{"id":34212,"date":"2016-08-26T10:16:00","date_gmt":"2016-08-26T10:16:00","guid":{"rendered":""},"modified":"2020-10-08T12:54:30","modified_gmt":"2020-10-08T12:54:30","slug":"9212-chemchina-syngenta-deal-why-it-matters","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/food\/9212-chemchina-syngenta-deal-why-it-matters\/","title":{"rendered":"ChemChina-Syngenta deal: why it matters"},"content":{"rendered":"<p dir=\"ltr\"><span id=\"docs-internal-guid-36db2383-c1d9-20e9-edf1-77398e7a99cc\">A US national security panel this week cleared a deal proposed by state-owned Chinese company ChemChina to acquire <\/span><a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2016-02-03\/chemchina-offers-to-purchase-syngenta-for-record-43-billion\">Syngenta, the Switzerland-based seed and biotechnology agribusiness<\/a>. At US$43 billion (287 billion yuan), it will be the largest foreign acquisition ever by a Chinese firm.<\/p>\n<p><span id=\"docs-internal-guid-36db2383-c1d9-20e9-edf1-77398e7a99cc\">The deal also requires approval by antitrust authorities in Europe and the United States, but having cleared the Committee on Foreign Investment in the United States (CFIUS), chaired by the US Secretary of the Treasury and attended by representatives of 16 US departments and agencies, including the Department of Agriculture, it is likely to be given the go-ahead by the end of the year.<\/span><\/p>\n<p>Environmentalists have long decried the concentration of power in the global food system. This deal, along with other pending and possible acquisitions, may leave just three companies with more <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2016-05-19\/bayer-monsanto-could-create-three-crop-chemicals-giants-chart\">than 75% of the global market in seeds.<\/a> &nbsp;So it is little wonder that <a href=\"https:\/\/www.ft.com\/cms\/s\/0\/aed03420-ca3e-11e5-be0b-b7ece4e953a0.html#axzz4I3OkQ2Cu\">politicians<\/a> and <a href=\"https:\/\/www.reuters.com\/article\/us-china-gmo-protests-idUSKCN0X50MA\">civil society<\/a> groups have reacted with concern at the prospect of further consolidation.<\/p>\n<p><span id=\"docs-internal-guid-36db2383-c1d9-20e9-edf1-77398e7a99cc\">In the United States \u2013 which accounts for more than one quarter of Syngenta\u2019s sales \u2013 Republican Iowa senator Chuck Grassley raised <\/span><a href=\"https:\/\/next.ft.com\/content\/18898bcc-f132-11e5-a609-e9f2438ee05b\">concerns about the effect of the deal<\/a>, explaining that the food and agricultural sectors are part of the nation\u2019s critical infrastructure. <a href=\"https:\/\/soundcloud.com\/wnax-radio\/chuck-grassley-on-chemchina\">\u201cI remain troubled about the long-term effects of continued consolidation in the seed industry and what that will mean for farmers who have fewer companies to buy seed from,\u201d <\/a>he told <a href=\"https:\/\/wnax.com\/\">WNAX radio<\/a>.<\/p>\n<p><span id=\"docs-internal-guid-36db2383-c1d9-20e9-edf1-77398e7a99cc\">Two US organisations \u2013 the <\/span><a href=\"https:\/\/www.nfuonline.com\">National Farmers Union<\/a> and <a href=\"https:\/\/www.foodandwaterwatch.org\">Food and Water Watch<\/a> \u2013 had also urged CFIUS to reject the deal, citing <a href=\"https:\/\/nfu.org\/wp-content\/uploads\/2016\/07\/FWW-NFU-letter-to-CFIUS-on-ChemChina-Syngenta-7-21-2016.pdf\">national security risks, the transfer of critical technologies and negative impacts on farmers and consumers<\/a>. &nbsp;<\/p>\n<p><span id=\"docs-internal-guid-36db2383-c1d9-20e9-edf1-77398e7a99cc\">Their letter argued that the deal \u201caccelerates the international consolidation of the food and agribusiness industries to the detriment of American farmers, rural communities, and consumers,\u201d and suggested it would transfer critical patented technologies (not only in seeds, but also high-tech agrichemicals) into Chinese ownership, as well as \u201cthe weaker safety and security culture of Chinese chemical companies\u201d.<\/span><\/p>\n<p>The move by ChemChina seems to suggest that in the medium to long-term, the Chinese government is likely to embrace the production of genetically modified (GM)&nbsp;<span>food. China\u2019s approach to genetically&nbsp;modified crops builds on decades of huge state investment in research and development and its more recent support of emerging agri-biotech firms.<\/span><\/p>\n<blockquote>\n<p dir=\"ltr\">\n<span id=\"docs-internal-guid-36db2383-c1d9-20e9-edf1-77398e7a99cc\">The deal&nbsp;may leave just three companies with more <\/span>than 75% of the global market in seeds<\/p>\n<\/blockquote>\n<p dir=\"ltr\">\n<span>The company\u2019s chairman Ren Jianxin, <\/span><a href=\"https:\/\/www.ft.com\/cms\/s\/0\/43945a0e-cb2b-11e5-be0b-b7ece4e953a0.html\">who is known for his strong government links and his reputation for acquiring both domestic and foreign firms<\/a>, claims that his experience of living in the countryside during the Cultural Revolution taught him \u201cwhat farmers want and how they work the land\u201d. &nbsp;<\/p>\n<p><span id=\"docs-internal-guid-36db2383-c1d9-20e9-edf1-77398e7a99cc\">If \u201cwhat farmers want\u201d is genetically&nbsp;modified seeds, it seems that Beijing agrees with him. <\/span><span>The <\/span><span id=\"docs-internal-guid-36db2383-c1d9-20e9-edf1-77398e7a99cc\">13<\/span>th Five Year Plan for the first time promised to actively promote GM crops in the period from 2016 to 2020, while also stressing the need for stringent oversight.<\/p>\n<p><span id=\"docs-internal-guid-36db2383-c1d9-20e9-edf1-77398e7a99cc\">Yet <\/span><a href=\"https:\/\/www.chinadialogue.net\/article\/show\/single\/en\/7384-GM-in-China-paranoia-and-public-opinion-\">at the same time, the hesitation to approve genetically modified food production suggests the road to commercialisation is<\/a> a rocky one. &nbsp;Sections of China\u2019s middle class are increasingly looking towards more \u201cnatural\u201d organically&nbsp;produced food, and recent food scares have not helped to boost public confidence.<\/p>\n<p><span id=\"docs-internal-guid-36db2383-c1d9-20e9-edf1-77398e7a99cc\">A spokesperson from Greenpeace linked the delayed re-approval of permits for GM rice in 2014 to \u201cpublic concern around safety issues\u201d, and the <\/span><a href=\"https:\/\/www.chinadialogue.net\/article\/show\/single\/en\/8535-Illegal-GM-crops-found-in-China-s-breadbasket\">identification of illegal GM maize in Liaoning earlier this year<\/a> (again reported by Greenpeace) has further illustrated how difficult it is to effectively regulate the technology.<\/p>\n<p><span id=\"docs-internal-guid-36db2383-c1d9-20e9-edf1-77398e7a99cc\">In China, an open letter, apparently signed <\/span><a href=\"https:\/\/www.grain.org\/bulletin_board\/entries\/5423-china-citizens-protest-chemchina-syngenta-deal-amid-gmo-worries\">by the former minister for the chemical industry<\/a> as well as <a href=\"https:\/\/www.reuters.com\/article\/us-china-gmo-protests-idUSKCN0X50MA\">anti-GMO activists<\/a>, pointed to negative impacts of agri-chemicals on Chinese farmers and consumers and called for the case to be opened to China\u2019s National People&#8217;s Congress representatives, committee members of the Chinese People&#8217;s Political Consultative Conference, representatives of the democratic parties and consumers.<\/p>\n<p><span id=\"docs-internal-guid-36db2383-c1d9-20e9-edf1-77398e7a99cc\">The debate, therefore, may have only begun.<\/span><\/p>\n<p>Our <a href=\"https:\/\/www.routledge.com\/Regulating-Technology-International-Harmonization-and-Local-Realities\/van-Zwanenberg-Ely-Smith\/p\/book\/9781849712477\">work on agricultural biotechnology regulation in China<\/a> has indicated that concerns over food security and&nbsp;sovereignty have been felt keenly in Beijing for many years, as foreign multinationals have sought to commercialise their proprietary technologies across the country. This current episode indicates that concerns over control of the food chain are felt in Washington as well. Rising concerns illustrate the significance of the deal not only to agriculture in the US and China, but also to the future shape of the global food
