{"id":33997,"date":"2016-06-17T15:15:00","date_gmt":"2016-06-17T15:15:00","guid":{"rendered":""},"modified":"2020-10-09T14:51:13","modified_gmt":"2020-10-09T14:51:13","slug":"8997-will-the-outlook-for-the-latest-us-solar-town-stay-sunny","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/energy\/8997-will-the-outlook-for-the-latest-us-solar-town-stay-sunny\/","title":{"rendered":"Will the outlook for the latest US solar town stay sunny?\u00a0"},"content":{"rendered":"<p dir=\"ltr\"><span id=\"docs-internal-guid-f904ce22-2bdc-eab3-de99-98c350407c5a\"><a href=\"https:\/\/www.techinsider.io\/babcock-ranch-the-most-sustainable-town-in-america-2016-5\">Babcock Ranch<\/a>, located on cypress swamplands and pastures near Fort Myers, is marketed as \u201can eco-centric new town embedded in nature and powered by the sun, by innovation, and by the great outdoors.\u201d<\/span><\/p>\n<p>Up to 50,000 residents eventually are expected to live sustainable lives here, hailing rides on driverless electric cars or bicycling on trails through miles of lakeshore greenbelts.<\/p>\n<p>The sun will power a cutting-edge smart grid, electric vehicle charging stations and universal internet access.&nbsp;On the state-owned <a href=\"https:\/\/myfwc.com\/viewing\/recreation\/wmas\/cooperative\/babcock-ranch-preserve\">nature preserve<\/a> bordering Babcock Ranch, wild alligators, panthers and herds of boar roam on 73,000 acres.<\/p>\n<p>At&nbsp;the Earth Day <a href=\"https:\/\/www.babcockranchflorida.com\/blog\/earth-day-2016-with-babcock-ranch\">re-launch<\/a> in April, the hyperbole was reminiscent of international hoopla for far grander projects such as <a href=\"https:\/\/www.chinadialogue.net\/article\/show\/single\/en\/8631-Masdar-s-zero-carbon-dream-could-become-world-s-first-green-ghost-town\">Masdar&nbsp;City<\/a> in Abu Dhabi, <a href=\"https:\/\/www.chinadialogue.net\/books\/7934-Why-eco-cities-fail\/en\">Dongtan<\/a>&nbsp;near&nbsp;Shanghai, or <a href=\"https:\/\/www.bbc.co.uk\/news\/technology-23757738\">Songdo<\/a>, in South Korea. Not one of these pop-up metropolises has achieved all its green goals. Will Babcock Ranch be any different?<\/p>\n<p>\u201cIt\u2019s hard to measure sustainability,\u201d observed Julie Sze, author&nbsp;of&nbsp;<a href=\"https:\/\/blogs.lse.ac.uk\/lsereviewofbooks\/2015\/01\/03\/book-review-fantasy-islands-chinese-dreams-and-ecological-fears-in-an-age-of-climate-crisis-by-julie-sze\/\">Fantasy Islands: Chinese dreams and ecological fears in an age of climate crisis<\/a>.&nbsp;&nbsp;\u201cNature is being marketed here. They\u2019re selling houses by invoking purity,\u201d&nbsp;she told&nbsp;<em>chinadialogue<\/em>.<\/p>\n<p><span id=\"docs-internal-guid-f904ce22-2bdc-eab3-de99-98c350407c5a\">Sze added: \u201cWhen nostalgia and high tech values are promoted together, I tend to approach it with scepticism. Thi<\/span>s feels like green gentrification &#8211; aimed at the upper middle class. <a href=\"https:\/\/en.wikipedia.org\/wiki\/Climate_justice\">Climate justice<\/a> issues may be overlooked.\u201d<\/p>\n<p><span id=\"docs-internal-guid-f904ce22-2bdc-eab3-de99-98c350407c5a\"><a href=\"https:\/\/kitsonpartners.com\/executive-team\/sydney-kitson\/\">Sydney Kitson<\/a>, the driving force behind Babcock Ranch, is a retired professional Gridiron football player who has been dubbed \u201cSolar Syd\u201d by the local press due to his zeal to push through alternative energy for his latest vision. Most of his real estate is located elsewhere in Florida and New Jersey, where he is best known for upscale homes and golf courses.&nbsp;<\/span><\/p>\n<p>His aim is to bring green and sustainable building into the mainstream. \u201cWe want to be as innovative as possible: unique but not weird,\u201d he said.&nbsp;\u201cI hope people will use us as a model for smart growth.\u201d<\/p>\n<p>Kitson, the developer, has faced considerable hurdles. Even before the financial crisis of 2008 pushed back his start date, the <a href=\"https:\/\/www.heraldtribune.com\/article\/20060721\/news\/607210400\">local Sierra Club<\/a> had threatened to sue and&nbsp;block his purchase of the land from the Babcock family, owners since 1914.&nbsp;He took pains to meet environmentalists\u2019 demands.<\/p>\n<p dir=\"ltr\">The location of the brand new commercial centre,&nbsp;named, without irony, Old Babcock Village,&nbsp;was shifted so it would not encroach on a critical wildlife corridor used by a handful of endangered Florida panthers.<\/p>\n<p dir=\"ltr\">Advised by a coalition of green advocacy groups, Kitson also agreed to protect the wildlife at night by lowering speed limits, to address storm water retention and filter run-off, as well as to restrict the use of chemical fertilisers and pesticides.<\/p>\n<p>According to his media spokesperson, Lisa Hall, within a portion of the Babcock Ranch property will maintain existing sod farms, cattle ranching and mining ventures for around 20 years. Meanwhile, the rural area \u201cincubates and goes vertical\u201d to a functioning town with 19,500 homes. Drinking water will come from wells and <a href=\"https:\/\/greywateraction.org\/contentabout-greywater-reuse\/\">grey water<\/a> will be used for irrigation.&nbsp;Drained wetlands are to be restored, too.<\/p>\n<p>While Kitson insists that Babcock Ranch is not destined to be another elitist gated community because he is offering smaller units and condominiums, America\u2019s demographic trends <a href=\"https:\/\/www.pewsocialtrends.org\/2013\/08\/01\/a-rising-share-of-young-adults-live-in-their-parents-home\/\">may not be in tune<\/a>&nbsp;with his corporate plans.&nbsp;Since more young adults are moving back home with parents after college, increasing numbers of ageing baby boomers have <a href=\"https:\/\/nancyknapier.com\/delayed-downsizing-by-boomers-clogs-housing-market\/\">delayed downsizing<\/a> or moving to a retirement haven.<\/p>\n<p dir=\"ltr\">Fewer young singles are setting up households with roommates. Young professionals may struggle to afford to live here.<\/p>\n<p><span id=\"docs-internal-guid-f904ce22-2bdc-eab3-de99-98c350407c5a\">A mighty&nbsp;<a href=\"https:\/\/newsroom.fpl.com\/2015-01-26-FPL-announces-plans-to-install-more-than-1-million-solar-panels-at-three-additional-solar-power-plants-as-part-of-continued-strategy-of-advancing-affordable-clean-energy-in-Florida\">75 megawatt photovoltaic solar plant<\/a> is being erected on 443 acres that the developer donated to the state utility company, Florida Power &amp; Light. (FP&amp;L) When it\u2019s finished by the end of the year, this plant is expected to generate even more energy than Babcock Ranch will consume when it\u2019s up and running.&nbsp;<\/span><\/p>\n<p dir=\"ltr\"><img decoding=\"async\" style=\"width: 560px; height: 394px;\" src=\"https:\/\/chinadialogue-production.s3.amazonaws.com\/uploads\/content_image\/content_image\/1320\/babcock-ranch-solar-update-april-2016.png\" alt=\"\"><br \/>\n<span class=\"caption\">Image from&nbsp;<\/span><span class=\"caption\"><a href=\"https:\/\/www.babcockranchflorida.com\/blog\/babcock-ranch-a-solar-city-making-great-progress\" target=\"_blank\" rel=\"noopener noreferrer\">The FPL Babcock Ranch Solar Energy Center&nbsp;<\/a><\/span><\/p>\n<p>The array of glittering&nbsp;photovoltaic panels is already impressive, as seen from a drone aerial shot (above).&nbsp;This powerful solar field will feed the state grid as soon as it goes operational, enabling the utility company FP&amp;L to meet government targets. So much new solar power will up their percentage of renewable energy, and &#8220;clean&#8221; natural gas will&nbsp;offset the &#8220;dirty&#8221;&nbsp;electricity derived from coal-fired plants from out of state. \u201cIt\u2019s to everyone\u2019s benefit. So more power to them. Literally,\u201d said&nbsp;Craig Tyler, a veteran energy consultant on the west coast.<\/p>\n<p>Tyler pointed out that the region\u2019s&nbsp;torrid climate requires year-round air conditioning at Babcock Ranch. Rooftop solar panels would&nbsp;be more susceptible to hurricanes than the ground level system being built now.&nbsp;\u201cBut I hope it\u2019s more than just solar window dressing. I\u2019d wait to see whether materials and equipment &nbsp;in the homes and buildings really is green and how much high efficiency is built in.\u201d<\/p>\n<p>\u201cThey\u2019re trying to do it right by considering the energy first. But it\u2019s very complicated,\u201d he added.<\/p>\n<p>Most international<a href=\"https:\/\/dialogue.earth\/en\/cities\/6427-eco-cities-need-to-be-based-around-communities-not-technology\/\"> eco-cities<\/a> aim to reduce the municipal carbon footprint; reduce food waste; educate the population about sustainability; develop integrated and more eco-friendly use of water and energy; and promote realistic financing schemes for green architecture. But technology often moves faster than the permitting and financing of such green mega-projects.<\/p>\n<p>As time passes, expenses will mount, and the planners\u2019 strict goal of net carbon neutrality tends to give way. Strict energy efficiency standards get downgraded and become merely \u201cenvironmentally friendly\u201d. Too often the project ends up being more costly than retrofitting existing urban areas or instilling habits for conservation and recycling.&nbsp;If the carbon footprint of actually constructing a model eco-city is reckoned in, very few could be considered carbon neutral.<\/p>\n<p>Yet the concept of futuristic sustainable urban planning has become a growth industry in the time of climate crisis. In South Korea, <a href=\"https:\/\/www.itu.int\/en\/ITU-D\/Regional-Presence\/AsiaPacific\/Documents\/KT_Smart%20city_itu_traI_0319.pdf\">\u201csmart city\u201d<\/a> technology is about to take off and will be marketed across rapidly urbanising Asia. China may move 250 million people to eco-cities by 2025, and India\u2019s prime minister, Narendra Modi, has pledged to erect <a href=\"https:\/\/www.smartcitieschallenge.in\/\">100 new smart cities<\/a> across the subcontinent.<\/p>\n<p>It remains to be seen whether Babcock Ranch, the solar experiment, can be a model for future planned cities.&nbsp;Some pessimists warn that unless emissions are curtailed and the population of people decreases, these new cities are&nbsp;just token gestures on the way to oblivion.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>A\u00a0new
