{"id":50003633,"date":"2015-09-29T16:26:44","date_gmt":"2015-09-29T15:26:44","guid":{"rendered":"https:\/\/stage.dialogochino.net\/?p=3633"},"modified":"2022-12-14T10:31:33","modified_gmt":"2022-12-14T10:31:33","slug":"3633-brazils-national-climate-plan-praised","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/climate\/3633-brazils-national-climate-plan-praised\/","title":{"rendered":"Brazil\u2019s national climate plan praised"},"content":{"rendered":"<p>Brazil&#8217;s promise of 37% cuts in its greenhouse gas (GHG) emissions by 2025 has caused a stir in the international community and shown that developing countries can make ambitious commitments to cutting carbon, climate experts have told Di\u00e1logo Chino. The cut will be based on 2005 emissions levels.<\/p>\n<p>There is near consensus that the Latin American country\u2019s commitment is\u00a0a positive indication\u00a0that governments could summon the will to limit global temperature rises to the 2 \u030aC \u2013 the minimum level needed to prevent catastrophic global warming. Brazil\u2019s government gave the pledge at the UN General Assembly in New York, the last big global meeting due before the next UN-led <a href=\"https:\/\/www.google.co.uk\/url?sa=t&amp;rct=j&amp;q=&amp;esrc=s&amp;source=web&amp;cd=1&amp;cad=rja&amp;uact=8&amp;ved=0CCEQFjAAahUKEwjY1P-3u5zIAhWKHxoKHZvXCpU&amp;url=http%3A%2F%2Fwww.cop21paris.org%2F&amp;usg=AFQjCNE_hLPK4ue2Fy2yzy6sf-LQyX28aQ\">climate change conference<\/a> (COP) in Paris later this year<\/p>\n<p>&#8220;Brazil&#8217;s goal is very important for the world\u2019s efforts in the fight against global warming. The country is one of the major negotiators and needs to ensure that a new climate agreement in Paris will correctly indicate how to build a low-carbon and resilient economy,&#8221; said Guy Edwards, co-director of Brown University\u2019s <a href=\"http:\/\/www.climatedevlab.org\/\">Climate and Development Lab<\/a>. On Sunday, Brazil became the 83<sup>rd<\/sup> of the 195 signatories to the <a href=\"https:\/\/www.google.co.uk\/url?sa=t&amp;rct=j&amp;q=&amp;esrc=s&amp;source=web&amp;cd=1&amp;cad=rja&amp;uact=8&amp;ved=0CCwQFjAAahUKEwj10d7Cu5zIAhUEMBoKHRIYD0M&amp;url=http%3A%2F%2Funfccc.int%2F&amp;usg=AFQjCNFSiJx6s1Mezu8c2Ize20dEbQAR8g\">United Nations Framework Convention on Climate Change<\/a> (UNFCCC) to submit its national climate plan, known as an intended nationally determined contribution, or INDC.<\/p>\n<p>INDCs form the basis of the UN-led negotiations, and submissions are required before October 1. Other last minute climate promises came from China\u2019s president Xi Jinping, <a title=\"China pledges US$ 3.1billion of climate finance at US Summit\" href=\"http:\/\/stage.dialogochino.net\/china-pledges-us-3-1billion-of-climate-finance\/\" target=\"_blank\" rel=\"noopener\">offering $3.1bn to help poorer countries cut emissions<\/a> and mitigate the effects of climate change. The UN assembly also heard from <a title=\"Pope warns of \u201cecological crisis\u201d at UN assembly, urges Paris climate deal\" href=\"http:\/\/stage.dialogochino.net\/pope-warns-of-ecological-crisis-at-un-urges-paris-climate-deal\/\" target=\"_blank\" rel=\"noopener\">Pope Francis<\/a> who called controlling climate change \u201ca moral calling\u201d.<\/p>\n<p>The Brazilian government also promised a 43% cut in GHG emissions by 2030 compared to 2005 levels. It is an ambitious figure when compared to other countries\u2019 pledges, experts said.<\/p>\n<p>The European Union, which has been hailed for its proactive role in climate negotiations, <a href=\"http:\/\/www4.unfccc.int\/submissions\/INDC\/Published%20Documents\/Latvia\/1\/LV-03-06-EU%20INDC.pdf\">is planning a 40% cut<\/a>, and the US has promised to decrease GHG <a href=\"https:\/\/www.chinadialogue.net\/blog\/7489-Reaction-US-China-climate-pledge\/en\">emissions by up to 28% by 2025<\/a>.<\/p>\n<p>For <a href=\"http:\/\/www.wri.org\/\">World Resources Institute<\/a> (WRI) director Rachel Biderman, Brazil\u2019s climate plan has historic significance. &#8220;This is the first time that a large developing country has committed to an absolute reduction of emissions,\u201d she said, adding that it indicates a major change in thinking and demonstrates Brazil\u2019s belief that emissions can be reduced even as the economy grows.<\/p>\n<p>M\u00f3nica Araya, director of <a href=\"http:\/\/www.nivela.org\/\">Nivela.org<\/a>, said Brazil and China are sending a signal to India that the time has come to make commitments and show leadership.\u00a0 India is the most notable country missing from the list of those that have submitted an INDC; it is the world\u2019s fourth largest GHG emitter after China, the US, and EU.<\/p>\n<p>Araya suggested that, much as China and the US cooperate on climate, renewable energy and green cities, Brazil should cooperate with regional partners like Chile to realise their potential in renewable energy. \u00a0Shortly after launching the INDC, Brazilian president Dilma Rousseff also defended the principle of \u2018common but differentiated responsibilities\u2019 \u2013 the notion that all countries need to commit to climate action, but that countries like the US that industrialised earliest should shoulder more responsibility.<\/p>\n<p>\u201cHaving started our processes of industrialisation later, the emissions accumulated by Brazil and China, for example, will be significantly less than any developed country,\u201d Rousseff said.<\/p>\n<p><strong>Ambitious but problematic<\/strong><\/p>\n<p>The Brazilian plan was finalised against a backdrop of domestic political and economic crises. Observers were startled by it: &#8220;We were expecting a more modest goal, since the country already made a voluntary commitment,&#8221; admits Maureen Santos, social and environmental justice coordinator at the <a href=\"https:\/\/www.boell.de\/en\/foundation\/foreign-offices\">Heinrich B\u00f6ll Foundation<\/a> in Brazil.<\/p>\n<p>At the <a href=\"http:\/\/unfccc.int\/meetings\/copenhagen_dec_2009\/meeting\/6295.php\">2009 Copenhagen climate conference<\/a>, the government of then-president Lula da Silva promised to cut Brazil\u2019s carbon emissions by between 36.1% and 38.9% by 2020, compared to a scenario in which no action were taken. In practice, this means that the Brazilian INDC represents a further gross reduction of 19% by 2025 when set against the voluntary 2009 promise.<\/p>\n<p>Brazil is also proposing to boost the share of renewables in its energy mix from 40% currently to 45% in order to meet its target. It will increase the use of bio-ethanol fuel for transport, and step up solar and <a href=\"http:\/\/stage.dialogochino.net\/brazils-wind-chimes-with-china\/\">wind<\/a> electricity generation, the plan states.<\/p>\n<p>But Edwards thinks that this target falls short for a country with such enormous potential in renewable energy. \u201cBrazil could do much more to diversify its energy grid, moving away from fossil fuels and hydroelectric plants that are vulnerable to drought,&#8221; he said.<\/p>\n<p><strong>Forests: sites of conflict<\/strong><\/p>\n<p>The\u00a0destruction of Amazonian forests is a major source of GHGs and Rousseff promised to restore 12 million hectares by 2030. But experts claim much more could be achieved.<\/p>\n<p>They also noted the risk that Brazil could count cash crops such as eucalyptus and palm, that are later burned for fuel, in reforestation quotas. &#8220;The text does not discuss reforestation of native forest. In other words, an area planted for multiple purposes could be considered reforestation,&#8221; Santos explains.<\/p>\n<p>Pledging to eliminate \u201cillegal\u201d deforestation is also <a href=\"http:\/\/stage.dialogochino.net\/us-brazil-climate-pledge-unacceptable-and-unambitious-say-experts\/\">a target of criticism<\/a>. \u201cI believe this adjective will be used to justify all the deforestation that the new forest code has legalised, and to which we are opposed,&#8221; Santos adds.<\/p>\n<p>Biderman agrees; &#8220;this goal of eliminating illegal deforestation is actually a step backwards,&#8221; she said.<\/p>\n<p>Marcio Astrini of <a href=\"http:\/\/www.greenpeace.org\/brasil\/pt\/\">Greenpeace Brasil<\/a> sees a more serious problem in enforcing the legislation: \u201cJust managing forest crime will allow it to survive, and [with legislation in place until 2030] will mandate that the next three presidential terms follow the same path,&#8221; he said, adding that the negativity of the president\u2019s approach was \u201cregrettable\u201d.<\/p>\n<p><strong>Sources of pollution<\/strong><\/p>\n<p>Brazil is the world\u2019s seventh-largest emitter of GHGs, producing less than China, the US, the EU, India, Russia and Indonesia.<\/p>\n<p>In the last decade, deforestation has ceased to be the country&#8217;s largest source of pollution owing to an 82% slowdown in the destruction of forests between 2004 and 2014. Today, the highest polluting sector is energy, as in developed countries.<\/p>\n<p>Rousseff presides over a divided congress and her ability to implement new climate policies is uncertain, as it will be for her successor. &#8220;The successful implementation of these goals continues to be a controversial issue,&#8221; said Edwards.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>43% GHG
