{"id":34246,"date":"2016-09-19T10:05:00","date_gmt":"2016-09-19T10:05:00","guid":{"rendered":""},"modified":"2020-10-08T10:28:36","modified_gmt":"2020-10-08T10:28:36","slug":"9246-urban-chinese-willing-to-pay-extra-for-green-electricity","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/energy\/9246-urban-chinese-willing-to-pay-extra-for-green-electricity\/","title":{"rendered":"Urban Chinese willing to pay extra for green electricity"},"content":{"rendered":"<p dir=\"ltr\"><span id=\"docs-internal-guid-57b5ea87-41da-936d-3535-0968129fdd78\">The vast majority of China&rsquo;s urban consumers are willing to pay higher bills to buy &ldquo;green electricity&rdquo; from renewable sources like wind, solar or biomass, a recent survey commissioned by the <\/span><a href=\"https:\/\/www.creia.net\/\">China Renewable Energy Industries Association<\/a> (CREIA) has found.<\/p>\n<p><span id=\"docs-internal-guid-57b5ea87-41da-936d-3535-0968129fdd78\">Th survey, by the market research firm Ipsos,&nbsp;found that 97.6% of respondents favoured using green electricity to tackle air pollution, and that&nbsp;44% of those surveyed were willing to accept a 10&nbsp;yuan (US$1.50)&nbsp;increase in their monthly&nbsp;bills for a greater share of green energy.<\/span><\/p>\n<p dir=\"ltr\"><span>But energy sector experts warn that consumer power in China&rsquo;s utilities sector is too weak to produce a decisive shift in China&rsquo;s energy mix, despite plentiful sources of clean power.<\/p>\n<p>China&rsquo;s &ldquo;green electricity&rdquo; sector generating from wind, solar and biomass has grown fast, and&nbsp;China now has more combined wind and solar&nbsp;generation capacity&nbsp;than any other country in the world. Yet nearly three quarters of China&rsquo;s electricity in 2015 came from thermal power stations burning coal, causing air pollution and carbon emissions.<\/p>\n<p><strong>Filthy air <\/strong><\/p>\n<p>Interviewees in all cities expressed concern over environmental issues, with over 40% &ldquo;very concerned&rdquo; about China&rsquo;s environment. Over 90% (97.6%) said they were willing to buy it, and 40.7% said they definitely would. However, Chinese consumers cannot choose their supplier, unlike some consumers in the US and Europe, so, they cannot &ldquo;vote with their wallets&rdquo; to support the development of clean and renewable sources of energy. &nbsp;<\/p>\n<p><strong>Strong commitment<\/strong><\/p>\n<p>The majority of interviewees (90.6%) said they were willing to pay more for &ldquo;green electricity&rdquo;, with more than 40% ready to accept a monthly increase of 10-30 yuan, which is more than 10% of the average household electricity bill of roughly 100 yuan a month.<\/p>\n<p>Earlier <\/span><a href=\"https:\/\/blogs.wsj.com\/chinarealtime\/2016\/07\/13\/how-much-chinese-are-willing-to-pay-for-cleaner-air\/\">research<\/a> has found that the Chinese public is willing to incur significant extra costs for the sake of clean air, given that consumers already spend that on such items as domestic&nbsp;air purifiers. The current survey seems to support that finding. And this willingness is stronger than levels in the developed economies of the UK or US.<\/p>\n<p><span id=\"docs-internal-guid-57b5ea87-41da-936d-3535-0968129fdd78\">In order to achieve its climate targets, the EU&nbsp;<\/span><a href=\"https:\/\/ec.europa.eu\/clima\/citizens\/eu\/index_zh.htm\">require<\/a>s&nbsp;member states to be drawing 20% of their energy from renewable sources by 2020.<\/p>\n<p><span id=\"docs-internal-guid-57b5ea87-41da-936d-3535-0968129fdd78\">A 2015 survey of UK households <\/span><a href=\"https:\/\/www.businessgreen.com\/bg\/news\/2404021\/poll-public-may-stomach-energy-bill-rises-for-a-greener-grid\">found<\/a> that almost half (48%) &ldquo;would pay more on their monthly energy bill&rdquo; to fund&nbsp;investment in green electricity. A second study, by Riccardo Scarpa and others of the University of Waikato <a href=\"https:\/\/www.sciencedirect.com\/science\/article\/pii\/S0140988309001030\">found<\/a> a majority of UK households value green electricity enough to pay more, though not enough to shoulder the costs of micro-generators such as home solar panels.<\/p>\n<p><span id=\"docs-internal-guid-57b5ea87-41da-936d-3535-0968129fdd78\">In 2014,&nbsp;<a href=\"https:\/\/canada2020.ca\/wp-content\/uploads\/2014\/03\/Canada-2020-Background-Paper-Climate-Poll-Key-Findings-March-3-2014.pdf\">research<\/a>ers<\/span> in the US&nbsp;found that about half (52%) of respondents were willing to buy green electricity. An earlier review by the US <a href=\"https:\/\/www.nrel.gov\/\">National Renewable Energy Laboratory<\/a> of 20 years of research by electricity companies found the public preferred and were supportive of renewable sources of electricity than other sources, but knew little about the technologies involved.<\/p>\n<p><span id=\"docs-internal-guid-57b5ea87-41da-936d-3535-0968129fdd78\"><strong>No consumer power<\/strong><\/p>\n<p>Liu Qiang, head of the energy office at the <\/span><a href=\"https:\/\/iqte1.cass.cn\/\">Chinese Academy of Social Sciences&rsquo; Institute of Quantitative and Technical Economics<\/a>, said that the Chinese public&rsquo;s preference for green electricity is entirely understandable: &ldquo;In China we all have very real experiences of environmental pollution, particularly over the last ten or twenty years. You might say that only the Chinese really understand how bad the problem is. &nbsp;<\/p>\n<p><span id=\"docs-internal-guid-57b5ea87-41da-936d-3535-0968129fdd78\">But Liu also pointed out that Chinese consumers have little influence over the electricity industry. According to the China Electricity Council&rsquo;s <\/span><a href=\"https:\/\/www.cec.org.cn\/guihuayutongji\/gongzuodongtai\/2016-08-24\/157409.html\">2016 Annual Electricity Development Report<\/a>, household use of power only accounts for 13.1% of total electricity consumption &ndash; and so the attitudes reported in the survey are only relevant to a small part of the overall market.<\/p>\n<p><span id=\"docs-internal-guid-57b5ea87-41da-936d-3535-0968129fdd78\"><strong>Industry uses more<\/strong><\/p>\n<p>Industrial users, who account for 70% of total electricity usage and are suffering from the economic slowdown, would struggle to absorb even a small increase in power costs. &ldquo;Look at how much of their total expenditure goes on electricity and the conclusion is obvious,&rdquo; said one industry insider. &ldquo;They couldn&rsquo;t cope if it went up a single penny.&rdquo;<\/p>\n<p>Li Qiang stressed that, &ldquo;there&rsquo;s no point just putting prices up. If you want to <\/span><span>achieve energy-saving and emissions-reductions targets then you need to work on, <\/span><a href=\"https:\/\/www.chinadialogue.net\/article\/show\/single\/en\/9119-How-China-can-stop-wasting-wind-energy\">the entire energy system<\/a>&rdquo;. It is mainly a supply side, rather than a demand side, problem, he said.<\/p>\n<p><span id=\"docs-internal-guid-57b5ea87-41da-936d-3535-0968129fdd78\">On the demand side, neither household nor business consumers can choose where their electricity comes from. Meanwhile on the supply side companies generate power from different sources and suffer from conflicts of&nbsp;interest.<\/p>\n<p><strong>Structural problem <\/strong><\/p>\n<p>In recent years&nbsp;huge amounts of <\/span><a href=\"https:\/\/www.chinadialogue.net\/article\/show\/single\/ch\/8965-Blowing-in-the-wind\">solar and wind power have been wasted<\/a>, preventing those sources accounting for a larger proportion of China&rsquo;s total energy mix.<br \/>\n<span id=\"docs-internal-guid-57b5ea87-41da-936d-3535-0968129fdd78\">\u200b<br \/>\nPeng Peng, head of CREIA&rsquo;s policy department, told <\/span><em>chinadialogue<\/em> that &ldquo;many local governments are in blatant breach of the Renewable Energy Law&rsquo;s rules on purchasing all available renewable electricity and. In order to&nbsp;boost tax income, employment and the local economy prefer thermal power, even if that means wasting wind and solar power.&rdquo; In 2015 38.8 billion kilowatt hours of wind and solar power were wasted &ndash; more than Hungary used in the entire year.<\/p>\n<p><span id=\"docs-internal-guid-57b5ea87-41da-936d-3535-0968129fdd78\">Christine Lins of renewable energy network <\/span><a href=\"https:\/\/www.ren21.net\/\">REN21<\/a> said that curtailment of renewable energy has reduced the potential&nbsp;profits from investment in renewables, and in the long term will reduce investment in the sector, slowing&nbsp;the roll-out of renewable energy.<\/p>\n<p dir=\"ltr\"><em><span id=\"docs-internal-guid-57b5ea87-41da-936d-3535-0968129fdd78\">chinadialogue provided support for this survey.
