Early signs indicate\u00a0its 13<sup>th<\/sup>\u00a0Five-Year Plan\u00a0is\u00a0the most environmentally focused yet.<\/p>\n<p>This complements the\u00a0\u200bChinese government\u2019s broader goal of shifting to a more environmentally sustainable model of development and re-balancing the economy by moving away from investment in heavy industry towards consumer spending, services and innovation.<\/p>\n<p>It also\u00a0strengthens the commitments made by the Chinese government to transition away from fossil fuels, increase the share of renewables in China&#8217;s energy mix, and slow down its overall rate of energy consumption.<\/p>\n<p>The new targets will help China deliver its promise to reduce carbon intensity (the amount of carbon emitted per unit of GDP\u200b) by 45%, an undertaking that was\u00a0restated at the \u200bParis COP21 climate summit in December\u200b.<\/p>\n<p>Ten out of the 13 mandatory targets contained in the\u00a0<a href=\"http:\/\/news.xinhuanet.com\/politics\/2016lh\/2016-03\/17\/c_1118366322.htm\">final text<\/a>\u00a0relate to the environment, natural resources or ecosystems.\u00a0\u200b<\/p>\n<p>Of the targets relating to climate and energy, the most important four\u00a0are:\u200b<\/p>\n<ul>\n<li>Reduce energy intensity (energy consumed per unit of GDP)\u00a0by 15% compared with\u00a02015<\/li>\n<li>Reduce carbon intensity\u00a0by 18% compared with\u00a02015<\/li>\n<li>Energy consumption ceiling set at 5\u00a0billion tonnes of coal\u00a0equivalent (the current level is\u00a04.3 billion tonnes)<\/li>\n<li>The proportion of primary energy consumption derived from non-fossil fuels raised to 15%<a href=\"https:\/\/dialogue.earth\/content\/uploads\/2016\/03\/THE-CLIMATE-AND-ENERGY-TARGET-IN-CHINA\u2019S-13TH-FIVE-PLAN1.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"  wp-image-5609 aligncenter\" src=\"https:\/\/dialogue.earth\/content\/uploads\/2016\/03\/THE-CLIMATE-AND-ENERGY-TARGET-IN-CHINA\u2019S-13TH-FIVE-PLAN1.jpg\" alt=\"THE CLIMATE AND ENERGY TARGET IN CHINA\u2019S 13TH FIVE PLAN\" width=\"587\" height=\"744\" \/><\/a><a href=\"https:\/\/dialogue.earth\/content\/uploads\/2016\/03\/THE-CLIMATE-AND-ENERGY-TARGET-IN-CHINA\u2019S-13TH-FIVE-PLAN.jpg\"><br \/>\n<\/a>We asked Zhou Dadi, former general director of Energy Research Institute and vice chairman of China Energy Research Association, to put the new targets\u00a0into context.\u201cThe 18% carbon intensity reduction target indicates that China will reach the\u00a0high end\u00a0of its 2020 climate target of a 45% carbon intensity reduction\u00a0(using a 2005 baseline).&#8221;\u201cI think overall, these are ambitious targets, especially when the drivers of economic growth and the structure of the economy are still in transition. However,\u00a0I also think it is likely to be overshot. There will be a set of policies to follow that implement the targets. These\u00a0will relate\u00a0to pricing, taxation, energy standards and renewable energy portfolio standards.&#8221;\u201cThe planning framework emphasises the development of nuclear and hydro power.\u00a0This does not mean\u00a0[other]\u00a0renewable energy\u00a0sources are\u00a0not being prioritised. On the contrary, it undoubtedly means that non-fossil fuels\u00a0are\u00a0preferred and that coal will be weakened.\u201d\u200b<a href=\"https:\/\/dialogue.earth\/content\/uploads\/2016\/03\/Screen_Shot_2016-03-17_at_18.32.36.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"  wp-image-5615 aligncenter\" src=\"https:\/\/dialogue.earth\/content\/uploads\/2016\/03\/Screen_Shot_2016-03-17_at_18.32.36.jpg\" alt=\"Screen_Shot_2016-03-17_at_18.32.36\" width=\"620\" height=\"564\" \/><\/a>At a glance, the new plan is a continuation of the environmental protection efforts set out in the 12<sup>th<\/sup>\u00a0Five-Year Plan (2011-2015), rather than a departure from it. In fact, both plans seem comparable in scope and scale. However, in certain aspects the latest plan goes further.This is the first time in China\u2019s history that a specific\u00a0<a href=\"https:\/\/www.chinadialogue.net\/article\/show\/single\/en\/8696-13th-Five-Year-Plan-is-the-first-to-include-PM2-5-targets\">PM2.5<\/a>\u00a0(the \u200bharmful\u00a0particulate matter that\u00a0contributes to\u00a0air pollution)\u00a0<a href=\"https:\/\/www.chinadialogue.net\/article\/show\/single\/en\/8696-13th-Five-Year-Plan-is-the-first-to-include-PM2-5-targets\">target has\u00a0been included<\/a>\u00a0in a Five-Year Plan. Premier Li Keqiang indicated\u00a0that\u00a0the government will limit factory emissions of PM2.5 down to\u00a025% of total output.The premier also highlighted the\u00a0<a href=\"https:\/\/www.chinadialogue.net\/blog\/8642-China-can-curb-environmental-impact-of-New-Silk-Roads-report\/en\">\u2018One Belt and One Road\u2019 strategy<\/a>\u00a0as an important component of
