Commuters dash from the subway station towards rows of red bicycles lined up next to a bus stop. With a quick swipe of a card, each person grabs a bike and they are\u00a0off, disappearing into the crowd.<\/span><\/p>\n<p>Between 80-90% of bikes on Hangzhou\u2019s streets belong to the public \u2018red\u2019 bike hire scheme. Across the city, 3,000 rental points service a network of 84,000 bicycles. Around 280,000 bike journeys are made daily \u2013 making it the world\u2019s largest public bike hire scheme. \u00a0The scheme represents just one part of a <a href=\"https:\/\/hzdaily.hangzhou.com.cn\/hzrb\/html\/2015-12\/04\/content_2140546.htm\">public transport revolution<\/a> that is shifting dependency away from petrol and diesel towards cleaner forms of energy.<br \/>\n<iframe loading=\"lazy\" src=\"https:\/\/www.youtube.com\/embed\/9JezEpQRAPw\" width=\"560\" height=\"315\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><br \/>\n<em>(This film was shot and produced by Lydia McMullen-Laird\u00a0and edited by Lu Wei)<\/em><\/p>\n<p><span id=\"docs-internal-guid-87a71879-0f79-4e7f-2d13-39734a795ea1\"><strong>The \u201cFive-in-one\u201d plan<\/strong><\/span><\/p>\n<p>Hangzhou, a city of 6.4 million people\u00a0near\u00a0Shanghai, will host this year\u2019s G20 summit and\u00a0has become synonymous with a new technology-driven approach to public transport design. Despite improvements, harmful <a href=\"https:\/\/www.chinadialogue.net\/blog\/7800--Rising-car-use-and-smog-sullies-China-s-most-photogenic-city\/en\">vehicle emissions<\/a> have continued to rise, forcing the government to go even further in its encouragement of greener transport\u00a0and cleaner fuels.<\/p>\n<p>In 2008, Hangzhou was designated one of eight Chinese cities to trial low-carbon schemes. Local authorities said Hangzhou\u2019s consumption of fossil fuels could <a href=\"https:\/\/www.brookings.edu\/~\/media\/research\/files\/papers\/2015\/07\/22-china-low-carbon-pilot-wang-song-dong\/%E6%9D%AD%E5%B7%9E%E5%92%8C%E5%AE%81%E6%B3%A2%E4%BD%8E%E7%A2%B3%E8%AF%95%E7%82%B9%E5%BB%BA%E8%AE%BE%E7%9A%84%E5%AE%9E%E8%B7%B5%E4%B8%8E%E5%90%AF%E7%A4%BA.pdf\">peak<\/a> by 2020 &#8211; 10 years\u00a0ahead of the national target. Efforts to replace coal use with gas, restructure industry\u00a0and promote carbon trading began in earnest.<\/p>\n<p><span id=\"docs-internal-guid-87a71879-0f79-4e7f-2d13-39734a795ea1\">City planners decided to focus\u00a0on the city\u2019s creaking public transportation system, responsible for one-fifth of the city\u2019s total emissions.<\/span><\/p>\n<p>The scheme became known as the \u201cFive-in-One\u201d plan because it integrated five modes of transport into one single network: subway lines, buses, taxis, public hire bikes and river buses.<\/p>\n<p>The bike hire scheme, started in 2009, was the first stage.<\/p>\n<p><strong>The world\u2019s largest bike hire scheme<\/strong><\/p>\n<p>Between 2003 &#8211; 2005, 40% of journeys in Hangzhou were made by bicycle. The city is famous for its <a href=\"https:\/\/travel.cnn.com\/shanghai\/visit\/explore-hangzhou\/longjing-village-hangzhous-ultimate-green-tea-experience-302902\/\">tea fields<\/a> and West Lake, where tourists flock at weekends.<\/p>\n<p>Its flat terrain and mild climate make cycling a popular choice. But over a decade\u00a0ago the proportion of people cycling plunged\u00a0as Hangzhou\u2019s new middle classes began buying cars.<\/p>\n<p>Hangzhou\u2019s city planners began building a public bike hire scheme for locals and visitors in response to rising traffic congestion. It was China\u2019s first.<\/p>\n<p>Initially there were only 300 rental points clustered around scenic areas. By 2009, this had almost tripled to 800 rental points supporting a network of 20,000 bikes.<\/p>\n<p>The second part of the plan was to introduce electric vehicles to reduce congestion and vehicle exhaust fumes. More recent innovations have included the introduction of\u00a0low carbon road\u00a0lighting and\u00a0river shipping that uses less energy.\u00a0Hangzhou\u2019s 123-kilometre ring road is now lit by LED rather than sodium lights \u2013 saving 60% on electricity bills.<\/p>\n<p><strong><a href=\"https:\/\/dialogue.earth\/en\/cities\/9036-chinese-cities-crack-down-on-electric-bikes\/\">See also: Chinese cities crack down on electric bikes\u00a0<\/a><\/strong><\/p>\n<p><strong>Greener consumption<\/strong><\/p>\n<p>Hangzhou\u2019s growing economy has attracted people and businesses, putting greater pressure on the local transport system in recent years and driving up emissions.<\/p>\n<p>Part of the ongoing problem is Hangzhou\u2019s energy structure \u2013 there is too much reliance on fossil fuels. In 2010 over 99% of transportation in the city was fuelled by diesel or petrol, despite efforts to address to\u00a0prevent lock-in of such fuels in transport.<\/p>\n<p>While these efforts have paid off to some extent &#8211; by 2013, the percentage of public transport dependent on fossil fuels had fallen to 96% &#8211; there is obviously\u00a0still a long way to go.<\/p>\n<p><strong>A green future?<\/strong><\/p>\n<p>Over the next three years, Hangzhou is investing 800 million yuan in clean and new energy, which is expected to cut carbon emissions by 50,000 tonnes. Using clean energy is part of a bigger plan to reduce emissions which, it is\u00a0hoped, will reduce carbon emissions from transportation by 310,000 tonnes by 2018.<\/p>\n<p>\u201cThis year we\u2019re rolling out 10,000 electric vehicles, 6,000 rental vehicles, 1,000 delivery vehicles, and 1,000 private cars,\u201d said Zhu Yulong, head of the city\u2019s transportation and shipping bureau. This includes a 500-strong fleet of electric buses to be put into operation before the G20 summit in September.<\/p>\n<p><span id=\"docs-internal-guid-87a71879-0f79-4e7f-2d13-39734a795ea1\"><a href=\"https:\/\/www.ibgbuy.com\/article-2644.html\">Benefits for businesses and commuters going electric<\/a><\/span> include easier parking and fewer traffic restrictions.<\/p>\n<p>Chinese household consumption is shifting from spending on food and clothes toward housing and travel, said\u00a0<span id=\"docs-internal-guid-87a71879-0f79-4e7f-2d13-39734a795ea1\"><a href=\"https:\/\/www.sppm.tsinghua.edu.cn\/szdw\/qzjs\/26efe4891e2a9c84011e391ce0650023.html\">Qi Ye<\/a><\/span>, professor at <a href=\"https:\/\/www.sppm.tsinghua.edu.cn\/\">Tsinghua University\u2019s School of Public Policy and Management<\/a>.<\/p>\n<p><span id=\"docs-internal-guid-87a71879-0f79-4e7f-2d13-39734a795ea1\">Chinese people now want better transportation and homes which will inevitably lead to emissions rising further, he said\u00a0<\/span>at the release of the <a href=\"https:\/\/www.caijing.com.cn\/ditanfazhan2016\/\">China Low-Carbon Development Report 2015-2016<\/a>.<\/p>\n<p><span id=\"docs-internal-guid-87a71879-0f79-4e7f-2d13-39734a795ea1\">But how to get people onto public transport? <\/span><a href=\"https:\/\/baike.baidu.com\/view\/55035.htm\">Du Xiangwan<\/a>, a member of the Chinese Academy of Engineering, thinks that policy choices can guide people towards low-carbon lifestyles.<\/p>\n<p><span id=\"docs-internal-guid-87a71879-0f79-4e7f-2d13-39734a795ea1\">He offered Paris as an example. The French capital subsidises small cars and imposes higher taxes on large ones. And although there are five million cars in the city, the public transportation network is so good that many people prefer not to drive. Also, if PM2.5 levels reach 50, all public transport becomes free of charge so that drivers can be enticed to leave their cars at home.<\/span><\/p>\n<p><b>Disruptive technologies<\/b><\/p>\n<p>Despite the challenges, the way Hangzhou residents travel around the city has been transformed.<\/p>\n<p>Ji Jinghang is head of the <a href=\"https:\/\/www.dtkjg.com\/cn\/Default.aspx\">Hangzhou Low-Carbon Technology Museum<\/a> and a member of Hangzhou\u2019s army of cyclists. He says\u00a0he\u00a0rarely drives now that the subway is open and has not taken a taxi in almost a year.<\/p>\n<p><span id=\"docs-internal-guid-87a71879-0f79-4e7f-2d13-39734a795ea1\">Those who live further away from the city centre prefer \u201csharing\u201d options \u2013 such as Uber and its Chinese counterpart Didi Da Che. Others opt to take a regular taxi to the nearest subway station then continue on public transport.<\/span><\/p>\n<p>Taxi drivers,\u00a0who are suffering a\u00a0loss of business, are most disgruntled by the changes.<\/p>\n<p>A short survey of Hangzhou taxi drivers by <em>chinadialogue<\/em> revealed that all but one are pessimistic about the new regulations. One driver said he would be looking for new work once his contract was up, while another complained of exhaustion from working extra hours to make up for shortfall in customers.<\/p>\n<p><span id=\"docs-internal-guid-87a71879-0f79-4e7f-2d13-39734a795ea1\">Zhang Liqiang says this must be understood in the context of market changes.<\/span><\/p>\n<p>\u201cHangzhou has already set up a taxi drivers association to ensure the drivers have better rest and catering facilities. But we need to cut emissions. If car-sharing can reduce congestion and emissions, and make travel more convenient, that\u2019s what will happen.\u201d\u200b<\/p>\n","protected":false},"excerpt":{"rendered":"<p>G20 meeting host
