{"id":33826,"date":"2016-04-15T12:59:00","date_gmt":"2016-04-15T12:59:00","guid":{"rendered":""},"modified":"2020-10-20T08:55:09","modified_gmt":"2020-10-20T08:55:09","slug":"8826-dying-for-an-iphone-the-lives-of-chinese-workers","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/business\/8826-dying-for-an-iphone-the-lives-of-chinese-workers\/","title":{"rendered":"Dying for an iPhone: the lives of Chinese workers"},"content":{"rendered":"<p dir=\"ltr\">Apple\u2019s appeal of a court order to unlock a dead terrorist\u2019s iPhone for the FBI has attracted huge public attention and <a href=\"https:\/\/www.apple.com\/pr\/library\/2016\/03\/03Amicus-Briefs-in-Support-of-Apple.html\">support from<\/a> privacy advocates, fellow tech companies and even human rights groups. Apple has taken advantage of the heated debate to position itself as a champion of digital privacy rights.<\/p>\n<p><span id=\"docs-internal-guid-09185b9b-1a08-9a1c-344e-f4ae133d18e6\">By contrast, public attention to the abuse of workers and poor conditions in the factories of Apple\u2019s suppliers has long faded. It is now over six years since 18 young workers committed suicide in <\/span><a href=\"https:\/\/apjjf.org\/-Jenny-Chan\/3408\/article.html\">Taiwanese-owned Foxconn<\/a> factories \u2013 at the time the sole manufacturer of iPhones.<\/p>\n<p dir=\"ltr\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone\" style=\"width: 560px; height: 558px;\" src=\"https:\/\/chinadialogue-production.s3.amazonaws.com\/uploads\/content_image\/content_image\/1071\/Screen_Shot_2016-04-15_at_14.16.17.png\" alt=\"Foxconn locations in Greater China, 1974-2016.\" width=\"594\" height=\"592\" \/><br \/>\n<span class=\"caption\">Foxconn locations in Greater China, 1974-2016. (Sources: Foxconn Technology Group websites)<\/span><\/p>\n<p><span id=\"docs-internal-guid-09185b9b-1a08-9a1c-344e-f4ae133d18e6\">Apple has since shifted<\/span> part of its orders to other suppliers to minimise the reputational risks and intensify pressure on Foxconn, but has failed to address the fundamental problem in its supply chains. The relentless demands Apple imposes on its manufacturing subcontractors for low prices and high productivity continue to jeopardise workers\u2019 health and well-being. In its latest\u00a0<a href=\"https:\/\/www.apple.com\/supplier-responsibility\/progress-report\/\">Supplier Responsibility Progress Report<\/a>\u00a0released in March Apple\u00a0neither disclosed the unit price for iPhone assembly nor the product delivery time.<\/p>\n<p><span id=\"docs-internal-guid-09185b9b-1a08-9a1c-344e-f4ae133d18e6\">Between June 2010 and February 2016, we joined hands with a multi-university research team and Hong Kong-based labour rights group SACOM (Students and Scholars Against Corporate Misbehavior) to conduct fieldwork in Greater Shanghai, Guangdong, Sichuan, Henan, and Shanxi provinces, where Foxconn recruits large numbers of workers and student interns to fuel its 24-hour assembly lines.<\/span><\/p>\n<p>As Foxconn has extended its empire further inland with the help of government subsidies, labour conflicts have repeatedly erupted, prompting image-conscious brands to call for changes at their suppliers. Unfortunately, companies prefer quick fixes, such as the toll-free hotline at which Foxconn workers can report \u201cany abuses\u201d to Apple directly, rather than rethinking their drive for speedy production at \u201ccompetitive prices.\u201d This overwhelming pressure is the major source of contradictions in <a href=\"https:\/\/onlinelibrary.wiley.com\/doi\/10.1111\/ntwe.12008\/full\">the buyer-driven global production model<\/a>.<\/p>\n<p><span id=\"docs-internal-guid-09185b9b-1a08-9a1c-344e-f4ae133d18e6\">\u201cGrowth, thy name is suffering\u201d\u2014<\/span>Gou\u2019s Quotations<span id=\"docs-internal-guid-3f86760e-1a01-d4d4-1f38-14dd4c78d08d\"><img decoding=\"async\" style=\"width: 250px; height: 330px; float: right; margin: 3px;\" src=\"https:\/\/chinadialogue-production.s3.amazonaws.com\/uploads\/content_image\/content_image\/1074\/Screen_Shot_2016-04-15_at_14.04.02.png\" alt=\"\" \/><\/span><\/p>\n<p>Gou\u2019s Quotations is a collection of aphorisms reflecting Foxconn founder and CEO Terry Gou\u2019s work philosophy.<\/p>\n<p dir=\"ltr\" style=\"margin-left: 36pt;\"><em><span id=\"docs-internal-guid-09185b9b-1a08-9a1c-344e-f4ae133d18e6\">Outside the lab, there is no high-tech, only implementation of discipline.<\/span><\/em><\/p>\n<p dir=\"ltr\" style=\"margin-left: 36pt;\"><em><span id=\"docs-internal-guid-09185b9b-1a08-9a1c-344e-f4ae133d18e6\">Execution is the integration of speed, accuracy, and precision.<\/span><\/em><\/p>\n<p dir=\"ltr\" style=\"margin-left: 36pt;\"><em><span id=\"docs-internal-guid-09185b9b-1a08-9a1c-344e-f4ae133d18e6\">Value efficiency every minute, every second.<\/span><\/em><\/p>\n<p dir=\"ltr\" style=\"margin-left: 36pt;\"><em><span id=\"docs-internal-guid-09185b9b-1a08-9a1c-344e-f4ae133d18e6\">Achieve goals or the sun will no longer rise.<\/span><\/em><\/p>\n<p dir=\"ltr\" style=\"margin-left: 36pt;\"><em><span id=\"docs-internal-guid-09185b9b-1a08-9a1c-344e-f4ae133d18e6\">The devil is in the details.<\/span><\/em><\/p>\n<p><span id=\"docs-internal-guid-09185b9b-1a08-9a1c-344e-f4ae133d18e6\">Apple\u2019s new ultra-thin iPhones scratch so easily that they must be held in protective cases during assembly. This makes workers\u2019 delicate operations even more difficult, but no extra time is given to complete the work. A worker explained, \u201cThe precision requirement for the screens of the iPhone cannot be detected by human eyes. We use microscopes to check product appearance. It\u2019s impossibly strict.\u201d These new standards are causing workers painful eye strain and headaches.<\/span><\/p>\n<p>The <a href=\"https:\/\/www.truth-out.org\/news\/item\/29180-despite-claims-of-progress-labor-violations-and-environmental-atrocities-continue-to-plague-apple-s-supply-chain\">environment, health and safety hazards at Apple\u2019s suppliers<\/a> have continued to draw attention from labour and green groups at home and abroad. \u00a0A vigorous civil society campaign to clean up Apple has waged in China, with\u00a0a\u00a0<a href=\"https:\/\/www.chinadialogue.net\/article\/show\/single\/en\/4495\">series of reports<\/a>\u00a0published by a coalition of domestic green groups exposing serious violations at some of the company\u2019s contractors. This\u00a0highlighted the potential of <a href=\"https:\/\/www.chinadialogue.net\/article\/show\/single\/en\/4923-Consumer-power-for-China-\">Chinese consumers to exercise oversight<\/a> over the brands that produce their everyday products.<\/p>\n<p><a href=\"https:\/\/dialogue.earth\/en\/business\/4921-living-with-foxconn\/\">Read also: Living with Foxconn<\/a><br \/>\n<img decoding=\"async\" style=\"float: left; width: 250px; height: 330px; margin: 3px;\" src=\"https:\/\/chinadialogue-production.s3.amazonaws.com\/uploads\/content_image\/content_image\/1068\/Screen_Shot_2016-04-15_at_14.16.34.png\" alt=\"\" \/><\/p>\n<p>However, when it comes to workers&#8217; conditions, little appears to have changed. Workers we interviewed reported other major health concerns. At Foxconn Kunshan\u2019s factory near Shanghai one worker said, \u201cProlonged direct contact with nickel in metal alloys and electroplating materials affects human skin. If I already have a rash, it will itch even more.\u201d At Foxconn Chengdu\u2019s \u201ciPad city\u201d workers operated polishing machines that produce clouds of microscopic aluminium dust 12 hours a day. \u201cI\u2019m breathing aluminium dust at Foxconn like a vacuum cleaner,\u201d said one worker. With the workshop windows tightly shut, workers felt as if they were \u201csuffocating.\u201d<\/p>\n<p><span id=\"docs-internal-guid-09185b9b-1a08-9a1c-344e-f4ae133d18e6\"><strong>Student interns or cheap workers?<\/strong><\/span><\/p>\n<p>One of the biggest concerns that emerged about Foxconn\u2019s labour practices is its <a href=\"https:\/\/www.ccsp.ox.ac.uk\/sites\/sias\/files\/person\/documents\/2015%20Asian%20Studies1(1)%20Interns%20or%20Workers%20Chan%20Pun%20Selden_0.pdf\">\u201cinternship\u201d program<\/a>me for teenage students. In a Foxconn business group that exclusively serves Apple, 28,044 \u201cstudent interns\u201d from over 200 schools were working alongside rural migrant workers in Shenzhen in 2010, a six-fold increase from 2007. Overall, Foxconn used the labour of 150,000 student interns \u2014 15% of its entire Chinese workforce \u2014 during the summer of 2010. It continues to hire new interns as cheap and flexible labour today.<\/p>\n<p><span id=\"docs-internal-guid-09185b9b-1a08-9a1c-344e-f4ae133d18e6\">The Chinese government has established massive student internship programmes that purport to offer paid training for secondary vocational school students. The training is supposed to be related to students\u2019 field of study and working over eight hours a day is strictly prohibited.<\/span><\/p>\n<p><span id=\"docs-internal-guid-3f86760e-1a01-d4d4-1f38-14dd4c78d08d\"><img decoding=\"async\" style=\"width: 560px; height: 573px;\" src=\"https:\/\/chinadialogue-production.s3.amazonaws.com\/uploads\/content_image\/content_image\/1077\/Screen_Shot_2016-04-15_at_14.22.53.png\" alt=\"\" \/><\/span><br \/>\n<span class=\"caption\"><span id=\"docs-internal-guid-09185b9b-1a1b-9ec8-1cdd-10c2eb4b18ca\">Sichuan Zhongjiang Vocational School students, many of them 16 years of age, arrived at Foxconn Chengdu in the morning on 3 March 2011 to begin \u201cinternships,\u201d which lasted from three months to one year. (Photo credit: Jenny Chan)<\/span><\/span><\/p>\n<p>However, our interviews with 38 interns from eight schools revealed that local governments and Foxconn collude in evading these rules. Sixteen-year-old Cao Wang (the names of all interviewees are aliases), who was studying textiles and fashion, was required to do nothing but tighten screws for 12 hours a day throughout her internship; Chen Hui, a 16-year-old construction student, polished iPad casings; Yu Yanying, 17, studying petro-chemistry, stuck labels on iPad boxes.<\/p>\n<p>One student explained: \u201cOur teacher announced that every vocational school in the province had to cooperate with the local government and send students to Foxconn to take up internships.\u201d<\/p>\n<p>But there was in fact no skills training program and no assignment based on their field of study. From day one, students did the same jobs as workers in the factory for up to one year, saving Foxconn money and providing it with a disposable labour force that could be \u201csent back to the school\u201d when peak production periods had passed.<\/p>\n<p dir=\"ltr\" style=\"margin-left: 36pt;\"><em><span id=\"docs-internal-guid-09185b9b-1a08-9a1c-344e-f4ae133d18e6\">Here<\/span><\/em><\/p>\n<p dir=\"ltr\" style=\"margin-left: 36pt;\"><em><span id=\"docs-internal-guid-09185b9b-1a08-9a1c-344e-f4ae133d18e6\">The foam lining highlights the perfection of Apple<\/span><\/em><\/p>\n<p dir=\"ltr\" style=\"margin-left: 36pt;\"><em><span id=\"docs-internal-guid-09185b9b-1a08-9a1c-344e-f4ae133d18e6\">But not our tomorrow<\/span><\/em><\/p>\n<p dir=\"ltr\" style=\"margin-left: 36pt;\"><em><span id=\"docs-internal-guid-09185b9b-1a08-9a1c-344e-f4ae133d18e6\">The scanner repeatedly announces \u201cOK\u201d<\/span><\/em><\/p>\n<p dir=\"ltr\" style=\"margin-left: 36pt;\"><em><span id=\"docs-internal-guid-09185b9b-1a08-9a1c-344e-f4ae133d18e6\">But not the \u201cFAIL\u201d in our hearts<\/span><\/em><\/p>\n<p dir=\"ltr\" style=\"margin-left: 36pt;\"><em><span id=\"docs-internal-guid-09185b9b-1a08-9a1c-344e-f4ae133d18e6\">24 hours a day, the blinding lamps illuminate the iPhones<\/span><\/em><\/p>\n<p dir=\"ltr\" style=\"margin-left: 36pt;\"><em><span id=\"docs-internal-guid-09185b9b-1a08-9a1c-344e-f4ae133d18e6\">Scrambling our days and nights<\/span><\/em><\/p>\n<p dir=\"ltr\" style=\"margin-left: 36pt;\"><em><span id=\"docs-internal-guid-09185b9b-1a08-9a1c-344e-f4ae133d18e6\">Thousands of repeated movements accomplish impeccable work<\/span><\/em><\/p>\n<p dir=\"ltr\" style=\"margin-left: 36pt;\"><em><span id=\"docs-internal-guid-09185b9b-1a08-9a1c-344e-f4ae133d18e6\">Testing the limits of our painful, numb shoulders<\/span><\/em><\/p>\n<p dir=\"ltr\" style=\"margin-left: 36pt;\"><em><span id=\"docs-internal-guid-09185b9b-1a08-9a1c-344e-f4ae133d18e6\">Each screw turns diligently<\/span><\/em><\/p>\n<p dir=\"ltr\" style=\"margin-left: 36pt;\"><em><span id=\"docs-internal-guid-09185b9b-1a08-9a1c-344e-f4ae133d18e6\">But they can\u2019t turn around our future.<\/span><\/em><\/p>\n<p dir=\"ltr\" style=\"margin-left: 36pt;\"><span id=\"docs-internal-guid-09185b9b-1a08-9a1c-344e-f4ae133d18e6\">\u2014A Foxconn worker\u2019s poem <\/span><\/p>\n<p dir=\"ltr\"><span id=\"docs-internal-guid-09185b9b-1a08-9a1c-344e-f4ae133d18e6\">On 18 February 2014, Jacky Haynes, senior director of Apple\u2019s Supplier Responsibility Program, briefly addressed our concerns about protecting the rights of workers and teenaged student interns.<\/span> \u201cOver the years, we have increased the prices we pay to suppliers in order to support wage increases for workers. Confidentiality agreements prevent us from providing the data you\u2019re requesting,\u201d she said. In other words, Apple, the world\u2019s most profitable tech company, provided no evidence to substantiate its claim these price increases were passed on to workers as higher wages.<\/p>\n<p><span id=\"docs-internal-guid-09185b9b-1a08-9a1c-344e-f4ae133d18e6\"><strong>The lives of Chinese workers<\/strong><\/span><\/p>\n<p>The Foxconn suicides can be understood as an extreme form of labour protest to expose an inhumane workplace. But many more workers are standing up to defend their rights and interests in other ways. Text messaging and online group discussion services have facilitated faster organising and more face-to-face meetings in factory dormitories and other private spaces. In past years, work slowdown, strikes, riots, massive suicide threats, and lawsuits were staged among angry workers, calling for reform of enterprise-level <a href=\"https:\/\/www.ccsp.ox.ac.uk\/sites\/sias\/files\/person\/documents\/Chan%20Pun%20Selden%20ch%2024%20Chinese%20Labor%20Protest%20and%20Trade%20Unions_0.pdf\">trade unions<\/a>. On 5 October 2012, nearly 3,000 workers bypassed the company trade union and walked out of the workshop, paralysing dozens of production lines at Foxconn\u2019s Zhengzhou \u201ciPhone city\u201d in central China. Following disruptions during the day shift, senior managers simply imposed tighter deadlines and more stringent quality standards on night-shift workers. In that case, the workers failed to win the rest periods they sought.<\/p>\n<p><span id=\"docs-internal-guid-09185b9b-1a08-9a1c-344e-f4ae133d18e6\">\u201cRealise the great Chinese dream, build a harmonious society,\u201d intones a government banner. The definition of that dream and the determination of who may claim it are fiercely contested by workers and by the Chinese state.
