{"id":40093161,"date":"2023-03-23T16:03:34","date_gmt":"2023-03-23T16:03:34","guid":{"rendered":"https:\/\/chinadialogueocean.net\/?p=93161"},"modified":"2023-04-03T15:41:38","modified_gmt":"2023-04-03T14:41:38","slug":"uruguay-wants-to-increase-marine-protection-and-offshore-oil","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/ocean\/uruguay-wants-to-increase-marine-protection-and-offshore-oil\/","title":{"rendered":"Uruguay wants to increase marine protection \u2013 and offshore oil mining"},"content":{"rendered":"\n<p class=\"has-drop-cap\">Uruguay\u2019s coasts are valuable for its tourism, fishing, shipping and trade. But, in a country whose renewable energy efforts have seen it dubbed an environmental \u201c<a href=\"https:\/\/www.weforum.org\/agenda\/2023\/01\/uruguay-sustainable-energy-renewables\/\">success story<\/a>\u201d, marine conservation remains a challenge.<\/p>\n\n\n\n<p>Back in 2016, under the UN\u2019s Sustainable Development Goal 14, the Uruguayan government <a href=\"https:\/\/www.elobservador.com.uy\/nota\/por-que-piden-proteger-el-10-del-mar-uruguayo-y-que-dice-el-gobierno-20219819150\">committed<\/a> to protecting 10% of its coastal and marine area by 2020. Yet less than 1% are protected today.<\/p>\n\n\n\n<p>It would seem difficult for Uruguay to contribute its share of the global target, established at the recent <a href=\"https:\/\/dialogue.earth\/en\/nature\/cop15-reaches-historic-agreement-to-protect-biodiversity\/\">COP15 biodiversity talks<\/a> in Canada, of protecting 30% of the ocean by 2030.<\/p>\n\n\n\n<p>Uruguayan authorities are, however, working on plans to ensure the percentage reaches double digits soon. If realised, these plans could see Uruguay improve on its position as a marine protected area (MPA) <a href=\"https:\/\/mpatlas.org\/countries\/list\">laggard<\/a>.<\/p>\n\n\n\n<p>But just as it looks to boost conservation, the government has also authorised fossil fuel companies to explore for oil offshore, in areas that overlap with priority areas for protection. Environmental organisations and experts have described this move as a contradiction; as have members of the administration itself, who argue it goes against the country\u2019s climate commitments.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-protect-and-exploit\">Protect and exploit?<\/h2>\n\n\n\n<p>In 2022, the state hydrocarbons company, ANCAP, <a href=\"https:\/\/www.bnamericas.com\/en\/news\/uruguay-awards-3-blocks-in-first-open-round-of-2022\">awarded<\/a> six offshore concessions to explore for oil and gas in Uruguayan waters to private international firms including subsidiaries of Shell.<\/p>\n\n\n\n<p>The news was poorly received by the environment ministry. Gerardo Amarilla, the ministry\u2019s undersecretary, said the initiative \u201cseems a contradiction in terms in the 21st century\u201d, with fossil fuels something \u201cthat humanity is trying to leave in the past\u201d.<\/p>\n\n\n\n<p>In order to establish what needs protecting from possible offshore oil activity, two environment ministry bodies began a two-year study of the country\u2019s waters in 2020. Data source: Uruguay Ministry of Environment \/ ANCAP<\/div><\/div><\/div><meta itemprop=\"contentUrl\" content=\"https:\/\/dialogue.earth\/content\/uploads\/2023\/03\/20230321_Uruguay_marine_protection_EN.png\"\/><meta itemprop=\"contentSize\" content=\"258 KB\"\/><meta itemprop=\"height\" content=\"1792\"\/><meta itemprop=\"width\" content=\"2560\"\/><meta itemprop=\"author\"\/><meta itemprop=\"representativeOfPage\" content=\"true\"\/><\/div>\n\n\n\n<p>In the document, published in December, the experts described the country\u2019s progress on MPAs to date as \u201cscarce\u201d, highlighting that just 0.7% of its aquatic territory is currently protected under the National System of Protected Areas (SNAP), and that these are exclusively coastal areas.<\/p>\n\n\n\n<p>\u201cWe want to have clear rules in advance,\u201d Amarilla said of the report and the country\u2019s offshore exploration plans. He said the idea is for the document to be the starting point for Uruguay to reach 10% of its waters under protection, by limiting activities that could harm these ecosystems. However, he acknowledged that the ministry is still seeking international support and funding, so while there are hopes to make considerable progress, it cannot guarantee all plans will be realised by the end of 2023.<\/p>\n\n\n\n<p>\u201cThis technical report and the ministerial decision to authorise it are a clear signal from the Uruguayan state to companies interested in offshore exploration that there are environmentally fragile riches [in the seas] that the country is willing to protect from future operations,\u201d Amarilla said.<\/p>\n\n\n\n<div class=\"wp-block-cd-pull-quote block--pull-quote\"><div class=\"block--pull-quote__wrapper\"><blockquote class=\"block--pull-quote__quote\">If the country has a resource, would it give up using it when it could generate greater benefits for its society?<\/blockquote><cite class=\"block--pull-quote__cite\">Alicia Torres, advisor to Uruguay\u2019s Ministry of Industry, Energy and Mining<\/cite><\/div><\/div>\n\n\n\n<p>Alicia Torres, an environmental advisor to the National Energy Directorate of the Ministry of Industry, Energy and Mining, told China Dialogue Ocean that the situation need not be a case of either\/or. She said oil exploration and the creation of new MPAs \u201ccan coexist\u201d, and claimed that the government\u2019s offshore intentions \u201cdo not contradict\u201d its policies to promote green energy.<\/p>\n\n\n\n<p>Oil exploration \u201cprovides information on the resources we have, even if they do not end up being used,\u201d she said. \u201cThese are studies that involve huge investments and that would be paid for by the companies.\u201d<\/p>\n\n\n\n<p>The advisor was keen to highlight that although Uruguay generates the vast majority of its electricity from renewables, the world is on the whole still consuming oil: \u201cIf there is still a long way to go [in the transition from fossil fuels] and the country has a resource it can use, would it give up using it when it could generate greater benefits for its society?\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Offshore oil plans<\/h2>\n\n\n\n<p>Uruguay\u2019s offshore oil concessions have been awarded to a range of international firms: Block 6 is in the hands of US-based APA Corporation; British-Dutch giant Shell was awarded blocks 2 and 7; London-listed Challenger Energy Group will focus on Block 1; Block 4 was awarded to a consortium of Shell Group companies, APA and BG International Limited; and Block 5 went to Argentina\u2019s state energy company YPF.<\/p>\n\n\n\n<div class=\"wp-block-cd-article-image aligncenter block--article-image block--article-image--article\" itemscope itemtype=\"http:\/\/schema.org\/ImageObject\"><div class=\"block--article-image__column\"><div class=\"hide-expand block--article-image__image\"><img class=\"lazy\" data-src=\"https:\/\/dialogue.earth\/content\/uploads\/2023\/03\/JEJPWN_Montevideo-La-Teja-refinery-Uruguay_Alamy.jpg\" data-srcset=\"https:\/\/dialogue.earth\/content\/uploads\/2023\/03\/JEJPWN_Montevideo-La-Teja-refinery-Uruguay_Alamy-768x512.jpg 768w, https:\/\/dialogue.earth\/content\/uploads\/2023\/03\/JEJPWN_Montevideo-La-Teja-refinery-Uruguay_Alamy-1024x683.jpg 1024w, https:\/\/dialogue.earth\/content\/uploads\/2023\/03\/JEJPWN_Montevideo-La-Teja-refinery-Uruguay_Alamy.jpg 2560w\" data-sizes=\"(max-width: 600px) 768px, (max-width: 1024px) 1024px, 2560px\" alt=\"Aerial view of Montevideo with La Teja Refinery, the only petroleum refinery in Uruguay\"\/><\/div><div class=\"block--article-image__content\"><div itemprop=\"caption\" class=\"block--article-image__caption\">Aerial view of Montevideo with La Teja Refinery, Uruguay\u2019s only petroleum refinery (Image: Daniel Ferreira-Leites Ciccarinio \/ Alamy)<\/div><\/div><\/div><meta itemprop=\"contentUrl\" content=\"https:\/\/dialogue.earth\/content\/uploads\/2023\/03\/JEJPWN_Montevideo-La-Teja-refinery-Uruguay_Alamy.jpg\"\/><meta itemprop=\"contentSize\" content=\"508 KB\"\/><meta itemprop=\"height\" content=\"1707\"\/><meta itemprop=\"width\" content=\"2560\"\/><meta itemprop=\"author\"\/><meta itemprop=\"representativeOfPage\" content=\"true\"\/><\/div>\n\n\n\n<p>Speaking to China Dialogue Ocean, ANCAP\u2019s general manager, Ignacio Horvath, claimed that there is \u201cno dichotomy between renewable energies and those of fossil origin\u201d, but rather it is a process of energy transition between them. He reported that currently 42% of the energy consumed in Uruguay comes from hydrocarbons, which are used mainly in transport; at the global level, about 80% of energy is supplied by fossil fuels. Although the goal is to reduce the use of carbon-intensive sources, Horvarth said \u201cit is not possible to stop using them in an instant.\u201d<\/p>\n\n\n\n<p>Horvath explained that the Uruguayan government is proposing to start producing this resource instead of importing it. \u201cCrude oil has to come from somewhere,\u201d he said, so it is better to ensure that it is produced in, he claimed, a \u201csustainable, responsible and controlled\u201d way, while seeking to reduce emissions.<\/p>\n\n\n\n<p>\u201cThis does not go against the efforts that Uruguay is making in terms of <a href=\"https:\/\/dialogue.earth\/en\/climate-energy\/52958-uruguay-energy-transition-greening-transport-electric-vehicles\/\">renewables<\/a>, nor does it go against environmental agreements,\u201d Horvath claimed, but he acknowledged that it is still necessary to adapt to demand.<\/p>\n\n\n\n<p>The International Energy Agency (EIA) <a href=\"https:\/\/www.theguardian.com\/environment\/2021\/may\/18\/no-new-investment-in-fossil-fuels-demands-top-energy-economist\">has said<\/a> exploitation and development of new oil and gas fields must stop now if the world is to stay within safe limits of climate change and meet the targets of the Paris Agreement.<\/p>\n\n\n\n<p>Horvath said that MPAs in Uruguayan waters \u201ccan coexist without problems\u201d with seismic exploration for oil and gas. <a href=\"https:\/\/daily.jstor.org\/how-offshore-oil-exploration-affects-marine-life\/\">Some evidence<\/a> suggests that the seismic method, which uses sound waves, can be harmful to species such as whales and dolphins. For the ANCAP manager, \u201cit is natural\u201d that certain parts of Uruguay\u2019s sea should be protected. (Image: Alamy)<\/div><\/div><\/div><meta itemprop=\"contentUrl\" content=\"https:\/\/dialogue.earth\/content\/uploads\/2023\/03\/PT4BH6_Southern-right-whale-Argentina_Alamy.jpg\"\/><meta itemprop=\"contentSize\" content=\"528 KB\"\/><meta itemprop=\"height\" content=\"1708\"\/><meta itemprop=\"width\" content=\"2560\"\/><meta itemprop=\"author\"\/><meta itemprop=\"representativeOfPage\" content=\"true\"\/><\/div>\n\n\n\n<p>\u201cExploration can be done in a responsible way, in compliance with all the regulations and with all the environmental precautions, which is what has been done in previous explorations,\u201d Horvath said. \u201cIf all precautions are taken, there is no need to interfere with marine fauna.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Proposed MPAs<\/h2>\n\n\n\n<p>According to the Ministry of Environment\u2019s report, the eight potential MPAs have been proposed because they include \u201cunique species that make them a priority for conservation.\u201d The areas are also said to be associated with oceanographic and ecological processes \u201cof great ecosystemic relevance\u201d.<\/p>\n\n\n\n<p>The first proposed site is Banco Ingl\u00e9s, a shallow sandy formation 40 kilometres south-east of the capital Montevideo. It constitutes a habitat for molluscs, and food and shelter for deep-dwelling fish, the report states.<\/p>\n\n\n\n<p>The second is Isla de Lobos, an island eight kilometres south of the resort city of Punta del Este, and its surrounding waters. Covering some 44 hectares, this area is home to one of the largest permanent colonies of sea lions and fur seals on the continent. In addition, it contains mussel beds that provide habitat for invertebrates and fish, and is an \u201cimportant part of the migration route of the southern right whale,\u201d the report adds. It is also a site of special relevance for sharks including the angel shark, bull shark, catshark and copper shark, the report says.<\/p>\n\n\n\n<p>The sixth is described as a \u201cnursery area\u201d, considered a \u201chabitat of ecological relevance\u201d for hake and other species, given the pressures on their numbers from fishing.<\/p>\n\n\n\n<p>The seventh is the \u201ccontinental slope and its deep-sea corals\u201d, another area that has been studied for conservation since 2021. It extends from 200 to 1,000 metres below sea level and includes seven submarine canyons that have not yet been explored. In turn, they contribute to the formation of coral mounds, which serve as refuges and nursery grounds for many species. National Geographic, through its Pristine Seas programme, has carried out <a href=\"https:\/\/blog.nationalgeographic.org\/2022\/09\/07\/national-geographic-pristine-seas-recomienda-la-designacion-de-dos-nuevas-areas-marinas-protegidas-en-uruguay\/\">two expeditions<\/a> in Uruguayan waters to document biodiversity there. The first, in March 2021, carried out along with Uruguayan researchers, the national navy, civil society representatives and government authorities, focused on the area of the continental slope; the second, took place at the end of the same year around Isla de Lobos.<\/p>\n\n\n\n<p>Alex Mu\u00f1oz, Pristine Seas director for Latin America, told China Dialogue that \u201cboth places proved to be of enormous ecological relevance at a global level.\u201d After the expeditions, the team submitted two reports to government authorities to promote the prioritisation of these areas.<\/p>\n\n\n\n<p>In recent years, Mu\u00f1oz said, \u201cthe whole world has realised that the sea is in crisis\u201d, and that the creation of MPAs is necessary \u201cto restore the ocean to its former productivity\u201d, given the effects of overexploitation. There is increased awareness of the need to protect biodiversity in the face of accelerated species extinction, and to mitigate the effects of climate change on the ocean.<\/p>\n\n\n\n<div class=\"wp-block-cd-pull-quote block--pull-quote\"><div class=\"block--pull-quote__wrapper\"><blockquote class=\"block--pull-quote__quote\">It is hard to understand why Uruguay is still betting on offshore hydrocarbon exploration when the entire international community is trying to find alternatives<\/blockquote><cite class=\"block--pull-quote__cite\">Alex Mu\u00f1oz, Pristine Seas director for Latin America<\/cite><\/div><\/div>\n\n\n\n<p>\u201cUruguay has been one of the countries that has made the least progress in the world in the creation of MPAs,\u201d Mu\u00f1oz said.<\/p>\n\n\n\n<p>He welcomed the <a href=\"https:\/\/www.gub.uy\/ministerio-ambiente\/sites\/ministerio-ambiente\/files\/documentos\/noticias\/Uruguay%20Azul%202030.pdf\">Uruguay Azul 2030<\/a> (Blue Uruguay 2030) plan released in 2022 by the national government, which outlines a marine spatial planning process for the coming decades.<\/p>\n\n\n\n<p>However, Mu\u00f1oz said it is essential that any MPAs created have significant restrictions \u201cso that they are not just lines in the water\u201d. These sites, he added, should be protected so that species can reproduce and thus become more abundant. \u201cThere is no need to be afraid of MPAs. These areas are seedbeds where species can recover and thus give more vigour to the fishing sector outside their boundaries.\u201d<\/p>\n\n\n\n<p>On ANCAP\u2019s offshore oil plans, Mu\u00f1oz commented that the world needs to move away from fossil fuels as soon as possible: \u201cIt is hard to understand why Uruguay is still betting on offshore hydrocarbon exploration when the entire international community is trying to find alternative sources of energy to move the economy.\u201d<\/p>\n\n\n\n<p>Several of the proposed MPAs are located in areas where ANCAP has authorised offshore oil exploration. While he welcomed the Uruguay Azul roadmap, he said that some of the areas suggested \u2013 such as El Pozo de Fango, Restinga del pez lim\u00f3n and mollusc beds \u2013 \u201cfell short\u201d in terms of their size, and that more research is needed. \u201cThere is a lack of long-term studies, of sampling maintained over time,\u201d he said.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Expectations for the future<\/h2>\n\n\n\n<p>Although Uruguay has backed the goal of 30% of the global ocean being protected by 2030, the environment ministry\u2019s Amarilla claimed that \u201cthe country has not formally committed itself\u201d and is not obliged to reach that percentage in its seas.<\/p>\n\n\n\n<p>Mariana R\u00edos, head of the Marine Coastal Management Department of the Ministry of the Environment, told China Dialogue Ocean that conservation in Uruguayan waters is to be done via marine spatial planning. This allows for the identification of the <a href=\"https:\/\/dialogue.earth\/en\/tag\/fragile-seas\/\">most fragile sites<\/a> in ecosystemic terms, the composition of their biodiversity, the services they provide and the oceanographic characteristics they possess, as well as their link with socio-economic activities.<\/p>\n\n\n\n<p>The aim, R\u00edos added, is to evaluate all of Uruguay\u2019s marine as a basis for designing a network of MPAs, but also for the evaluation of new projects in the marine space, including for example hydrocarbon exploration activities. In this way, the impacts of projects could be mitigated and <a href=\"https:\/\/dialogue.earth\/en\/tag\/biodiversity\/\">biodiversity<\/a> could be managed sustainably, she
