{"id":40094141,"date":"2024-01-02T16:53:00","date_gmt":"2024-01-02T16:53:00","guid":{"rendered":"https:\/\/chinadialogueocean.net\/?p=94141"},"modified":"2024-01-30T09:47:51","modified_gmt":"2024-01-30T09:47:51","slug":"norways-deep-sea-mining-turn-dismays-experts","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/ocean\/norways-deep-sea-mining-turn-dismays-experts\/","title":{"rendered":"Norway\u2019s deep-sea mining turn dismays experts"},"content":{"rendered":"\n<p class=\"has-drop-cap\">Norway, renowned for its substantial offshore oil and gas reserves, made a surprise move in 2021 to <a href=\"https:\/\/dialogue.earth\/en\/conservation\/16123-ocean-panel-can-14-nations-put-ocean-protection-back-on-track\/\">rebrand<\/a> itself as an ocean champion. However, this environmental turn is being reversed as the government pursues commercial mining in the country\u2019s extended seabed shelf along with new oil and gas exploration.<\/p>\n\n\n\n<p>When it pledged to sustainably manage 100% of its coastal waters by 2025, Norway encouraged other nations to do the same, through a global initiative it co-chairs called the <a href=\"https:\/\/oceanpanel.org\/publication\/towards-ocean-equity\/\">High-Level Panel for a Sustainable Ocean Economy<\/a>. By 2022, 17 nations covering 46% of the world\u2019s coastal waters had <a href=\"https:\/\/dialogue.earth\/en\/conservation\/16123-ocean-panel-can-14-nations-put-ocean-protection-back-on-track\/\">signed<\/a> the pact.<\/p>\n\n\n\n<p>Their ambition, to chart a course toward better ocean stewardship, was informed by a two-year scientific review from 250 global experts. The panel also sought advice from more than 135 organisations across industry, finance and civil society.<\/p>\n\n\n\n<p>In a <a href=\"https:\/\/dialogue.earth\/en\/conservation\/16123-ocean-panel-can-14-nations-put-ocean-protection-back-on-track\/\">2020 report<\/a>, expert advisors to the panel concluded that certain activities, specifically oil and gas exploration and deep-sea mining, were \u201cdifficult to align with the definition of a sustainable ocean economy\u201d. They encouraged huge investments in sustainable industries, such as carbon storage and renewable ocean-based energy production.<\/p>\n\n\n\n<p>But, in a departure from this expert advice, Norway is pursuing a strategy of intensified seabed extraction for mineral, oil and gas reserves. In June, the nation approved new permits, worth <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2023-06-28\/norway-approves-more-than-18-billion-of-oil-and-gas-projects\">US$18.5 billion<\/a>, to expand offshore oil and gas drilling.<\/p>\n\n\n\n<p>In the same month, it also proposed <a href=\"https:\/\/www.reuters.com\/sustainability\/climate-energy\/norway-moves-open-its-waters-deep-sea-mining-2023-06-20\/\">opening up<\/a> 280,000 square kilometres of its seafloor \u2013 an area the size of Ireland and the UK combined \u2013 to deep-sea mining, a nascent industry with unknown and potentially <a href=\"https:\/\/dialogue.earth\/en\/tag\/deep-sea-mining\/\">disastrous impacts<\/a> for marine ecosystems.&nbsp;<\/p>\n\n\n\n<div class=\"wp-block-cd-did-you-know alignright block--did-you-know\"><p class=\"block--did-you-know__title\">Editor\u2019s note<\/p><div class=\"block--did-you-know__content\"><p>On 9 January, after this article was published, Norway&#8217;s parliament passed the plan to open up  its seafloor to deep-sea mining. <a href=\"https:\/\/www.reuters.com\/business\/environment\/norway-parliament-votes-favour-seabed-mining-expected-2024-01-09\/\">Reports<\/a> say the timeline for exploration remains unclear, and parliament will still need to approve individual mining licences for extraction to begin.<\/p><\/div><\/div>\n\n\n\n<p>Six months later, the proposal to progress deep-sea mining was met with cross-party <a href=\"https:\/\/www.highnorthnews.com\/en\/norwegian-political-agreement-deep-sea-mining-arctic\">support<\/a> in the parliament, making Norway the nation most likely to begin commercial extraction of rare metals from the ocean.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-mining-the-deep\">Mining the deep<\/h2>\n\n\n\n<p>Up until now, no body has succeeded in commercially exploiting deep-sea minerals at scale.<\/p>\n\n\n\n<p>A parliamentary <a href=\"https:\/\/ejfoundation.org\/news-media\/norways-decision-to-move-forward-with-commercial-deep-sea-mining-must-be-opposed-to-avoid-irrevocable-damage\">debate<\/a> on 4 January, followed by a vote, will decide the fate of Norway\u2019s plan. If met with approval, the government will announce specific areas available for exploration for commercial grade ores in 2024. The sites will be scattered in the Barents, Norwegian and Greenland seas.<\/p>\n\n\n\n<p>According to the Ministry of Petroleum and Energy, several Norwegian companies \u2013 mostly with expertise in offshore oil and gas exploration \u2013 have shown an interest in seabed mining and are likely to apply for exploration licences. The March <a href=\"https:\/\/www.mining-technology.com\/news\/loke-marine-uk-seabed\/\">acquisition<\/a> by Norwegian start-up Loke Marine Minerals of UK Seabed Resources, a deep-sea mining subsidiary of the US weapons manufacturer Lockheed Martin, makes it another likely applicant for a licence under Norway\u2019s Seabed Minerals Act.<\/p>\n\n\n\n<div class=\"wp-block-cd-article-image alignleft block--article-image block--article-image--fullwidth\" itemscope itemtype=\"http:\/\/schema.org\/ImageObject\"><div class=\"block--article-image__column\"><div class=\"hide-expand block--article-image__image\"><img class=\"lazy\" data-src=\"https:\/\/dialogue.earth\/content\/uploads\/2024\/01\/20240102_Norway-deep-sea-mining-proposal_V4.svg\" data-srcset=\"https:\/\/dialogue.earth\/content\/uploads\/2024\/01\/20240102_Norway-deep-sea-mining-proposal_V4.svg 768w, https:\/\/dialogue.earth\/content\/uploads\/2024\/01\/20240102_Norway-deep-sea-mining-proposal_V4.svg 1024w, https:\/\/dialogue.earth\/content\/uploads\/2024\/01\/20240102_Norway-deep-sea-mining-proposal_V4.svg 1712.86w\" data-sizes=\"(max-width: 600px) 768px, (max-width: 1024px) 1024px, 1712.86px\" alt=\"Map showing a large red zone and small dark blue zones around islands off the coast of Norway\"\/><\/div><div class=\"block--article-image__content\"><div itemprop=\"caption\" class=\"block--article-image__caption\">Data source: Norwegian Offshore Directorate, World Database on Protected Areas \u2022 Map: China Dialogue Ocean<\/div><\/div><\/div><meta itemprop=\"contentUrl\" content=\"https:\/\/dialogue.earth\/content\/uploads\/2024\/01\/20240102_Norway-deep-sea-mining-proposal_V4.svg\"\/><meta itemprop=\"contentSize\" content=\"1 MB\"\/><meta itemprop=\"height\" content=\"1970.24\"\/><meta itemprop=\"width\" content=\"1712.86\"\/><meta itemprop=\"author\"\/><meta itemprop=\"representativeOfPage\" content=\"true\"\/><\/div>\n\n\n\n<p>The majority of the proposed mining area is in Arctic waters, where Norway <a href=\"https:\/\/ejfoundation.org\/news-media\/norways-decision-to-move-forward-with-commercial-deep-sea-mining-must-be-opposed-to-avoid-irrevocable-damage\">has an extended continental seabed,<\/a> giving it jurisdiction over these resources, according to Fredrik Myhre, head of oceans for WWF Norway.<\/p>\n\n\n\n<p>Recent surveys carried out by the Norwegian Offshore Directorate <a href=\"https:\/\/www.reuters.com\/markets\/commodities\/norway-finds-substantial-mineral-resources-its-seabed-2023-01-27\/\">revealed<\/a> substantial quantities of copper, cobalt, magnesium and rare earth minerals at these locations, in two forms: manganese crusts and inactive hydrothermal vents.<\/p>\n\n\n\n<p>The mineral-rich crusts cover rock formations and accrete over long time periods, while the vent deposits are formed when hot springs rise up through the seafloor and precipitate leached metals and minerals. &nbsp;<\/p>\n\n\n\n<p>Although deep-sea mining technology is still under development in Norway, companies elsewhere have designed mammoth excavators \u2013 each around 15 metres long, 4 metres wide, and 270 tonnes \u2013 to cut and grind mineral-laden rocks from the seabed.&nbsp;<\/p>\n\n\n\n<p>By mining these resources, the Norwegian government hopes to secure its own supply of the ores needed to build green energy technologies, such as EV batteries, wind turbines and solar panels.<\/p>\n\n\n\n<p>In an email, Norway\u2019s Ministry of Petroleum and Energy said: \u201cSeabed mineral activities must take place in a prudent and safe manner and in due consideration of the environment\u201d.<\/p>\n\n\n\n<p>But conservationists say that many of the earmarked sites contain vulnerable ecosystems and species that are likely to be negatively impacted by mining. Daniel Bengtsson for Greenpeace Nordic says that one area, close to Jan Mayen Island in the Arctic, is a well-known biodiversity hotspot. \u201cThis is an area where whales migrate, it\u2019s a feeding ground for large marine mammals, it is important for seabirds\u201d, he says. \u201cThere\u2019s no doubt that these are sensitive areas\u201d, says Bengtsson, adding that there\u2019s also a growing concern that mining could impact the ocean\u2019s ability to store carbon.<\/p>\n\n\n\n<p>The Norwegian government is currently assessing the sites earmarked for mining to determine whether they contain vulnerable marine ecosystems, a <a href=\"https:\/\/www.ices.dk\/news-and-events\/news-archive\/news\/Pages\/VMEadvice.aspx#:~:text=%E2%80%8B%E2%80%8B%E2%80%8BVulnerable%20Marine,form%20three%2Ddimensional%20underwater%20forests.\">term<\/a> describing areas of seafloor covered in underwater forests formed by animals such as deep-sea sponges and cold-water corals.<\/p>\n\n\n\n<div class=\"wp-block-cd-article-image aligncenter block--article-image block--article-image--article\" itemscope itemtype=\"http:\/\/schema.org\/ImageObject\"><div class=\"block--article-image__column\"><div class=\"hide-expand block--article-image__image\"><img class=\"lazy\" data-src=\"https:\/\/dialogue.earth\/content\/uploads\/2024\/01\/Svalbard-sea-anemone_GP0STPYPR.jpg\" data-srcset=\"https:\/\/dialogue.earth\/content\/uploads\/2024\/01\/Svalbard-sea-anemone_GP0STPYPR-768x510.jpg 768w, https:\/\/dialogue.earth\/content\/uploads\/2024\/01\/Svalbard-sea-anemone_GP0STPYPR-1024x680.jpg 1024w, https:\/\/dialogue.earth\/content\/uploads\/2024\/01\/Svalbard-sea-anemone_GP0STPYPR.jpg 2560w\" data-sizes=\"(max-width: 600px) 768px, (max-width: 1024px) 1024px, 2560px\" alt=\"Sea anemone\"\/><\/div><div class=\"block--article-image__content\"><div itemprop=\"caption\" class=\"block--article-image__caption\">An anemone on the seabed around the island of Svalbard, Norway. (Image \u00a9 Gavin Newman \/ Greenpeace)<\/div><\/div><\/div><meta itemprop=\"contentUrl\" content=\"https:\/\/dialogue.earth\/content\/uploads\/2024\/01\/Svalbard-sea-anemone_GP0STPYPR.jpg\"\/><meta itemprop=\"contentSize\" content=\"1 MB\"\/><meta itemprop=\"height\" content=\"1701\"\/><meta itemprop=\"width\" content=\"2560\"\/><meta itemprop=\"author\"\/><meta itemprop=\"representativeOfPage\" content=\"true\"\/><\/div>\n\n\n\n<p>If sites earmarked for mining are found to contain such ecosystems \u2013 a decision that could be made before the summer \u2013 then environmentalists will campaign to have them protected on the basis of their ecological importance.<\/p>\n\n\n\n<p>Myhre of WWF Norway cautions that not enough is known about these areas to even assess the likely damage from mining. \u201cThis opening, of such a huge area without knowledge of the deep sea and the ecosystem functions of the deep sea \u2026 is the biggest disgrace I\u2019ve seen in Norwegian ocean management in modern times,\u201d he says.<\/p>\n\n\n\n<p>Globally, opposition to deep-sea mining is also mounting. More than 750 scientists, from 44 countries, have <a href=\"https:\/\/savethehighseas.org\/voices-calling-for-a-moratorium-scientists\/\">voiced<\/a> their concerns about the environmental impacts, which could include irreversible habitat loss, local extinctions and noise pollution. Sediment kicked up by mining could also enter the water column and negatively impact wildlife and commercial fisheries. At <a href=\"https:\/\/www.theguardian.com\/environment\/2023\/oct\/30\/uk-backs-suspension-of-deep-sea-mining-in-environmental-u-turn\">least 20 governments,<\/a> including Brazil, Canada, the UK, France and Sweden, have called for a global pause in seabed mineral exploitation until further research is carried out, to assess the potential damage to marine life. Several large companies, including <a href=\"https:\/\/www.scientificamerican.com\/article\/deep-sea-mining-could-begin-soon-regulated-or-not\/\">BMW, Google and Samsung,<\/a> have vowed not to use materials sourced from deep-sea mining in their products.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Scientists and policymakers voice dismay<\/h2>\n\n\n\n<p>Including the deep-sea mining proposal, Norway\u2019s recent policies on ocean resource exploitation have dismayed the experts who spent months advising the High-Level Panel for a Sustainable Ocean Economy on how to create a sustainable ocean economy.<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"40092323\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>\u201cI\u2019m pretty angry,\u201d says Henrik \u00d6sterblom, an environmental scientist at the Stockholm Resilience Centre in Sweden, an expert advisor to the panel. \u201cWe were super excited by this opportunity\u201d, he says, but now with \u201cone country working against all the advice they received \u2026 it feels like a total waste of time, like we are pawns in somebody else\u2019s political game\u201d.<\/p>\n\n\n\n<p>Vidar Helgesen, who was Norway\u2019s special envoy to the panel&nbsp;and one of its architects, alongside former Norwegian Prime Minister Erna Solberg, says there should have been a formal mechanism to track commitments. <\/p>\n\n\n\n<p>Helgesen, who now works as executive director for the <a href=\"https:\/\/www.nobelprize.org\/about\/interview-with-vidar-helgesen\/\">Nobel Foundation<\/a>, says that he proposed having an independent body make regular assessments of national progress toward the 2025 goal. That suggestion wasn\u2019t taken up by signatory states as some wanted a \u201csofter\u201d approach. A 2022 progress report entitled <a href=\"https:\/\/oceanpanel.org\/publication\/tracking-blue\/\">Tracking Blue<\/a> reported few tangible outcomes for Norway. The next progress report is due in 2024.&nbsp; <\/p>\n\n\n\n<p>Others share \u00d6sterblom\u2019s dismay. \u201cThe response, unfortunately, has not been at all what I expected,\u201d says <a href=\"https:\/\/oceans.ubc.ca\/2023\/05\/19\/rashid-sumaila-frsc\/\">Rashid Sumaila<\/a>, director of the fisheries economics research unit at the University of British Columbia in Vancouver. \u201cThere was no commitment to follow through on the science\u201d.<br><br>Peter Haugan, a fisheries scientist at the University of Bergen who chaired the panel\u2019s expert group and co-authored the 2020 report, says he \u201cshares the sense of disillusionment\u201d especially with Norway\u2019s recent decisions on oil, gas and mineral extraction.<\/p>\n\n\n\n<p>The nation also falls short on taking steps to protect its own waters. \u201cWe really are a massive ocean nation,\u201d says Myhre, referring to the fact that Norway\u2019s ocean area is six times that of its landmass. (Image: Alamy)<\/div><\/div><\/div><meta itemprop=\"contentUrl\" content=\"https:\/\/dialogue.earth\/content\/uploads\/2024\/01\/Norway-gas-platform-oceans_Alamy_2DWN6KB.jpg\"\/><meta itemprop=\"contentSize\" content=\"385 KB\"\/><meta itemprop=\"height\" content=\"1707\"\/><meta itemprop=\"width\" content=\"2560\"\/><meta itemprop=\"author\"\/><meta itemprop=\"representativeOfPage\" content=\"true\"\/><\/div>\n\n\n\n<p>Elsewhere, Norway has been criticised by <a href=\"https:\/\/friendsoftheearth.eu\/news\/the-fjord-lawsuit-end-the-mining-project-save-the-fordefjord\/#:~:text=The%20seabed%20is%20home%20to,court%20on%20September%2018th%2C%202023.\">environmental groups<\/a> for continuing to allow ocean dumping of mine waste \u2013&nbsp;a practice outlawed in most other coastal states \u2013 and for its planned <a href=\"https:\/\/www.sintef.no\/en\/latest-news\/2023\/norway-needs-a-salmon-feed-revolution\/#:~:text=To%20achieve%20a%20four%2D%20to,such%20as%20bacteria%20and%20microalgae.\">five-fold increase<\/a> in salmon farming, an industry accused of <a href=\"https:\/\/www.theguardian.com\/environment\/2021\/feb\/11\/global-salmon-farming-harming-marine-life-and-costing-billions-in-damage\">high fish mortality and coastal pollution<\/a>.<\/p>\n\n\n\n<p>Overseas, Norway\u2019s reputation has fared better. In September, it <a href=\"https:\/\/www.acap.aq\/fr\/actualites\/dernieres-nouvelles\/a-landmark-moment-more-than-80-nations-sign-treaty-to-protect-the-ocean-beyond-national-jurisdictions\">signed<\/a> the High Seas Treaty, a new UN agreement to protect marine life in waters beyond national control.<\/p>\n\n\n\n<p>Colette Wabniz, an expert adviser to the high-level ocean panel and a marine ecologist at Stanford University, says that Norway should also be commended for funding efforts to improve governance and equity of small-scale fisheries in Tanzania.<\/p>\n\n\n\n<p>Sumaila shares this observation and says that Norway has invested in training many fisheries scientists in Africa. But, says Wabnitz, \u201cLeadership is about walking the talk. It\u2019s unfortunate that Norway is exemplary in some ways elsewhere, but it\u2019s not more exemplary with its own policies at home.\u201d<\/p>\n\n\n\n<div class=\"wp-block-cd-pull-quote block--pull-quote\"><div class=\"block--pull-quote__wrapper\"><blockquote class=\"block--pull-quote__quote\">Opening the seabed to mining is putting the nail in the coffin for Norway as a responsible ocean nation<\/blockquote><cite class=\"block--pull-quote__cite\">Fredrik Myhre, head of oceans for WWF Norway<\/cite><\/div><\/div>\n\n\n\n<p>When asked about the discrepancy between Norway\u2019s commitments as an ocean leader and its current policies, a spokesperson for the Ministry of Foreign Affairs said, by email: \u201cNorway has a long tradition for prudent, responsible, and sustainable resource management\u201d, which it intends to apply to both future oil and gas and mineral extraction.<\/p>\n\n\n\n<p>The spokesperson said: \u201cThere will of course be challenges implementing the Ocean Panel\u2019s ambitious agenda, and these challenges will vary between countries\u201d, but added that Norway is fully committed to implementing the panel commitments, and to continuing its leadership role.<\/p>\n\n\n\n<p>Not everyone is convinced, however, that Norway can marry these ambitions. \u201cThe things that we are doing now, especially opening the seabed to mining, is really putting the nail in the coffin for Norway as a responsible ocean nation,\u201d says Myhre. \u201cWe have to change course, if we are to have sustainable ocean management.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The country has been hailed as an ocean champion in recent years, but its turn towards seabed mining raises concerns for life in its waters<\/p>\n","protected":false},"author":20000283,"featured_media":40094148,"comment_status":"closed","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"_acf_changed":false,"footnotes":""},"categories":[50039901],"tags":[511,40027800],"hashtags":[],"country":[50040708],"class_list":["post-40094141","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-ocean","tag-biodiversity","tag-deep-sea-mining","country-norway"],"acf":[],"yoast_head":"<!-- This site is optimized with the Yoast SEO Premium plugin v26.0 (Yoast SEO v26.0) -
