388-98f4-8234-a96b-8f87febc3be3\">For more\u00a0analysis, see the new Forest Trends brief\u00a0<\/span><a href=\"https:\/\/www.forest-trends.org\/publication_details.php?publicationID=5145\">China\u2019s Logging Ban in Natural Forests:\u00a0Impacts of Extended Policy at Home and Abroad<\/a>.<\/em><\/p>\n<p><strong><a href=\"https:\/\/chinadialogue-production.s3.amazonaws.com\/uploads\/content_image\/content_image\/1006\/China_timber_map_v3.png\" target=\"_blank\" rel=\"noopener noreferrer\"><img decoding=\"async\" style=\"width: 560px; height: 466px;\" src=\"https:\/\/chinadialogue-production.s3.amazonaws.com\/uploads\/content_image\/content_image\/1006\/China_timber_map_v3.png\" alt=\"\" \/><\/a><\/strong><br \/>\n<span class=\"caption\">China timber map\u00a0<\/span><\/p>\n<p><span id=\"docs-internal-guid-6f6c2388-98f4-8234-a96b-8f87febc3be3\">The Five-Year Plan includes a logging quota for 2016-2020\u00a0that is 6.3% lower than China\u2019s already-reduced domestic timber harvesting quota, and it provides for\u00a0<\/span><a href=\"https:\/\/www.forest-trends.org\/publication_details.php?publicationID=5145\">the expansion of an existing ban on all commercial logging<\/a>\u00a0in certain states in the northeast region, broadening it to include virtually all of China\u2019s last remaining natural forests by 2017. Imposing this ban on a national scale is certain to impact the economy and environment of not only China, but other countries as well \u2013 in both <span data-scayt-lang=\"en_GB\" data-scayt-word=\"favorable\">favorable<\/span> and detrimental ways:<\/p>\n<p dir=\"ltr\">\n<ul style=\"list-style-type: disc;\">\n<li dir=\"ltr\">\n<p dir=\"ltr\"><span id=\"docs-internal-guid-6f6c2388-98f4-8234-a96b-8f87febc3be3\">Already, the logging ban has eliminated a significant source of domestic jobs and labour<\/span>: Through 2014, natural forests provided over half of the country\u2019s total domestic timber production and were essential to the broader forestry industry and its employees. To compensate for the ban\u2019s adverse economic impact on the sector, the central government has allocated 2.35 billion <span data-scayt-lang=\"en_GB\" data-scayt-word=\"yuan\">yuan<\/span> (about US$379 million) a year to cover foresters\u2019 loss of livelihood between 2014 and 2020 \u2013 a major undertaking with yet-to-be-determined economic implications.\n<\/p>\n<\/li>\n<\/ul>\n<p dir=\"ltr\"><span id=\"docs-internal-guid-6f6c2388-98f4-8234-a96b-8f87febc3be3\">Ironically, the vision for a greener China\u00a0may end up exporting environmental damage to other, more vulnerable countries.<\/span>\n<\/p>\n<ul style=\"list-style-type: disc;\">\n<li dir=\"ltr\">\n<p dir=\"ltr\"><span id=\"docs-internal-guid-6f6c2388-98f4-8234-a96b-8f87febc3be3\">The ban will also affect the availability of certain wood species for trade and manufacturing<\/span>. While China\u2019s ambitious plantation <span data-scayt-lang=\"en_GB\" data-scayt-word=\"programs\">programs<\/span> will continue to be able to make up for some of these shortages, specific species from natural forests can typically not be easily substituted from plantation areas. This is particularly true for some species that grow in northeastern China, including Mongolian oak, Chinese ash, and Korean pine \u2013 all valuable and commercially significant hardwood species that are particularly prized by flooring, furniture, and plywood industries.<\/p>\n<\/li>\n<li dir=\"ltr\">\n<p dir=\"ltr\"><span id=\"docs-internal-guid-6f6c2388-98f4-8234-a96b-8f87febc3be3\">That\u2019s not to say that these commercially desirable species will be completely off limits in natural forests.\u00a0<\/span>While the ban may make it more difficult <span data-scayt-lang=\"en_GB\" data-scayt-word=\"tolaunder\">to<\/span><a href=\"https:\/\/forest-trends.org\/blog\/2015\/10\/26\/forests-win-big-with-lumber-liquidators-settlement\/\">launder<\/a><a href=\"https:\/\/forest-trends.org\/blog\/2015\/10\/26\/forests-win-big-with-lumber-liquidators-settlement\/\"> wood<\/a>\u00a0through China\u2019s market, some quantity will remain available through both legal and illegal channels, possibly undermining the ban\u2019s purpose. One concerning loophole is <span data-scayt-lang=\"en_GB\" data-scayt-word=\"thatnon-commercial\">that<\/span>non-commercial logging is allowed as long as no more than 49.5 million m3\u00a0is harvested during the next five years \u2013 that covers forest management <span data-scayt-lang=\"en_GB\" data-scayt-word=\"practices\">practices<\/span> like \u201cforest thinning\u201d for the sake of tree growth and overall health. The caveat here is that in many countries, thinning has been regularly invoked as a <span data-scayt-lang=\"en_GB\" data-scayt-word=\"pretense\">pretense<\/span> for more intensive logging. Add to that some additional volume of these wood species that\u2019s bound to reach the market as a result of plain-old illegal logging.<\/p>\n<\/li>\n<li dir=\"ltr\">\n<p dir=\"ltr\"><span id=\"docs-internal-guid-6f6c2388-98f4-8234-a96b-8f87febc3be3\">The logging ban will likely also have ripple effects in other countries\u2019 forests.\u00a0<\/span>As it is, imported timber accounts for more than half of China\u2019s total timber supply. With the new logging ban in place,\u00a0<a href=\"https:\/\/www.ihb.de\/wood\/news\/China_logging_ban_42300.html\">China is expected to fix its gaze<\/a>\u00a0abroad to meet domestic demand with even more imported timber. Already, evidence suggests that a large portion of the wood imports entering China are illegally <span data-scayt-lang=\"en_GB\" data-scayt-word=\"sourced\">sourced<\/span> \u2013 particularly\u00a0<a href=\"https:\/\/forest-trends.org\/releases\/p\/hongmu-consumption-boom\">certain rosewood species<\/a>\u00a0from the Mekong region of Southeast Asia and, increasingly, from Africa. In addition, the limited availability of desirable species that plantations can\u2019t supply could exacerbate the existing illegal logging issues in the Russian Far East, whose temperate forests border China\u2019s and share many of the same species. \u00a0Intensifying the demand for these imports could inflict additional damage to already-vulnerable forests by making both legal and illegal channels to China more lucrative for international traders.\n<\/p>\n<\/li>\n<\/ul>\n<p dir=\"ltr\"><span id=\"docs-internal-guid-6f6c2388-98f4-8234-a96b-8f87febc3be3\">In essence, by protecting its own natural forests without diligently ensuring the legality of the wood it imports, China is simply \u201cexporting\u201d environmental harm \u2014 often to countries with poor governance and enforcement where regulations are routinely undermined. In order for China\u2019s efforts to work towards a more sustainable future to be sustainable for the planet adequate protections against inadvertently promoting ecological damage elsewhere need to be in place and reinforced.<\/span>\n<\/p>\n<p dir=\"ltr\"><em><span id=\"docs-internal-guid-6f6c2388-98f4-8234-a96b-8f87febc3be3\">Biog details are <a
