{"id":36575,"date":"2019-10-16T09:41:00","date_gmt":"2019-10-16T09:41:00","guid":{"rendered":""},"modified":"2020-07-03T09:20:35","modified_gmt":"2020-07-03T09:20:35","slug":"11575-chinese-cities-can-produce-solar-power-below-grid-supplied-price-report-finds","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/energy\/11575-chinese-cities-can-produce-solar-power-below-grid-supplied-price-report-finds\/","title":{"rendered":"Chinese cities can produce solar power below\u00a0grid-supplied price, report finds"},"content":{"rendered":"<p align=\"left\">Researchers have found\u00a0the\u00a0costs of solar power to be\u00a0lower than local grid power in all 344 Chinese cities they studied, even without subsidies. And\u00a0in 76 of those\u00a0cities, the price of solar power is\u00a0equal to or below coal-fired power.<\/p>\n<p align=\"left\">The competitiveness of solar varies from city to city\u00a0mostly because of differences in\u00a0sunlight,\u00a0coal prices, power market prices\u00a0and solar investment costs.<\/p>\n<p>The researchers, from\u00a0Sweden\u2019s KTH Royal Institute of Technology,\u00a0<a href=\"https:\/\/www.nature.com\/articles\/s41560-019-0441-z\">calculated<\/a> the costs of large (more than\u00a0one megawatt) distributed solar power generation \u2013 where power is produced at or near the point of use \u2013 and compared these\u00a0with local grid-power prices and the price which coal-fired power generators sell electricity to the grid. (Local grid prices include generating and distribution costs, profits, government funding and surcharges. While generator-side prices entail\u00a0generation costs and\u00a0generator\u2019s profit.)<\/p>\n<p>Unsubsidised renewable energy is increasingly matching\u00a0the cost of fossil fuel energy in what\u2019s known as \u201cgrid parity\u201d. At this tipping point, far more investment will in theory flow into clean energy. Investment in renewables is no longer simply the \u201cmoral choice\u201d, made for climate and environmental reasons, but it\u00a0many cases\u00a0the most profitable way to go.<\/p>\n<p>Tao Ye, deputy head of the <a href=\"https:\/\/www.cnrec.org.cn\/\">China National Renewable Energy Centre<\/a>, cautioned that some of the variables in the researchers\u2019 calculations are uncertain. Coal-power generators may have some scope to lower the price of the electricity they sell to the grid, undercutting solar. Also, obtaining land or rooftops for solar panels can increase costs.<\/p>\n<p><iframe style=\"width: 100%; height: 600px;\" src=\"https:\/\/public.flourish.studio\/visualisation\/782112\/embed\" frameborder=\"0\" scrolling=\"no\"><\/iframe><\/p>\n<h2>How the government helped solar<\/h2>\n<p>The major early goal of China\u2019s solar sector was to supply power to rural areas and reduce poverty. Now, after three decades of growth, China has <a href=\"https:\/\/www.woodmac.com\/our-expertise\/focus\/Power--Renewables\/global-solar-pv-market-outlook-update-q1-2019\/\">twice as many<\/a> solar panels installed as any other nation. The decreasing costs of new solar are in large part due to <a href=\"https:\/\/www.chinadialogue.net\/article\/show\/single\/ch\/9865-Can-Brazil-replicate-China-s-success-in-solar-\">supportive government policies<\/a>. Since 2000, the Chinese government has put more than 100\u00a0<a href=\"https:\/\/finance.sina.com.cn\/chanjing\/2019-09-01\/doc-iicezueu2690360.shtml?source=cj&amp;dv=1\">pro-solar policies<\/a> in place.<\/p>\n<p>For example, in <a href=\"https:\/\/www.chinadialogue.net\/article\/show\/single\/en\/5860-China-s-leaders-want-revolution-in-small-scale-solar-power\">2013<\/a> and <a href=\"https:\/\/www.chinadialogue.net\/article\/show\/single\/ch\/9865-Can-Brazil-replicate-China-s-success-in-solar-\">2014<\/a> the State Grid and the National Energy Administration removed some of the barriers small-scale solar generators faced in starting up and expanding. Concentrated solar farms,\u00a0which use mirrors to focus sunlight, were provided with subsidies, and distributed solar generators received subsidies. Such incentives rapidly increased China\u2019s installed capacity from <a href=\"https:\/\/www.sohu.com\/a\/25526737_114835\">six gigawatts<\/a> (GW) in 2011 to <a href=\"https:\/\/www.nengapp.com\/news\/detail\/1926684\">170GW<\/a> by 2018, of which <a href=\"https:\/\/news.cnstock.com\/news,bwkx-201903-4352359.htm\">29%<\/a> was distributed solar.<\/p>\n<p>In fact, <a href=\"https:\/\/www.chinadialogue.net\/article\/show\/single\/en\/4232-Burned-by-the-sun\">incentives for new solar<\/a> proved so\u00a0popular that the central government decided to slash\u00a0them in 2018. This <a href=\"https:\/\/www.chinadialogue.net\/article\/show\/single\/en\/10775-China-s-solar-industry-is-at-a-crossroads\">rocked<\/a> the sector, but led to more independent growth.<\/p>\n<p>Tao Ye said: \u201c20% of the new solar capacity added in 2019 has been at grid parity or better; the target for 2020 is over 35%.\u201d And with the grid struggling to take power from concentrated solar farms in western China, distributed solar closer to power markets in the more developed east has become more popular. In 2017 alone, <a href=\"https:\/\/www.chinadialogue.net\/article\/show\/single\/ch\/10775-China-s-solar-industry-is-at-a-crossroads\">19.4GW<\/a> of additional distributed solar power capacity was installed \u2013 as much as in the previous three years combined.<\/p>\n<h2><iframe style=\"width: 100%; height: 600px;\" src=\"https:\/\/flo.uri.sh\/visualisation\/3061613\/embed\" frameborder=\"0\" scrolling=\"no\"><\/iframe><\/h2>\n<h2>What are the difficulties on the\u00a0supply side?<\/h2>\n<p>Unstable power generation is viewed as a bottleneck holding back the long-term development of renewables. Zhang Shuwei, chair and chief energy economist at the <a href=\"https:\/\/www.draworld.org\/3931839029.html\">Draworld Environmental Research Centre<\/a>, thinks that\u2019s no reason for the grid to decline to take renewable power. Renewables were\u00a0always about reducing emissions not balancing the power system, and the role of the grid is to handle those fluctuations and uncertainties, he said.<\/p>\n<p>Another bottleneck is land availability. That\u2019s why distributed solar, which can utilise rooftop space, is regarded as having the <a href=\"https:\/\/video.caixin.com\/2012-11-08\/100457849.html?sourceEntityId=101193728\">potential<\/a> to save companies huge amounts of money \u2013 especially large power consumers such as technology parks, industrial firms and data centres. But current policies hamper development of rooftop solar installations as\u00a0property rights are unclear and companies struggle to find ones to use.<\/p>\n<p>Another obstacle to renewables development is that companies cannot currently choose where to buy their power from. Li Jian, energy director with <a href=\"https:\/\/www.gds-services.com\/\">GDS Services<\/a>, an operator of large-scale data centres, said that businesses hope market reforms in the power sector will allow energy users of various types and sizes to participate directly in the power market, and choose where they source their power.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Many Chinese
