{"id":33847,"date":"2016-04-20T15:06:00","date_gmt":"2016-04-20T15:06:00","guid":{"rendered":""},"modified":"2020-10-19T21:16:40","modified_gmt":"2020-10-19T21:16:40","slug":"8847-special-report-climate-change-poses-grave-threats-to-china-s-essential-infrastructure","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/climate\/8847-special-report-climate-change-poses-grave-threats-to-china-s-essential-infrastructure\/","title":{"rendered":"Special report: Climate change poses grave threats to China&#8217;s essential infrastructure"},"content":{"rendered":"\n<p>Extreme weather events in China, expected to become increasingly common because of climate change, pose&nbsp;a grave threat to essential infrastructure that provides running water, electricity, road&nbsp;and railway connections to at least 100 million people.&nbsp;<\/p>\n\n\n\n<p>That&#8217;s one of the main findings of research by the&nbsp;UK&#8217;s&nbsp;Oxford University in collaboration with Beijing Normal University.&nbsp;It&nbsp;concludes&nbsp;that China&#8217;s&nbsp;planners need to do much more to account for the impacts of&nbsp;severe droughts, heatwaves, rising sea levels&nbsp;and floods by making infrastructure more resilient and &#8216;climate-proof&#8217;.&nbsp;<\/p>\n\n\n\n<p>Flooding in 2011&nbsp;in China&#8217;s&nbsp;eastern&nbsp;<a href=\"https:\/\/www.bbc.co.uk\/news\/world-asia-pacific-13831068\">Zhejiang and Hubei provinces<\/a>&nbsp;was a foretaste of the huge disruption that climate change is expected to unleash.<\/p>\n\n\n\n<p>Then,&nbsp;28 rail links, 21,961 roads and 49 airports endured major damage and disruption, while&nbsp;the same extreme weather event resulted in the&nbsp;failure of 8,516 electricity transmission lines, prompting the shutdowns of factories and cutting off power to millions of households.&nbsp;&nbsp;<\/p>\n\n\n\n<p><a href=\"https:\/\/www.mwr.gov.cn\/zwzc\/hygb\/zgshzhgb\/201311\/t20131104_515863.html\">Droughts in 2012 affected&nbsp;a substantial&nbsp;proportion of China\u2019s water supply<\/a> \u2013 thousands of reservoirs issued warnings of \u201cexceptional low water levels\u201d in provinces across the country, including&nbsp;Hubei in the centre, Yunnan in the southwest, and Heilongjiang in the northeast, resulting in water shortages in high-density&nbsp;urban areas. &nbsp;<\/p>\n\n\n\n<p>Rapid urbanisation has provided&nbsp;China with a&nbsp;vast amount of infrastructure, much of it new, and much of it at risk.&nbsp;<\/p>\n\n\n\n<p>The country has invested 8.5% of its GDP in building new roads, railways, airports, ports, power plants, grid infrastructure and water treatment works&nbsp;since 1992. That&nbsp;stock&nbsp;as a percentage of GDP is now&nbsp;<a href=\"https:\/\/www.mckinsey.com\/insights\/engineering_construction\/infrastructure_productivity\">71%, well&nbsp;above the global average.<\/a><\/p>\n\n\n\n<p>Nonetheless,&nbsp;by 2013&nbsp;China had become the world\u2019s largest infrastructure investor, overtaking the US and the EU. The&nbsp;country\u2019s expressway system, the second largest in the world, has been growing at an average of <a href=\"https:\/\/www.kpmg.com\/CN\/en\/IssuesAndInsights\/ArticlesPublications\/Documents\/transport-china-0804.pdf\">20% per year since 2000<\/a>. Its railway network&nbsp;\u2013 the world\u2019s third largest \u2013 contains&nbsp;6% of the world\u2019s track length and carries 25% of the world\u2019s traffic.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-extreme-weather\">Extreme weather&nbsp;<\/h2>\n\n\n\n<p>In the case of flooding and drought, China\u2019s second National Climate Change Impact Assessment says that the mean annual runoff will decrease by 2\u201310% in drought-prone northern China, while increasing&nbsp;by more than 20% in flood-prone southern China.<\/p>\n\n\n\n<p>This means that parched&nbsp;northern China will become even drier and the wet south will become more susceptible to flooding.<\/p>\n\n\n\n<p>Climate change not only affects existing infrastructure but also the that which is&nbsp;yet to be built.<\/p>\n\n\n\n<p>China\u2019s <a href=\"https:\/\/www.chinadialogue.net\/article\/show\/single\/en\/6461-The-environmental-downsides-of-urbanising-western-China\">Western Development Campaign<\/a>, for example, proposes four mega&nbsp;infrastructure projects: the West-to-East Electricity Project, the South-to-North Water Diversion Project&nbsp;and the West-to-East Gas Project. Between 2001 and 2010, the total investment in the West-to-East Project&nbsp;alone, excluding the Three Gorges Dam, <a href=\"https:\/\/www.ehv.csg.cn\/xdds\/gk\/201309\/t20130920_391.html.\">amounted to over 526.5 billion yuan<\/a> (US$75 billion).<\/p>\n\n\n\n<p>Despite the recent slowdown, China\u2019s economy is expected to surpass the US&nbsp;as the world\u2019s largest by 2020. Capital accumulation \u2013 which pays for infrastructure investment and has contributed approximately 70% of GDP growth since 1952 \u2013 will still remain one of the main contributors to growth for many years to come.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-identifying-the-hotspots\">Identifying the&nbsp;hotspots<\/h2>\n\n\n\n<p>As the world\u2019s largest infrastructure investor, China has a lot to do when it comes to planning and implementing the adaptation efforts required by the 2015 <a href=\"https:\/\/www.chinadialogue.net\/article\/show\/single\/en\/8459-Paris-Agreement-gives-hope-in-fight-against-climate-change\">Paris Agreement <\/a>on climate change. Indeed, the National Strategy for Climate Adaptation prioritises the infrastructure sector and calls for a more systematic assessment of the risks involved.<\/p>\n\n\n\n<p>However, this is not an easy task. China&#8217;s infrastructure system is vast and complex to understand. There are additional uncertainties to factor in.&nbsp;Modelling how climate change affects extreme weather&nbsp;events is difficult if not impossible.&nbsp;<\/p>\n\n\n\n<p>The joint research by Oxford and Beijing Normal University&nbsp;has developed a suite of infrastructure (energy, transport, water, waste and ICT) models to understand how exposed China&#8217;s infrastructure is to various&nbsp;potential climate change impacts.<\/p>\n\n\n\n<p>They use a concept called the \u201cinfrastructure criticality hotspot\u201d which is defined as a geographical location where there is a concentration of critical infrastructure, measured according to the number of customers directly or indirectly dependent upon it. The basic idea is that these hotspots show areas where there are many infrastructures which are serving a large number of people.<\/p>\n\n\n\n<p>Figure 1 shows China\u2019s top infrastructure vulnerability hotspots, which are Beijing, Tianjin, Jiangsu, Shanghai and Zhejiang. These hotspots are highly exposed to potential climate change impacts.<\/p>\n\n\n\n<div class=\"wp-block-cd-article-image aligncenter block--article-image\" itemscope itemtype=\"http:\/\/schema.org\/ImageObject\"><div class=\"block--article-image__column\"><div class=\"block--article-image__image\"><img class=\"lazy\" data-src=\"https:\/\/dialogue.earth\/content\/uploads\/2016\/04\/china-infrastructure-hotspots.png\" data-srcset=\"https:\/\/dialogue.earth\/content\/uploads\/2016\/04\/china-infrastructure-hotspots.png 605w\" data-sizes=\"(max-width: 600px) 768px, (max-width: 1024px) 1024px, 605px\"\/><\/div><div class=\"block--article-image__content\"><div itemprop=\"caption\" class=\"block--article-image__caption\">China\u2019s infrastructure hotspots: red spots indicate high vulnerability. Natural Hazards.<\/div><\/div><\/div><meta itemprop=\"contentUrl\" content=\"https:\/\/dialogue.earth\/content\/uploads\/2016\/04\/china-infrastructure-hotspots.png\"\/><meta itemprop=\"contentSize\" content=\"61 KB\"\/><meta itemprop=\"height\" content=\"483\"\/><meta itemprop=\"width\" content=\"605\"\/><meta itemprop=\"author\"\/><meta itemprop=\"representativeOfPage\" content=\"true\"\/><\/div>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-hundreds-of-millions-at-risk\">Hundreds of millions at risk<\/h2>\n\n\n\n<p>The above infrastructure hotspots indicate China\u2019s potential vulnerability to natural disasters.&nbsp;Using advanced hydrological models, the researchers investigated how these areas may be affected by flooding and drought hazards which could be exacerbated by climate change.<\/p>\n\n\n\n<p>With regard to flooding, they found railways, aviation, shipping, electricity, and wastewater&nbsp;in Anhui, Beijing, Guangdong, Hebei, Henan, Jiangsu, Liaoning, Shandong, Shanghai, Tianjin, Zhejiang \u2014 and their 66 cities \u2014 are exceptionally exposed. The average number of people who use these&nbsp;services and could be disrupted by the impacts of flooding stands at 103 million.<\/p>\n\n\n\n<p>Drought, on the other hand, whereby a lack of water supply may result in suspension of energy production, could affect 6 million electricity users. The southern border of Inner Mongolia, Shandong, Shanxi, Hebei, north Henan, Beijing, Tianjin, south-west of Jiangsu \u2014 and their 99 cities \u2014 are especially at risk.<\/p>\n\n\n\n<p>For those who live in&nbsp;\u201cinfrastructure hotspots\u201d, critical&nbsp;services&nbsp;such as water and electricity supply&nbsp;could be at risk. This could mean more power failures, increased traffic jams and competition for water supply. The cost&nbsp;of electricity and running water will rise and mobility&nbsp;would&nbsp;be restricted.<\/p>\n\n\n\n<p>Recognising the risks, the Chinese government is taking firm action&nbsp;both in mitigation and adaptation to combat climate change impacts.<\/p>\n\n\n\n<p>Its <a href=\"https:\/\/www.wri.org\/indc-definition\">Intended Nationally Determined Contribution<\/a>&nbsp;on climate change, <a href=\"https:\/\/www.chinadialogue.net\/article\/show\/single\/en\/7985-China-aims-to-cut-carbon-intensity-6-65-in-national-climate-plan\">delivered to the UN<\/a> last year,&nbsp;sets out stringent policies and measures to reduce emissions. Robust adaptation strategies are also planned. These include the improvement of disaster risk warning systems, the introduction of higher engineering standards for new infrastructure and the requirement for comprehensive climate risk
