This is true in the case of China and India when it comes to tackling air pollution and switching to clean energy.<\/p>\n<p><a href=\"https:\/\/www.stateofglobalair.org\">Poor air quality<\/a>&nbsp;has become a major political concern in both countries. It was a headline topic at the opening of the National People&rsquo;s Congress in March,&nbsp;with China&rsquo;s Prime Minister&nbsp;Li Keqiang&nbsp;<a href=\"https:\/\/www.channelnewsasia.com\/news\/asiapacific\/china-vows-blue-skies-despite-economic-challenges\/3569392.html\">reaffirming<\/a> the government&rsquo;s commitment to clearing the skies through increased investment in clean energy and implementing tougher sanctions for polluters.<\/p>\n<p><a href=\"https:\/\/chinadialogue-production.s3.amazonaws.com\/uploads\/content_image\/content_image\/2384\/gsi-china-india-figure-3-logos.jpg\" target=\"_self\" rel=\"noopener noreferrer\"><img decoding=\"async\" alt=\"Air pollution in China and India average annual population-weighted PM2.5\" src=\"https:\/\/chinadialogue-production.s3.amazonaws.com\/uploads\/content_image\/content_image\/2384\/gsi-china-india-figure-3-logos.jpg\" style=\"width: 540px; height: 245px;\" \/><\/a><\/p>\n<p><span class=\"caption\">Based on data from <a href=\"https:\/\/www.stateofglobalair.org\">www.stateofglobalair.org<\/a><\/span><\/p>\n<p>In India, <a href=\"https:\/\/timesofindia.indiatimes.com\/india\/why-india-needs-to-worry-about-its-air-pollution\/articleshow\/57293367.cms\">independent estimates<\/a> of the devastating health impacts of emissions from electricity plants, industry and transport cause non-stop public <a href=\"https:\/\/www.theguardian.com\/environment\/2017\/feb\/08\/data-inconclusive-linking-death-air-pollution-says-indian-minister\">controversies<\/a>.&nbsp;&nbsp;&nbsp;<\/p>\n<p>In order to effectively tackle the pollution crises, technologies that support clean air, water and soil in both China and India&nbsp;must gradually replace polluting alternatives. Implementation of this transition will largely depend on local factors. So what is the best approach for each government to take in promoting these technologies: the stick&nbsp;or the carrot? And which incentives&nbsp;or disincentives&nbsp;are most effective?<\/p>\n<p>Both countries face similar challenges. Each has prioritised the installation of de-sulfurizing, de-nitrating and de-dusting equipment at existing coal-fired electricity plants to curb harmful emissions. Both <a href=\"https:\/\/www.ecns.cn\/2017\/03-14\/249114.shtml\">China<\/a> and <a href=\"https:\/\/egazette.nic.in\/WriteReadData\/2015\/167141.pdf\">India<\/a> have applied emissions standards to their electricity, transport and industrial sectors. However, compliance with these standards remains a major challenge. Beijing, for instance, is still believed to be <a href=\"https:\/\/www.bloombergquint.com\/business\/2017\/03\/08\/beijing-still-years-away-from-blue-skies-even-with-improved-air\">at least a decade away from blue skies<\/a>, whereas India lags behind further still.<\/p>\n<p>To complement command-and-control regulations such as emission standards, &ldquo;the stick&rdquo;, China is also using a &ldquo;carrot&rdquo; by offering a premium sale price to coal-fired generators that have installed emissions abatement equipment. The value of this &ldquo;carrot&rdquo; was <a href=\"https:\/\/www.iisd.org\/library\/subsidies-coal-power-generation-china\">estimated<\/a> at around 100 billion yuan per annum (US$14.5 billion) in 2014 and 2015.<\/p>\n<p>Given its lower level of economic development and budgetary constraints, India cannot afford to encourage&nbsp;a reduction of pollution from coal plants in the same way. India prioritises provision of affordable electricity to its population and improving energy access for the 20% of people that still do not have electricity in their homes. This is very different from China, a country with an electrification rate of 100% that is addressing <a href=\"https:\/\/www.reuters.com\/article\/us-china-coal-idUSKBN151090\">a major challenge of over-capacity<\/a> in coal-fired generation.<\/p>\n<p>India also has&nbsp;<a href=\"https:\/\/www.iisd.org\/blog\/india-s-2016-budget-mixed-bag-clean-energy-alternatives\">the cess charge<\/a>&nbsp;(a form of carbon tax) on coal use that is partially allocated to support clean technologies. Charged at INR400 (US$6) per tonne of coal, the cess&nbsp;has seen an eightfold increase since 2014. Between 2011 and 2016 an estimated <a href=\"https:\/\/www.thehindubusinessline.com\/economy\/macro-economy\/coal-cess-mopup-may-beat-total-of-last-5-years\/article8310195.ece\">13,616 crore<\/a> (over US$2 billion) from the coal cess revenues was transferred to the National Clean Energy Fund.<\/p>\n<p>Feed-in tariffs and other &quot;carrots&quot; for renewable energy have driven <a href=\"https:\/\/www.ren21.net\/status-of-renewables\/global-status-report\">a rapid increase in installed renewable energy capacity<\/a> in both China and India. However, this additional capacity will only enable a switch to cleaner energy if it is used, and in both <a href=\"https:\/\/www.iisd.org\/library\/wind-power-china-cautionary-tale\">China<\/a> and <a href=\"https:\/\/www.prnewswire.co.in\/news-releases\/curtailment-and-delayed-payments-hits-wind-energy-sector-hard-in-rajasthan-582888591.html\">India<\/a> some of the new wind capacity has faced <a href=\"https:\/\/www.chinadialogue.net\/article\/show\/single\/en\/8965-Blowing-in-the-wind\">curtailment problems<\/a>.<\/p>\n<p>Among its causes are &ldquo;toxic carrots&rdquo; given each government. In China, energy policy is conflicting. While some policies seek to curb coal capacity, others guarantee coal-fired power plants a certain number of hours of operation. Thus, the value of <a href=\"https:\/\/www.iisd.org\/library\/wind-power-china-cautionary-tale\">wind curtailment<\/a> in Liaoning, Jilin, Heilongiang and East Inner Mongolia was <a href=\"https:\/\/www.iisd.org\/library\/subsidies-coal-power-generation-china\">estimated<\/a> at 6.9 billion yuan (US$1 billion) in 2016 driven partly by the priority given to the use of coal power.<\/p>\n<p>In India, renewable energy developers enjoyed a <a href=\"https:\/\/www.iisd.org\/sites\/default\/files\/publications\/india-accelerated-depreciation-policy-wind-energy-case-study.pdf\">generous accelerated depreciation allowance<\/a>&nbsp;but were not given a guarantee for generation or dispatch. However, India has capped this allowance at 40% and wind power is being developed through a&nbsp;<a href=\"https:\/\/www.livemint.com\/Industry\/QOwj0vcEwMkzThDnYrkbRN\/Wind-power-reverse-auction-today-may-witness-aggressive-bid.html\">reverse auction mechanism<\/a>, whereby the bid is won by the seller quoting the lowest price.<\/p>\n<p><a href=\"https:\/\/chinadialogue-production.s3.amazonaws.com\/uploads\/content_image\/content_image\/2378\/gsi-china-india-figure-2-logos.jpg\" target=\"_self\" rel=\"noopener noreferrer\"><img decoding=\"async\" alt=\"China and India compared on key energy indicators\" src=\"https:\/\/chinadialogue-production.s3.amazonaws.com\/uploads\/content_image\/content_image\/2378\/gsi-china-india-figure-2-logos.jpg\" style=\"width: 540px; height: 513px;\" \/><\/a><\/p>\n<p>These&nbsp;and <a href=\"https:\/\/www.iisd.org\/library\/stopping-payments-polluters-clearing-air-fossil-fuel-subsidy-reform-china-and-india\">other examples<\/a>&nbsp;illustrate that there is a lot of money and also regulations already on the table. What is missing is a system that traces the efficacy of both carrot and stick policies on energy waste and air quality in a way that is simple for governments and other stakeholders to use.<\/p>\n<p>Given increasing budgetary pressures, identifying, quantifying and evaluating policies that assist or interfere with the clean energy transition could help China and India assess the best use of public resources.<\/p>\n<p>One way of doing so would be a voluntary peer review with an expert organisation or another country &ndash; bilaterally or within such forums as <a href=\"https:\/\/www.g20.org\/Webs\/G20\/EN\/Home\/home_node.html\">G20<\/a> or <a href=\"https:\/\/brics2017.org\">BRICS<\/a>. For example, many members of the organisation of the Asia-Pacific Cooperation have undertaken <a href=\"https:\/\/aperc.ieej.or.jp\/publications\/reports\/pree.php\">voluntary peer reviews on energy efficiency<\/a>.&nbsp;<\/p>\n<p>Another opportunity is the <a href=\"https:\/\/www.oecd.org\/site\/tadffss\/publication\/\">voluntary review of fossil fuel subsidies<\/a> within the G20 that China completed jointly with the US when it was hosting the G20 summit in 2016. The purpose of this review was to identify&nbsp;&quot;toxic carrots&quot; &ndash; those measures of government support in the energy sector that result in wasteful consumption of energy. China&rsquo;s review listed nine subsidies worth US$14.5 billion and included a timeline for their phase-out. India will host the G20 summit in 2019 and as more G20 countries (Germany, Mexico and Indonesia at the time of writing) volunteer for peer review, there are increasing expectations on India to do the
