{"id":35969,"date":"2018-12-07T11:51:00","date_gmt":"2018-12-07T11:51:00","guid":{"rendered":""},"modified":"2020-05-14T18:48:06","modified_gmt":"2020-05-14T18:48:06","slug":"10969-heavy-industry-drives-growth-in-china-s-emissions","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/pollution\/10969-heavy-industry-drives-growth-in-china-s-emissions\/","title":{"rendered":"Heavy industry drives growth in China\u2019s emissions"},"content":{"rendered":"<p>China&rsquo;s emissions are projected to grow by around 4.7% this year following a rise of 1.7% in 2017, according to an <a href=\"https:\/\/www.globalcarbonproject.org\/carbonbudget\/index.htm\">assessment<\/a> of global carbon emissions published on Wednesday.<\/p>\n<p>The latest growth is a blow to hopes that China&rsquo;s emissions had more or less plateaued after three years of static or declining emissions between 2014-2016.<\/p>\n<p>The question now is whether emissions will continue to grow in 2019. The government&rsquo;s fiscal policy is already providing a strong clue.<\/p>\n<p><strong>Driven by industry<\/strong><\/p>\n<p>The rise in emissions is the result of <a href=\"https:\/\/www.chinadialogue.net\/article\/show\/single\/en\/10955-When-will-we-see-a-global-carbon-peak-\">increased coal consumption<\/a> driven primarily by industry. The <a href=\"https:\/\/www.stats.gov.cn\/tjsj\/zxfb\/201811\/t20181114_1633325.html\">latest official data<\/a> from China&rsquo;s National Bureau of Statistics shows that steel production from January to October this year increased 7.8% compared to the same period last year, while cement production increased by 2.6%. The increased industrial output also led to the fastest growth in electricity demand in six years. All of which led to a rise in coal consumption of around 3% for the first three quarters of the year.<\/p>\n<p>The government is trying to steer the Chinese economy toward high quality growth, a move that is <a href=\"https:\/\/www.brookings.edu\/wp-content\/uploads\/2018\/09\/Chinas-Peaking-Emissions-and-the-Future-of-Global-Climate-Policy.pdf\">recognised<\/a> as critical to reducing carbon emissions. But as the latest data shows, carbon-intensive sectors are still delivering <a href=\"https:\/\/www.reuters.com\/article\/us-china-steel-output\/baowu-says-china-steel-output-to-hit-record-level-in-2018-idUSKCN1NB07G\">record-breaking<\/a> output.<\/p>\n<p>In a recent <a href=\"https:\/\/finance.people.com.cn\/n1\/2018\/1127\/c1004-30423816.html\">commentary piece<\/a> for <em>People&rsquo;s Daily<\/em>, Dr Yang Fuqiang of the Natural Resource Defense Council, said the government needed to tackle overcapacity across heavy industry.<\/p>\n<p><strong>Fiscal stimulus<\/strong><\/p>\n<p>At a workshop in Beijing a few weeks ago, professor Du Xiangwan of the Chinese Academy of Engineering put the issue plainly. &ldquo;China produces 60% of the world&rsquo;s cement,&rdquo; he said. &quot;Do we really need that much cement?&rdquo;<\/p>\n<p>The answer appears to be no. Demand for steel, cement and other construction materials in China has long been supported by local government infrastructure projects, often financed by debt from <a href=\"https:\/\/www.ft.com\/content\/1fe4e1e8-88b0-11e7-bf50-e1c239b45787\">regular government stimulus packages<\/a>. This support is illustrated in a <a href=\"https:\/\/unearthed.greenpeace.org\/2018\/09\/21\/china-emissions-rise-2018\/\">graph from <em>Unearthed<\/em><\/a>, which shows how rising carbon emissions from coal, oil, gas and cement production follow the issuance of new debt by a few months.<br \/>\n&nbsp;<\/p>\n<p><a href=\"https:\/\/chinadialogue-production.s3.amazonaws.com\/uploads\/content_image\/content_image\/4687\/Screen_Shot_2018-12-07_at_12.11.25.png\"><img decoding=\"async\" alt=\"China's fossil CO2 emissions and credit growth\" src=\"https:\/\/chinadialogue-production.s3.amazonaws.com\/uploads\/content_image\/content_image\/4687\/Screen_Shot_2018-12-07_at_12.11.25.png\" style=\"border-width: 0px; border-style: solid; width: 100%; height: 100%;\" \/><\/a><\/p>\n<p>&nbsp;<\/p>\n<p>Worryingly, <a href=\"https:\/\/www.reuters.com\/article\/us-china-economy-policy\/china-should-lean-more-on-fiscal-policy-to-spur-growth-central-bank-researcher-idUSKCN1NP0D1\">rumours are already swirling<\/a> that the government is planning to inject enormous stimulus into the economy over the next two years. A recent <a href=\"https:\/\/think.ing.com\/articles\/china-pmi-disappoints-but-stimulus-is-coming\/%20\">analysis by ING<\/a> estimated the package could be around 9 to 10 trillion yuan (US$1.3-1.5 trillion), comparable only to the 2009 package after the global financial crisis.<\/p>\n<p>ING analyst Iris Pang wrote: &ldquo;Though some fiscal money will be used for debt repayment and loan rollovers, the rest will go into infrastructure projects, which will support manufacturing activities.&quot;<\/p>\n<p>However, on a visit to Jiangsu province last month, Premier Li Keqiang <a href=\"https:\/\/english.gov.cn\/premier\/news\/2018\/12\/03\/content_281476417840590.htm?mc_cid=c225f74241&amp;mc_eid=c4d6d63404\">emphasised<\/a> that the government is committed to transitioning the country&rsquo;s economy and has no plans for a <a href=\"https:\/\/www.scmp.com\/economy\/china-economy\/article\/2173000\/chinese-premier-rejects-economic-stimulus-option-latest-data\">large scale stimulus<\/a>.<\/p>\n<p>How this plays out over the next few months will be of critical importance to global emissions. If ING&rsquo;s predictions are correct, it is almost inevitable that 2019 and 2020 will see high industrial output, growing coal consumption and a third or even fourth year of rising emissions from
