{"id":40091032,"date":"2022-03-04T11:05:00","date_gmt":"2022-03-04T05:35:00","guid":{"rendered":"http:\/\/china-dialogue-ocean-staging.darkbluehq.com\/?p=91032"},"modified":"2022-03-25T16:35:38","modified_gmt":"2022-03-25T11:05:38","slug":"frances-membership-lends-weight-to-coalition-for-ocean-sustainability","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/ocean\/frances-membership-lends-weight-to-coalition-for-ocean-sustainability\/","title":{"rendered":"France\u2019s membership lends weight to coalition for ocean sustainability"},"content":{"rendered":"\n<p class=\"has-drop-cap\">In&nbsp;December 2020, 14 nations, which together oversee 30% of the ocean area covered by exclusive economic zones (EEZs),&nbsp;<a href=\"https:\/\/dialogue.earth\/16123-ocean-panel-can-14-nations-put-ocean-protection-back-on-track\/\">committed to managing their waters 100% sustainably by 2025<\/a>. The ambitious plan, which followed a two-year, science-based review of ocean threats and opportunities, set out a blueprint for marine restoration in a way that would provide more food and jobs, benefit maritime economies and help to mitigate climate change.<\/p>\n\n\n\n<p>On 11 February, France, which has the largest EEZ of any nation, became the latest to sign what is known as the&nbsp;<a href=\"https:\/\/www.oceanpanel.org\/\">High Level Panel for a Sustainable Ocean Economy<\/a>. France\u2019s participation takes the coalition\u2019s footprint to 42% of the world\u2019s EEZ area, 46% of the world\u2019s coastlines, 25% of its fisheries, and 20% of its shipping fleet.<\/p>\n\n\n\n<p>A mix of wealthy and developing coastal countries, the original signatory states were Australia, Canada, Chile, Fiji, Ghana, Indonesia, Jamaica, Japan, Kenya, Mexico, Namibia, Portugal, Norway and Palau. The US&nbsp;<a href=\"https:\/\/www.oceanpanel.org\/news\/usa-joins-hlp\">signed up<\/a>&nbsp;in November at the COP26 climate conference in Glasgow, committing to 100% sustainable management of its jurisdictional waters by 2030. Now that France has also committed, signing to the earlier target of 2025, the pledge includes the two nations with the world\u2019s largest EEZs. Much like the Paris Agreement on climate change, the commitments of the High Level Panel are nation-specific, voluntary and non-binding.<\/p>\n\n\n\n<p>Signatories have yet to reveal the details of their management plans, but they are expected to be as much about economic development as conservation. Norway, for example, is currently investing in its offshore oil and gas industry and has plans to expand salmon aquaculture five-fold by 2050, a plan that will see around 5 billion fish farmed annually along its western coast. But there are the challenges, for getting incentives for offshore wind and disincentives for oil and gas, for instance,\u201d says Peter Haugen, the programme director at the Institute of Marine Research in Bergen, and chair of the High-Level Panel\u2019s Expert Group. \u201cShould we allow deep-sea mineral exploitation in areas where we allow fisheries? Are we doing enough to minimise plastics from fisheries? These discussions are ongoing, but much has yet to be decided. It\u2019s going to be gradual with Norway,\u201d he says.<\/p>\n\n\n\n<p>Meanwhile, nations such as Ghana and Mexico are struggling with severely depleted fish stocks and are fighting a growing battle against illegal fishing. While they have joined the pledge, they currently have few resources for monitoring their waters or enforcing protective measures. \u201cA major challenge here in Mexico, on any of the commitments to the ocean panel, is the lack of funding,\u201d says Renata Terrazas, vice-president of the non-profit Oceana in Mexico. \u201cRight now, in this administration, environment has not been a priority,\u201d she says, adding that the government has recently cut the environment budget and did not provide a Covid-stimulus package to industry, which&nbsp;<a href=\"https:\/\/www.nature.com\/articles\/d41586-020-03303-3\">was hoped<\/a>&nbsp;would form part of a \u201cblue recovery\u201d effort jumpstarting ailing economies.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-emerging-leadership-on-oceans\">Emerging leadership on oceans<\/h2>\n\n\n\n<p>France\u2019s High Level Panel pledge came during the&nbsp;<a href=\"https:\/\/www.oneoceansummit.fr\/en\/\">One Ocean Summit<\/a>&nbsp;in Brest, from 9\u201311 February.&nbsp;<a href=\"https:\/\/twitter.com\/chinadialogue\/status\/1493917969969258500\">Several other high-profile announcements<\/a>&nbsp;were also made at the conference, including the forming of a European-led coalition to protect the high seas; measures to fight illegal fishing; UNESCO\u2019s&nbsp;<a href=\"https:\/\/www.unesco.org\/en\/articles\/one-ocean-summit-unesco-calls-countries-include-ocean-education-school-curricula-2025\">plans<\/a>&nbsp;for \u201cocean education\u201d in all UN countries by 2025; green shipping and ports initiatives, and 4 billion euros (US$4.5 billion) of European bank finance to clean up marine plastic pollution.<\/p>\n\n\n\n<p>With 97% of its EEZ located overseas, some experts say France\u2019s greatest challenge in meeting its commitment will be controlling these remote waters. \u201cFrance is present in every ocean on the planet, from the tropics to the poles. The problem is that France does not have full authority over all these waters; some territories have their own governments, they have their own parliament \u2013 like in French Polynesia or New Caledonia \u2013 with the authority to manage their EEZ,\u201d says J\u00e9r\u00f4me Petite, who directs the Pew Bertarelli Ocean Legacy Project in French Polynesia.<\/p>\n\n\n\n<div class=\"wp-block-cd-article-image aligncenter block--article-image block--article-image--wide\" itemscope itemtype=\"http:\/\/schema.org\/ImageObject\"><div class=\"block--article-image__column\"><div class=\"hide-expand block--article-image__image\"><img class=\"lazy\" data-src=\"https:\/\/dialogue.earth\/content\/uploads\/2022\/03\/France-EEZ-02-3.svg\" data-srcset=\"https:\/\/dialogue.earth\/content\/uploads\/2022\/03\/France-EEZ-02-3.svg 768w, https:\/\/dialogue.earth\/content\/uploads\/2022\/03\/France-EEZ-02-3.svg 1024w, https:\/\/dialogue.earth\/content\/uploads\/2022\/03\/France-EEZ-02-3.svg 2000w\" data-sizes=\"(max-width: 600px) 768px, (max-width: 1024px) 1024px, 2000px\" alt=\"France has the largest EEZ of any nation\"\/><\/div><div class=\"block--article-image__content\"><div itemprop=\"caption\" class=\"block--article-image__caption\"><\/div><\/div><\/div><meta itemprop=\"contentUrl\" content=\"https:\/\/dialogue.earth\/content\/uploads\/2022\/03\/France-EEZ-02-3.svg\"\/><meta itemprop=\"contentSize\" content=\"340 KB\"\/><meta itemprop=\"height\" content=\"1300\"\/><meta itemprop=\"width\" content=\"2000\"\/><meta itemprop=\"author\"\/><meta itemprop=\"representativeOfPage\" content=\"true\"\/><\/div>\n\n\n\n<p>Petite estimates that around 70% of French waters are managed by overseas authorities. \u201cIt\u2019s always a collaboration between the French government and the territories. It\u2019s always a dialogue,\u201d he says. Currently, France gives around 2 billion euros (US$2.3 billion) a year to French Polynesia, for example, a payment that is seen as recompense for nuclear testing on the islands in the 1960s and 1970s. It is generally used to fund projects of mutual interest but one possibility is that it could finance ocean management goals.<\/p>\n\n\n\n<p>Despite its challenges, France is keen to be seen as the emerging world leader in ocean conservation. In Brest, it announced the creation of the world\u2019s second largest marine reserve around the Crozet and Kerguelen archipelagos and the islands of Saint-Paul and Amsterdam. Located in the Indian Ocean, these waters are under France\u2019s direct control. There were more signatories to the&nbsp;<a href=\"https:\/\/www.campaignfornature.org\/Background\">30\u00d730 campaign<\/a>&nbsp;in Brest, taking the total number of countries to 84, before the measure is debated at the upcoming second session of the&nbsp;<a href=\"https:\/\/dialogue.earth\/en\/nature\/kunming-cop15-big-challenges-remain-after-first-session\/\">COP15 biodiversity meeting in Kunming<\/a>.<\/p>\n\n\n\n<p>Separately, France, together with the EU, has pushed for the creation of a large marine protected area in East Antarctica, a proposal that&nbsp;<a href=\"https:\/\/dialogue.earth\/19963-southern-ocean-conservation-cannot-be-left-behind\/\">has yet to win<\/a>&nbsp;the unanimous approval of the 26 nations that jointly manage the Southern Ocean. This brings France closer to its self-imposed target of fully protecting 10% of its EEZ \u2013 a target that was initially&nbsp;<a href=\"https:\/\/www.euractiv.com\/section\/politics\/short_news\/france-pledges-to-protect-30-of-its-territory-by-2022\/\">set for 2022<\/a>&nbsp;only a year ago, but was pushed back to 2030 during the Brest Summit.<\/p>\n\n\n\n<p>As far as the High Level Panel\u2019s pledge is concerned, the progress so far, detailed in a&nbsp;<a href=\"https:\/\/oceanpanel.org\/sites\/default\/files\/Ocean%20Panel%20_Progress%20Report%202021.pdf\">report<\/a>&nbsp;released last November, has been piecemeal. Among the notable successes are a Covid relief package for 17,000 Jamaican artisanal fishers, a \u201cDark Vessel Detection Programme\u201d launched in Canada to tackle illegal, unreported and unregulated fishing, and a new government office in Kenya tasked with maritime commercialisation. By joining the pledge, nations that are further behind maritime superpowers such as France hope to lever support from their better-resourced allies. Recognising this, the panel issued a&nbsp;<a href=\"https:\/\/oceanpanel.org\/sites\/default\/files\/sustainable-ocean-plans-guidebook.pdf\">user\u2019s guide<\/a>&nbsp;recently, suggesting initial steps for countries to start the process of sustainable ocean planning.<\/p>\n\n\n\n<p>\u201cWhile there\u2019s no formal commitment from other countries such as France\u2026 to fund poorer nations if they come on board, they have huge EEZs and they have a lot of experience that could help them,\u201d says Haugen.
