{"id":36563,"date":"2019-10-07T09:46:00","date_gmt":"2019-10-07T09:46:00","guid":{"rendered":""},"modified":"2020-11-03T15:04:31","modified_gmt":"2020-11-03T15:04:31","slug":"11563-what-does-beijing-s-new-mega-airport-mean-for-emissions","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/business\/11563-what-does-beijing-s-new-mega-airport-mean-for-emissions\/","title":{"rendered":"What does Beijing\u2019s new mega airport mean for emissions?"},"content":{"rendered":"\n<p>Beijing Daxing airport, which&nbsp;opened to flights on 25 September, was built in response to a&nbsp;growing demand for air travel that has put strain on&nbsp;Beijing Capital airport.<\/p>\n\n\n\n<p>Designed by the late British architect Zaha Hadid, Daxing has been featured in a Guardian list of <a href=\"https:\/\/www.theguardian.com\/artanddesign\/gallery\/2015\/nov\/09\/megastructures-seven-wonders-of-the-modern-world-near-completion\" target=\"_blank\" rel=\"noopener noreferrer\">seven wonders of the modern world<\/a>.<\/p>\n\n\n\n<p>It is likely to bring new jobs to the south of Beijing but also to play a role in the rapid increase of carbon emissions from the global aviation sector.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-growing-supply-and-demand\">Growing supply and demand<\/h2>\n\n\n\n<p>The number of people travelling through Beijing Capital airport has&nbsp;risen&nbsp;sharply&nbsp;in the last decade, from 53 million a year to 100 million, partly as a result of the new Terminal 3 built just in time for&nbsp;the 2008 Olympics.<\/p>\n\n\n\n<p>Every day, 300 flights cannot be approved for take-off or landing at Capital because of <a href=\"https:\/\/www.xinhuanet.com\/2018-12\/28\/c_1123918952.htm\">lack of space<\/a>. Only 64% of planes depart on time, sending Capital down to <a href=\"https:\/\/www.flightstats.com\/company\/media\/on-time-performance-awards\/2015-on-time-performance-service-awards-data\/\" target=\"_blank\" rel=\"noopener noreferrer\">161<sup>st<\/sup><\/a> in the punctuality ratings for large and midsize airports.<\/p>\n\n\n\n<p>Li Xiaojin of the Civil Aviation University&nbsp;said: \u201cThere\u2019s a limit to how much Capital airport can be expanded, and a new airport is a better option.\u201d<\/p>\n\n\n\n<p>Passenger demand in Beijing is <a href=\"https:\/\/journalist.inewsweek.cn\/2\/2018-03-01\/763.shtml\" target=\"_blank\" rel=\"noopener noreferrer\">predicted<\/a>&nbsp;to reach 140 million in 2020, rising to 170 million in 2025 and 235 million in 2040. Though it will&nbsp;increase demand, Daxing is also&nbsp;<a href=\"https:\/\/www.gov.cn\/xinwen\/2019-01\/03\/content_5354594.htm\" target=\"_blank\" rel=\"noopener noreferrer\">supposed<\/a>&nbsp;to help relieve Capital by serving 45 million passengers in 2021, and 72 million in 2025.<\/p>\n\n\n\n<p>While the three runways at Capital can handle 110 take-offs or landings an hour, Daxing\u2019s four runways can deal with 141.<br><img loading=\"lazy\" decoding=\"async\" class=\"alignnone\" style=\"width: 100%; height: 100%;\" src=\"https:\/\/chinadialogue-production.s3.amazonaws.com\/uploads\/content_image\/content_image\/5790\/W5NA6Y_Beijing_Daxing_International_Airport_under_construction_web.jpg\" alt=\"Beijing Daxing airport during construction \" width=\"1600\" height=\"1066\"><br><span class=\"caption\">Daxing airport during construction, in April 2019 (Image: Alamy)<\/span><\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-the-airport-economy\">The airport economy<\/h2>\n\n\n\n<p>Daxing lies to the south of Beijing and its economy has long lagged behind the rest of the city. IN&nbsp;the north of Hebei province, which neighbours Daxing, the situation is similar. Incomes and spending on infrastructure are far behind Beijing and Tianjin. The creation of a first-class international airport is an important&nbsp;part of efforts to reduce economic imbalances across the Beijing-Tianjin-Hebei region.<\/p>\n\n\n\n<p>And so the new airport comes with good transport links to strategic destinations such as Langfang in Hebei and the \u201ccity of the future\u201d <a href=\"https:\/\/www.chinadialogue.net\/article\/show\/single\/en\/10704-Is-China-s-city-of-the-future-a-replicable-model-\">Xiong\u2019an New District<\/a>.<\/p>\n\n\n\n<p>The global aviation sector creates five jobs in goods and services supply chains and tourism for every one job directly created in aviation operations, according to the <a href=\"https:\/\/aviationbenefits.org\/media\/166344\/abbb18_full-report_web.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">latest report<\/a> from the Air Transport Action Group, a&nbsp;commercial aviation body.<br><img loading=\"lazy\" decoding=\"async\" width=\"1600\" height=\"1154\" class=\"alignnone\" style=\"width: 100%; height: 100%;\" src=\"https:\/\/chinadialogue-production.s3.amazonaws.com\/uploads\/content_image\/content_image\/5793\/2A1B44X_Xi_Jinping_at_Daxing_international_airport_web.jpg\" alt=\"Xi Jinping&nbsp;on the opening day of&nbsp;Beijing Daxing&nbsp;airport (Image: Alamy)\"><br><span class=\"caption\">Xi Jinping&nbsp;on the opening day of&nbsp;Beijing Daxing&nbsp;airport (Image: Alamy)<\/span><\/p>\n\n\n\n<p>According to Li Xiaojin, because airports concentrate flows of people, goods and money, Daxing has raised hopes for great strides of development in southern Beijing and northern Hebei. Peng Jianbo of Tsinghua Tongheng Urban Planning and Design Institute, <a href=\"https:\/\/finance.people.com.cn\/n1\/2016\/1012\/c1004-28770401.html\" target=\"_blank\" rel=\"noopener noreferrer\">said<\/a> the airport will create 144,000 new jobs in southern Beijing and Langfang, providing a huge boost to the local economy.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-what-about-emissions\">What about emissions?<\/h2>\n\n\n\n<p>There is a real demand and economic rationale for the airport \u2013 but it comes at a time when such projects are&nbsp;increasingly <a href=\"https:\/\/www.qdaily.com\/articles\/2160.html\" target=\"_blank\" rel=\"noopener noreferrer\">controversial<\/a> worldwide. In the UK, for example, debate over the expansion of London\u2019s Heathrow airport has gone on for over a decade, with environmental groups organising a series of <a href=\"https:\/\/www.telegraph.co.uk\/news\/2019\/05\/31\/extinction-rebellion-threatens-10-day-heathrow-protest-government\/\" target=\"_blank\" rel=\"noopener noreferrer\">protests<\/a> in March against a proposed new runway.&nbsp; The expansion of Leeds Bradford airport, in the north of England, runs <a href=\"https:\/\/theconversation.com\/we-cant-expand-airports-after-declaring-a-climate-emergency-lets-shift-to-low-carbon-transport-instead-120740\" target=\"_blank\" rel=\"noopener noreferrer\">contrary<\/a> to the city\u2019s climate change commitments. Researchers say the expansion&nbsp;would see passenger numbers double by 2030, with the emissions from flights alone twice the city\u2019s carbon emissions target for that year.<\/p>\n\n\n\n<p>Meanwhile Greta Thunberg has targeted aviation emissions during her climate activism, and brough&nbsp;the Swedish phrase <a href=\"https:\/\/www.chinadialogue.net\/article\/show\/single\/en\/11461-Is-2-19-the-year-flying-became-uncool-\"><em>flygskam<\/em><\/a> \u2013 flight shame \u2013 into the lexicon.<\/p>\n\n\n\n<p><iframe loading=\"lazy\" src=\"https:\/\/data.worldbank.org\/share\/widget?indicators=IS.AIR.PSGR\" width=\"100%\" height=\"373\" frameborder=\"0\" scrolling=\"no\"><\/iframe><\/p>\n\n\n\n<p>Aviation currently accounts for <a href=\"https:\/\/www.icao.int\/environmental-protection\/Pages\/env2016.aspx\" target=\"_blank\" rel=\"noopener noreferrer\">3%<\/a> of global emissions, a proportion that is <a href=\"https:\/\/www.darrinqualman.com\/global-air-travel-climate-change\/\" target=\"_blank\" rel=\"noopener noreferrer\">rising rapidly<\/a>. According to the UN body for flying, the International Civil Aviation Organisation (ICAO), if air travel grows at 5% a year, then by 2050 the sector\u2019s emissions will account for <a href=\"https:\/\/www.carbonbrief.org\/aviation-consume-quarter-carbon-budget\" target=\"_blank\" rel=\"noopener noreferrer\">one quarter<\/a> of the carbon budget for keeping global heating to 1.5C \u2013 and that is taking only carbon dioxide emissions into account.<\/p>\n\n\n\n<p>New airports mean more and cheaper flights, which means more people will want to fly, which again means more flights. There is a vicious circle of new infrastructure creating demand, and that demand encouraging new infrastructure construction.<\/p>\n\n\n\n<p>As early as 2013, experts were writing that \u201c<a href=\"https:\/\/www.chinadialogue.org.cn\/blog\/5833-Why-China-doesn-t-need-more-airports\/en\">China does not need any new airports<\/a>\u201d, raising environmental and economic concerns and suggesting energy should instead be spent on integrating existing transportation networks.<\/p>\n\n\n\n<p><strong><a href=\"https:\/\/dialogue.earth\/en\/pollution\/8829-can-airlines-cap-their-carbon-emissions\/\">See also: Can airlines cap their carbon emissions?&nbsp;<\/a><\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-the-billion-who-have-never-flown\">\u2018The billion who have never flown\u2019<\/h2>\n\n\n\n<p>Reduction of aviation emissions is already on the international climate agenda, with the ICAO&nbsp;putting forward an <a href=\"https:\/\/www.icao.int\/environmental-protection\/Pages\/A39_CORSIA_FAQ2.aspx\" target=\"_blank\" rel=\"noopener noreferrer\">emissions reduction plan<\/a>, key to which is the use of alternative fuels and new technologies, along with better route planning. The aim is to see zero growth in aviation emissions from 2020 onwards.<\/p>\n\n\n\n<p>China, which accounts for <a href=\"https:\/\/www.iata.org\/pressroom\/pr\/Documents\/2019-02-07-01-cn.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">9.5%<\/a> of global passenger aviation, has repeatedly expressed opposition to that goal. At a 2016 meeting of the ICAO, the delegate for China&nbsp;complained it \u201c<a href=\"https:\/\/www.icao.int\/Meetings\/a39\/Documents\/10080_en.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">lacks scientific basis, fairness and sustainability<\/a>.\u201d Aviation emissions in developed nations have peaked, but developing nations should be given space to grow and expand, according to the delegate.<\/p>\n\n\n\n<p>Though it has been growing rapidly, Chinese aviation has quite a short history. During the 1960s, as aviation was taking off in the US, China had <a href=\"https:\/\/www.carnoc.com\/txtm\/article\/2111.html\" target=\"_blank\" rel=\"noopener noreferrer\">fewer than 50<\/a> domestic routes. Ordinary citizens were not able to buy airline tickets themselves until the 1990s; before that, a <a href=\"https:\/\/www.caac.gov.cn\/ZTZL\/RDZT\/MHGGKF\/TFXQDLHXZC\/201811\/t20181122_193072.html\" target=\"_blank\" rel=\"noopener noreferrer\">letter of introduction<\/a> from a work unit was required. About <a href=\"https:\/\/finance.sina.com.cn\/zl\/2019-01-09\/zl-ihqfskcn5510015.shtml\" target=\"_blank\" rel=\"noopener noreferrer\">one billion<\/a> Chinese people have never flown, and many of the country\u2019s small airports are operating under capacity.<\/p>\n\n\n\n<p><iframe loading=\"lazy\" src=\"https:\/\/data.worldbank.org\/share\/widget?indicators=IS.AIR.PSGR&amp;locations=CN-US\" width=\"100%\" height=\"373\" frameborder=\"0\" scrolling=\"no\"><\/iframe><\/p>\n\n\n\n<p>According to Li Xiaojin, growth in demand is currently a bit slower than when Daxing airport was being designed, from 2010 to 2015, and so it may have more capacity than needed. But he added that airports need an appropriate degree of future-proofing.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-low-carbon-air-rail-links\">Low-carbon air\u2013rail links?<\/h2>\n\n\n\n<p>Will the expansion of airport capacity cancel out the carbon savings made by <a href=\"https:\/\/www.chinadialogue.net\/article\/show\/single\/en\/11174-How-green-is-China-s-high-speed-rail-\">China\u2019s high-speed rail network<\/a>?<\/p>\n\n\n\n<p>Routes between Beijing, Tianjin, Nanjing, Shanghai and Jinan were once money-spinners for airlines, with numerous daily flights back and forth between the cities. But the advent of high-speed rail has meant there are no more flights between Tianjin and Nanjing, and the number of flights between Tianjin and Shanghai has dropped from 40 to 10 per day. Similar reductions have been seen on other routes.<\/p>\n\n\n\n<p>High-speed rail has an absolute advantage over flying at distances between 150 and 800 kilometres, according to the&nbsp;international aviation industry. A recent World Bank <a href=\"https:\/\/news.cctv.com\/2019\/07\/09\/ARTIwgPDc4RolATf5VEiGbly190709.shtml\" target=\"_blank\" rel=\"noopener noreferrer\">report<\/a> raised&nbsp;the upper limit to 1,200 kilometres in China, due to higher than average train speeds and journey frequencies.<\/p>\n\n\n\n<p>Better links between airports and high-speed rail could make it easier for travellers to make low-carbon choices. Connections to Daxing airport include the Beijing\u2013Xiong\u2019an Intercity Railway, which meets the high-speed rail routes that run&nbsp;through West Beijing station.<\/p>\n\n\n\n<p>Commenting on the fact that the new airport will increase passenger demand, Li Xiaojin points out that China\u2019s green transportation development plans still prioritise growth over the environment, with meeting and boosting market demand the key goals. Growth will not be sacrificed for the sake of greenness, he said.<\/p>\n\n\n\n<p>There are still plenty of airports being built in China. During the current Five Year Plan period (2016-2020), 74 airports have been expanded or newly built. Expansions are already underway in Chengdu, Qingdao, Xiamen and Dalian, and preparations are also being made for new airports in Guangzhou and
