{"id":36494,"date":"2019-09-04T12:00:00","date_gmt":"2019-09-04T12:00:00","guid":{"rendered":""},"modified":"2020-11-11T13:02:08","modified_gmt":"2020-11-11T13:02:08","slug":"11494-countries-start-work-on-new-biodiversity-framework-2","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/nature\/11494-countries-start-work-on-new-biodiversity-framework-2\/","title":{"rendered":"Countries start work on new biodiversity framework"},"content":{"rendered":"<p>The rapid loss of nature has been the focus of a number of major reports this year, with the UN warning that <a href=\"https:\/\/www.chinadialogue.net\/article\/show\/single\/en\/11237-Human-wellbeing-threatened-by-unprecedented-rate-of-biodiversity-loss\">one million species are at risk of extinction<\/a> unless current trends are reversed.<\/p>\n<p>The first round of talks on a post-2020 framework to protect and restore global biodiversity closed in Nairobi last week, with a focus on how to\u00a0implement\u00a0it.<\/p>\n<p>Countries are expected to adopt the\u00a0new framework\u00a0when they meet again next year in Kunming, China, for the <a href=\"https:\/\/www.chinadialogue.net\/article\/show\/single\/en\/11152-China-plans-landmark-biodiversity-talks\">15<sup>th<\/sup> Conference of the Parties (COP)<\/a> to the Convention on Biological Diversity (CBD).<\/p>\n<h2>Towards a new framework<\/h2>\n<p>Susan Gardner\u00a0of\u00a0the UN Environment Programme\u00a0said: \u201cThe meeting has been making excellent progress towards its aims of further exploring the scope and key elements of the framework.\u201d<\/p>\n<p>Gardner explained that because\u00a0the Nairobi meeting was the first global one on the new framework, many details are still to be resolved.<\/p>\n<div class=\"factbox full-width\">\n<header>\n<h3>The Convention\u2019s objectives<\/h3>\n<\/header>\n<div class=\"content\">\n<ul>\n<li>Conservation of biodiversity<\/li>\n<li>Sustainable use of biodiversity<\/li>\n<li>Fair and equitable sharing of\u00a0benefits of genetic resources<\/li>\n<\/ul>\n<\/div>\n<\/div>\n<p>She added that almost all countries\u00a0party to the CBD have updated their national biodiversity strategies and action plans \u2013\u00a0the mechanism under\u00a0by which countries agreed to voluntarily implement\u00a0<a href=\"https:\/\/www.cbd.int\/sp\/targets\/\">20 overarching goals<\/a> to end biodiversity loss and restore ecosystems, known as the Aichi targets. These targets expire next year, and most will not be met.<\/p>\n<p>\u201cIn a few cases the targets embedded in these strategies and action plans were more ambitious than the Aichi targets,\u201d said Gardner. \u201cMost countries have then also reported on progress towards their national targets, as is legally required under the Convention.\u201d<\/p>\n<p>Nele Marien of\u00a0Friends of the Earth International\u00a0said as the world\u00a0is so intertwined the burden of loss of biodiversity cannot be put on countries that provide resources to others.<\/p>\n<p>\u201cInstead we must look to the countries where the highest consumption is concentrated. This aspect needs to be included in targets, and in biodiversity accountability,\u201d she said.<\/p>\n<p>Oscar Soria of campaign group Avaaz said: \u201cWe need a strong framework with citizen participation that will help us to realise ambitious goals and set us on to the path of recovery in order to avoid mass extinction.\u201d<\/p>\n<h2>Implementation as well as targets<\/h2>\n<p>Li Shuo, a senior climate and energy policy officer at Greenpeace China, who has called for a \u201c<a href=\"https:\/\/www.chinadialogue.net\/blog\/11294-Conference-on-Biological-Diversity-what-Kunming-can-learn-from-Paris\/en\">Paris-style paradigm shift in governance for biodiversity<\/a>\u201d, said\u00a0that improving implementation of the biodiversity plan is crucial.<\/p>\n<p>\u201cThere is a widespread view that the Aichi biodiversity targets are not [being] met primarily because of insufficient implementation. The Nairobi session has put addressing the implementation deficit firmly on the table. Now we urgently need concrete solutions to improve implementation,\u201d\u00a0he said.<\/p>\n<p>Sonia Pe\u00f1a Moreno, coordinator of global biodiversity policy and governance at the International Union for Conservation of Nature (IUCN) said: \u201cParties have been voicing loud and clear the need for good compliance and accountability mechanisms to accompany the goals and targets that are agreed to in Kunming. Discussions must continue to flesh out what those mechanisms would look like and how\u00a0they would be enforced.\u201d<\/p>\n<p>Li Shuo said another issue that attracted significant debate in Nairobi is the relationship between the post-2020 biodiversity framework, to be agreed in Kunming, and the Convention.<\/p>\n<p>\u201cHere, quite divergent views exist regarding how the framework should address the full scope of the Convention, particularly its three objectives: conservation, sustainable use, and access and benefit sharing,\u201d\u00a0he said.<\/p>\n<p>Li Shuo noted that finding enough\u00a0support for developing countries, in both financial and non-financial terms,\u00a0was also a hot topic.<\/p>\n<p>\u201cHow to mobilise sufficient resource under challenging geopolitical conditions will be a profound test to the CBD community,\u201d\u00a0he said.<\/p>\n<p>He observed that\u00a0China, as the incoming COP host, will play a crucial role in the run up to Kunming,\u00a0noting that\u00a0the meeting will be the biggest global environmental meeting China has ever hosted\u00a0and a test of its environmental ambition and diplomatic skill.<\/p>\n<p>\u201cThe COP also provides a valuable opportunity for Beijing to advance its domestic biodiversity protection agenda,\u201d he emphasised.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>As the Amazon
