{"id":50005150,"date":"2016-02-12T12:43:36","date_gmt":"2016-02-12T12:43:36","guid":{"rendered":"https:\/\/stage.dialogochino.net\/?p=5150"},"modified":"2023-06-05T16:53:39","modified_gmt":"2023-06-05T15:53:39","slug":"5150-chinese-loans-to-venezuela-rise-despite-economic-perils","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/business\/5150-chinese-loans-to-venezuela-rise-despite-economic-perils\/","title":{"rendered":"Chinese loans to Venezuela rise despite \u201ceconomic perils\u201d"},"content":{"rendered":"<p><a href=\"http:\/\/www.cdb.com.cn\/english\/\" target=\"_blank\" rel=\"noopener\">China Development Bank <\/a>(CDB) last year lent Venezuela a staggering US$10 billion \u2013 a third of China\u2019s total lending to Latin America and the Caribbean \u2013 despite mounting risks of a sovereign default in the oil exporting state.<\/p>\n<p>Chinese policy banks\u2019 total lending to the region rose to US$29 billion in 2015, up by US$19 billion year-on-year, despite fears about Brazil\u2019s prolonged recession and economic collapse in Venezuela, according to latest figures from the Inter-American Dialogue\u2019s <a href=\"http:\/\/www.thedialogue.org\/map_list\/\">China-Latin America finance database<\/a>.<\/p>\n<p>The total amount disbursed is the largest in a single year since 2005. In 2010, Chinese state-owned banks lent the region US$35 billion.<\/p>\n<p>Energy and infrastructure sectors received the most investment, with Venezuelan national oil company PDVSA receiving a US$5 billion loan tranche in order to \u2018boost production\u2019, the research says. <a href=\"http:\/\/www.pdvsa.com\/\" target=\"_blank\" rel=\"noopener\">PDVSA <\/a>is already <a href=\"http:\/\/www.reuters.com\/article\/venezuela-debtrenegotiation-china-idUSL2N15H0YZ\">struggling to repay<\/a> oil-backed loans as global prices slump.<\/p>\n<p>Along with Venezuela, the focus of Chinese finance remains on fellow economic strugglers Brazil, Argentina and Ecuador.<\/p>\n<p>Loans do little to assist top recipient countries, says Margaret Myers, China-Latin America programme director at the Inter-American Dialogue, who compiled the database with Boston University\u2019s <a href=\"http:\/\/www.bu.edu\/pardeeschool\/research\/gegi\/\">Global Economic Governance Initiative<\/a>.<\/p>\n<p>\u201cUnfortunately, Chinese loans to Venezuela have not had much lasting economic benefit,\u201d Myers told <em>Di\u00e1logo Chino<\/em>. \u201cAs the oil-rich nation nears default, China is increasingly aware of Venezuela&#8217;s economic and <a href=\"http:\/\/stage.dialogochino.net\/governments-election-thrashing-wont-end-chinas-venezuela-support\/\" target=\"_blank\" rel=\"noopener\">political <\/a>perils.\u201d<\/p>\n<p>&nbsp;<\/p>\n<p><iframe loading=\"lazy\" style=\"overflow-y: hidden;\" src=\"https:\/\/magic.piktochart.com\/embed\/11182716-venezuela-china-loans\" width=\"725\" height=\"659\" frameborder=\"0\" scrolling=\"no\"><\/iframe><strong>More of the same?<\/strong><\/p>\n<p>In addition to the vast direct transfers of cash to Latin American governments, China announced three <a href=\"http:\/\/stage.dialogochino.net\/another-chinese-fund-for-latin-america\/\">new funds<\/a> last year to support cooperation on industry and infrastructure. The largest fund, the China-LAC Industrial Cooperation Investment Fund, which holds US$20 billion, was <a href=\"http:\/\/thediplomat.com\/2015\/05\/china-seeks-updated-model-for-latin-america-cooperation\/\">announced<\/a> during premier <a href=\"http:\/\/stage.dialogochino.net\/china-invests-billions-more-in-brazil\/\" target=\"_blank\" rel=\"noopener\">Li Keqiang\u2019s visit<\/a> to Brazil in 2015.<\/p>\n<p>The fund was set up to&nbsp;<a href=\"http:\/\/stage.dialogochino.net\/latin-america-seeks-new-terms-with-international-partners\/\" target=\"_blank\" rel=\"noopener\">upgrade<\/a>&nbsp;Latin American industries and sends a&nbsp;positive signal that China may help to promote more sustainable growth in Latin America, which in&nbsp;2015&nbsp;centred heavily on continued development of the oil and gas sectors.<\/p>\n<p>Whilst <a href=\"http:\/\/stage.dialogochino.net\/china-invests-billions-more-in-brazil\/\">in Brazil<\/a>, <a href=\"http:\/\/stage.dialogochino.net\/premier-li-lets-talk-about-the-environment\/\">Li<\/a> also signed a <a href=\"http:\/\/en.ccchina.gov.cn\/archiver\/ccchinaen\/UpFile\/Files\/Default\/20150521102001198192.pdf\">joint cooperation agreement on climate change<\/a> with president Dilma Rousseff and Chinese companies, especially larger private ones, are \u201cvery interested\u201d in the region\u2019s renewable industries.<\/p>\n<p>Big collaborative renewables projects are underway in <a href=\"http:\/\/stage.dialogochino.net\/brazils-wind-chimes-with-china\/\">Brazil<\/a> and Chile and Li has indicated continued interest in cooperating on low-carbon industries in the coming years.<\/p>\n<p>Wary of the increasingly risky profiles of top recipient countries, both China\u2019s policy banks and the host countries themselves would benefit from further diversification in loan portfolios, the report suggests.<\/p>\n<p>As \u201cdramatic political changes\u201d in the form of new, apparently more investor-friendly governments and legislatures sweep majorly indebted countries, Chinese bankers will be watching closely.<\/p>\n<p>In an attempt to boost confidence in Argentina as a destination for foreign investment, new president Mauricio Macri, <a href=\"http:\/\/stage.dialogochino.net\/new-argentina-president-to-put-china-deals-under-the-microscope\/\">has pledged to review<\/a> deals with China signed under his predecessor <a href=\"http:\/\/stage.dialogochino.net\/argentina-and-china-an-asymmetric-relationship\/\">Cristina Kirchner<\/a>.<\/p>\n<p>Like Venezuela, Ecuador and <a href=\"http:\/\/www.ft.com\/cms\/s\/0\/057c1240-a40f-11e5-b73f-9545472cb784.html#axzz3zsmH6QkB\">newly-downgraded Brazil<\/a>, Argentina has a strained relationship with international capital markets in recent years, leaving it with few places to turn for credit. But despite their high-risk status, the data suggests that Chinese policy banks show no sign of withdrawing their credit lifelines to these countries.<\/p>\n<p>\u201cThe story would appear to be one
