development banks\u00a0that\u00a0will funnel Chinese-led spending on new infrastructure around the globe\u00a0is <a href=\"https:\/\/www.chinadialogue.net\/article\/show\/single\/en\/8554-Pressure-mounts-on-AIIB-for-greater-clarity-on-green-lending\">under fire<\/a> for a lack of clarity on the environmental standards applied to future\u00a0investments.<\/span><\/p>\n<p dir=\"ltr\">Non-governmental organisations (NGOs) and other groups that monitor the <a href=\"https:\/\/www.devex.com\/news\/what-is-new-about-the-brics-led-new-development-bank-88126\">New Development Bank<\/a>, which is mainly financed by the BRICS group of emerging economies \u2013 Brazil, Russia, India, China and South Africa,\u00a0say the institution has failed to clarify how it will incentivise greener forms of energy and development.<\/p>\n<p><span id=\"docs-internal-guid-258d62e6-995d-119d-1d0d-f891214fe519\">This contrasts with recent improvements in disclosure from other multilateral institutions\u00a0such as\u00a0the World Bank (although it too has its <\/span><a href=\"https:\/\/www.theguardian.com\/environment\/2016\/apr\/07\/world-bank-investments-climate-change-environment\">critics<\/a>).<\/p>\n<p><strong><a href=\"https:\/\/dialogue.earth\/en\/business\/9315-is-the-brics-bank-tooled-for-sustainable-development\/\">See also: Is the BRICS bank tooled for sustainable development<\/a><\/strong><\/p>\n<p><span id=\"docs-internal-guid-258d62e6-995d-119d-1d0d-f891214fe519\">Figuring out the NDB&#8217;s investment criteria matters because China and other emerging economies are expected to spend trillions of dollars over the next few decades on new power plants, electricity grids, factories, mines, extraction of fossil fuels,\u00a0roads, ports and railways.<\/span><\/p>\n<p>If the environmental\u00a0lending criteria are\u00a0weak, these investments\u00a0could lock in high use of fossil fuel energy and cause pollution, deforestation, and excessive consumption of water.<\/p>\n<p>While the first batch of projects announced at an annual general meeting last month by the NDB were all related to renewable energy, observers want to see detailed rules on environmental governance,\u00a0or in lending criteria, for future investments.<\/p>\n<p>The bank\u2019s first batch of five loans, totaling US$911 million (6 billion yuan), went to new energy projects in the bank\u2019s member nations, as shown in the table below<\/p>\n<p><script id=\"infogram_0_34382ba0-9964-4f91-ad1f-0562b5be26ca\" title=\"New energy projects\" src=\"\/\/e.infogr.am\/js\/embed.js?ZJy\" type=\"text\/javascript\"><\/script><\/p>\n<p><span class=\"caption\">(Data provided by NDB)<\/span><\/p>\n<p>\u201cThe projects [so far]\u00a0are sustainable but\u00a0those outside the bank have no way of knowing how the environmental and social risks of [other]\u00a0investments are being handled, which undercuts the bank\u2019s commitment to sustainability,\u201d said Bai Yunwen, researcher with <a href=\"https:\/\/www.ghub.org\/en\/\">Greenovation:Hub<\/a>, a Chinese NGO and one of the organisations invited to meet the bank\u2019s leaders in June.<\/p>\n<p><span id=\"docs-internal-guid-258d62e6-995d-119d-1d0d-f891214fe519\">Bai said it become evident from this meeting that the bank has not yet drawn up guidelines in the event of a major environmental risk arising.\u00a0<\/span><\/p>\n<p>\u201cWhen we met face\u00a0to\u00a0face we learned there is no such policy,\u201d Bai said.<\/p>\n<p>When asked why this was the case, the NDB\u2019s Russian vice-president Vladimir Kazbekov explained these policies are still being formulated as the\u00a0bank emerges from its\u00a0infancy, adding that there will first be a\u00a0consultation\u00a0with stakeholders, including NGOs, before any final policies are agreed.<\/p>\n<p>The China-led <a href=\"https:\/\/www.chinadialogue.net\/article\/show\/single\/en\/9167-China-led-development-bank-careful-to-co-operate-with-critics\">Asia Infrastructure Investment Bank (AIIB)<\/a>, another big development\u00a0bank in which China has a major role, has published policies on environmental and social safeguards, but some critics have derided them as ineffective and undermined\u00a0by prior lack of\u00a0consultation.<\/p>\n<p><span id=\"docs-internal-guid-258d62e6-995d-119d-1d0d-f891214fe519\">Brazilian NGO <a href=\"https:\/\/www.conectas.org\/\">Conectas Direitos Humanos<\/a> says that even those infrastructure projects that are regarded as &#8220;sustainable&#8221; can have wider\u00a0negative<\/span>\u00a0environmental and social\u00a0impacts.<\/p>\n<p>Given the differing priorities among the five BRICS countries, it may be difficult to find consensus on environmental safeguards, point out observers of developing country multilateral banks.<\/p>\n<p><strong><a href=\"https:\/\/dialogue.earth\/en\/business\/8568-does-anyone-know-anything-about-the-new-brics-bank\/\">Also see: Does anyone know anything about the new BRICS bank?<\/a><\/strong><\/p>\n<p>A recent World Wide\u00a0Fund for Nature (WWF)\u00a0report, <a href=\"https:\/\/www.wwfchina.org\/pressdetail.php?id=1625\">Financial Market Regulation for Sustainable Development in the BRICS Countries<\/a>, concluded that China and Brazil lead the pack in terms of financial regulation to control environmental and social risks, while stronger direction is still needed from Russian and Indian governments to put investments on a greener path.<\/p>\n<p><span id=\"docs-internal-guid-258d62e6-995d-119d-1d0d-f891214fe519\">So far, South Africa has not required its banks to apply environmental standards during their operations.<\/span><\/p>\n<p>Senior officials at the NDB\u00a0point to a concerted \u201cgreen\u00a0effort&#8221;, with the announcement of what they regard as <a href=\"https:\/\/ndb.int\/first-set-of-loans-approved-by-the-board-of-directors-of-the-new-development-bank.php#parentHorizontalTab2\">environmentally-friendly project<\/a>s, the issue of <a href=\"https:\/\/ndb.int\/NDB-Successfully-Issued-First-RMB-denominated-Green-Financial-Bond.php#parentHorizontalTab2\">green bonds<\/a>, and commitments to the environment and sustainability.<\/p>\n<p><span id=\"docs-internal-guid-258d62e6-995d-119d-1d0d-f891214fe519\">Hu Min, program director of the Low-Carbon Development Program at <\/span><a href=\"https:\/\/www.efchina.org\/\">Energy Foundation China<\/a>, told <em>chinadialogue<\/em> that the NDB\u00a0has shown some intent from the outset (The 2014 \u201c<a href=\"https:\/\/news.xinhuanet.com\/world\/2014-07\/17\/c_126762039.htm\">Fortaleza Statement<\/a>\u201d called for stronger international cooperation to promote renewable and clean energy and to universalise energy access).<\/p>\n<p><span id=\"docs-internal-guid-258d62e6-995d-119d-1d0d-f891214fe519\">However, the worldwide<\/span>\u00a0demand slump in the past several years for\u00a0fossil fuels and other resources, such as iron and base metals, is likely to make greener investments a greater priority for investors.<\/p>\n<p>The payback for investment in wind and solar projects could be promising.<\/p>\n<p>Hu said: \u201cThe NDB\u2019s investments meet its economic needs\u00a0and this is closely linked to the stable returns from renewable energy markets in recent
