{"id":33853,"date":"2016-04-21T15:49:00","date_gmt":"2016-04-21T15:49:00","guid":{"rendered":""},"modified":"2020-10-19T20:55:00","modified_gmt":"2020-10-19T20:55:00","slug":"8853-early-start-date-eyed-for-paris-climate-agreement","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/climate\/8853-early-start-date-eyed-for-paris-climate-agreement\/","title":{"rendered":"Early start date eyed for Paris Climate Agreement"},"content":{"rendered":"<p>Around 170\u00a0countries on Friday signed the\u00a0<a href=\"https:\/\/www.chinadialogue.net\/article\/show\/single\/en\/8459-Paris-agreement-gives-hope-in-fight-against-climate-change\">Paris Climate Agreement<\/a>, a record number for an international treaty,\u00a0which\u00a0the UN says could yield early action and make the\u00a0deal\u00a0effective from next year. This would be well before the official start date of 2020.<\/p>\n<p>In order for the treaty to enter into force, at least 55 countries, representing at least 55% of greenhouse gas emissions, need to \u201cratify, accept, assent or approve\u201d following the April 22 <a href=\"https:\/\/www.bbc.co.uk\/news\/science-environment-36098310\">signing ceremony<\/a> in New York.<\/p>\n<p>Urging swift ratification, UN Secretary-General Ban Ki-moon\u00a0<a href=\"https:\/\/www.washingtonpost.com\/world\/the-latest-un-says-history-in-making-at-climate-signing\/2016\/04\/22\/8e0a1718-088e-11e6-bfed-ef65dff5970d_story.html\">told global leaders and ministers<\/a> on Friday that the world is in \u201ca race against time,\u201d referring to\u00a0all-time high\u00a0global temperatures, record ice loss and\u00a0unprecedented\u00a0levels of greenhouse gases\u00a0in the atmosphere.<\/p>\n<p>\u201cThe era of consumption without consequences is over,\u201d Ban said, adding:\u00a0\u201cWe must intensify efforts to decarbonise our economies.\u201d<\/p>\n<p>Some signatories, such as the EU, are expected to take at least 18 months to put last December\u2019s climate deal into action, as they have yet to decide how its 2030 climate target will be divided up among member states.<\/p>\n<p>Countries such as India and Japan will likely need to get a vote of\u00a0approval for the Paris Treaty from their respective parliaments.<\/p>\n<p>But some observers are increasingly confident that the process will be speeded up by early approval or assent\u00a0from large emitters, most notably China and the US, which between them account for around 40% of the world\u2019s output of GHGs.<\/p>\n<p>On Friday China&#8217;s\u00a0Vice Premier Zhang Gaoli said his government would ratify the Paris deal in time for the <a href=\"https:\/\/www.yahoo.com\/news\/china-ratify-paris-climate-change-deal-september-envoy-140008463.html\">G20 summit<\/a> to be held in Hangzhou in September.<\/p>\n<p>Optimism is growing that the Paris Agreement can avoid a lengthy hiatus, despite suggestions that many developing countries should delay signing or ratification to gain leverage with rich countries on issues such as finance.<\/p>\n<p>Getting countries to put pen to paper is the easy part. Much tougher will be ensuring and measuring that countries deliver what they promised at Paris, and whether they can step up their ambition in just a few years.<\/p>\n<p><em>[The World Resources Institute has\u00a0created a\u00a0<a href=\"https:\/\/cait.wri.org\/indc\/#\/ratification\">handy tool<\/a> that tracks countries&#8217; actions on the Paris Agreement, as has Climate Analytics, with its tracker linked <a href=\"https:\/\/climateanalytics.org\/hot-topics\/ratification-tracker\">here<\/a>]<\/em><\/p>\n<p>\u201cI think we will have [the Paris Agreement] in effect by 2018,\u201d UN climate chief Christiana Figueres told an event in London last week, adding that the need for urgency was paramount and that deep emissions cuts were at least a decade overdue.<\/p>\n<p>The world is now at \u201ctwo minutes to midnight,\u201d Figueres said, adding that if the world is to get to \u201cnet zero\u201d emissions in the second half of the century, \u201cwe would have to peak by 2020\u201d.<\/p>\n<p>She added that a business-as-usual scenario \u201cwould have us peaking somewhere between 2025 and 2035,\u201d underlining the need for decisive action much sooner.<\/p>\n<p>Extreme weather events linked with the cyclical El Ni\u00f1o<b>\u00a0<\/b>weather phenomenon have given policymakers a foretaste of the disasters expected to become commonplace in a warming world.<\/p>\n<p>Against this backdrop, a meeting this week of the UN\u2019s climate science panel, the International Panel on Climate Change (IPCC), will study the feasibility of cutting emissions so that a rise in average global temperatures can be restricted to 1.5C.<\/p>\n<p>This is the threshold that small island states and most vulnerable countries say is essential for their survival.<\/p>\n<p>Largely at their insistence, the 1.5C threshold was included in the Paris Agreement, but most developed countries, most notably EU member states, have based their proposed emissions cuts on a 2C figure as a more feasible outcome.<\/p>\n<p>Many scientists say that the rate that GHGs have been pumped into the atmosphere makes 1.5C impossible without huge deployment of technologies that can remove GHGs from the atmosphere.<\/p>\n<p>The\u00a0<a href=\"https:\/\/www.climateemergencyinstitute.com\/2c.html\">2C limit<\/a>, which is informed mainly by IPCC recommendations published in 2007, would condemn many of the most vulnerable countries to disaster, and emissions cuts proposed by countries in Paris last December are nowhere near deep enough, and put the world on a path to 3-3.5C warming.<\/p>\n<p>According to a <a href=\"https:\/\/www.alphagalileo.org\/ViewItem.aspx?ItemId=163109&amp;CultureCode=en\">report<\/a> released on Thursday, a 2C outcome \u2013 which is in itself a huge challenge \u2013 would lead to much higher sea levels that could swamp cities and coastal areas that are home to billions of people .<\/p>\n<p>Moreover, the research from Climate Analytics\u00a0says that 2C warming would make some parts of the world, particularly the Tropics, uninhabitable because of increasingly\u00a0extreme heat. Temperatures would likely rise to the point\u00a0that they would be beyond the capability of humans to endure.<\/p>\n<p>Meanwhile, countries\u00a0in the Mediterranean, which already have to deal with serious water crises,\u00a0would endure more frequent droughts.<\/p>\n<p>Climate policy analysts say that if the Paris Agreement is enacted early, a review mechanism or \u201cglobal stocktake\u201d in 2018 could put\u00a0countries under increasing pressure to agree deeper, faster carbon cuts.<\/p>\n<p>Another report released on April 21 has outlined the various scenarios that would be required for a rise in global temperatures to be capped at 2C or below.<\/p>\n<p>By the time of a <a href=\"https:\/\/www.wri.org\/blog\/2015\/12\/not-just-paris-future-how-paris-agreement-will-keep-accelerating-climate-action\">\u2018global stocktake\u2019<\/a> in 2018, countries will need to come to the table with revised plans for much deeper carbon cuts in most economic sectors after 2020, said a report co-authored by Climate Interactive, a research organisation, and MIT Sloan, a US business school.<\/p>\n<p>Without these deep cuts, it will be increasingly unfeasible to make cuts fast enough after 2030 so that a rise in temperatures is capped at 2C, it added.<\/p>\n<p>\u201cIt is like driving to an important meeting. You could get there safely if you leave now. Or you could wait, drive too fast, and risk a horrible accident,\u201d said Andrew Jones of Climate Interactive, one of the co-authors of the report.<\/p>\n<p>\u201cIf we improve the Paris pledges now, we can limit warming below 2C. If we wait and only ratchet up pledges post-2030, then we\u2019d have to reduce greenhouse gas emissions at a reckless and costly rate,\u201d he added.<\/p>\n<p>If a majority of major emitters put their commitments (known in UN-speak as <a href=\"https:\/\/www.caribbean360.com\/news\/un-chief-seeks-fast-paced-ratifications-climate-change-treaty\">Nationally Determined Contributions<\/a>) into action swiftly this could deliver other big benefits for the UN climate process.<\/p>\n<p><strong><a href=\"https:\/\/dialogue.earth\/en\/climate\/8866-why-much-more-is-needed-to-avoid-catastrophic-climate-change\/\">Why much more is needed to avoid catastrophic climate change<\/a><\/strong><\/p>\n<p><strong>Locking in<\/strong><\/p>\n<p>These include \u2018locking in\u2019 the US into the Paris Agreement ahead of a change in the White House early next year, through which a Republican, if elected, could block or try to reverse climate action.<\/p>\n<p>Early ratification or implementation would also send out a strong signal to <a href=\"https:\/\/www.theclimategroup.org\/what-we-do\/news-and-blogs\/political-momentum-for-carbon-pricing-unparalleled-say-leading-governments-and-businesses\/\">business and industry<\/a> that policymakers will work towards deeper emissions cuts over time, underlining the financial risks to investments in fossil fuels and give stronger incentives to low carbon technology such as renewables.<\/p>\n<p>&#8220;Those countries who are major emitters are also some of those with most to gain from prompt action to curb the threat of climate change because of the massive impacts it could have, not just on agricultural systems, transport or energy infrastructure but on bottom lines,&#8221; said the head of the Carbon Disclosure Project, one of the business groups that signed a letter last week urging early ratification by governments.<\/p>\n<p><strong>Carbon exposure <\/strong><\/p>\n<p>Many of the world\u2019s biggest companies, central banks, and a G20-appointed <a href=\"https:\/\/www.chinadialogue.net\/blog\/8395-G2-panel-to-assess-corporate-CO2\/en\">\u2018task force\u2019<\/a>, which will report by the end of this year, are investigating the threats to the global financial system if the world doesn\u2019t switch to low carbon investments quickly enough.<\/p>\n<p>A <a href=\"https:\/\/www.reuters.com\/article\/us-eu-finance-climatechange-idUSKCN0XB1Y5\">meeting<\/a> of EU finance ministers in the Netherlands this week proposed \u2018stress tests\u2019 for banks that would compel investors to calculate their exposure to extreme weather events and carbon-heavy assets.<\/p>\n<p><strong>Finance<\/strong><\/p>\n<p>Last weekend, Ban\u00a0called upon the <a href=\"https:\/\/www.postonline.co.uk\/post\/news\/2454721\/united-nations-secretary-general-asks-for-industrys-help-on-climate-change\">global insurance industry<\/a>, which has investment portfolios valued around US$25 trillion, to manage and reduce climate risks more effectively.<\/p>\n<p>This week\u2019s signing ceremony in New York\u00a0will also be part of a wider effort by the UN to encourage the implementation of the sustainable development goals and the scaling up of climate finance promised by developed countries, and turning the \u201cbillions into trillions\u201d that will be needed to deliver a decisive shift from fossil fuels.<\/p>\n<p><strong>Tests<\/strong><\/p>\n<p>Major tests will follow soon. UN climate talks resume next month, when climate negotiators will start framing how move to move the Paris Agreement forward so that targets can be deepened from 2018 and the necessary climate finance delivered.<\/p>\n<p>In some ways, the <a href=\"https:\/\/dailyplanet.climate-kic.org\/why-the-marrakesh-climate-summit-will-be-much-more-important-than-paris\/\">UN climate conference<\/a> in Marrakech, Morocco at the end of this year will be more important than Paris, as the nitty gritty essential to the working of a successful climate agreement will need to be agreed.<\/p>\n<p><strong>&#8216;Messy&#8217;<\/strong><\/p>\n<p>\u201cThe positive energy generated (by Paris), along with the mobilisation of both state and non-state actors, is a remarkable achievement,\u201d points out Chatham House in a <a href=\"https:\/\/www.chathamhouse.org\/publication\/post-paris-taking-forward-global-climate-change-deal\">briefing<\/a> released on April 21.<\/p>\n<p>It adds: \u201cHowever, the new regime is somewhat messy and unstandardised, and does not yet add up to a credible \u2018below 2C\u2019 pathway.\u201d<\/p>\n<p
