{"id":40076960,"date":"2016-08-24T00:00:00","date_gmt":"2016-08-23T18:30:00","guid":{"rendered":"http:\/\/china-dialogue-ocean-staging.darkbluehq.com\/uncategorized\/641-china-fishing-industry-fuel-subsidies\/"},"modified":"2022-02-10T23:00:05","modified_gmt":"2022-02-10T17:30:05","slug":"641-china-fishing-industry-fuel-subsidies","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/ocean\/641-china-fishing-industry-fuel-subsidies\/","title":{"rendered":"China\u2019s deep sea fishing industry relies on fuel subsidies"},"content":{"rendered":"<p>China\u2019s central government policy of subsidising diesel fuel for its fishing fleet has created a damaging industry that is growing fast despite being commercially unsustainable, according to environmental campaign group Greenpeace.<\/p>\n<p>Describing China\u2019s distant water fishing industry (DWF) as \u201cout of control\u201d, Greenpeace said in an <a href=\"http:\/\/www.greenpeace.org\/eastasia\/news\/blog\/5-problems-with-chinas-distant-water-fishing-\/blog\/57210\/\">8 August report<\/a> that the country\u2019s fleet of 2,460 vessels is likely to keep on expanding as long as \u201cChina continues to pour in misguided subsidies,\u201d of which fuel subsidies are \u201cby far the most important.\u201d<\/p>\n<p>China is the world\u2019s largest producer of wild catch, and of seafood, according to fisheries and international relations expert <a href=\"https:\/\/www.linkedin.com\/in\/tabitha-grace-mallory-2698024\">Tabitha Grace Mallory<\/a> of Seattle-based think tank, <a href=\"http:\/\/www.nbr.org\/\">The National Bureau of Asian Research<\/a>.<\/p>\n<h2>International attention<\/h2>\n<p>Greenpeace\u2019s report follows a <a href=\"https:\/\/dialogue.earth\/article\/show\/single\/en\/8485-Can-the-WTO-curb-dangerous-overfishing-\">World Trade Organisation ministerial-level conference last December<\/a> seeking frameworks to assess the harm that fishing fleet subsidies are causing to shrinking fish stocks \u2013 which the <a href=\"http:\/\/www.some.ox.ac.uk\/research\/global-ocean-commission\/\">Global Ocean Commission<\/a> estimates have declined 63% since 1950.<\/p>\n<p>China is far from being the only nation to subsidise distant water fleets. But it has the world\u2019s largest fleet, and one that is growing rapidly.<\/p>\n<p>Chinese fishing fleets receive a variety of subsidies but the central government\u2019s fuel subsidy is the most significant. The report\u00a0quotes <a href=\"http:\/\/yanbao.stock.hexun.com\/dzgg556338.shtml\">research<\/a> by Everbright Securities that found fuel subsidies make up on average 80% of non-operational income for China\u2019s distant water fishing fleets (DWF).<\/p>\n<p>Without it, there would be no profits at the two major state-owned fisheries firms analysed by Everbright, <a href=\"http:\/\/www.cofc.com.cn\/\">CNFC China Overseas Fisheries<\/a> and <a href=\"http:\/\/www.skmic.sh.cn\/skmic.aspx\">Shanghai Kaichuan Marine International<\/a>.<\/p>\n<h2>Reliant on subsidy<\/h2>\n<p>The same is true for private companies. \u201cWhen the catch isn\u2019t great, the subsidies make up the major part of your income,\u201d Mr\u00a0Zheng, a boat owner and deep sea fisherman for 30 years, told <em>chinadialogue<\/em>. A large vessel could get 4 to 5 million yuan (US$600,000 to US$750,000) in subsidies, while smaller vessels might receive 1 million yuan, he said.<\/p>\n<p>Zheng fishes from Zhoushan in <a href=\"https:\/\/en.wikipedia.org\/wiki\/Zhejiang\">Zhejiang<\/a> province, southeastern China. The country\u2019s largest fishery is offshore, and the port is also a national centre for the distant sea fishing fleet, a term for boats that fish the deep sea and in other countries\u2019 waters.<\/p>\n<p>Li Shuo, author of the Greenpeace report, said subsidies are not strengthening the industry and using taxpayer\u2019s money to prop up unprofitable businesses makes no sense.<\/p>\n<p>Furthermore, the number of deep sea fishing vessels is far above what the environment can cope with. The industry is caught up in a cycle of low profitability leading to high subsidies, which again leads to lower profitability, he said.<\/p>\n<p>Subsidies cover the extra cost of diesel when\u00a0it rises above 2,870 yuan per tonne (US$432), and the total cost if it rises above 5,070 yuan per tonne (US$763), Greenpeace says.<\/p>\n<figure id=\"attachment_643\" aria-describedby=\"caption-attachment-643\" style=\"width: 600px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-643 size-full\" src=\"https:\/\/dialogue.earth\/content\/uploads\/2018\/02\/129251_225538_meitu_2.jpg\" alt=\"A Chinese fishing vessel was illegally operating in Guinea-Bissau waters\" width=\"600\" height=\"399\" \/><figcaption id=\"caption-attachment-643\" class=\"wp-caption-text\">A Chinese fishing vessel found by Greeenpeace to be illegally operating in Guinea-Bissau waters, 14 November 2014. (Image by <a href=\"http:\/\/www.greenpeace.org\/eastasia\/news\/blog\/5-problems-with-chinas-distant-water-fishing-\/blog\/57210\/\">Giri Rezac \/ Greenpeace<\/a>)<\/figcaption><\/figure>\n<h2>Spiralling costs<\/h2>\n<p>Total payments have risen almost 10 times\u00a0from 281 million yuan (US$42.2 million) at the outset in 2006 to a huge 2.68 billion yuan in 2011, when official data stopped being published, says Greenpeace. Mallory has estimated the cost at US$6.5 billion in 2013, <a href=\"http:\/\/www.sciencedirect.com\/science\/article\/pii\/S0308597X16000415\">in recent research<\/a> published in the journal Marine Policy.<\/p>\n<p>The giddying increases are due to the growing number of boats, up more than 25% in two years from 2012 to 2014. Two thirds of new launches were in Fujian and Shandong provinces in eastern China, where local government subsidies create extra incentives, and more expansion is planned. \u201cEveryone knows fisheries are shrinking overall, yet the number of deep sea fishing vessels is increasing,\u201d said fisherman Zheng.<\/p>\n<p>Mid-summer is the closed season offshore of Zhejiang, yet the harbour is busy with boats landing catches from the Pacific, Atlantic and Indian oceans.<\/p>\n<figure id=\"attachment_644\" aria-describedby=\"caption-attachment-644\" style=\"width: 564px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-644 size-full\" src=\"https:\/\/dialogue.earth\/content\/uploads\/2018\/02\/Screen_Shot_2016-08-23_at_16.13.31.png\" alt=\"Deep sea fishing fleet and subsidies\" width=\"564\" height=\"366\" \/><figcaption id=\"caption-attachment-644\" class=\"wp-caption-text\">Deep sea fishing fleet and subsidies (2007-2011), produced by Greenpeace based on the China Fishing Industry Yearbook, produced by the Ministry of Agriculture\u2019s Fishing Industry Bureau<\/figcaption><\/figure>\n<h2>Worker protection<\/h2>\n<p>The fishing industry\u2019s fuel subsidy originated to protect vulnerable groups during fuel price reforms, Professor Wang Yamin\u00a0of the <a href=\"http:\/\/www.mc.wh.sdu.edu.cn\/\">Marine College on Shandong University\u2019s Weihai campus<\/a>, told <em>chinadialogue<\/em>. Highway maintenance fees were folded into fuel prices, so fishing vessels got a subsidy to counterbalance the extra burden.<\/p>\n<p>The policy was confirmed in a State Council 2008 ruling protecting fishermen, grain farmers and those on low incomes.<\/p>\n<p>However, Mallory\u2019s <a href=\"http:\/\/www.sciencedirect.com\/science\/article\/pii\/S0308597X16000415\">analysis<\/a> found China\u2019s fuel subsidies aims to increase fishing industry capacity, which conflicts with its policy of protecting the marine environment. A quantitative analysis found that 95% of fishery subsidies were harmful to sustainability and would in the long term reduce the economic viability of the fishing industry as a whole.<\/p>\n<h2>Carbon subsidy<\/h2>\n<p>Greenpeace\u2019s Li argues that fishing fleets\u2019 diesel payments are a form of fossil fuel subsidies.<\/p>\n<p>The December 2015 Paris Agreement on climate change included national pledges to curb greenhouse gas emissions, and \u201c<a href=\"http:\/\/news.xinhuanet.com\/fortune\/2016-07\/01\/c_129107415.htm\">elimination of inefficient fossil fuel subsidies<\/a>\u201d was a hot topic at the G7 summit in May 2016 and G20 energy ministers meeting in June.<\/p>\n<p>\u201cFuel subsides are a subsidy of fossil fuels, and that means it&#8217;s an environmental protection and climate change issue,\u201d says Li, suggesting subsidies should be replaced gradually, while taking into account the reasonable needs of vulnerable groups.<\/p>\n<p>With ocean ecosystems declining, international pressure is growing to take their protection more seriously. Bian Yongmin, a professor at the School of Law at the University of International Business and Economics in Beijing, has <a href=\"http:\/\/blog.sina.com.cn\/s\/blog_64453a8a01019nur.html\">said<\/a> it is not a question of whether changes are needed \u2013 it\u2019s a question of what changes and when.<\/p>\n<h2>Signs of change<\/h2>\n<p>China\u2019s government is also sending supportive signals. In 2015 the Ministry of Finance and Ministry of Agriculture issued a <a href=\"http:\/\/jjs.mof.gov.cn\/zhengwuxinxi\/zhengcefagui\/201507\/t20150709_1272152.html\">notice<\/a> on changing policy on subsidies, noting that since 2006 fisheries diesel subsidies have distorted pricing and conflict with a policy of reducing boat numbers and shifting fishermen into other sectors.<\/p>\n<p>New regulations will decouple payments from the amount of fuel used, and savings will help workers find other jobs and the development of sport and sustainable fishing, the ministry says.<\/p>\n<p>The latest policy target is to see <a href=\"http:\/\/mt.sohu.com\/20160416\/n444492440.shtml\">at least a 20% drop<\/a> in ocean catches by 2020. \u201cReducing the number of vessels, moving workers into other sectors, and gradually doing away with diesel subsidies are all complementary to sustainable development of the fishing industry\u201d said Fan Xubing, chief marketing consultant for the <a href=\"http:\/\/www.cappma.org\/\">China Aquatic Products Processing and Marketing Alliance<\/a>. \u201cIt\u2019s a very complex issue, and all the different policies need to be in line with each
