{"id":34143,"date":"2016-07-26T16:09:00","date_gmt":"2016-07-26T16:09:00","guid":{"rendered":""},"modified":"2020-10-08T15:28:42","modified_gmt":"2020-10-08T15:28:42","slug":"9143-web-of-denial-the-us-senate-climate-campaign-is-critical","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/climate\/9143-web-of-denial-the-us-senate-climate-campaign-is-critical\/","title":{"rendered":"Web of denial: the US Senate climate campaign is critical"},"content":{"rendered":"<p>Despite overwhelming&nbsp;<a href=\"https:\/\/www.nap.edu\/catalog\/12781\/americas-climate-choices\">scientific evidence of climate change<\/a>, the misinformation campaign has functioned as an effective barrier&nbsp;to action on climate change for nearly thirty years.<\/p>\n<p>It has done so by refuting evidence that climate change is real, human-caused, and requires aggressive action by the US.<\/p>\n<p>Building on decades of&nbsp;<a href=\"https:\/\/global.oup.com\/academic\/product\/climate-change-and-society-9780199356119?cc=us&amp;lang=en&amp;\" target=\"_blank\" rel=\"noopener noreferrer\">social science research<\/a>&nbsp;and over 100 peer-reviewed articles, <a href=\"https:\/\/www.theguardian.com\/environment\/planet-oz\/2016\/jul\/12\/us-senators-detail-a-climate-science-web-of-denial-but-the-impacts-go-well-beyond-their-borders\">19 senators took to the floor<\/a> last week to document and critique a series of think tanks and trade associations, which comprise what they called \u201c<a href=\"https:\/\/www.youtube.com\/watch?v=8BfGpCQAMC8\" target=\"_blank\" rel=\"noopener noreferrer\">the web of denial<\/a>.\u201d<\/p>\n<p>Rhode Island senator <a href=\"https:\/\/www.whitehouse.senate.gov\/about\/biography\">Sheldon Whitehouse<\/a>, who has courageously staked out this position over the last four years in a series of over 140 floor speeches, led the group.<\/p>\n<p>This time&nbsp;he stood at the front of a phalanx of 19 senators, including&nbsp;democratic leaders&nbsp;in the Senate, who were&nbsp;willing to speak out about the dangerous impact of climate denial front groups.<\/p>\n<p>The speeches supported a&nbsp;<a href=\"https:\/\/www.congress.gov\/bill\/114th-congress\/senate-concurrent-resolution\/45\/text\/is?overview=closed&amp;format=txt\">senate resolution<\/a>&nbsp;which argues that: \u201cfossil fuel companies\u2026developed a sophisticated and deceitful campaign that funded think tanks and front groups, and paid public relations firms to deny, counter, and obfuscate peer reviewed research, and use that misinformation campaign to mislead the public and cast doubt in order to protect their financial interest.\u201d<\/p>\n<p>Introduced by senators <a href=\"https:\/\/www.sanders.senate.gov\/\">Bernie&nbsp;Sanders<\/a>, <a href=\"https:\/\/www.markey.senate.gov\/contact\">Ed&nbsp;Markey<\/a>, <a href=\"https:\/\/www.schatz.senate.gov\/contact\">Brian&nbsp;Schatz<\/a>, <a href=\"https:\/\/www.boxer.senate.gov\/\">Barbara&nbsp;Boxer<\/a>, <a href=\"https:\/\/www.merkley.senate.gov\/\">Jeff&nbsp;Merkley<\/a>, <a href=\"https:\/\/www.warren.senate.gov\/\">Elizabeth&nbsp;Warren<\/a>, <a href=\"https:\/\/www.franken.senate.gov\/\">Al&nbsp;Franken<\/a> and Whitehouse&nbsp;the resolution is a clear indication that if the Democrats gain a majority in the November&#8217;s presidential&nbsp;elections, they will probably investigate fossil fuel&nbsp;firms and the actions of their&nbsp;front groups.<\/p>\n<p>Resolution supporters&nbsp;compare the&nbsp;behaviour of fossil fuel companies today to that of the&nbsp;tobacco industry decades ago, which deliberately&nbsp;distorted and suppressed scientific findings that proved the dangers of smoking.&nbsp;<\/p>\n<p>These senators are making an important attempt to reorient the debate around climate action&nbsp;away from climate denial, to exposing how&nbsp;the vested interests of the fossil fuel industry use their political and economic power to systematically undermine action.<\/p>\n<p>The events in the Senate&nbsp;raise&nbsp;crucial issues of reason, democracy, and openness, and it will be very interesting to see what comes next. One can certainly anticipate that actors in the web of denial will mobilise in response to these speeches.<\/p>\n<p><strong>What happened<\/strong><\/p>\n<p>Over two days, nineteen different senators took to the floor and spoke. Senate minority leader Harry Reid spoke about&nbsp;<a href=\"https:\/\/www.desmogblog.com\/americans-prosperity-history-research-background-funding\" target=\"_blank\" rel=\"noopener noreferrer\">Americans for Prosperity<\/a>, a group that received over US$1&nbsp;billion (6.7 billion&nbsp;yuan)&nbsp;in funding from the&nbsp;<a href=\"https:\/\/www.desmogblog.com\/koch-family-foundations\" target=\"_blank\" rel=\"noopener noreferrer\">Koch foundations<\/a>, which is fossil fuel funded.<\/p>\n<p>Senator Jeanne Shaheen of New Hampshire described the&nbsp;<a href=\"https:\/\/www.desmogblog.com\/competitive-enterprise-institute\" target=\"_blank\" rel=\"noopener noreferrer\">Competitive Enterprise Institute<\/a>, funded directly by oil and coal companies, a group which have been&nbsp;<a href=\"https:\/\/www.pbs.org\/wgbh\/frontline\/film\/climate-of-doubt\/\" target=\"_blank\" rel=\"noopener noreferrer\">leaders of the misinformation movement<\/a>&nbsp;on climate change in the name of protecting liberty.<\/p>\n<p>The list of groups these speeches documented is stunning in both the number of shadowy institutes, and the impact they have had in delaying action needed to protect our children and vulnerable people around the world.<\/p>\n<p>For example, senator <a href=\"https:\/\/www.tomudall.senate.gov\/\">Tom&nbsp;Udall<\/a> talked about&nbsp;<a href=\"https:\/\/www.desmogblog.com\/western-fuels-association\" target=\"_blank\" rel=\"noopener noreferrer\">Western Fuels Association<\/a>, the coal industry group that has made outlandish claims about the benefits of greater levels of CO2 in the atmosphere.<\/p>\n<p>While&nbsp;senator Tim&nbsp;Kaine, potential vice&nbsp;presidential pick for Hillary Clinton, talked about the impacts of climate change on his state of Virginia, especially the massive Norfolk naval base that is&nbsp;threatened by sea level rise.&nbsp;<\/p>\n<p><a href=\"https:\/\/www.youtube.com\/watch?v=21uzaMpCHGE&amp;feature=youtu.be&amp;t=56m39s\" target=\"_blank\" rel=\"noopener noreferrer\">Kaine talked<\/a>&nbsp;about the&nbsp;<a href=\"https:\/\/www.desmogblog.com\/science-and-public-policy-institute\" target=\"_blank\" rel=\"noopener noreferrer\">Science and Public Policy Institute<\/a>, which denies sea level rise and the climate change crisis;&nbsp;and the&nbsp;<a href=\"https:\/\/www.desmogblog.com\/donors-capital-fund\" target=\"_blank\" rel=\"noopener noreferrer\">Donors Capital Fund<\/a>, which hides where&nbsp;its funding&nbsp;comes from.<\/p>\n<p>The list goes on. Senator Schatz talked about the deceptively named&nbsp;<a href=\"https:\/\/www.desmogblog.com\/center-study-carbon-dioxide-and-global-change\" target=\"_blank\" rel=\"noopener noreferrer\">Center for Study of Carbon Dioxide and Global Change<\/a>&nbsp;and the heavy-hitting&nbsp;<a href=\"https:\/\/www.desmogblog.com\/heartland-institute\" target=\"_blank\" rel=\"noopener noreferrer\">Heartland Institute<\/a>. Heartland continues to hold&nbsp;<a href=\"https:\/\/news.trust.org\/item\/20160330152605-jhb28\/\" target=\"_blank\" rel=\"noopener noreferrer\">\u201ccounter conferences\u201d at the UN negotiations<\/a>, this year at the Hotel California in Paris.<\/p>\n<p>One of the most destructive of the web&#8217;s members&nbsp;has been the&nbsp;<a href=\"https:\/\/www.desmogblog.com\/us-chamber-commerce\" target=\"_blank\" rel=\"noopener noreferrer\">US Chamber of Commerce.<\/a>&nbsp;Millions of small businesses join the organisation in ignorance of the&nbsp;savage lobbying and campaign attacks against responsible action to prevent climate change undertaken in their names.<\/p>\n<p><strong>Why it&nbsp;matters<\/strong><\/p>\n<p>The US Senate has been key to climate change inaction globally because international treaties have to first pass through&nbsp;the chamber with a super-majority in order to be ratified. Due in part to the Byrd-Hagel Resolution in 1997, the US Senate never voted to ratify the Kyoto Protocol.<\/p>\n<p>The&nbsp;<a href=\"https:\/\/www.brookings.edu\/blogs\/planetpolicy\/posts\/2016\/07\/07-bush-cheney-fossil-fuels-downey-roberts\" target=\"_blank\" rel=\"noopener noreferrer\">US is a crucial place for climate action<\/a>: its foot-dragging has arguably set back global progress on the issue for 15 or even 25 years. Dragging the web of denial&nbsp;into the light makes clear that these decades of inaction&nbsp;have&nbsp;not occurred&nbsp;by chance.<\/p>\n<p>Last week\u2019s happenings are important because Senate Democrats have unified to expose&nbsp;and oppose&nbsp;the network of organisations engaged in the effort to systematically distort information on climate change. Scholarly research shows that&nbsp;<a href=\"https:\/\/link.springer.com\/article\/10.1007\/s10584-013-1018-7\" target=\"_blank\" rel=\"noopener noreferrer\">these institutes received nearly a billion dollars<\/a>&nbsp;in funding to promulgate a series of neoliberal causes, including misinformation on the causes and impacts of climate change.<\/p>\n<p>Watch for the backlash. Already, a public release from the Energy and Environment Institute (which has twice been renamed recently) called the Senate effort a \u201cfundraising\u201d and \u201cpublicity stunt\u201d for the Democratic Party, distracting the nation from other pressing issues.<\/p>\n<p>The issue of manipulation of public perception of science is reflective of a much larger problem in America today: political inequality has allowed vested interests to hijack and distort discourse and democratic governance, crippling our ability to act on the key challenges of our time.<\/p>\n<p><em>The original
