{"id":34005,"date":"2016-06-09T18:53:00","date_gmt":"2016-06-09T18:53:00","guid":{"rendered":""},"modified":"2020-10-16T14:39:41","modified_gmt":"2020-10-16T14:39:41","slug":"9005-the-us-1-trillion-cost-of-cleaning-up-china-s-cities","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/pollution\/9005-the-us-1-trillion-cost-of-cleaning-up-china-s-cities\/","title":{"rendered":"The US$1 trillion cost of cleaning up China\u2019s cities"},"content":{"rendered":"<p>The price tag for curbing air pollution and cutting carbon emissions&nbsp;in China\u2019s cities could be as high as 6.6 trillion yuan (US$1 trillion) required in the form of green finance over the next five years, said a new report released in Beijing on Wednesday.<\/p>\n<p>The report is an attempt to work out the costs of energy&nbsp;efficient buildings, mass transit systems,&nbsp;infrastructure for electric cars, and clean energy including&nbsp;solar and&nbsp;wind.<\/p>\n<p>It&nbsp;was released during&nbsp;the&nbsp;<a href=\"https:\/\/www.c40.org\/events\/second-china-u-s-climate-smart-low-carbon-cities-summit\">China-US summit<\/a> on low carbon cities, part of a <a href=\"https:\/\/www.chinadialogue.net\/blog\/8176--US-and-Chinese-cities-to-take-joint-action-on-cutting-GHGs\/en\">bilateral initiative<\/a> announced last year by mayors and municipalities to meet carbon targets, including at least 20 urban areas&nbsp;in China.&nbsp;&nbsp;<\/p>\n<p>The <a href=\"https:\/\/www.bloomberg.org\/press\/releases\/1-trillion-usd-investment-needed-five-years-build-low-carbon-cities-china\/\">research<\/a> focuses on how green loans, bonds, industry funds, carbon finance, and government policies, can spur private investment in the types of&nbsp;infrastructure that are essential for cities to peak and then reduce their carbon footprints.<\/p>\n<p>Greening China&#8217;s urban areas&nbsp;is&nbsp;needed&nbsp;to meet China&#8217;s national <a href=\"https:\/\/www.chinadialogue.net\/article\/show\/single\/en\/8696-13th-Five-Year-Plan-is-the-first-to-include-PM2-5-targets\">pollution<\/a>&nbsp;and <a href=\"https:\/\/www.chinadialogue.net\/article\/show\/single\/en\/7985-China-aims-to-cut-carbon-intensity-6-65-in-national-climate-plan\">carbon reduction<\/a> targets, including an undertaking to peak energy-related greenhouse gas emissions by 2030 or earlier. &nbsp;<\/p>\n<p>Around&nbsp;1 billion (or roughly two-thirds) of China\u2019s population <a href=\"https:\/\/www.mckinsey.com\/global-themes\/urbanization\/preparing-for-chinas-urban-billion\">are forecast<\/a> to be living in cities by 2030. In the period spanning 2008 to 2025, around 250 million people are expected to migrate from the countryside to urban areas, <a href=\"https:\/\/www.chinadialogue.net\/article\/show\/single\/en\/6459-China-s-urban-dilemma\">one of the biggest movements in human history<\/a>.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<\/p>\n<p>The research on the cost of cutting pollution and carbon in China\u2019s cities was a joint effort by Bloomberg Philanthropies, China&#8217;s Green Finance Committee, Paulson Institute, Energy Foundation China and the Chinese Renewable Energy Industries Association to \u2018Promote Green Finance for Low-Carbon Cities in China\u2019.<\/p>\n<p>Ma Jun, chief economist at the Research Bureau of People\u2019s Bank of China, said in a statement that green urban development in China cannot happen without support from capital markets.<\/p>\n<p>\u201cGreening of buildings, transportation and energy will be crucial as these sectors are the main sources of urban emissions,\u201d Ma, who chairs the Green Finance Committee, China Society for Banking and Finance, said in a statement to accompany the report.<\/p>\n<p>During the period of the 13th&nbsp;Five-Year Plan (2016-2020), China will need to invest 1.65 trillion yuan to support the construction of greener buildings and large-scale retrofits of existing houses and commercial buildings, the report added.<\/p>\n<p>Meanwhile, low carbon transportation, including 3,000 kilometres of new rail infrastructure and 4.8 million electric cars, will need about 4.45 trillion yuan of financing, the joint report added.<\/p>\n<p>It also said that the installation of 64 gigawatts of solar power would require 500 billion yuan of investment. &nbsp;&nbsp;<\/p>\n<p>\u200bChina&#8217;s&nbsp;Alliance of Peaking Pioneer&nbsp;Cities&nbsp;(APPC), has grown in the past year to&nbsp;include&nbsp;21&nbsp;cities&nbsp;and 2 provinces, and has announced peaking targets earlier than the national goal. These cities&nbsp;cover 17% of China\u2019s population, 28% of its GDP and 16% of its GHG emissions.<\/p>\n<p><em>chinadialogue&#8217;s<\/em><em>&nbsp;detailed coverage of the <\/em><em>APPC<\/em><em> can be found <\/em><a href=\"https:\/\/www.chinadialogue.net\/article\/show\/single\/en\/8447-China-s-carbon-cutting-cities\"><em>here<\/em><\/a><\/p>\n<p>Efforts at <a href=\"https:\/\/www.chinadialogue.net\/article\/show\/single\/en\/8696-13th-Five-Year-Plan-is-the-first-to-include-PM2-5-targets\">reducing smog<\/a>, which is caused mostly from the burning of fossil fuels by power stations, industry and vehicles, would also cut greenhouse gas emissions from these same sources and help China reach its targets.&nbsp;<\/p>\n<p><strong>G20<\/strong><\/p>\n<p>\u201cChina\u2019s leadership helped make the Paris Climate Agreement possible. Now, China is looking for creative ways to finance the low-carbon infrastructure needed to reach its climate goals,\u201d said Michael Bloomberg, the UN Secretary General\u2019s Special Envoy for Cities and Climate Change, and a sponsor of the report.<\/p>\n<p>This week, research&nbsp;from Bank of America Merrill Lynch said companies and financial institutions in&nbsp;China were&nbsp;on track to issue around US$46 billion (301 billion yuan)&nbsp;of green bonds this year,&nbsp;&#8220;which could be vital to fulfilling the 2-4 trillion yuan of&nbsp;annual environmental investments needed for the country,&#8221; it added.&nbsp;&nbsp;&nbsp;&nbsp;<\/p>\n<p>The release of the Bloomberg-sponsored&nbsp;reports and this week\u2019s cities summit in Beijing comes in the run-up to China\u2019s hosting of a <a href=\"https:\/\/europe.chinadaily.com.cn\/europe\/2016-05\/10\/content_25429972.htm\">G20 meeting<\/a> in Hangzhou in September.<\/p>\n<p>Among other issues, the G20 meeting will discuss how to funnel the trillions of dollars of finance required for a decisive shift to cleaner energy, and how to deal with the impacts of climate change, particularly in developing countries.<\/p>\n<p><strong>Carbon lock-in<\/strong><\/p>\n<p>One key element of that finance will be how to avoid <a href=\"https:\/\/siteresources.worldbank.org\/INTUWM\/Resources\/340232-1205330656272\/CitiesandClimateChange.pdf\">locking-in of carbon-intensive infrastructure<\/a> and city planning that has, for example, made it so difficult for US cities such as Los Angeles and Houston to retrospectively redesign their layouts to reduce reliance on cars.<\/p>\n<p>China&#8217;s largest cities are trying to curb&nbsp;the impact of a <a href=\"https:\/\/www.chinadialogue.net\/article\/show\/single\/en\/8115-Cars-a-threat-to-China-s-2-3-CO2-peak\">big increase in car use<\/a> in recent decades by expanding <a href=\"https:\/\/www.scmp.com\/news\/china\/economy\/article\/1862700\/beijing-build-12-new-subway-lines-help-support-growth-chinese\">mass transit systems<\/a> and deter residents from using cars through levies and licence plate lotteries.<\/p>\n<p>Meanwhile, many Chinese cities have&nbsp;<a href=\"https:\/\/www.chinadialogue.net\/blog\/7956-Energy-use-from-China-s-buildings-to-peak-in-2-2-study\/en\">building stock<\/a> that&nbsp;is&nbsp;deemed to waste&nbsp;energy.&nbsp;&nbsp;<\/p>\n<p><a href=\"https:\/\/english.gov.cn\/state_council\/state_councilors\/2014\/08\/23\/content_281474982985047.htm\">Chinese State Councilor Yang Jiechi<\/a> told the US-China cities&nbsp;summit that policymakers would need to be ambitious in terms of making cities low carbon, and impart&nbsp;this mindset to citizens. &nbsp;&nbsp;<\/p>\n<p>\u201cWhen we build up our cities, we have to make sure that the new settlers in the cities will think in the same way as we do in terms of making the city a cleaner place,\u201d he said in a <a href=\"https:\/\/www.state.gov\/secretary\/remarks\/2016\/06\/258168.htm\">joint statement<\/a> with US Secretary of State John Kerry.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Financial
